Die für die Sicherheit von Mensch und Umwelt sowie für die Messtechnik zuständigen deutschen Bundesbehörden – das Umweltbundesamt, die Bundesanstalt für Arbeitsschutz und Arbeitsmedizin (BAuA), das Bundesinstitut für Risikobewertung (BfR), die Bundesanstalt für Materialforschung und -prüfung (BAM) und die Physikalisch-Technische Bundesanstalt (PTB) – begleiten die rasante Innovation von neuartigen Materialien mit einer langfristigen Forschungsstrategie. Die vorgestellte Strategie zeigt die notwendige Sicherheitsforschung auf, die auf der einen Seite Regulierungsbehörden in die Lage versetzt, neuartige Materialien angemessen bewerten zu können, und auf der anderen Seite auch das „Safe and Sustainable by Design“ für Innovatoren unterstützt.
The German federal authorities responsible for human and environmental safety, and metrology – the German Environment Agency (UBA), the Federal Institute for Occupational Safety and Health (BAuA), the German Federal Institute for Risk Assessment (BfR), the Federal Institute for Materials Research and Testing (BAM), and the National Metrology Institute (Physikalisch-Technische Bundesanstalt, PTB) - are accompanying the rapid pace of innovation of advanced materials with a long term research strategy focusing on safety research needs from a regulatory perspective. The strategy builds on former joint research strategies on nanomaterials and advanced materials and highlights current research priorities to enable regulatory preparedness for material innovations and better connect safety research with innovation research.
Machine-readable documents such as SMART standards and digital certificates or etst reports are a fundamental building block of a digitalized quality infrastructure (QI). To exploid the full potential, these digital QI tools need to be combined with modern methods of conformity assessment and embedded into a larger digital ecosystem that allows for trsutfull managemnet and sharing of relevant data. Here, data spaces, the digital product passport and the asset adminstration shell play important roles. The talk provides an overwiew on such ecosystem and examples from activities at BAM.
Die Präsentation zeigt, dass der Digitale Produktpass (DPP) nach der neuen BauPVO (EU 2024/3110) eine maschinenlesbare, standardisierte Datensammlung zu Bauprodukten ist, verknüpft über eindeutige Kennungen/QR‑Codes, BIM‑kompatibel und eng mit dem DPP‑Rahmen der Ökodesign‑VO verzahnt; Ziele sind Digitalisierung, Transparenz, Re‑Use und effizientere Marktüberwachung/Zoll. Er adressiert Register/Webportal, Zugriffs‑ und Änderungsrechte für definierte Akteure und die Herstellerpflicht zur Bereitstellung inkl. Langzeitverfügbarkeit (≥ 10 Jahre); Ausnahmen gelten u. a. für Sonderanfertigungen und Erhaltung des kulturellen Erbes. Inhalte sind u. a. Leistungs‑ und Konformitätserklärung, Sicherheits‑ und Gebrauchsinformationen, technische Dokumentation, Nachhaltigkeitskennzeichnung und Verweise auf DPPs wesentlicher Bestandteile, basierend auf offenen, interoperablen Datenstandards und einem gemeinsamen Datenwörterbuch.
The implementation of the Digital Product Passport (DPP) under the EU’s Ecodesign for Sustainable Products Regulation (ESPR) aims to enhance transparency, traceability, and sustainability within the value chain. While the DPP promises substantial benefits, its adoption poses significant challenges – especially for small and medium-sized enterprises (SMEs). These firms, which make up 99% of non-financial enterprises in the EU, often face resource constraints that hinder technology implementation. Given the impending mandatory application of DPPs across almost all products groups, SMEs risk market exclusion unless they can successfully build the required capabilities.
This research identifies determinants influencing SMEs adoption of DPPs by leveraging the Technology-Organization-Environment (TOE) framework. Specifically, it assesses technological readiness, organizational factors, and external environmental conditions as primary drivers of capability development necessary for effective DPP adoption. Employing a quantitative approach adapted from Mikalef et al. (2022), the study utilizes a survey and structural equation modeling to empirically evaluate how these determinants interact to shape SMEs’ DPP capabilities. This represents the first quantitative application of the TOE framework explicitly addressing capability formation in the context of DPP adoption.
Findings from this research will reveal specific technological, organizational, and environmental factors which are instrumental in enabling SMEs to comply with regulatory mandates and effectively manage product data in a DPP context. Practical implications include the identification of capability gaps and targeted policy recommendations to support SMEs. The study aims to foster digital transformation, enhance supply chain sustainability, and ensure broad compliance with emerging EU sustainability regulations.
Ensuring Quality Smarter with a digital Quality Infrastructure (Mexican-German Technical Exchange)

The presentation introduces the initiative QI‑Digital, which aims to holistically transform quality infrastructure across all its elements. To this end, a digital QI ecosystem is being developed that integrates digital QI tools with advanced methods for testing, inspection, and monitoring, and embeds them into the broader digital industrial ecosystem.
Sovereign and secure data sharing and management are enabled through technologies such as data spaces, the Asset Administration Shell, verifiable credentials, and the Digital Product Passport (DPP). Particular emphasis is placed on the role of artificial intelligence in quality assurance: Several use cases and ongoing projects from BAM are presented togetehr with the business benefits they enable. Ongoing activities on the use of AI for manageing quality-related documentation are also presentated that aim at establishing an agentic AI framework for QI.
The talk concludes with key lessons learned so far within the initiative.
The digital product passport

This paper presents digital quality infrastructure methods for hydrogen refueling stations using the Asset Administration Shell as a standardized digital twin. Implemented at BAM’s test platform, it integrates real-time sensor data, calibration certificates, and compliance documents to support traceable, interoperable asset management. In combination with AI and semantic tools, the system will enable predictive maintenance, remote audits, and improved safety. This approach reduces downtime, enhances transparency, and offers a scalable model demonstrating the potential of digital twins in advancing metrological traceability and operational efficiency in hydrogen technologies.
Mit der im Januar 2025 in Kraft getretenen Bauproduktenverordnung (BauPVO) wurde auch ein digitaler Produktpass (DPP) für Bauprodukte neu etabliert. Dieser wird in den kommenden Jahren für alle Bauprodukte in Europa, die unter die neu geschaffene "harmonisierte Zone" fallen, verpflichtend werden. In dem Vortrag wird ein allgemeiner Überblick über Zweck und Funktionsweise des DPP nach BauPVO gegeben. Danach werden einzelne Aspekte wie Zeithorizont und Inhalt erläutert.
