Methopedia ist ein Wiki für die Inspiration und zur Planung von aktiven Seminaren. In ihm finden sich Beschreibungen zu Methoden und Lernansätzen, die sich im E-Learning, im Blended Learning oder in Präsenzseminaren verwenden lassen. Für die erfolgreiche Implementation von Lerntechnologien scheint es notwendig, didaktische Szenarien zu generieren, die sich wie das Web 2.0 an Kooperation und Mitgestaltung orientieren. Hierfür bieten die Inhalte von Methopedia Anregungen – auch durch die Unterstützung eines web-basierten Planungstools. Methopedia ist ein Produkt des EU-Projektes COMBLE, in dem die unterschiedlichen pädagogischen Erfahrungen der europäischen Partner einflossen. Als Community lebt Methopedia von der Aktivität der Nutzer. Daher wurden für die Entwicklung - sowohl die Inhalte als auch die technischen Möglichkeiten betreffend - Methoden-Workshops mit Lehrenden von Universitäten und Weiterbildungsinstitutionen in verschiedenen Ländern (Dänemark, Polen, Estland, Österreich, Italien und Äthiopien durchgeführt, um einen internationalen Austausch zu initiieren, der die Lehre bereichern soll.
Die fortschreitende Digitalisierung durchdringt zunehmend alle Lebensbereiche und erfordert ein stärkeres Bewusstsein sowie verbesserte Kompetenzen im Bereich der Informationssicherheit – sowohl im Privat- als auch im Arbeitsleben. Das Projekt SecAware4job dient der Steigerung des Informationssicherheitsbewusstseins von Studierenden an der TH Wildau. Als zukünftige Mitarbeiter/innen sollen die Studierenden spielerisch für Informationssicherheit sensibilisiert werden und entsprechende Kenntnisse für ihren Berufseinstieg erwerben. Dieser Beitrag skizziert Methoden und Übungen, die in dem Fach Sensibilisierung für Informationssicherheit zur Anwendung kommen. Diese innovativen Lehr- und Lernmethoden basieren auf dem Game-based-Learning-Ansatz, denn durch die Einbeziehung spielerischer Elemente kann insbesondere die Motivation gefördert werden und lassen sich Verhaltensänderungen anregen. Damit widmet sich SecAware4job aktuellen Forschungsfragen zum spielebasierten und kooperativen Lernen im Bereich der Awareness/Bewusstseins-Förderung. Es wird angestrebt, Sensibilisierung für Informationssicherheit als Wahlpflichtfach in allen Studiengängen der TH Wildau zu etablieren.
In this paper, we explain the development of an analysis tool (Wildau Information System Evaluation [WISE] Work Index) for exploring the adoption of innovative E-Government applications and for presenting preliminary results regarding the application “eAkte”. We argue that the innovation processes characterized by the use of E-Government applications and tools continually transform the division of labour and the organizational aspects of work in uncertain ways. In some cases, adopting E-Government tools might exert a negative influence on work effectiveness and efficiency. A continuous evaluation and a participative redesigning of E-Government applications might help to avoid negative adopting habits in E-Government. Our research goal is to improve our WISE Work Index which aims at analysing the adoption of E-Government tools among public sector employees. Through our index, we explore how public employees use new E-Government tools in their day-to-day work, how they perceive the usefulness of the tools, and how they adapt their former working routines to the new IT environment. Implementing our index makes it possible to monitor the impact of using E-Government online services as well as their content and to offer concrete suggestions to public managers about ways to enhance the public value of their information and communication technologies (ICT) including employees' views on actively co-designing the public informational services.
Der erste Report des vom Bundesministerium für Wirtschaft und Klimaschutz (BMWK) geförderten Projekts „Awareness Labor KMU (ALARM) Informationssicherheit“ zum Stand der Informationssicherheit in kleinen und mittleren Unternehmen (KMU) befasst sich mit sicherheitsrelevanten Tätigkeitsprofilen. Mit dem Ziel, anhand des Nutzungsverhaltens einzelner Tätigkeitsfelder und Personenengruppen in KMU den Sensibilisierungsbedarf für Informationssicherheit sowie relevante Themen für die Sensibilisierung zu identifizieren, wurde eine Online-Befragung in Unternehmen durchgeführt und deskriptiv ausgewertet. Die Fragen umfassen die Nutzung technischer Infrastruktur und externer Interaktionen, die Arbeitsumgebung, Sicherheitsmaßnahmen sowie Häufigkeit und Bedarf an Schulungen im Bereich Informationssicherheit. Anhand von Korrelationen zwischen Tätigkeitsfeldern, Streudiagrammen mit Nutzungscharakteristika und eines Vergleichs des Nutzungsverhaltens werden die dringende Notwendigkeit der Sensibilisierung und die erwarteten Berufsbilder weitgehend bestätigt. KMU werden digitaler, mobiler und trainingsbedürftiger. Das Ergebnis ist ein Profilbogen, dessen Bausteine „Allgemeine Grundkompetenzen“, „Produktion, Entwicklung und Vertrieb“, „Informationsverarbeitung und IT-Infrastruktur“, „Instandhaltung und Vermittlung“, „Organisations- und Assistenztätigkeiten“, „Verwaltung und Personal“ sowie „Strategie und Führung“ sich in jedem Unternehmen wiederfinden. Jede Person kann sich anhand der Bausteine ihren Trainings- und Sensibilisierungsbedarf zusammenstellen. Der Report unterstützt KMU bei der Etablierung einer nachhaltigen Sicherheitskultur, indem er praxisnahe Handlungsempfehlungen zur Entwicklung von Sensibilisierungsschulungen für Informationssicherheit gibt. Zudem bietet die Datenbasis des Reports die Möglichkeit, internationalen Forschungsfragen im Vergleich zur Ist-Situation in deutschen KMU zu untersuchen.
From an E-Government perspective, modern public administrations require a high degree of accessibility, simplified modes of communication, transparent processes, and services that are available electronically. This article addresses the issue of whether, in a Europe-wide comparison, the websites in question offer products and services in a way that is not only intelligible and transparent for users but also efficient and functional. The websites were analysed using the evaluation tool TEDS*MOODLE as part of a student project, whose ratings are presented, to establish research-based and genetic learning as part of the study programme of administration and law. A general finding of the websites of seventeen European capitals applying an E-Government perspective is that the main challenges are in the evaluation categories Adjustment, Further Performance Features – as there are time and cost savings as well as security and safety aspects – and Affection, as indicated by the general satisfaction factor in the user evaluations. The article discusses the transferability of the student results to citizens. Moreover, the article discusses the fitness for purpose of the evaluation tool, and its utility for learning processes, in particular for research-based and genetic learning among students.
The project “Barrier-reduced Machines in Innovative Interaction” (iBaMs) was aimed at enabling employees with intellectual disabilities to extend their range of tasks and to increase their level of responsibility. This goal is to be achieved by an assistive accessible control panel for the operation of complex computer-controlled machines. Therefore, users’ needs and skills as well as design requirements had to be specified in the project. The result is a concept for an assistive control panel whose display interface can be tailor-made to individual needs. Furthermore, indicators for characterizing user profiles and control panels were identified, and a concept was developed of how control panels can be determined and matched to the needs and preferences of individual employees. The complexity in recognizing the requirements of people with intellectual disabilities in a digital world is mapped onto a complex interaction of two sets of indicators—namely social indicators and technical indicators describing control panels. Guidelines on how the results can be evaluated are presented using plausible but fictitious data.
Comprehensive digitization leads to new chal-lenges because of cybercrime and related security countermeasures. There is no doubt that this will fundamentally affect our lives and is leading to an increase in the importance of information security (IS). However, technology solutions alone are not sufficient to ensure IS countermeasures. The human side of security is important to protect organizational assets like user information and systems. The paper illustrates these relationships in terms of information security awareness (ISA), examining its goals and the factors influencing it through the systematic analysis and review of scientific literature and the transfer of scientific knowledge for practical purposes. We reviewed the publications of leading academic journals in the field of IS over the past decade.
While online information systems and platforms are being increasingly used, user expectations or the specific demands that come out of the usage context have received scant attention in previous developments. Therefore a finely structured, analytical instrument for evaluating information artefacts with specific emphasis on actors and usage was implemented in the Moodle learning platform for Moodle course room evaluation and tested with different student groups. Some surprising results came out of the discussion between the instructor and students. Moreover, this instrument, TEDS*MOODLE, can be scaled and flexibly customized and thus also integrated into existing e-government services and administrative networks.
This concept paper looks at the potential of open standards and web services as a basis for innovation. It illustrates the capabilities and characteristics of open data in a conceptual way, comparing hierarchies and heterarchies as coordination models. Moreover, it will seek to show that the Web 2.0 technologies basically follow the same principles and coordination structures as the social models of collaborative knowledge generation and innovation, using open data as a foundation. The point is to make clear to what extent and in what form open data, open standards, and distributed applications are effective as a starting point for ‘distributed knowledge work’.
