By contributing to the development of Blended learning COMBLE supports ICT relevant methods that are indispensable for lifelong learning in Europe. Moreover, COMBLE will address to management-level, learners and trainers at the same time. We will develop a number of products - an applied reference model of Blended Learning, an expert course for trainers, and a European Blended Learning Driver’s Licence within the overall frame of the Methopedia. These products support the development of a community for best practices and the use of Blended Learning to be used in all educational contexts. Moreover, the quality of education and training in Europe will be enhanced by improving innovative Blended Learning concepts. COMBLE supports the successful implementation of Blended learning methods and strategies in the formal learning context of Vocational training, Continued Professional Development and Higher education systems. By working closely with application partners COMBLE develops practical, situated and innovative Blended Learning methods. Information and communication technologies (ICTs) are at the core of these initiatives. City governments appear to play impor-tant roles in making the urban spaces, in which they are embedded, more attractive, more competitive, more livable, and smarter. The authors interviewed City officials in Munich, Germany, and asked for the definitions of “smart city,” which they then compared to Munich’s smart city-related program. While the practitioners’ definitions differed in part from those in the academic literature, the smart city overhaul program at Munich city government had a direct relationship to the practitioners’ understanding of smartness. The authors por-tray and discuss the City of Munich institutional architecture overhaul and its expected and realized benefits, and compare the results to those of an earlier study on the City of Seattle. Despite increasing digitization, which has a huge impact on society as a whole, we tend not to pay enough attention to the risks associated with it. But research shows that the mere transfer of knowledge is not enough to cause behavioural changes. Rather, a systemic approach that can bring about the necessary emotionalization and reflection through analogue game-based learning is helpful. N2 - Viele Studien und Untersuchungen im Bereich der Informationssicherheit zeigen einen nachlässigen Umgang mit sensiblen Daten und ein unzureichendes Bewusstsein der Menschen für die Informationssicherheit. Trotz der zunehmenden Digitalisierung, die die Gesellschaft insgesamt stark beeinflusst, neigen wir dazu, den damit verbundenen Risiken nicht genügend Aufmerksamkeit zu schenken. Sensibilisierung der Menschen ist nötig und soll zu ihren Verhaltensänderungen in der IT-Sicherheit führen. Untersuchungen zeigen jedoch, dass der bloße Wissenstransfer nicht ausreicht, um Verhaltensänderungen zu bewirken. Our aim in this paper is to demonstrate the contexts and conditions for flexible learning paths that can be tailored to meet individual needs. The concept of this kind of specialised path is to enable learners to individualise the learning process and to adjust it to their personal needs. We will outline the background and pro- vide examples to explain the concept of learning stations which we use in our four courses: Online Marketing, CRM Systems, Business Communications and Event Marketing. This idea of “freely” combining subject matter naturally leads to the question of multi-applicability for the learning blocks in various educational contexts. The answers to this question are interesting not only in terms of the feasibility of learning paths from a content and didactic point of view, but also with regard to the economic viability of E-Learning or Blended Learning Systems, which ultimately require technical implementation. We argue that the innovation processes characterized by the use of E-Government applications and tools continually transform the division of labour and the organizational aspects of work in uncertain ways. In some cases, adopting E-Government tools might exert a negative influence on work effectiveness and efficiency. A continuous evaluation and a participative redesigning of E-Government applications might help to avoid negative adopting habits in E-Government. Our research goal is to improve our WISE Work Index which aims at analysing the adoption of E-Government tools among public sector employees. Through our index, we explore how public employees use new E-Government tools in their day-to-day work, how they perceive the usefulness of the tools, and how they adapt their former working routines to the new IT environment. Implementing our index makes it possible to monitor the impact of using E-Government online services as well as their content and to offer concrete suggestions to public managers about ways to enhance the public value of their information and communication technologies (ICT) including employees' views on actively co-designing the public informational services. N2 - In diesem Beitrag erläutern wir die Entwicklung eines Analysetools (Wildau Information System Evaluation [WISE] Work Index) zur Erforschung der Einführung innovativer E-Government-Anwendungen und zeigen erste Evaluationsergebnisse bezogen auf die Anwendung „eAkte“. Wir argumentieren, dass die mit dem Einsatz von E-Government-Anwendungen und -Tools verbundenen Innovationsprozesse für die Arbeitsteilung und die organisatorischen Aspekte der Arbeit kontinuierlich Unsicherheiten erzeugen können. In einigen Fällen könnte die unreflektierte Einführung von E-Government-Tools für die Arbeitseffektivität und -effizienz sogar negativ sein. Eine kontinuierliche Bewertung mit dem WISE Work Index und ein partizipatives Redesign von E-Government-Tools könnten helfen, negative E-Government-Gewohnheiten zu vermeiden. Unser Forschungsziel ist zudem, unseren WISE Work Index selbst durch die Analyse seiner Anwendung auf E-Government-Tools unter Beschäftigten des öffentlichen Sektors zu verbessern. Research-Based and Genetic Learning in the Study of Administration and Law JF - International Journal of E-Planning Research (IJEPR) N2 - From an E-Government perspective, modern public administrations require a high degree of accessibility, simplified modes of communication, transparent processes, and services that are available electronically. This article addresses the issue of whether, in a Europe-wide comparison, the websites in question offer products and services in a way that is not only intelligible and transparent for users but also efficient and functional. The websites were analysed using the evaluation tool TEDS*MOODLE as part of a student project, whose ratings are presented, to establish research-based and genetic learning as part of the study programme of administration and law. A general finding of the websites of seventeen European capitals applying an E-Government perspective is that the main challenges are in the evaluation categories Adjustment, Further Performance Features – as there are time and cost savings as well as security and safety aspects – and Affection, as indicated by the general satisfaction factor in the user evaluations. The article discusses the transferability of the student results to citizens. Moreover, the article discusses the fitness for purpose of the evaluation tool, and its utility for learning processes, in particular for research-based and genetic learning among students. This goal is to be achieved by an assistive accessible control panel for the operation of complex computer-controlled machines. Therefore, users’ needs and skills as well as design requirements had to be specified in the project. The result is a concept for an assistive control panel whose display interface can be tailor-made to individual needs. Furthermore, indicators for characterizing user profiles and control panels were identified, and a concept was developed of how control panels can be determined and matched to the needs and preferences of individual employees. The complexity in recognizing the requirements of people with intellectual disabilities in a digital world is mapped onto a complex interaction of two sets of indicators—namely social indicators and technical indicators describing control panels. Guidelines on how the results can be evaluated are presented using plausible but fictitious data.
