Agriculture across the world is being transformed by the dynamic interaction of environ-mental and socio-economic factors such as the demand of global markets, urbanization, agricultural commercialization and intensification, climate change, concentration and ver-tical integration of food and bioenergy production. Innovation to adapt agricultural produc-tion to these challenges has to tackle the contemporary complexity of agricultural systems and its changing framework. The Zayandeh Rud river basin in Central Iran urgently needs forward-looking strategies for agricultural production in the midst of the acute problems of water scarcity and unequal water distribution between sectors and regions. The imbalance between water quantity and demand over the last two decades has motivated policy mak-ers and managers to seek measures and strategies to reduce agricultural water use while minimizing losses in agricultural revenues. Addressing this complexity requires adaptation strategies in agriculture and rural development based on multi-stakeholder interaction.
The report at hand is one outcome of the project “Integrated Water Resources Manage-ment Zayandeh Rud” (3/2016 - 12/2018). It is an outcome of a strongly interactive process with local stakeholders designed and moderated in a cooperation between the German and Iranian project partners. The information gained in through the participatory process was synthesized into ten transformation strategies that are grouped into four focus areas (Capacity Development, Agricultural Management, Water Distribution, and Land Manage-ment and Soil Fertility). The participatory process and the resulting strategies with measures for their implementation are detailed in this report.
Important for the success of the agricultural transformation is the willingness of govern-ments, farmers, donors, companies and civil society organizations to assume responsibil-ities, take risks and change behaviors at the level of individuals, organizations and society to pursue an accepted solution within the basin. The Iranian commitment to implementing IWRM in the Zayandeh Rud Basin and the two phases of the BMBF-funded project “IWRM” have been crucial steps towards the path to enhance the socio-economic and environmental situation in the Zayandeh Rud Basin. The comprehensive, deep and par-tially difficult but target-oriented discussions of the multi-stakeholders during the participa-tory workshops have been valuable contributions to improve communication and, there-fore, the understanding of the diverse perspectives on the same challenging need for transformation.
Key to all the proposed transformation strategies in the report are activities to continue the development of a common knowledge base and set of tools, so that integrated re-source management plans can be put forward and continually evaluated. Also empha-sized is the need to involve all stakeholders to prevent fear of bias from hindering general acceptance of the tools. This is essential since none of the strategies can be expected to reduce basin-wide agricultural water use by themselves if the overall area of irrigated cul-tivated land area is not reduced.

Obviously, companies are responsible for ensuring that they stay competitive with their products on the world market and that they do not go broke. This entails, among other things, that they keep looking ahead and also make long term arrangements for stable management in the future. For, sooner or later, even the best boss will have to hand over the rudder to somebody else. In the past, most companies were taken over by a son or daughter. Today, that is changing and more and more companies, especially small and medium sized businesses, are unable to find a satisfactory successor.
There are more than 63,000 companies in Brandenburg. Almost 53,000 of these companies are family companies. Every year, about 2,000 of them are faced with the question of succession. If this question is not answered in time, if the children cannot or do not wish to take over, then, in the worst case, the company will be faced with extinction with the result that know-how, capital, and, most importantly, jobs will all be destroyed. Thus there are many reasons for arranging for a suitable successor in time. We are called on to support this process as best we can because it is much better to keep existent jobs in place than to create new ones from scratch.
There are many courageous men and women in Brandenburg who would like very much to go into business for themselves. This brochure has been written to encourage everyone who intends to take such a step to think about taking over such a company. This may well be a drawn-out process, and it might not proceed smoothly. Determining a successor is often an emotionally laden matter because it takes effort to disengage from one’s life’s work and make way for younger people. Unfortunately, the decision is often postponed in this way until it is too late.

Every ship is guided safely into the harbour when the local pilot is on board. This also applies to our pilot services. They help you to get past the unknown, rough terrain that lies between you and your own successful business. Anybody who starts on this path is in for an adventure. Indeed, this is your entry into a new life, with new ideas and goals. All assistance which makes this path less dangerous is welcome. Our pilot services give you such assistance. We can advise you before you start up your business and during the initial phases, supporting you with competent expertise. When the course is over, you, as the founder of a new company, will be the “captain” and have to steer your ship yourself and then you will know how valuable the pilot services were.
We want successful captains. That is why Land Brandenburg has been supporting regional pilot services since 2001. There are also pilot services for certain target groups of immigrants as well as the pilot services for colleges and universities. This is a broad spectrum of specific offers which reach people who meet the criteria of very special founder profiles. The subsidies from us are aimed toward helping everybody who wants to start up a business to prepare him or herself as well as possible and to avoid mistakes. Approximately 4,000 people who would like to start their own business availed themselves of the advisory services of our “pilots” between 2001 and 2004. This was very successful, as the evaluation of 2005 has shown! More than two thirds of these people successfully took the leap into self-employment. The proportion of women in this group rose continually to over 42 percent. These are just two examples of this success. The evaluators found that these pilot services definitely improved the climate for starting businesses in Land Brandenburg, both qualitatively and quantitatively, and thus recommended, without any reservations, that these services and their subsidies be continued.
This is what we are doing. The subsidies have been expanded and also made more efficient. In the future, each of the colleges and universities in Land Brandenburg will have its very own pilot service. Secondly, all the pilot services will provide women with special advisory services in accordance with their needs. Finally, the elements of these subsidies will be more flexible so that the period of time now allowed for each case is varied in accordance with actual circumstances.
Thus, for example, if the ship later finds itself in distress, one of our pilots can be flown in to help it with crisis management. This is being done because the problems which young companies actually face generally do not arise until after these companies have been formed, and in many such cases this happens despite extensive preparation. Then it turns out that planning was not in accord with actual practice or that business management skills and knowledge based on experience are not sufficient to solve the problems that have arisen. In future, young companies that run into troubled seas in this way can be coached by the pilot services during the first year after they are launched. In this way we help such founders to help themselves in that we instill courage, pass on experience and lead them out of the crisis which might even be threatening their existence as entrepreneurs.
