TY - CHAP A1 - Dominguez Lacasa, Iciar A1 - Mietzner, Dana T1 - How to Engage with Local Communities for Regional Development in Rural Areas? Participatory Formats in Outreach Hubs T2 - Collaborative Workspaces Beyond the Urban: Economy, Community and Regional Development N2 - In transformation and economic development processes, universities have a responsible role alongside research and teaching in the context of their “third mission.” This concept has expanded to focus more on social engagement, social innovation, and the involvement of civil society as a key driver of research and transfer. New approaches and instruments are needed to address this challenge. Collaborative workspaces (CWS) are suitable for implementing participatory formats with civil society due to their open design and corresponding formats. This study examines how participatory formats can be implemented in a university-based outreach hub—a type of CWS—in a rural area and how civil society involvement can be facilitated. Four different participatory formats implemented in the outreach hub are presented: open lab days in the makerspace, citizens’ perspective on their town, citizen science, and participatory scenario analyses. The study discusses the special role of the outreach hub, which allows universities to engage directly with local communities and address their needs. The outreach hub acts as a crystallization point, shaping new relationships and forms of cooperation. N2 - Science increasingly opens up to other societal subsystems – including citizens – and labeled as Citizen Science (Bürgerwissenschaft). Current scientific discussions show that such an opening process is neither theoretically nor practically without problems. This article therefore presents different theoretical-conceptual approaches, which are related to the topic of citizen science, in order to illustrate the different facets of the discussion. Furthermore, the authors intend to sensitize scientists and scholars of various disciplines and research areas for the opportunities and limitations of the concept of citizen science and its practical implementation in various forms. Finally, against the background of the theoretical-conceptual discussions, requirements for the establishment of a citizen science panel at Institutions of Higher Education are specified as a possible tool of Citizen Science. N2 - In the view of increasing uncertainties of social developments, there is a wide consensus for the necessity of strategic (or corporate) foresight in science and politics as well as in business. Different widely used foresight methods like scenario analysis or Delphi analysis are implemented in large companies as well as by consultants on behalf of associations and policy makers (see, e.g., the BMBF foresight process). They fulfil important sensitizing und orientating functions by developing and preparing knowledge for orientation purposes. What still appears to be problematic is creating the linkages between the insights obtained by foresight methods and the current social and business practices. Especially small and medium-sized enterprises are confronted with a lack of resources and methodological knowledge to implement systematic, strategic foresight approaches. In this paper, the authors introduce a strategic foresight approach that is suitable for implementation in SMEs. Universities play a pivotal role in this process through the creation and dissemination of knowledge, engaging broad sectors of society to improve understanding and to inspire action. However, universities face barriers in fulfilling their role in addressing complex societal challenges such as climate change. This contribution explores the potential of the arts to foster public engagement and stimulate responsible pathways of research at universities within this context. Using an integrative literature review, the paper provides an overview of conceptual contributions aimed at understanding different modes of the interplay between the arts, science, and society, or, more specifically, of integrating the arts into the university’s third mission. The overview is organized around three pillars: (i) arts in knowledge creation, (ii) arts in the communication of scientific research, and (iii) arts in the alignment of research with societal needs. Within each pillar, specific modes of interplay between the arts, science, and society are identified and exemplified with selected climate-related artworks: i) artistic research, arts-based research, arts-science collaboration, ii) arts-based science communication and iii) arts-based responsible research and innovation. The examples hihlight resources, processes and activities enabling different modes of interplay between arts, science and society. The value of defining such modes of interplay is their use as conceptual tools for deriving arts-based strategies for university’s third mission. They can help understanding the integrative potential of arts in third mission activities around diverse pillars and relevant conditions for impact assessment. The presented concept considers insides from citizen participation as an open government instrument and strongly incorporates collaborative value creation to address regional development issues. The presented approach incorporates citizens and other regional stakeholders (e.g., companies, organizations, associations) as problem-solvers and strongly enables regional stakeholders and the public administration to develop solutions jointly as an ongoing learning process. In this sense, s.TAS addresses participation approaches and elaborates participation to collaboration. For the development of this participatory problem-solving approach, we conducted (1) a broad literature review on participatory approaches and (2) we implemented a qualitative, collaborative research approach with participants from different stakeholder groups. In several workshop rounds, supported by interviews and surveys we developed a concept prototype for the socio-technical assistant s.TAS, which is a technical, smart system, which supports information, communication, participation and collaboration in the selected region. N2 - The transformation of energy supply systems is characterized by a high degree of uncertainty. This also applies to the question, which skills and competencies are needed in the future in order to be suitable in the transformation process. One way of dealing with these uncertainties is the systematic elaboration of requirements for skills and competences, which is based on the anticipation of possible futures of the energy supply. Thus, the authors discuss how such requirements for qualifications and skills can be systematically identified. The authors use the transformation approach, respectively the multi-level perspective, and, on this basis, develop an approach for the specific design of a scenario analysis. Subsequently, requirements for qualifications and competences are derived.
