The gas‐phase spectrum of the isolated molecules displays many low‐frequency transitions that are assigned to a symmetry‐breaking mode with a strongly nonharmonic potential, presumably the out‐of‐plane wagging mode of the BF2 group. The data are in good agreement with transition energies and Franck–Condon factors calculated for a double minimum potential in the upper electronic state. The corresponding transitions do not appear in the helium droplet. This is explained with the quasi‐rigid first layer of helium atoms attached to the dopant molecule by van der Waals forces. The spectral characteristics are those of a cyanine dye rather than that of an aromatic chromophore. Electronic spectra of 9,10-dichloroanthracene in helium droplets are presented and compared with corresponding gas phase spectra to unravel the influence of the helium environment. The combined investigation of fluorescence excitation and dispersed emission provides information on dynamic processes in addition to energetic conditions. For vibronic states, the helium induced decay channels dominate over all intramolecular channels that contribute to the gas phase behavior. In addition to the triplet splitting caused by the Cl isotopes, a fine structure resolved for all transitions in the fluorescence excitation spectrum was found, which is the signature of microsolvation of this compound in helium droplets. This fine structure is identified as a single pure molecular transition accompanied by a sharply structured phonon wing. According to the published spectroscopic work including microwave, infrared, and electronic spectroscopy, the latter appears to be particularly promising to study microsolvation because of the appearance of pure molecular transitions and spectrally separated phonon wings. Instead of studying the very details of the influence of the helium environment for one particular dopant molecule as previously done for phthalocyanine, the present study compares electronic spectra of a series of non-polar porphyrin derivatives when doped into helium droplets consisting of 104–105 helium atoms. Thereby, we focus on the helium-induced fine structure, as revealed most clearly at the corresponding electronic origin. The interpretation and the assignment of particular features obtained in the fluorescence excitation spectra are based on additional investigations of dispersed emission spectra and of the saturation behavior. Besides many dopant-specific results, the experimental study provides strong evidence for a particular triple peak feature representing the characteristic signature of helium solvation for all seven related dopant species. This model warrants an empirical explanation of any helium induced substructure resolved for electronic transitions of molecules in helium droplets. Despite a wealth of such experimental data, quantitative modeling of spectra is still in its infancy. The theoretical treatment of such many-particle systems dissolved into a quantum fluid is a challenge. Moreover, the success of theoretical activities relies also on the accuracy and self-critical communication of experimental data. This will be elucidated by a critical resume of our own experimental work done within the last ten years. We come to the conclusion that spectroscopic data and among others in particular the spectral resolution depend strongly on experimental conditions. Moreover, despite the fact that none of the helium induced fine structure speaks against the empirical model for solvation in helium droplets, in many cases an unequivocal assignment of the spectroscopic details is not possible. This ambiguity needs to be considered and a careful and critical communication of experimental results is essential in order to promote success in quantitatively understanding microsolvation in superfluid helium nanodroplets. Besides a solvent induced shift of the electronic transition frequency, in many cases, a spectral fine structure can be resolved for electronic and vibronic transitions which goes beyond the expected feature of a zero phonon line accompanied by a phonon wing as known from matrix isolation spectroscopy. The spectral shape of the zero phonon line and the helium induced phonon wing depends strongly on the dopant species. Phonon wings, for example, are reported ranging from single or multiple sharp transitions to broad (Δν > 100 cm−1) diffuse signals. Despite the large number of example spectra in the literature, a quantitative understanding of the helium induced fine structure of the zero phonon line and the phonon wing is missing. Our approach is a systematic investigation of related molecular compounds, which may help to shed light on this key feature of microsolvation in superfluid helium droplets. This paper is part of a comparative study of the helium induced fine structure observed in electronic spectra of anthracene derivatives with particular emphasis on a spectrally sharp multiplet splitting at the electronic origin. New experimental data are presented on the microsolvation of anthracene in helium droplets. A detailed analysis of the anthracene data will be contrasted to corresponding data on tetracene. The vibrational fine structure in the electronic spectra of phthalocyanine derivatives and pyrromethene dye molecules doped into superfluid helium droplets have been investigated. Together with previous studies on anthracene derivatives [J. Chem. Phys.2010, 133, 114505] and 3-hydroxyflavone [J. Chem. Phys.2009, 131, 194307], the line shapes vary between two limiting cases, namely, sharp Lorentzians and nonresolved vibrational fine structure. All different spectral signatures are initiated by the same effect, namely, the change of the electron density distribution initiated by the electronic excitation. This change can be quantified by the difference of the electrostatic moments of the molecule in the electronic ground state and the corresponding Franck–Condon point in the excited state. According to the experimental data, electronic spectroscopy suffers from drastic line broadening when accompanied by significant changes of the charge distribution, in particular, changes of the dipole moment. Vice versa, the vibrational fine structure in electronic spectra of molecules doped into helium droplets is highly sensitive to changes of the electron density distribution. Characteristic features of electronic spectra in helium droplets are a solvent shift, phonon wings, and in rare cases a splitting of zero phonon lines. For the majority of molecules investigated so far in helium droplets the vibrational fine structure in electronic spectra resembles what was observed in a supersonic jet. The electronic spectra of three methylated anthracene derivatives and one phenylated anthracene discussed in this paper reveal remarkable effects in the vibrational fine structure due to solvation in helium droplets. For all four compounds the vibrational frequencies were almost not affected by the helium environment. However, if the electronic excitation is accompanied by nuclear rearrangement, the spectra showed remarkable line broadening in helium droplets. This is the case for 2-methylanthracene and 9-phenylanthracene. The corresponding line shape was of Lorentzian type and, thus, attributed to damping of the excited system by the helium environment. According to the linewidth the damping time constant was determined to be about 0.3 ps in the case of 2-methylanthracene and 0.1 ps for 9-phenylanthracene. We find that for the typical case of a strong, nonresonant laser field and a weak static electric field complete 3D orientation is induced if the laser field is elliptically polarized and if its major and minor polarization axes are not parallel to the static field. For a linearly polarized laser field solely the dipole moment component along the most polarizable axis of the molecule is relevant resulting in 1D orientation even when the laser polarization and the static field are nonparallel. Simulations show that the dipole moment component perpendicular to the most-polarizable axis becomes relevant in a strong dc electric field combined with the laser field. N2 - Summary of the Sustainability Report Rott a. Inn 2021 Rott a. Inn is a small municipality in the south of the german state of Bavaria. Counting roughly 4,000 inhabitants, it represents an averagely sized municipality in its region. It is located about 50 kilometers from the nearest major city, Munich. With the preparation of a sustainability report, Rott a. Inn has taken on a pioneering role in Germany. So far, hardly any other municipality of its size has published such a report. To embed the report in global sustainability efforts, it was strictly aligned with the United Nations' 17 Sustainable Development Goals (SDGs). The sustainability report is divided into two parts: in the first part, various parties and institutions of the municipality report on their efforts for sustainable development. The municipal administration, led by Mayor Daniel Wendrock, presents measures that have already been implemented, projects that are still being implemented and medium-term plans. In addition, the speakers of the municipal council, the commissioners of the municipality, representatives of working groups, associations, the school, the church community and the business community report on their efforts. As the first part of the sustainability report is individual in nature, it is difficult to make a hereon based qualitative assessment. However, is clearly visible that the various parties are aware of the current challenges and the need for sustainable action. Corresponding efforts are actively supported by the decision-makers of the municipality. The second part of the sustainability report is data-based. It examines relevant fields based on 78 indicators. Several such indicators have been assigned to each of the 17 SDGs. The result demonstrated that although the municipality has already achieved some target values there is still room for improvement in others. This applies, for example, to the expansion of renewable energies or the proportion of women in leadership positions in politics and administration. It also became particularly clear that there is a lack of valid data in many areas. Improvements must be made here, both in the municipality itself and on higher levels. Inn 2021 Rott a. N2 - Making sustainability measurable Sustainability reports are the best available instrument for measuring the sustainability of a municipality. It is measured across three dimensions (economic, ecological and social). The community's own efforts, but also problem areas and challenges, are highlighted. The findings from the report help to enforce decisions in favor of biodiversity and climate protection and to increase the quality of life and living in the municipality. However, many cities and communities shy away from the effort. The intention of this book is therefore to promote and facilitate the dissemination of municipal sustainability reports. To this end, it presents its own concept based on the Sustainable Development Goals (SDGs), which can be applied to municipalities of any size. The guide Municipal Sustainability Reports offers orientation to responsible and interested parties and supports practical implementation: • Why is it necessary and useful to report on sustainability? • Where can data and facts about the municipality be obtained? • How much time is needed? • Which fields of action of the municipal tasks are relevant for sustainable development? • Which indicators can be used to map the SDGs at the local level? N2 - Summary of the Sustainability Report of Pfaffing 2023 Pfaffing is a small municipality in the south of the Ggerman state of Bavaria. With its 4,214 inhabitants (as of 31.12.2021), it represents an averagely sized municipality in its region in terms of size. It is located about 50 kilometers from the nearest metropolis major city, Munich. With the preparation of a sustainability report, Pfaffing has taken on a pioneering role in Germany. So far, hardly any other municipality of its size has published such a report so far. To embed the report in global sustainability efforts, it was strictly aligned with the United Nations' 17 Sustainable Development Goals (SDGs). The sustainability report is divided into two parts: In the first part, various actors parties and institutions of the municipality report on their efforts for sustainable development. The municipal administration, led by Mayor Josef Niedermeier, presents measures that have already been implemented, projects that are still being implemented and medium-term plans. In addition, the speakers of the municipal council, the commissioners of the municipality, representatives of working groups, associations, the school, the church community and the business community report on their efforts. As the first part of the sustainability report is individual in nature, it is difficult to make a hereon based qualitative assessment. It is difficult to make a qualitative assessment based on the first part of the sustainability report due to its individual nature. However, it can be seen that it is clearly visible that the various parties are aware of the current challenges and the need for sustainable action are definitely present among the various actors. Corresponding efforts are actively supported by the decision-makers of the municipality. The second part of the sustainability report is data-based. It examines relevant areas fields based on 79 indicators. Several such indicators have been assigned to each of the 17 SDGs. As a result, it becomes clear The result demonstrated that while although the municipality has already achieved some target values, it still has some catching up to do in other areas there is still room for improvement in others. This applies, for example, to the expansion of renewable energies or the proportion of women in leadership positions in politics and administration. Further, quality of the natural watercourses of Pfaffing needs improvement. It also became particularly clear that there is a lack of valid data in many areas. Improvements must be made here, both in the municipality itself and by the on higher levels. Inn 2021 Rott a. The strongest degree of 1D alignment is obtained with four pulses and gives ⟨cos2θ⟩>0.60. Besides the immediate implications for molecular frame studies, our results pave the way for more general manipulation of rotational motion of molecules in He droplets. The recoiling ion fragments are probed by time-of-flight measurements and two-dimensional velocity map imaging. Correlation analysis of the emission directions of I+ ions recoiling from each end of the molecules reveals significant deviation from axial recoil, i.e., where the I+ ions leave strictly along the I-I symmetry axis. For isolated molecules, the relative angular distribution of the I+ ions is centered at 180∘, corresponding to perfect axial recoil, but with a full width at half maximum of 30∘. For molecules inside He droplets, the width of the distribution increases to 45∘. These results provide a direct measure of the accuracy of Coulomb explosion as a probe of the spatial orientation of molecules, which is particularly relevant in connection with laser-induced molecular alignment and orientation. In addition, our studies show how it is possible to identify fragmentation pathways of the Coulomb explosion for the isolated 1,4–diiodobenzene molecules. Finally, for the 1,4–diiodobenzene molecules in He droplets, it is shown that the angular correlation between fragments from the Coulomb explosion is preserved after they have interacted with the He environment. The usage of resources is still often pictured on a short perspective. Especially the usage of human resources must be sustainable, based on long term balance of interests and supported by procedures and systems that anchor the anabolic balance of interest between company and employee (Moldaschl,2008). Within the management of competencies, culture and values, the "social capital" in terms of an "asset of mutual trust" plays and important role. If the "homo reciprocans" feels to be treated fair his own willingness to cooperate increases (Falk, 2002). Furthermore "Trust in human relations is a binding framework under insecurity and allows decisions and actions that would not be possible based on pure rational information and consideration" (Strasser/ Voswinkel, 1997). The question behind the research paper at hand is: "Is a culture of trust leading to higher employee competence utilization?" This is of relevance as "it is human capability and commitment that distinguishes successful organizations from the rest" (Storay, J. 2007), which is explicitly valid in times of skilled worker shortage. The purpose of this paper is to introduce a research approach to test the correlation between Trust and Employee Competence Utilization (ECU) ‐ embedded in a Business Excellence (BE) setting. Based on a short insight in the theoretical foundation of the basic model behind the empirical study and the subsequent operationalization of the variables the basic empirical methodology is described. With this the paper shows the process of focussing and bounding from the general theoretical relation of Trust and ECU to a specific research question and it’s correlating stepwise empirical approach. The paper at hand gives detailed insights in the logic of planning of the empirical test methods as well as the development of the derived interview lines and questionnaires. The findings of this paper broaden the research focus towards the complexity of the two variables, trust and ECU, but simultaneously introduce and suggest an empirical approach to lighten the possibilities of measuring both variables. First empirical results underline the concrete tangible approach towards a focussed structural equation model. As a next step the empirical results will be analyzed in detail and finally pictured in a validated Structural Equation Model. But with respect to human resources it is not only essential to choose the right employees but also to realize the potential of existing competencies. Therefore it cannot simply be a monetary goal but also an immaterial cultural target to provide an atmosphere that allows the abilities of its organization to unfold. The assumption is made that a culture of trust is the adequate instrument to support employee competence utilization; an aspect being of special interest for strategic management. Based on a new integrative model on the impact of trust on employee competence utilization a survey was directed to employees of selected medium sized organizations with between 49 and 999 employees. For the empirical study a pragmatic mixed methods approach was applied. The purpose of this paper is to test the basic hypothesis whether trust actually has an impact on employee competence utilization was tested with the use of correlation analysis and SmartPLS v. 3.2.3 in various ways. Therefore findings are based on the modelling and testing of trust relations and competence utilization. As a result it can be summarized, that deliberate and elaborate concepts of social capital approaches, with a particular emphasis on trust, provide fundamental impact on and feedback through improved and increased employee performance. Thus, it is the objective of this paper to analyze the positive impacts, but also potential limits of trust in business management. The research paper uses two different quantitative empirical studies drawn from German and Austrian midsized companies to empirically test this interrelation. As a result, the paper determines particular aspects of trust such as accountability, shared norms and the ability to take responsibility to be interrelated with the usage of employee competences and underlines a positive connection between product innovation performance and trust. However, the trust concept needs enriching elements to be balanced towards a feeling of mutual reliance and support creativity instead; inclusions of bridging social capital, elements of distrust and a pioneering spirit are to be mentioned here. Latvia N2 - The purpose of this article is to discuss different approaches in the values-based culture literature and identify research challenges and inconsistencies regarding the topic. From this, the authors develop applicable recommendations for scientists and managers. The study is based on an intense literature review on values, their definition, their measurement and management. These aspects are linked to each other in a further step. The authors link different perspectives on definition, measurement, analysis, and the management of values to a comprehensive picture. The measurement of values is seen to be a basis for the ability to be clear in communication, to monitor congruencies between beliefs and practices and to integrate personal values and the ethical framework of the company. The target of managing values is to be seen in a successful implementation into the organisation, as well as the P-O-fit (Person-Organisation fit) thought. In conclusion, the authors recommend to measure and to be aware of both, management values and employee values, in order to optimize the P-O fit and make values contribute to strategic goals. The article shows a way forward to a deeper understanding of the phenomenon of organisational values for business managers and scientists. The authors develop a common threat for a coherent picture on the definition, the method of measurement and the approach to management of values, which contributes to applicable recommendations for scientists and managers. Still trust is a resource of strategic relevance since it establishes security, reduces complexity and opens potentials being bigger than simply the reduction of "cost of control". These characteristics are of special interest for management, as competent action is always bound to problem-solving-abilities under circumstances of insecurity. Further to this there are numerous situations where control is not applicable and where we simply don’t have full knowledge. Also trust is particular as it bypasses financial efforts and grows through usage; an investment of high amortization though that deserves closer attention of management especially valid in times of skilled worker shortage and with respect to organizational learning as a valuable competitive advantage. The purpose of this paper is to develop direct and indirect measurable on the impact of trust on employee competence utilization and its subsequent realization in a strategic scorecard approach. This is based on a new integrative model in the organizational context applicable for strategicmanagement. With this the objective of the paper is to answer the question if culture of trust is an adequate instrument for strategic management. The empirical evaluation of the model is based on a survey directed to employees of selected companies in a pragmatic mixed methods application. The selected view considers the trust level of employees with regard to management as another individual and the organization itself; personal and institutional trust mechanisms are affected. Thus the employee evaluates its management. As a result, the empirical study suggests that it is possible to specify frameworks for the establishment of trust, and that its impact on competence utilization is moreover significant. However the concept of trust creates challenging requirements on managers. Based on the assumption that employees basically think and act in the sense of the company, benevolence and goodwill must be involved to avoid an opportunistic approach. Further to this accountability, shared norms and freedom to take responsibility need to be proven by behavior. The allowance of constructive seriously taken criticism, problem solving attitude, the acceptance of decisions are further key points for trust supporting frameworks that have to be accepted and shown through behavior. Competencies are not only a central part of the strategy process of a company. Corporate Strategy literature states that that human asset in particular can fulfil the criterion ’of a sustainable competitive advantage’ (Storey, 2007). The utilization of competencies is a key target of companies, as it is important in realizing a full return on investment. The paper analyses the state-of-the-art of competence theories with a specific recognition to the aspect of social capital. The author argues that the management of company competencies is a contributor to the utilization of competencies and links these aspects to social capital. In order to achieve the main goal of the underlying work the paper is structured as follows: first, the presentation of the state of the art in the area of competencies and social capital based on literature review; afterwards, the discussion is made in order to prove the main hypothesis. As a result the author concludes with a model showing the key bond between company competencies, individual competencies and social capital. With this, the paper contributes to a deeper understanding of the phenomenon of competencies for business managers and scientist. The findings are valuable to contribute to the utilization of individual competencies especially in the prism of social capital which will pay off for industrial companies and employees in long term.
