The report “Studio Bagan: Building in Heritage Context” presents an in-depth study of the issue of monument climbing at Bagan, one of Asia’s most important Buddhist sites. Originally built during the 11th to 13th centuries the site comprises more than 3.000 Buddhist monuments ranging from small stupas and temples to monastic complexes and several enormous stucco-covered structures on an area of about 25 square kilometres.
The core concept of the research project that resulted in the report was to work across the disciplines of architectural conservation, heritage studies and design. Thus, the study was conducted by academics of respective fields and master students of World Heritage Studies, architecture and urban planning. The project applied approaches from social sciences as applied in architectural conservation in order to guide the architectural design process. These included values-based approaches for gaining an understanding of the site and of the stakeholders’ needs; heritage impact assessments to identify beneficial (and adverse) characteristics for potential alternative viewing platforms; typology exploration and location analysis through the SWOT process.
Fourth International Conference on Heritage Conservation and Site Management December 5–7, 2016, BTU Cottbus-Senftenberg
The destructive effects of war, and particularly the deliberate targeting of cultural sites, constitute an exceptional challenge for Heritage Conservation. The general principles of retaining cultural significance by continuous care and by minimal intervention may seem of little use when one is faced with catastrophic and wide-spread damage to culturally significant places – be they individual monuments, urban structures or archaeological sites. Post-conflict recovery encompasses a wide range of topics, many of which have not yet been studied in depth.
This puplication presents papers presented during the conference on »Cultural Heritage in Post-Conflict Recovery«. The conference, held in December 2016 was the fourth out of the series »Heritage Conservation and Site Management«, initiated both by BTU Cottbus–Senftenberg and Helwan University Cairo. The conference series is linked to their Joint Master Programme »Heritage Conservation and Site Management«. Adressing the subject of Post-Conflict Recovery, BTU Cottbus–Senftenberg and Helwan University Cairo are taking a first step towards sketching the scope and the depth of the problems of Heritage and War. Speakers from many countries are providing insights into approaches to cope with these problems.
Die Dissertation „Hinter der Fassade – Das institutionelle System der Denkmalpflege in der DDR“ untersucht am Beispiel der thüringischen Städte Erfurt, Weimar und Eisenach das institutionelle System, in das die Denkmalpflege der DDR eingebettet war. Anhand der drei kulturgeschichtlich herausragenden Städte werden die institutionellen und denkmalpolitischen Rahmenbedingungen, sowie der Stellenwert denkmalpflegerischer Bemühungen für die Kulturpolitik untersucht. Den Schwerpunkt der Betrachtungen bildet die Zeit vom Beginn der 1960er Jahre bis zum Ende der DDR. In diesen Zeitraum fallen zum einen die Gründung einer eigenen Arbeitsstelle Erfurt des Zentralen Instituts für Denkmalpflege und zum anderen die beginnende Aufwertung der Denkmalpflege in den 1970er Jahren, deren formalen Höhepunkt das im Juli 1975 verabschiedete Denkmalpflegegesetz darstellt. Über die institutionellen Rahmenbedingungen der Denkmalpflege in Erfurt, Weimar und Eisenach hinaus fragt die Dissertation nach den Handlungsspielräumen, Grenzen sowie den Spannungsfeldern, die sich aus den verschiedenen Akteurskonstellationen auf lokaler, regionaler und überregionaler Ebene ergeben. Im Fokus der Untersuchung steht dabei nicht nur die professionalisierte Denkmalpflege, sondern auch zivilgesellschaftliches Engagement für Denkmale.
