In der Finanzkrise ergriffen die westlichen Staaten eine Reihe von Politikinstrumenten, die ein fester Bestandteil der gemischten Ökonomien der unmittelbaren Nachkriegsphase waren, jedoch mit dem liberalen Staatsverständnis der letzten Jahrzehnte kaum zu vereinbaren sind. Was bedeuten diese Entwicklungen für die aktuelle Staatsdiskussion? Erleben wir eine Wiederkehr des Interventionsstaates oder ist dies nur eine kurzfristige Maßnahme zur Rettung globalisierter und liberalisierter Marktwirtschaften? In dem Beitrag analysieren wir die drei wichtigsten Politikinstrumente Verstaatlichung, Konjunkturpolitik und Regulierung der Finanzmärkte. Wir beobachten eine neue Handlungsfähigkeit des Staates, die über die reine Rettung der Marktwirtschaft hinausgeht, jedoch im Vergleich zum Interventionsstaat wichtige Unterschiede aufweist. Unter den Bedingungen globaler Märkte folgen staatliche Eingriffe den Interessen des nationalen Standorts und sind durch die Notwendigkeit der Kooperation mit anderen Staaten beschränkt. Für die Zukunft erwarten wir, dass der Staat in diesem Sinne die neu gewonnen Eingriffsmöglichkeiten weiter erhalten wird, um den nationalen Standort im globalen Kapitalismus zu schützen.
Sozialpolitik im Finanzföderalismus : Hartz IV als Antwort auf die Krise der Kommunalfinanzen

Gerade kontinentale Wohlfahrtsstaaten wie Deutschland galten lange Zeit als äußerst reformresistent, weshalb sich erst seit Kurzem die Literatur mit dem fundamentalen Wandel des deutschen Wohlfahrtsstaates beschäftigt. Insbesondere neue Reformkoalitionen und Policy-Lernen haben zu diesem Wandel beigetragen. Unser Beitrag zeigt, dass diese Ansätze, obgleich wertvoll, einer Ergänzung bedürfen. Eine wichtige Erklärung für die Transformation des deutschen Wohlfahrtsstaates liegt in der spezifischen Finanzierungsstruktur der Sozialleistungen. Am Beispiel der Arbeitsmarktreform Hartz IV demonstrieren wir, dass die fiskalische Krise des Verschiebebahnhofs zwischen Bundeshaushalt, Sozialversicherung und Gemeinden zu einer Problemlage für die rot-grüne Bundesregierung geführt hat, die nur durch eine Strukturreform der Finanzierung der Leistungen für Langzeitarbeitslose behoben werden konnte.
Twenty Years after German Unification: The Restructuring of the German Welfare and Employment Regime

German unification acted as a catalyst for the substantial transformation of the German welfare and employment regime which has taken place over the last two decades. The changes can be described as a process of a partial liberalization of the labor market within the boundaries of a coordinated industrial relations system and a conservative welfare state. This article depicts the transformation as a trend towards a more liberal welfare and employment regime by focusing on the shifting boundaries between status and income maintenance and poor relief systems.

2010 feiert Hartz IV seinen fünften Geburtstag. Die fast täglichen Debatten zeigen, dass das "Herzstück" der Agenda 2010 die Bundesrepublik grundlegender verändert hat als jede andere Reform der letzten Jahrzehnte. Basierend auf Gesprächen mit damaligen Akteuren untersuchen Anke Hassel und Christof Schiller die Hintergründe der Hartz-Reformen: Wer waren die zentralen Entscheidungsträger? Wurde der Reformstau überwunden und ist das deutsche Regierungssystem heute besser in der Lage, auf die derzeitigen Herausforderungen zu reagieren? Dieses Buch liefert erstmals eine lückenlose Analyse der Entscheidungsprozesse, die zu Hartz IV geführt haben, und gibt einen Ausblick auf die aktuellen Herausforderungen der Arbeitsmarktpolitik. Die Autoren räumen mit gängigen Vorurteilen über die rot-grünen Reformen auf und zeichnen ein kenntnisreiches Bild der wirtschaftlichen und politischen Zusammenhänge in der deutschen Politik.
