    <title language="eng">The double shock of new food packaging policies and the COVID-19 pandemic</title>
    <abstract language="eng">The COVID-19 crisis has profoundly affected the world, and at the same time, with the implementation of new packaging act in Germany, the relevant organizations must respond.&#13;
One example is related to the German food packaging industry, where small and mediumsized enterprises were affected and had to adopt strategic responses. The previous literature on crisis management is still immature in terms of strategic responses to the crisis of this double shock. Therefore, the aim of this paper is to analyze how smes in the singleuse take-away food packaging industry in the German food packaging industry respond to&#13;
the double shock of the COVID-19 pandemic and the new packaging policies. Thus, the specific strategy and theory of the food packaging industry facing the double shocks are analyzed and discussed.&#13;
Ten semi-structured interviews were conducted with operators and top managers of singleuse food packaging companies using a multi-case study approach. Cross-case analysis identified common strategic responses such as Retrenchment, Persevering innovation, exit, and cooperation to address challenges posed by shocks. Crisis management frameworks were developed based on integrated strategic responses. Companies in the food packaging&#13;
industry strategically combine these responses rather than employing them in isolation, enabling related enterprises to thrive and progress amidst crises. This study makes a supplement to the field of strategic response in the field of crisis management.</abstract>
