T1 - Quantified Self, Participatory Sensing und die Grenzen der Regulierung T2 - Jahrbuch für Recht und Ethik N2 - One of the aims of technology assessment is to inform policy makers about possible future developments of technology, about their likelihood, and about the most probable impacts on individuals as well as on the fabric of society. Such information could be used to plan and create adequate regulations to minimize negative and maximize positive effects of the corresponding technology. However, certain innovations, which we call bottom up-innovations in this paper, make it quite difficult if not almost impossible to provide information of the kind technology assessment shall produce. After introducing the dichotomy of top down-and bottom up-innovations and bringing these types of innovation in the context of more established notions of innovation on a theoretical level we will use the examples of the quantified self-movement and the idea of participatory sensing to describe bottom up-innovations as they take place in real life. By depicting these examples we will try to identify some of the social consequences of the technology that is used in each of the contexts mentioned above. Finally, we will try to draw some more general conclusions concerning bottom up-innovations and technology assessment and its ability to provide reliable information with regard to possible futures. We shall argue that regulation of technology resulting from bottom up-innovations must go " beyond markets and state ".
