Blended Learning ist ein integriertes Lernkonzept, das die Möglichkeiten des Online Lernens in Kombination mit den traditionellen Formen des Präsenzlernens in optimaler Weise verbinden soll. Blended Learning ist herausfordernd, weil die konsequente Umsetzung auch Innovationen in der Lehre einschließt und zur Veränderung der Lehrkultur und Lernformen führt. In Weiterentwicklung des Forschungsansatzes des EU-Projektes COMBLE identifizieren wir drei relevante Bereiche zur Verankerung von Blended Learning: die institutionelle und organisatorische Einbindung, die technische Infrastruktur mit ihren technischen Support und die didaktische Infrastruktur mit didaktischen Unterstützungsmaßnahmen.
Im Beitrag wird die Frage behandelt, inwieweit und in welcher Form offene Standards und verteilte Anwendungen als Grundlage einer „verteilten Wissensarbeit“ wirksam werden. Verteilte Wissensarbeit wiederum wird als substantielle Grundlage zur Beherrschung komplexer Herausforderungen und Problemlagen sowie als Voraussetzung für Innovationen und zur Schaffung von Mehrwert gefasst. Wir entwickeln unsere grundsätzliche Position wissenschaftstheoretisch und reflektieren sie an den aktuellen Zielen, Prozessen und Beispielen von Open Government, ohne sie darauf zu begrenzen
The project “Barrier-reduced Machines in Innovative Interaction” (iBaMs) was aimed at enabling employees with intellectual disabilities to extend their range of tasks and to increase their level of responsibility. This goal is to be achieved by an assistive accessible control panel for the operation of complex computer-controlled machines. Therefore, users’ needs and skills as well as design requirements had to be specified in the project. The result is a concept for an assistive control panel whose display interface can be tailor-made to individual needs. Furthermore, indicators for characterizing user profiles and control panels were identified, and a concept was developed of how control panels can be determined and matched to the needs and preferences of individual employees. The complexity in recognizing the requirements of people with intellectual disabilities in a digital world is mapped onto a complex interaction of two sets of indicators—namely social indicators and technical indicators describing control panels. Guidelines on how the results can be evaluated are presented using plausible but fictitious data.
The MOPEM project includes two fixed scenarios that have been defined to convey the idea of “learning paths”. Our aim in this paper is to demonstrate the contexts and conditions for flexible learning paths that can be tailored to meet individual needs. The concept of this kind of specialised path is to enable learners to individualise the learning process and to adjust it to their personal needs. We will outline the background and pro- vide examples to explain the concept of learning stations which we use in our four courses: Online Marketing, CRM Systems, Business Communications and Event Marketing. This idea of “freely” combining subject matter naturally leads to the question of multi-applicability for the learning blocks in various educational contexts. The answers to this question are interesting not only in terms of the feasibility of learning paths from a content and didactic point of view, but also with regard to the economic viability of E-Learning or Blended Learning Systems, which ultimately require technical implementation. In addition we will present some first thoughts on the design of a prototype “Content Pool”. It would, however, only make sense to develop and implement this within the scope of a follow-up project.
The COMBLE project defines new and innovative models for the use of Blended learning in different educational backgrounds (vocational training, enterprises, universities, public bodies). To use the potentials of Blended learning a European wiki-based community called Methopedia will be established. By contributing to the development of Blended learning COMBLE supports ICT relevant methods that are indispensable for lifelong learning in Europe. Moreover, COMBLE will address to management-level, learners and trainers at the same time. We will develop a number of products - an applied reference model of Blended Learning, an expert course for trainers, and a European Blended Learning Driver’s Licence within the overall frame of the Methopedia. These products support the development of a community for best practices and the use of Blended Learning to be used in all educational contexts. Moreover, the quality of education and training in Europe will be enhanced by improving innovative Blended Learning concepts. COMBLE supports the successful implementation of Blended learning methods and strategies in the formal learning context of Vocational training, Continued Professional Development and Higher education systems. By working closely with application partners COMBLE develops practical, situated and innovative Blended Learning methods.
Methopedia ist ein Wiki für die Inspiration und zur Planung von aktiven Seminaren. In ihm finden sich Beschreibungen zu Methoden und Lernansätzen, die sich im E-Learning, im Blended Learning oder in Präsenzseminaren verwenden lassen. Für die erfolgreiche Implementation von Lerntechnologien scheint es notwendig, didaktische Szenarien zu generieren, die sich wie das Web 2.0 an Kooperation und Mitgestaltung orientieren. Hierfür bieten die Inhalte von Methopedia Anregungen – auch durch die Unterstützung eines web-basierten Planungstools. Methopedia ist ein Produkt des EU-Projektes COMBLE, in dem die unterschiedlichen pädagogischen Erfahrungen der europäischen Partner einflossen. Als Community lebt Methopedia von der Aktivität der Nutzer. Daher wurden für die Entwicklung - sowohl die Inhalte als auch die technischen Möglichkeiten betreffend - Methoden-Workshops mit Lehrenden von Universitäten und Weiterbildungsinstitutionen in verschiedenen Ländern (Dänemark, Polen, Estland, Österreich, Italien und Äthiopien durchgeführt, um einen internationalen Austausch zu initiieren, der die Lehre bereichern soll.
In this paper, we explain the development of an analysis tool (Wildau Information System Evaluation [WISE] Work Index) for exploring the adoption of innovative E-Government applications and for presenting preliminary results regarding the application “eAkte”. We argue that the innovation processes characterized by the use of E-Government applications and tools continually transform the division of labour and the organizational aspects of work in uncertain ways. In some cases, adopting E-Government tools might exert a negative influence on work effectiveness and efficiency. A continuous evaluation and a participative redesigning of E-Government applications might help to avoid negative adopting habits in E-Government. Our research goal is to improve our WISE Work Index which aims at analysing the adoption of E-Government tools among public sector employees. Through our index, we explore how public employees use new E-Government tools in their day-to-day work, how they perceive the usefulness of the tools, and how they adapt their former working routines to the new IT environment. Implementing our index makes it possible to monitor the impact of using E-Government online services as well as their content and to offer concrete suggestions to public managers about ways to enhance the public value of their information and communication technologies (ICT) including employees' views on actively co-designing the public informational services.
Im Rahmen des Verbundprojekts „InterKomp KMU 2.0“ ist im Teilprojekt „Technik und Kultur“ der TH Wildau [FH] ein computergestütztes Lehrwerk zu interkulturellen Kompetenzen für KMU und insbesondere für KKU in Brandenburg entstanden, das inhaltlich und methodisch sowohl mehreren Anforderungen an Weiterbildungsangebote im Themenfeld Interkulturalität entspricht als auch dem Lehr- und Lernformat Blended Learning (BL) genügt. Der modular aufgebaute Onlinekurs bildet thematisch die wichtigsten Schwerpunkte des Bereiches Interkulturelles Lernen ab, stellt eine bereichernde Ergänzung für jede interkulturelle Bildungsmaßnahme dar und ist für Nutzer frei und kostenlos zugänglich. Für das selbstständige Lernen ist der Onlinekurs eine gute Möglichkeit, eine größere Sensibilität für interkulturellen Kontexte zu entwickeln und das Grundlagenwissen auf dem Gebiet der interkulturellen Kommunikation anzueignen. Allerdings muss er als Lehrund Lernmaterial in den Gesamtzusammenhang der interkulturellen Bildung eingebettet und der Lernprozess durch diskursive Lernmethoden in den Präsenzphasen professionell begleitet werden, um das Lernziel interkultureller Handlungskompetenz zu erreichen.
City governments around the world have increasingly engaged in “smart city” initiatives. Information and communication technologies (ICTs) are at the core of these initiatives. City governments appear to play impor-tant roles in making the urban spaces, in which they are embedded, more attractive, more competitive, more livable, and smarter. The authors interviewed City officials in Munich, Germany, and asked for the definitions of “smart city,” which they then compared to Munich’s smart city-related program. While the practitioners’ definitions differed in part from those in the academic literature, the smart city overhaul program at Munich city government had a direct relationship to the practitioners’ understanding of smartness. The authors por-tray and discuss the City of Munich institutional architecture overhaul and its expected and realized benefits, and compare the results to those of an earlier study on the City of Seattle. Both city governments evidently pursue different approaches, the effectiveness of which can more readily be assessed only at a future point of the smart city evolution.
Electronic Government ist die Nutzung elektronischer Medien zur Einbindung von Bürgern, Unternehmen und Behörden in das Verwaltungshandeln. Es soll die Durchführung von Prozessen der öffentlichen Willensbildung, der Entscheidung und der Leistungserstellung in Politik, Staat und Verwaltung modern und kundenorientiert gestalten. Welche Entwicklungen und Herausforderungen mit der Einführung elektronisch gestützter Dienstleistungen und Online-Services seitens der öffentlichen Verwaltung verbunden sind, beschreibt dieser Artikel.
