Transparenz und Erklärbarkeit sind essenzielle Faktoren bei der Entwicklung sicherer KI-Modelle für den Fußgängerschutz. Dies ermöglicht nicht nur eine verbesserte Akzeptanz, sondern fördert auch das Vertrauen der Nutzer in die präventiven Fähigkeiten dieser Systeme.
Die Integration von Sensoren, maschinellem Lernen und fortschrittlichen Algorithmen ermöglicht eine präzise Analyse von Fußgängerverhalten und Umgebungsfaktoren. Dabei spielt die Echtzeitverarbeitung eine entscheidende Rolle, um schnell auf sich ändernde Situationen zu reagieren.
Zusätzlich zur Technologieentwicklung betont diese Analyse die Notwendigkeit strikter Sicherheitsmaßnahmen, um potenzielle Risiken und Sicherheitslücken zu minimieren. Dazu gehören Sicherheitsprotokolle für die Datenspeicherung, den Modellschutz und den Zu-griff auf KI-Systeme.
Die Einhaltung gesetzlicher und ethischer Richtlinien ist ein weiterer wichtiger Aspekt. Regulatorische Vorgaben und ethische Standards sollen sicherstellen, dass KI-Technologien im Automobilsektor nicht nur sicher, sondern auch im Einklang mit gesellschaftlichen Werten und Normen eingesetzt werden.
Wissens- bzw. Nicht-Routinearbeit wie die Entwicklung von Smartphone-Apps oder von Software zur Steuerung moderner Flugzeuge ist per se fehleranfällig. Konkrete Beispiele aus dem täglichen Leben zeigen, dass derartige Fehler unübersehbare Schäden für Leib und Leben bedeuten können und daher zu vermeiden sind. Gegenseitiges Erklären und gemeinsames Verstehen von Sachverhalten, Anregungen, Ideen, Konzepten sind fehlerrelevante Bausteine von Wissensarbeit in Teams. Je besser diese speziellen Formen von Lehren (Erklären) und Lernen (Verstehen) gelingen, desto größer erscheinen die Chancen zur Fehlervermeidung. Entsprechend wird vorgeschlagen, die Wissensarbeit aus Lern- und Lehrsicht zu betrachten und mit Instrumenten aus der Didaktik zu unterstützen. Diese Lern-Lehr-Orientierung und ihr möglicher Beitrag zur Fehlerreduzierung werden beschrieben, an einem konkreten Beispiel ausgeführt und zusammenfassend erörtert.
Website blocking in the European Union: Network interference from the perspective of Open Internet

By establishing an infrastructure for monitoring and blocking networks in accordance with European Union (EU) law on preventive measures against the spread of information, EU member states have also made it easier to block websites and services and monitor information. While relevant studies have documented Internet censorship in non-European countries, as well as the use of such infrastructures for political reasons, this study examines network interference practices such as website blocking against the backdrop of an almost complete lack of EU-related research. Specifically, it performs and demonstrates an analysis for the total of 27 EU countries based on three different sources. They include first, tens of millions of historical network measurements collected in 2020 by Open Observatory of Network Interference volunteers from around the world; second, the publicly available blocking lists used by EU member states; and third, the reports issued by network regulators in each country from May 2020 to April 2021. Our results show that authorities issue multiple types of blocklists. Internet Service Providers limit access to different types and categories of websites and services. Such resources are sometimes blocked for unknown reasons and not included in any of the publicly available blocklists. The study concludes with the hurdles related to network measurements and the nontransparency from regulators regarding specifying website addresses in blocking activities.
In recent decades, artificial intelligence has undergone transformative advancements, reshaping diverse sectors such as healthcare, transport, agriculture, energy, and the media. Despite the enthusiasm surrounding AI’s potential, concerns persist about its potential negative impacts, including substantial energy consumption and ethical challenges. This paper critically reviews the evolving landscape of AI sustainability, addressing economic, social, and environmental dimensions. The literature is systematically categorized into “Sustainability of AI” and “AI for Sustainability”, revealing a balanced perspective between the two. The study also identifies a notable trend towards holistic approaches, with a surge in publications and empirical studies since 2019, signaling the field’s maturity. Future research directions emphasize delving into the relatively under-explored economic dimension, aligning with the United Nations’ Sustainable Development Goals (SDGs), and addressing stakeholders’ influence.
Despite the progress of Artificial Intelligence (AI) and its contribution to the advancement of human society, the prioritization of ethical principles from the viewpoint of its users has not yet received much attention and empirical investigations. This is important to develop appropriate safeguards and increase the acceptance of AI-mediated technologies among all members of society. In this research, we collected, integrated, and prioritized ethical principles for AI systems with respect to their relevance in different real-life application scenarios. First, an overview of ethical principles for AI was systematically derived from various academic and non-academic sources. Our results clearly show that transparency, justice and fairness, non-maleficence, responsibility, and privacy are most frequently mentioned in this corpus of documents. Next, an empirical survey to systematically identify users’ priorities was designed and conducted in the context of selected scenarios: AI-mediated recruitment (human resources), predictive policing, autonomous vehicles, and hospital robots. We anticipate that the resulting ranking can serve as a valuable basis for formulating requirements for AI-mediated solutions and creating AI algorithms that prioritize user’s needs. Our target audience includes everyone who will be affected by AI systems, e.g., policy makers, algorithm developers, and system managers as our ranking clearly depicts user’s awareness regarding AI ethics.
Die Analyse von Unternehmenswerten wird schon seit Jahrzenten durchgeführt. Es gibt verschiedene Modelle, wie zum Beispiel den Ansatz von Hofstede oder das „Universal Value Structure Modell“ von Schwartz, welche die Unternehmenswerte darstellen. Aktuelle Studien empfehlen Unternehmenswerte unter der Nutzung von Natural Language Processing und definierten Wortlisten bei größeren Textdaten zu untersuchen. Ziel der vorliegenden Analyse war zu identifizieren, ob die deutschen Übersetzungen der bisher englischsprachigen Ansätze im Kontext von Online-Stellenanzeigen funktional anwendbar sind. Daher wurden ca. 151.000 online-Stellenanzeigen von ca. 29.000 Unternehmen mittels drei Wortlisten analysiert. Der Umfang der verwendeten Listen lag zwischen 126 und 944 deutschen Wörtern. Die Ergebnisse zeigen, dass a) alle angewendeten Wortlisten grundsätzlich funktional sind, b) dass einer der Listen jedoch herausragende Ergebnisse aufweist, welcher jedoch c) um fehlende Begriffe der beiden anderen Ansätze erweitert werden kann. Somit können Unternehmen ein eigenes Werteprofil Ihrer externen Online-Kommunikation ermitteln und dieses mit den internen Wertvorstellungen bzw. dem intern erhobenen realen Werteprofil abgleichen.
Die Zahl von Studiengängen in englischer Sprache ist in den letzten 20 Jahren kontinuierlich angestiegen. Die Gründe dafür und auch die Auswirkungen sind vielfältig. Die besondere Bedeutung der Landessprache für die Wissenskommunikation und das neue Positionspapier des hlb zur Sprache der Lehre sind Gegenstand dieses Beitrags.
This paper starts with the increasing discussions on juridification in education. Concerning theorizing on such processes, we examine the poor implementation of the UN Convention on the Rights of Persons with Disabilities Convention on the Rights of Persons with Disabilities, CRPD (2008) in the school sector of Germany. The paper considers the reasons for this failed endeavor by analyzing the complex, multilevel relations between policy and law in different national and historical contexts. With this, aspects of juridification as a process in education policy can be illuminated. In this regard, we suggest crucial aspects regarding juridification in public education: a focus on regulative failures in juridification processes, juridification’s contexts, the mandate for putting it into action, the allocation of resources, and finally, its objective and subjective rights dimensions, i.e. how an individual can claim rights within the machinery of public education.
Das Toolkit Annif ist ein modulares Werkzeug zur automatisierten Sacherschließung, mit dem über verschiedene Verfahren des maschinellen Lernens Schlagwörter oder Notationen zu Dokumenten vorgeschlagen werden. In dieser Arbeit wird untersucht, ob mit Annif Ergebnisse erzielt werden können, die einen praktischen Einsatz für Bibliotheken im deutschsprachigen Raum rechtfertigen. Getestet wird die Vergabe von Notationen der Regensburger Verbundklassifikation (RVK) an deutschsprachigen monografischen Texten. Dabei wird auch untersucht, wie aufwändig die Beschaffung und Aufbereitung von geeigneten Daten für das Training ist. Es wird eine Auswahl von drei angebotenen Verfahren evaluiert. Hierzu werden Metadaten mit RVK-Notationen der Hauptgruppe S beispielhaft ausgewertet. Zusätzlich wird getestet, ob ein Training mit Volltexten die Qualität der Ergebnisse verbessert. Die Arbeit zeigt auf, welches Verfahren für die ausgewählten Daten am besten geeignet ist und erläutert, welche Herausforderungen es in Bezug auf die Vergabe von RVK-Notationen gibt und welche Aspekte bei der Zusammensetzung der Trainingsdaten besonders berücksichtigt werden müssen.
Aviation continues to be an essential means of transport for passengers and cargo. In recent years, the COVID-19 pandemic led to a collapse. In 2022 Europe was back up to around 85% of 2019 levels(EASA, 2022).In 2021 van der Sman et al. predicted an recovery to 2019 levels in 2024 (van der Sman et al., 2021). However, fuel savings and emissions reduction have become increasingly important in recent years.
As part of a PhD thesis, possibilities for reducing fuel consumption by reducing the final reserve fuel were investigated. A smaller amount of tanked fuel required leads to a reduction in the transported (fuel) weight and, thus, a reduction in overall fuel consumption. This is because fuel consumption for a given route depends, among other factors, on the aircraft's weight. The more an aircraft weighs, the higher the fuel consumption. To keep fuel consumption as low as possible, carrying only the minimum weight required for the route in question is the most economical. Carrying more or even unnecessary weight increases the amount of fuel required and consumed in flight.
The overarching research aims to explore and evaluate how to reduce the fuel carried by aircraft and, thus, the total fuel required for a given flight. The main focus of this paper is on the opportunities and challenges that have arisen with introducing new fuel regulations in European aviation regulations. Operators with appropriate safety levels can apply more tailored provisions. This requires the demonstration of the safety level. This is achieved by defining specific safety performance indicators (SPIs), compliance with which is then continuously monitored and evaluated during operation. This requires the collection and evaluation of correspondingly large amounts of data. This is only possible using appropriate IT applications. Example belowshows the amount of data that accumulates during flight operations. Recording, processing and saving pose a challenge in this respect.
On the other hand, performance-based regulations allow for a more individualised implementation on and by the respective companies via the demonstration of a corresponding level of safety. Safety indicators are used for this purpose, which must be obtained and evaluated from various existing data. A large amount of data, which can only be collected and processed with the help of various IT applications, represents a challenge. However, companies can benefit from the corresponding advantages if they can cope with this.
The following is an excerpt of the requirements and possible implementation, focusing on the amount of data and the associated challenges and opportunities.
Purpose
This study investigates whether the artificial neural network approach, when used on a large organizational soft HR performance dataset, results in a better (R2/RMSE) model compared to the linear regression. With the use of predictive modelling, a more informed base for managerial decision making within soft HR performance management is offered.
Design/methodology/approach
The study builds on a dataset (n > 43 k) stemming from an annual employee MNC survey. It covers several soft HR performance drivers and outcomes (such as engagement, satisfaction and others) that either have evidence of a dual-role nature or non-linear relationships. This study applies the framework for artificial neural network analysis in organization research (Scarborough and Somers, 2006).
Findings
The analysis reveals a substantial artificial neural network model performance (R2 > 0.75) with an excellent fit statistic (nRMSE <0.10) and all drivers have the same relative importance (RMI [0.102; 0.125]). This predictive analysis revealed that the organization has to increase six of the drivers, keep two on the same level and decrease one.
Originality/value
Up to date, this study uses the largest dataset in soft HR performance management. Additionally, the predictive results reveal that specific target values lay below the current levels to achieve optimal performance.
Die internen Abläufe an Hochschulen folgen selten vordefinierten Regeln, sodass bei der Digitalisierung solcher Prozesse Standardlösungen vielfach nicht ausreichen. Für die Abbildung ehemals analoger Prozesse sind individuelle Softwarelösungen unabdingbar. In diesem Kapitel soll am Beispiel ausgewählter hochschulspezifischer Softwareanwendungen der Weg beschrieben werden, wie ein solcher Umbau im Rahmen bestehender Systeme vollzogen werden kann.
Im Fokus dieser Beschreibung stehen Softwareanwendungen, die sowohl die Verwaltungsprozesse rund um die Erstellung von Thesisarbeiten – beginnend mit der Anmeldung bis zur Abgabe der Arbeit, der Durchführung von Abschlussprüfungen bis zur Publikation der Thesisarbeiten – als auch Akkreditierungsprozesse an der TH Wildau unterstützen, mit denen Modulhandbücher und Logbücher erstellt werden, die die Entwicklung von Studiengängen zwischen den Reakkreditierungen transparent nachvollziehbar machen. Ein besonderes Augenmerk wird auf Schnittstellen anderer Hochschulprozesse gelegt.
Diese Anwendungen wurden mit agilen Methoden erstellt. Das Zusammenspiel von agiler Softwareentwicklung und entsprechenden Evaluationsschritten soll zeigen, wie diese Methoden an der Hochschule mit kleinen Teams effektiv eingesetzt werden können, um mit Blick auf die Verbesserung der Qualität und Einheitlichkeit von Studium und Lehre ein bestmögliches Optimierungspotenzial zu erreichen.
Understanding Website Privacy Policies—A Longitudinal Analysis Using Natural Language Processing

Privacy policies are the main method for informing Internet users of how their data are collected and shared. This study aims to analyze the deficiencies of privacy policies in terms of readability, vague statements, and the use of pacifying phrases concerning privacy. This represents the undertaking of a step forward in the literature on this topic through a comprehensive analysis encompassing both time and website coverage. It characterizes trends across website categories, top-level domains, and popularity ranks. Furthermore, studying the development in the context of the General Data Protection Regulation (GDPR) offers insights into the impact of regulations on policy comprehensibility. The findings reveal a concerning trend: privacy policies have grown longer and more ambiguous, making it challenging for users to comprehend them. Notably, there is an increased proportion of vague statements, while clear statements have seen a decrease. Despite this, the study highlights a steady rise in the inclusion of reassuring statements aimed at alleviating readers’ privacy concerns.
Dieser Beitrag bietet eine kritische Bestandsaufnahme des Predictive Policing am Beispiel der Dimension Raum. Unter Berücksichtigung der aktuellen Entwicklungen des europäischen AI-Acts werden Maßnahmen und Methoden beleuchtet und aus ethischer Perspektive reflektiert und diskutiert. Das methodische Fundament bildet eine systematische Literaturanalyse anhand einer Korpusanalyse zu Techniken des Predictive Policing. Es werden vorhandene wissenschaftliche Vorarbeiten vorgestellt und ethische Fragestellungen im Zusammenhang mit der Verwendung von Daten für Predictive Policing untersucht. Der Beitrag eröffnet wichtige Fragen, die es weiter zu erforschen gilt. Die aktuellen Entwicklungen im Rahmen des AI-Acts bestätigen die Relevanz der Thematik.
This article aims to undertake a comparative investigation of school administration to understand further the frames of curriculum making. School administration is an under-illuminated aspect of curriculum research. The paper commences from the notion that, in mass education, a school system is operationalized by many schools, which are coupled to each other and to political decisions. Here is the curriculum vital. Building on the classic work of Stefan Hopmann, a curriculum is part of the administrational structure of the school system. The Article suggests several categories that can describe the nature and function of school administration in various contexts. There are external matters of schooling, such as school buildings, school food, etc. and internal matters of schooling, such as curriculum, pedagogy, and evaluation. Individual schools and school administration are coupled via licences, and programmatic, professional, and procedural supervision. The article employs these categories with a comparison of a decentralized Sweden and a centralized Germany. The comparison investigated 290 Swedish municipality school administrations and 45 state education authorities in 4 German federal states. In this comparison many interesting similarities between both contexts can be hightligthed.
Aviation is an integral and vital part of modern society. The growth over the last decades has consequences for greenhouse gas emissions and reducing this through efficiency within the same framework is difficult. Precision flight planning is crucial for reliably and optimized real environment aircraft operation. The presented study gives an overview of the status of the legal requirements for flight planning under the current fuel requirements of the European Union Aviation Safety Agency (EASA) and the emerging opportunities for fuel savings. As part of the larger study, planned and actual fuel figures of an international cargo airline were statistically analyzed. The overall analysis showed that there was no significant deviation between planned and consumed fuel. Based on the results, an adjustment of the planned alternative fuel quantity can be considered within the framework of an individual fuel plan. The possible savings potential using the example of Destination Alternate Airport fuel is presented.
This paper investigates Karelian language visibility on Twitter and describes the first corresponding data collection using language-related keywords and hashtags. In total, 2626 entries written fully or partially in Livvi, South and Viena Karelian were scraped with Postman API. The visibility of Karelian on Twitter has been considerably increasing in the past few years, Livvi-Karelian being the most prominent dialect. The data were analysed linguistically (manually and with language detection software) and thematically. Although language-related topics are the most popular, there is a substantial number of entries in eight further topics. Applicability of the collected data for linguistic and sociological research, and further data collection considerations are discussed.
Empirical insights into promising commercial sentiment analysis solutions that go beyond the claims of their vendors are rare. Moreover, due to the constant evolution in the field, previous studies are far from reflecting the current situation. The goal of this article is to evaluate and compare current solutions using two experimental studies. In the first part of the study, based on tweets about airline service quality, we test the solutions of six vendors with different market power, such as Amazon, Google, IBM, Microsoft, Lexalytics, and MeaningCloud, and report their measures of accuracy, precision, recall, (macro)F1, time performance, and service level agreements (SLA). Furthermore, we compare two of the services in depth with multiple data sets and over time. The services tested here are Google Cloud Natural Language API and MeaningCloud Sentiment Analysis API. For evaluating the results over time, we use the same data set as in November 2020. In addition, further topic-specific and general Twitter data sets are used. The experiments show that the IBM Watson NLU and Google Cloud Natural Language API solutions may be preferred when negative text detection is the primary concern. When tested in July 2022, the Google Cloud Natural Language API was still the clear winner compared to the MeaningCloud Sentiment Analysis API, but only on the airline service quality data set; on the other data sets, both services provided specific benefits and drawbacks. Furthermore, we detected changes in the sentiment classification over time with both services. Our results motivate that an independent, critical, and longitudinal experimental analysis of sentiment analysis services can provide interesting insights into their overall reliability and particular classification accuracy beyond marketing claims to critically compare solutions based on real data and analyze potential weaknesses and margins of error before making an investment.
This study explores the impact of the student team’s gender diversity on different performance outcomes in a business plan course with active teaching elements. Although the team’s gender diversity is oftentimes neglected in entrepreneurship education research, the empirical analysis shows that significant performance differences depending on a gender-specific composition exist. In general, mixed-gender teams perform better than men’s teams, which receive, on average, worse grades for their business plan. Additionally, mixed teams perform comparatively better in attracting interest for their business idea as measured by views on an online idea platform. To enhance group performance, practitioners shall pay more attention to team composition in an educational setting and actively promote mixed-gender teams.

Die technisch vernetzte Welt drängt seit über 20 Jahren in unseren Lebens- und Arbeitsalltag vor. Die fast drei Jahre andauernde Corona- Pandemie hat unter Druck von Kontaktbeschränkungen die Nutzung der technischen Möglichkeiten beschleunigt und damit Arbeitsflexibilität und -mobilität in einer Weise realisiert, wie dies zuvor noch nie der Fall war.
Arbeitswelt ist Lebenswelt; und deshalb wirkt sich ein zunehmendes Potenzial an Distanzinteraktionen auf wirtschaftliche, soziale, psychische, rechtliche und/oder kulturelle Bedingungen aus.
At the current stage of automated vehicle development, the control handover from the system to a human driver (and back) is inevitable. It is essential to distinguish between situations in which the handover is possible and in which it could be dangerous and is therefore highly undesirable. We evaluated traffic situations based on two modalities: own vehicle state and traffic objects. To assess the former, supervised machine learning was applied, reaching an accuracy of 80.3% and specificity of 77.8% with Multilayer perceptron Classification. Traffic objects data were subject to different clustering techniques. The final grouping was done according to manually elaborated rules, resulting in a range of situation complexity scores. Improving the discriminative power of vehicle state classification, including driver’s state and weather information, and predicting situation complexity are to be addressed in future research.
Most research on fairness in Machine Learning assumes the relationship between fairness and accuracy to be a trade-off, with an increase in fairness leading to an unavoidable loss of accuracy. In this study, several approaches for fair Machine Learning are studied to experimentally analyze the relationship between accuracy and group fairness. The results indicated that group fairness and accuracy may even benefit each other, which emphasizes the importance of selecting appropriate measures for performance evaluation. This work provides a foundation for further studies on the adequate objectives of Machine Learning in the context of fair automated decision making.
Der Beitrag möchte Kernelemente der deutschen und europäischen Dogmatik zum Umgang des Rechts mit ungewissen Rechtsgutgefährdungen interdisziplinär zugänglich machen. Dieser „Th eorie“ wird die rechtliche Praxis – in Gestalt von Rechtsetzung und Rechtsprechung – vorgehalten und werden dabei Abweichungen von den Rationalitätsanforderungen der dogmatischen Grundkonzeption identifiziert. Diese Abweichungen führen dazu, dass das Recht – in praktischer Hinsicht – berechtigte Erwartungen an die Intensität des Grundrechtsschutzes von Forschung, Entwicklung und Anwendung neuer Technologien nach einem erratischen Muster verfehlt.
Deshalb wird anschließend überlegt, wie mit diesem Befund rechtspolitisch umzugehen ist. Der Umstand, dass es sich bei der Stammzellenforschung gerade um ein Gebiet der Medizin handelt, kann die Aufrechterhaltung einer innovationsfreundlichen politischen Haltung begünstigen.
From creative destruction to destruction of the creatives: innovation in walled-off ecosystems

For a long time, a prevailing view was that due to the dynamic nature of competition in digital markets intervention by antitrust authorities may do more harm than good. It was assumed that Joseph Schumpeter’s “perennial gales of creative destruction” would sufficiently discipline any incumbent digital firm as rivals were only ‘one click away’, switching costs low and network effects reversable. Based upon the economics of innovation, the article first examines the market conditions under which significant product improvement and/or disruptions from outside may develop and unfold. It then examines why such conditions are lacking where a single undertaking largely controls a digital ecosystem. The article concludes that the protective moats and walls that digital gatekeepers have built around their “cash cow” services significantly reduce the incentives and abilities to innovate for any participant within such ecosystem and to disrupt the incumbent’s service. Due to common interests and mutual interdependencies of the operators of the largest digital ecosystems, it also cannot be presumed that the lack of innovation within ecosystems (intra-ecosystem competition) is sufficiently outbalanced by innovation across ecosystems (inter-ecosystem competition). In such a setting, competition policy may no longer assume that dynamic competition sufficiently disciplines even dominant companies and that there is a higher risk from over-enforcement than from underenforcement. Accordingly, the measures proposed, for instance, in the European Digital Markets Act and the American Choice and Innovation Online Act to open up markets for innovation go into the right direction.
Das Ziel der Masterarbeit ist es, ein Modell zur Validierung von Anforderungen in der Open Source-Software DSpace 7 zu entwickeln. Hierzu geht die Arbeit der Frage nach, inwiefern sich die im „COAR Framework for Good Practices in Repositories“ sowie im „DINI Zertifikat für Open-Access-Publikationsdienste“ geschilderten Mindestanforderungen und Empfehlungen in ein Vorgehensmodell zur Validierung dieser Anforderungen übersetzen lassen.
Zur Beantwortung der Forschungsfrage wurden im methodischen Teil der Arbeit die im COAR Framework und im DINI Zertifikat enthaltenen Anforderungen in ein theoretisches Referenzmodell transferiert, um die Anforderungen und Empfehlungen in thematische Kategorien und Dimensionen einzuordnen. Die Weiterentwicklung des Modells erfolgte mit der Dimension, die die Anforderungen und Empfehlungen zu den technischen Features einer Repository-Software enthielt. Auf Basis der in dieser Dimension enthaltenen COAR- und DINI-Mindestanforderungen und Empfehlungen wurden gemeinsame Anforderungskategorien zur Gewinnung gemeinsamer Anforderungskriterien genutzt. Zur Vorbereitung der praktischen Erprobung des Modells erfolgte die Ausarbeitung einer Bewertungsskala zur Messung des „Grads der Anforderungserfüllung“ in DSpace 7. Diese ermöglichte die Gewinnung von Scores zur Messung der Anforderungserfüllung in DSpace 7. Zur unterschiedlichen Gewichtung der Scores wurden Gewichtungswerte definiert. Die Vorbereitung des Modells schloß mit der Auswahl von Ressourcen ab, die in der praktischen Erprobung des Modells zum Einsatz kommen sollten (insbesondere DSpace Wiki, DSpace 7 Demo, DSpace-Issues in GitHub).
Das entwickelte Validierungsmodell wurde in Form einer „Case Study“ in DSpace 7 praktisch erprobt. Hierzu wurden die Mindestanforderungen und Empfehlungen des DINI Zertifikats in der Dimension mit den technischen Features in DSpace 7 validiert. Die gewonnenen Scorewerte zum Grad der Anforderungserfüllung wurden entlang der Bewertungsskala generiert und bei einer nicht vollständigen Anforderungserfüllung Handlungsempfehlungen notiert.
Die gewonnenen Scorewerte der in DSpace 7 validierten Anforderungen wurden anschließend zusätzlich zur ungewichteten Form gewichtet berechnet, um der Unterscheidung des DINI Zertifikats in Mindestanforderungen und Empfehlungen zu entsprechen. Die Scorewerte der Anforderungen und Empfehlungen zu den technischen Features wurden anschließend kompakt in einem Netzdiagramm visualisiert.
Die Auswertung der Ergebnisse der Modellentwicklung und praktischen Erprobung des Modells zeigen, dass sich die Anforderungen von Frameworks, Standards, Guidelines etc. in ein Vorgehensmodell zur Validierung in DSpace 7 übertragen lassen. Ein signifikanter Mehrwert zeigte sich durch die detaillierte Bewertungsskala zur Messung des Erfüllungsgrads der Anforderungen in DSpace 7. Diese ermöglichte es, den Grad der Anforderungserfüllung exakt zu er- und begründen, um auf dieser Basis Handlungsempfehlungen zum Umgang mit verschiedenen Stufen der Anforderungserfüllung formulieren zu können. Es zeigte sich zudem, dass die Einordnung unterschiedlicher Standards, Richtlinien, Frameworks etc. in ein gemeinsames Referenzmodell gewinnbringend ist, da auf dieser Basis gemeinsame Anforderungskriterien definierbar sind, die – mit einem Standard etc. in der Open Source-Software des Interesses validiert – für andere Standards, Frameworks etc. mit gemeinsamen Anforderungskriterien nachnutzbar sind.
Intelligent transportation systems (ITS) have been steadily becoming part of our reality. For their successful integration, studying and understanding public opinions and acceptance is important. Social media platforms offer an extensive opportunity for opinion mining. While there have been studies on people’s attitudes towards automated driving, another important ITS concept—connected driving—has received little to no attention. In the current study, data on how connected driving is represented and perceived were collected from German(-speaking) Reddit and Twitter. In relevant Reddit entries, the necessity of communication between vehicles was discussed almost exclusively in the context of automated driving. On Twitter, mostly shared news and information on the topic are presented, while the number of personal opinions is low. The most concerning subtopic seems to be cybersecurity, which reflects a general trend of data protection issues discussed in society.
Die Verarbeitung natürlicher Sprache durch Maschinen ist fester Bestandteil des Alltags. Die Verarbeitung erfolgt durch technische Sprachmodelle, die bereits viele Aufgaben erfolgreich lösen. Durch die stetige Weiterentwicklung entstehen mächtigere Modelle mit neuen Fähigkeiten. Eines der neuesten ist GPT-3. Das Ziel dieser Masterarbeit ist es, das Sprachmodell GPT-3 und dessen praktischen Einsatz zu untersuchen.
Zur Untersuchung des Modells werden die Fragen gestellt, was GPT-3 von anderen Modellen unterscheidet, wie es funktioniert und in welchen Bereichen es eingesetzt werden kann. Weiterhin wird die Frage untersucht, ob das Modell für den geplanten Chatbot der ZBW – Leibniz Informationszentrum Wirtschaft genutzt werden kann. Zudem wird untersucht, welche Voraussetzungen für einen Einsatz des Modells in einem Chatbot nötig sind.
Für die ersten drei Forschungsfragen wurde eine Literaturrecherche angewendet. Damit wurden Hintergründe zum Modell zusammengetragen, sowie Berichte aus der Praxis berücksichtigt. Für den Einsatz bei einem Chatbot wurde ein Prototyp erstellt, der von den Testpersonen genutzt und bewertet wurde.
Die Auswertung aktueller Literatur zu GPT-3 zeigt, dass sich das Modell durch seine neue Funktionsweise, die Größe der Parameter und Testdaten von anderen abhebt. Dadurch wurden neue Fähigkeiten möglich. GPT-3 kann bei vielen Einsatzgebieten, die auf natürlicher Sprache beruhen, eingesetzt werden. Dies umfasst klassische Natural Language Processing-Aufgaben, sowie neue Bereiche wie etwa die Programmierung. Im praktischen Test zeigte sich, dass es eine hohe Präzision erfordert, das Modell auf neue Themen anzulernen. Die Quote der richtigen Antwort des Chatbots war zu gering, um den Einsatz uneingeschränkt empfehlen zu können. Es bedarf weiterer Untersuchungen, um das Modell für den Einsatz im Chatbot der ZBW zu optimieren.
Open-Access-Publikationen gewinnen in Bibliotheken eine immer größere Bedeutung. Bibliotheken haben aufgrund verschiedener Lizenzierungsmodelle die Möglichkeit diese Publikationen auf ihren Repositorien zweit zu veröffentlichen. Um diesen Veröffentlichungsvorgang zu vereinfachen, bibliothekarische Bestände zu erweitern und die Arbeit der Bibliotheken zu automatisieren, gibt es den Open-Access-Lieferdienst DeepGreen. Er beliefert über 60 verschiedene Repositorien mit den Publikationen von mehreren Verlagen.
Zur Weiterentwicklung des Lieferdienstes soll die Metadatenqualität verbessert werden, um den Aufwand für die beteiligten Repositorien weiter zu verringern. Die vorliegende Arbeit soll einen Einstieg für die Verbesserung der Metadatenqualität bieten. Neben einer Umfrage unter den DeepGreen Beteiligten werden auch die bisher vorliegenden Metadaten genauer beleuchtet. Hieraus werden Handlungsempfehlungen für die zukünftige Entwicklung der Metadatenqualität im Rahmen von DeepGreen erarbeitet.
Diese Arbeit befasst sich mit Cookie-Bannern und -Pop-Up-Fenstern auf Webseiten und will darlegen, warum sich diese den Internetnutzenden tagtäglich in den Weg stellen. Dazu wird zunächst geklärt was Cookies sind, welche Arten es gibt, (nein, die Sorte mit Schokoladenstückchen ist nicht vertreten) und was deren Namensgeber ursprünglich mit diesem Hilfsmittel erreichen wollte. Natürlich ist auch die Möglichkeit Browser-Einstellungen vorzunehmen ein Teil dieser Arbeit, und es wird besprochen was passiert, wenn die Internetnutzenden regelmäßig alle Cookies löschen. Danach erfolgt eine Befassung mit den rechtlichen Grundlagen für die Einwilligung im Allgemeinen und die Cookie-Einwilligung im Besonderen. Die wichtigsten Rechtsgrundlagen werden besprochen, darunter das Telemediengesetz, die Datenschutz-Grundverordnung (DSGVO) und die ePrivacy-Richtlinien sowie die Urteile des Europäischen Gerichtshofs und Bundesgerichtshofs zur Cookie-Einwilligung. Im Hauptteil dieser Arbeit erfolgt zunächst eine Auseinandersetzung mit der Definition der Einwilligung nach DSGVO in ihren vier Bestandteilen: freiwillig, informiert, unmissverständlich, eindeutige bestätigende Handlung; daran anschließend wird festgemacht, wie genau die wirksame Einwilligung erfolgen kann. Hier wird neben der Zweckbindung auch die Verarbeitung personenbezogener Daten durch Cookies in den Blick genommen und in ihren Konsequenzen analysiert. Dementsprechend werden Cookies in einwilligungsbedürftige und solche über deren Verwendung nur informiert werden muss, eingeteilt. Da zur Einwilligungseinholung Cookie-Banner und -Pop-Up-Fenster genutzt werden, erfolgt daraufhin eine Kontrolle auf rechtliche Zulässigkeit bzw. Datenschutzkonformität der Gestaltungsalternativen bzw. Verhaltensunterschiede. Dazu gehören “Cookie Wall”, die Nutzung von Ebenen (“Consent Layer”) zur Informationsübermittlung sowie die Technik des “Nudging”. Am Ende dieser Betrachtungen steht ein Leitfaden, der klarstellen will, wie ein Cookie-Banner oder -Pop-Up-Fenster eine wirksame Einwilligung nach der DSGVO einholen kann und trotzdem noch so benutzungsfreundlich wie möglich bleibt.

Die kommunalen Finanzen stehen seit Beginn der Coronakrise unter besonderer Beobachtung. Die deutsche Politik hat zurecht erkannt, dass bei der Bekämpfung der Krise eine handlungsfähige Kommunalpolitik zwingend notwendig ist. Tatsächlich haben die kommunalen Haushalte sowohl 2020 als auch 2021 mit Überschüssen abgeschlossen. Wie dieser Beitrag zeigt, sind die Gründe dafür sehr unterschiedlich. Die auskömmliche Finanzierung der Kommunen ist Garant für die effiziente Bewältigung der Krise vor Ort und die Rekordzahlen bei den kommunalen Investitionen sind der richtige Impuls in der Wirtschaftskrise.
Führungskräfte und Mitarbeitende sehen sich stolz als Team mit hoher Identifikation und engen Bindungen in ihrem kleinen und mittelgroßen Unternehmen. Doch wie sieht es mit der Informationssicherheit (information security) und dem entsprechenden Bewusstsein (awareness) in deutschen KMU aus? Diese tiefenpsychologische Grundlagenstudie verdeutlicht den Ist-Stand und will gleichzeitig mit ihren Empfehlungen einen Mehrwert für KMU aufzeigen.
Die Studie offenbart, dass der Begriff Informationssicherheit für viele noch diffus ist und nicht selten Fachleuten und Dienstleistern zugeordnet wird. Zukünftig sollte daher die persönliche Wahrnehmung für die eigene Verantwortung für Informationssicherheit am Arbeitsplatz geschärft werden. Zudem verdeutlichen die von den Interviewten genannten relevanten Themen, dass der Awareness-Reifegrad noch deutlich ausgebaut werden kann, denn auf den ersten beiden Plätzen liegen die altbekannten Problemfelder Passwortsicherheit und Phishing-Attacken.
Damit wird deutlich, dass in KMU verstärkt für alle eine Bewusstseinsbildung (awareness raising) für Informationssicherheit stattfinden sollte. Ganzheitliche Awareness-Konzepte, wie im vom BMWi/BMWK geförderten Projekt „Awareness Labor KMU (ALARM) Informationssicherheit“ vorgesehen, oder ein Awareness-Rahmenprogramm mit dokumentierter Strategie kommen bisher in den befragten KMU nicht zum Einsatz. Aktivitäten für mehr Awareness werden bislang oft nur in Form einer reinen Wissensvermittlung verstanden – das greift zu kurz.
Aviation emissions, domestic and international, account for approximately 2 % of total global CO2 emissions. Fuel consumption for a given route, excluding other factors such as wind, depends largely on the weight of the aircraft. To minimise fuel consumption, it is often most economical to carry only the minimum weight required for the sector. Within the framework of a dissertation, possibilities to reduce the final reserve fuel and thus the amount of fuel required are being researched and evaluated. This paper shows part of the results, as reliability and accuracy of flight planning and actual operations are a necessary basis for a possible reduction. The level of safety in aviation must always be taken into account. To prove this, fuel values are recorded and statistically evaluated, based on real flight and fuel data provided. Analysis, systematization and generalization were used to conduct the study. As a statistical background, extensive fuel data of an airline from a period of about five years were examined. The focus of this paper is on the results for taxi and trip fuel. The result shows that the current requirements for flight planning and the subsequent execution of flights are very reliable and highly accurate today. The results of the study can be used as a basis for a performance-based approach to reduce the final reserve fuel while maintaining the necessary safety level. Reducing the final reserve has a significant impact on reducing overall fuel consumption and emissions. Further research and studies are needed to determine performance indicators.
3D printed rotor blades for a research wind turbine: Aerodynamic and structural design and testing

This study combines the design, the 3D printing and the testing of a small 3-bladed wind turbine rotor for research and teaching purposes. The objective is the additive manufacturing of a rotor with a radius of one meter, as an alternative to subtractive methods, such as computerized milling. The blade design is developed using freely available software packages. The aerodynamic considerations include the airfoil selection, the calculation of the blade geometry and the simulation of the ultimate load cases. The structural considerations are focussed on the printable materials, the infill structures and the retrofit of a load-carrying spar. The rotor blades are 3D printed with the BigRep One at the maker space of the TH Wildau. The structural integrity of the prototype blade is tested in terms of the ultimate root bending moments and the centrifugal forces at the HTW Berlin. The aerodynamic run-up tests are performed at the large wind tunnel of the TU Berlin measuring the power curves. The successful prototype paves the way for follow-up projects, such as open field tests and the 3D printing of larger rotor blades.
Auditing is a traditional function in the German system of local public finance. Its' basic mission is to control local finances for accuracy, to avoid misuse of public resources and to support local councils. The priority of auditing is the annual financial statement and accounting, still. Performance is of limited relevance. Given the federal setting of 13 territorial states, the system is complex and fragmented. Another German peculiarity is a parallel structure of financial supervision executed by different public bodies having a particular focus on balanced budget and debt. Local auditing, generally, organises in a two-level structure. The lower level is part of the respective local government, the higher-level is part of the state administration. Beyond this basic setting, there are manifold structural options in place lacking transparency and a clear separation of duties. Private involvement in local auditing is very limited. Legislation guarantees independence of auditing with regard to personal independence, autonomy in auditing issues and methods. Local auditing faces several challenges, as local governments do. However, there is no sound discussion on reforms.
The initial opening of China and India coupled with the opening of the former socialist countries in the 1990s led to the integration of 40% of the global labour force into the world economy, causing large-scale effects regarding market integration, catching up, and income distribution. This trend has been defined as ‘Shifting wealth I’ (OECD, 2010, OECD, 2015). However, today, there is some uncertainty as to whether this process will continue, i.e. whether emerging economies will continue their process of technological upgrading and move from efficiency to innovation-driven growth. Whether we will observe ‘Shifting Wealth II’ or the further growth of emerging economies will ultimately depend on whether the productivity growth of emerging economies will be associated with further upgrades in technology. In addition, technology upgrading was, until recently at least, to some extent positively connected with the prevailing liberalized trade regime. Currently there are political developments around the world which represent a threat to the established trade system by way of increasing national protectionism which might impact future upgrading in one way or the other.
Um Möglichkeiten zur Verbesserung des Relevanzrankings im SLUB-Katalog aufzuzeigen, werden in der vorliegenden Arbeit die aktuellen Konfigurationen der Suche im SLUB-Katalog analysiert. Zur Ermittlung geeigneter Indexfelder für die Suche werden insbesondere die verwendeten Feldtypen und die Belegungshäufigkeit in den angesprochenen Solr-Cores untersucht. Darauf aufbauend werden Vorschläge zu Änderungen der Konfigurationen der Standardsuche „Alles“ des SLUB-Katalogs und spezialisierten Sucheinstiege gemacht.
Durch die prototypische Entwicklung einer Webapplikation, mit welcher sich Konfigurationen der Rankingberechnung zur Suchanfragezeit anpassen lassen, können die Auswirkungen multipler Faktoren, wie z.B. Auswahl der Indexfelder und Boost-Werte, die die Relevanzberechnung beeinflussen, schneller und unabhängig vom IT-Personal getestet, verglichen und dokumentiert werden.
Die Finanzkrise hat enorme Auswirkungen auf die öffentlichen Sektoren weltweit gezeigt. Während für die Ebene der Staaten und einzelne Kommunalverwaltungen einige Forschungsarbeiten vorliegen, wurden die Auswirkungen auf die kommunalen Ebenen in Gänze bis dato kaum untersucht. Dieser Artikel schließt diese Forschungslücke und entwickelt aus der Literatur Kategorien von „direkten" und „indirekten" Auswirkungen auf die Kommunalebenen. Im zweiten Schritt werden diese auf 21 europäische Länder angewandt. Die „direkten" fiskalischen Auswirkungen machten sich in Haushaltsdefiziten und einem meist erheblichen Anstieg der Verschuldung deutlich. Die „indirekten" Auswirkungen gehen auf staatliche Maßnahmen im Umgang mit der Finanzkrise zurück, welche die institutionellen Rahmenbedingungen der Kommunen strukturell veränderten. Solche Maßnahmen betrafen Zuweisungen, die lokale Struktur oder die Aufgabenverteilung zwischen Kommunen und Staaten. Die häufigste „indirekte" Auswirkung ist die Intensivierung der Haushaltsregeln und der Überwachung.
Internationale Flughäfen sind wichtige Infrastrukturkomponenten mit der Funktion, vielfältige internationale Austauschprozesse zu ermöglichen. Dabei spielen Face-to-Face Kontakte über große Entfernungen hinweg eine Rolle, die für den Austausch vor allem von implizitem Wissen von großer Bedeutung sind. Bei der Realisierung dieser Funktion stehen Flughäfen in Wechselbeziehungen mit zahlreichen regionalen Entwicklungsbedingungen. Sie nehmen diese in Anspruch und entfalten hierbei vielfältige direkte und indirekte Wirkung auf ihr Umfeld. Auf diese Weise entstehen funktionale Räume, die als Flughafenregionen bezeichnet werden. Das vorliegende Working Paper beschreibt den Status quo der Flughafenregion Berlin-Brandenburg. Dem liegt eine Analyse zugrunde, die von einem Regionenverständnis geleitet ist, das system- und akteursbezogene Perspektiven aufweist. Sie geht weiterhin von der gemeinsamen These verschiedener Ansätze aus der Wirtschaftsgeografie und Innovationsforschung aus, die besagen, dass die Bedeutung räumlicher Nähe der Wissenserzeugung und -anwendung sowie des regionalen, interorganisationalen Lernens für Innovationsprozesse vorteilhaft sind. Charakterisiert wird die Flughafenregion deshalb als Wissenschafts-und Innovationsstandort. Gefragt wird darüber hinaus nach Ansätzen für eine Spezialisierung. Im Ergebnis wird deutlich, dass die Region bereits über starke Potenziale in diesen Bereichen verfügt, gegenwärtig eine hohe Ansiedlungsdynamik aufweist, aber noch kein typisches wirtschaftliches Spezialisierungsmuster ausgeprägt hat. Die zukünftige Entwicklung ist diesbezüglich offen. Im weiteren Verlauf der Szenarioanalyse wird daher der Frage nachgegangen, ob sich Spezialisierungspfade entwickeln werden, welche das sein könnten und wie regionale Entwicklungsbedingungen und Akteurskonstellationen beschaffen sein müssten, um einen solchen Profilierungsprozess zu befördern.
Der Report zeigt auf, dass Unternehmen als Reaktion auf die COVID-19 Pandemie eigenständig Abläufe angepasst und zum Teil sogar individuelle betriebliche Pandemiepläne erstellt haben. Diese Prozesse sind dennoch oft notgedrungen und unter hohem zeitlichen Druck durchgeführt worden. Hier fehlte es an Orientierungshilfen, die die Umsetzung optimieren und die einzelnen Schritte für die Unternehmen wie auch ihre Mitarbeitenden erheblich erleichtern könnten. Besonders fehlte es ihnen an präventiven Maßnahmen, die im Rückblick schnellere Reaktionen und eine effizientere Lösung von verschiedenen Problemstellungen ermöglicht hätten. Daher bieten sich übergreifende Konzepte an, die sich auf die essentiellen Bausteine in verschiedenen Pandemiestufen einer „idealen“ Planung beziehen und an das individuelle Unternehmen anpassbar sind. Das Projekt RESPAN hat im Zuge dieser und einer weiteren quantitativen Erhebung Leitfäden sowie ein webbasiertes Tool zur Umsetzung eines eigenen Pandemieplans entwickelt, die die genannten Kriterien erfüllen und deutsche Unternehmen vor und während einer Pandemie unterstützen sollen.
Logistical decision problems are a part of many courses in the field of logistics, management and operations research. It makes sense to illustrate these optimisation problems using case studies, which can be reproduced by students using suitable software. Often, solver add-ins in spreadsheets programs or general optimisation software are used, which on the one hand requires a high level of knowledge in Operations Research and on the other hand does not always allow an intuitive approach. This article describes the academic software LogisticsLab with which the distributors tie in with the idea of interactive decision support systems to systematically combine the experiences and intuitions of human decision-makers with the possibilities of computer-assisted modelling and optimisation of a wide range of logistical decisions.
Zielstellung der Arbeit ist die Entwicklung eines Konzepts für eine Anwendung zur Überwindung des Medienbruchs zwischen physischen und elektronischen Ressourcen am Regal für die Bibliothek der Technischen Hochschule Wildau. Als Ausgangspunkte dafür werden ein bereits bestehender Prototyp sowie die Ergebnisse eines Kickoff-Meetings mit Kolleg/innen der Hochschulbibliothek und des iCampus-Teams der Technischen Hochschule Wildau genutzt.
Zunächst wird dabei die Problematik des Medienbruchs in Bibliotheken erläutert und bestehende Ansätze zur Lösung des Problems skizziert. Es folgen bibliothekarische Vorbetrachtungen zur Standortermittlung, Sacherschließung und Aufstellung in Bibliotheken gefolgt von kurzen technischen Vorbetrachtungen zur Art der App und verwendbaren Frameworks.
Anschließend wird der Ist-Zustand dargestellt. Dazu werden die Ausgangsvoraussetzungen an der Hochschulbibliothek sowie Funktionen und Architektur des bestehenden Prototyps beschrieben.
Schließlich werden die Stakeholder ermittelt und anhand Personas beschrieben, bevor die funktionalen und nicht funktionalen Anforderungen erfasst werden.
Den Hauptteil der Arbeit stellt das Konzept für die Anwendung dar. Im darauffolgenden Kapitel wird die Implementierung der Integration entliehener Bände, der Vormerkfunktion sowie der Durchschaltung zum E-Book beschrieben.
In den Schlussbetrachtungen schließlich wird ein Fazit gezogen, aufgefallene Probleme erläutert und ein Ausblick auf Weiterentwicklungsmöglichkeiten geworfen.
Artificial Intelligence (AI) is becoming increasingly important in many industries due to its diverse areas of application and potential. In logistics in particular, increasing customer demands and the growth in shipment volumes are leading to difficulties in forecasting delivery times, especially for the last mile. This paper explores the potential of using AI to improve delivery forecasting. For this purpose, a structured theoretical solution approach and a method for improving delivery forecasting using AI are presented. In doing so, the important phases of the Cross-Industry Standard Process for Data Mining (CRISP-DM) framework, a standard process for data mining, are adopted and discussed in detail to illustrate the complexity and importance of each task such as data preparation or evaluation. Subsequently, by embedding the described solution into an overall system architecture for information systems, ideas for the integration of the solution into the complexity of real information systems for logistics are given.
Arbeitsabläufe in Bibliotheken werden seit vielen Jahren technisch unterstützt, wohingegen die Übermittlung und Verarbeitung von Bestellwünschen für den Bestandsaufbau vor ihrer Erfassung in Erwerbungssystemen bis heute auf vielfältige Art und Weise und selten systemgesteuert erfolgt. Ziel der vorliegenden Masterarbeit ist es, in der Hochschulbibliothek der Technischen Hochschule Mittelhessen den diesbezüglichen Workflow zu verbessern und die Prozesse in einem einheitlichen System zusammenzuführen.
Dazu wird zunächst der Ist-Zustand des Workflows beleuchtet und eine Marktbetrachtung durchgeführt. Anschließend werden in einer Anforderungsanalyse die notwendigen funktionalen und nicht-funktionalen Anforderungen an ein zu entwickelndes Interaktions-System ermittelt. In der Konzeption des Systems werden Datenmodellierung sowie graphische Oberfläche und Funktionsweise beschrieben und in der praktischen Umsetzung programmtechnisch realisiert.
Ergebnis ist der Prototyp eines Systems, das die Übermittlung und Verarbeitung von Bestellwünschen innerhalb einer Webanwendung integriert und die Interaktion und Kommunikation zwischen den Anwendern steuert. Abschließend wird die Umsetzung kritisch bewertet und ein Ausblick auf mögliche Weiterentwicklungen gegeben.
Das institutsübergreifende Transferprojekt Innovation Hub 13 soll eine Schnittstelle zwischen Wissenschaft, Wirtschaft und der Öffentlichkeit sein. Um dies zu realisieren, sollen digitale Werkzeuge und eine digitale Plattform den Transferscouts, die das Bindeglied zwischen den genannten Bereichen darstellen, eine Arbeitserleichterung verschaffen. Durch die Werkzeuge und die digitale Plattform sollen die Transferscouts kollaborativ mit Wissenschaft, Wirtschaft sowie Öffentlichkeit agieren und Kooperationen ermöglichen und in die Wege leiten. Eine systematische Verbreitung und Anwendung von wissenschaftlichem Know-how in die Projektregion ist dabei ein Ziel, was durch die digitale Plattform unterstützt werden kann. Zudem soll eine Öffnung der Hochschulen gegenüber der Zivilgesellschaft stattfinden sowie eine signifikante Verbesserung der Wissenschaftskommunikation erfolgen. Die Plattform soll dabei den gesamten Innovation Hub 13 digital abbilden. Das umfasst u.a. die Showrooms, die Testfelder und die Aktivitäten der Transferscouts. Dieses Working Paper zeigt auf, was eine digitale Plattform auszeichnet und welche Bestandteile diese beinhalten kann. Des Weiteren werden die konzeptionellen Arbeiten an der digitalen Plattform des Innovation Hub 13 dargelegt und einzelne Bausteine dieser digitalen Plattform beschrieben. Einige dieser Bausteine sind bereits umgesetzt und einzeln verwendbar. Zum Abschluss wird ein Ausblick über zukünftige Arbeiten an der konkreten digitalen Plattform des Innovation Hub 13 gegeben.
Empirical insights into high-promising commercial sentiment analysis solutions that go beyond their vendors’ claims are rare. Moreover, due to ongoing advances in the field, earlier studies are far from reflecting the current situation due to the constant evolution of the field. The present research aims to evaluate and compare current solutions. Based on tweets on the airline service quality, we test the solutions of six vendors with different market power, such as Amazon, Google, IBM, Microsoft, and Lexalytics, and MeaningCloud, and report their measures of accuracy, precision, recall, (macro) F1, time performance, and service level agreements (SLA). For positive and neutral classifications, none of the solutions showed precision of over 70%. For negative classifications, all of them demonstrate high precision of around 90%, however, only IBM Watson NLU and Google Cloud Natural Language achieve recall of over 70% and thus can be seen as worth considering for application scenarios w here negative text detection is a major concern. Overall, our study shows that an independent, critical experimental analysis of sentiment analysis services can provide interesting insights into their general reliability and particular classification accuracy beyond marketing claims to critically compare solutions based on real-world data and analyze potential weaknesses and margins of error before making an investment.
In this paper, we address a specific tool—InnoMix—that is implemented to overcome the lack of university–industry interaction in a selected region facing structural change with its corresponding impact on the economy and society. InnoMix is facilitated and implemented by university-based transfer scouts who act as mediators and translators between the players of the regional innovation system. These transfer scouts are part of the Innovation Hub 13, in which the region’s partners and stakeholders, infrastructures and competencies are systematically networked with each other to set new impulses for knowledge and technology transfer. These new impulses are brought into the region through new transfer approaches ranging from people and tools to infrastructure. InnoMix can be considered to be a highly interactive tool to overcome the weak, direct interaction between researchers and potential corporate partners in the region to foster strong collaboration between academia and industry. InnoMix especially aims to strengthen interdisciplinary exchange to shed light on cross-disciplinary perspectives. For that reason, transfer scouts focusing on transfer activities related to the life sciences, digitalisation and lightweight construction are involved in the implementation of InnoMix. Based on 11 InnoMix running since 2019, we provide insights into the planning and preparation phase of InnoMix and the selection of relevant topics and requirements for matching participants. Furthermore, we clearly indicate which formats of InnoMix work best and in which way university–industry interactions could be curated after InnoMix is implemented.
Towards Citizen Science Communication : How can citizen science enhance science communication?

Science communication has shifted significantly in recent decades. From an early, widespread understanding that scientific findings were disseminated in a linear, closed pathway, there is now widespread acknowledgement of the need for more comprehensive and inclusive participation in science [cf. Massarani et al., 2017; Schäfer et al., 2015].
The project “Wir forschen”, which is part of the project “Innovation Hub 13 – fast track to transfer” coordinated by Technical University of Applied Science Wildau and Brandenburg University of Technology Cottbus-Senftenberg, explores methodological and practical characteristics of citizen science as a form of science communication. In this project, we outline an argumentation of understanding citizen science as science communication and furthermore introduce the term citizen science communication. In the processual course of the projects, different instruments of science communication come into play, which establish a dialog between the actors and initiate exchange with different intentions and approaches. In doing so, the project contributes to the science of science communication.
In connection with the management of employee retention many Human Resources Managers feel the need to know who of their employees might leave the company in the near future. The more a company knows about the motives of those who might leave, the easier it is to get in contact with them.
Thus it is not surprising that the HR Managers want to try to combine all the data they have or can get in order to predict the behavior of their employees. It is evident that the interpretation of data-combinations can give inaccurate predictions of the probability of departure of an employee, and it is undesirable for this data-interpretation process to create a negative image of an employee. It is a sensitive issue for all parties involved, because managers want to retain the “good people” and keep the company going; on the other hand many employees are afraid of having all details of their work be observed. The uncertainties can hopefully be best dealt with by talking with each other. However, it is worth taking a look at the European legal situation in order to determine if these analyses are permitted at all.
Therefore it is necessary to examine whether and under what conditions an analysis of employee fluctuation risk is compatible with the GDPR, which has been applicable since May 25th, 2018, and which places special conditions on the processing of personal data in Europe.
