The Effect of Air Pollution on Green Innovation

  • Since the implementation of the Reform and Opening up policy more than 30 years ago, China's sustained economic development had caused great damage to the ecological environment, which has become a key obstacle in the course of social development in China. Problems like long-term over-dependence on energy make it necessary for China to solve environmental pollution and ecological damage arising from excessive energy consumption. At the fifth plenary session of the 18th CPC central committee, the central government centered the government on the principle of innovative, green and sharing development, and encouraged all sectors of society to devote more resources to green development. As an important means to alleviate environmental problems and maintain sustainable development, green innovation is also related to the future planning of enterprises and the construction of ecological civilization. In the existing research on innovation activities, the green innovation behavior of enterprises has gradually aroused people's attention. At present, some scholars have studied the impact of air pollution on the production of enterprises. And the impact of green innovation is mostly investigated from the macro level of countries and regions. However, there are only a very limited number of studies on innovation enterprises from the micro perspective. In this case, it is of great significance to explore the impact of air pollution on the output of green innovation from the perspective of enterprises. In this study, 1,049 production-listed enterprises from 2000 to 2017 were selected as research samples. Firstly, the influence of different factors on green innovation was analyzed theoretically, and air pollution, an environmental factor, was further analyzed. Then, econometric model was established to empirically investigate green innovations of different values, with the proportion of pollution days in a year being taken as the measurement standard of air quality. The characteristics of the enterprise were analyzed in groups. According to the result, enterprises were stimulated by air pollution and carried out more green innovation, especially for high-value innovative green innovation. State-owned enterprises were more active in green innovation than nonstate- owned enterprises. Large enterprises and high-tech enterprises with better financing capacity were more inclined to carry out green innovation. Enterprises in high-pollution areas carried out more green innovation when air pollution worsened. To sum up, in the process of green innovation, the government should provide enterprises with sound policy guidance and financial support services, promote the exchange and cooperation between state-owned enterprises and non-state-owned enterprises, provide adequate policy preferences and financial support for small and medium-sized enterprises to carry out green technology innovation, and encourage enterprises to conduct green production. All regions should increase cooperation in green production, achieve balanced development, and step up pollution control. Enterprises should give full play to their innovation ability, invest more resources in green technology research and development, process innovation, and establish a sustainable development mechanism on the basis of improving their green innovation ability. In addition, enterprises should also make the best use of capital accumulation and capital allocation, so as to reduce the impact of external financing constraints while improving their profitability and market competitiveness. Thus, through green innovation enterprises can come true and continue developing under the constraints of resources.
