Addressing the tensions between the political and the legal dimension of European integration as well as intra-institutional dynamics, this insightful book navigates the complex topic of judicial politics. Providing an overview of key topics in the current debate and including an introductory chapter on different conceptions of judicial politics, experts in law and politics interrogate the broader political role of the European Court of Justice.
The EU has become an increasingly powerful economic actor but we lack research on how EU economic decision-makers can be held to account. This book argues that the EU suffers from important substantive accountability deficits I.e. while numerous procedures exist to hold institutions like the Commission and ECB to account, there are few mechanisms to contest the merit and impact of economic decisions. The book combines detailed empirical research on how accountability practices are evolving across different fields of EU economic governance with a novel conceptual framework to assess where accountability deficits lie and how they might be addressed. Combining leading research in law and political science, this book will be of interest to scholars with an interest in the questions of accountability and economic governance arising from the budgets, central banks and financial institutions of the European Union. Supranational governance is being challenged by politicians and citizens around the EU as over-centralized and undemocratic. This book is premised on the idea that polycentric governance, developed by Vincent and Elinor Ostrom, is a fruitful place to start for addressing this challenge. Assessing the presence of, and potential for, polycentric governance within the EU means approaching established principles and practices from a new perspective. While the debate on these issues is rich, longstanding and interdisciplinary, it has proven difficult to sidestep the 'renationalisation/federalisation' dichotomy. The aim of this volume is not to reject the EU's institutional structure but provide a different benchmark for the assessment of its functioning. Polycentric theory highlights the importance of multilevel horizontal relationships within the EU - between states, but also between many sub-state actors, all the way down to individuals. This helps us answer the question: how do we achieve self-governance in an interdependent world?
The European Union's history exhibits numerous episodes in which Member States have sought to re-enforce their national autonomy in the face of deepening integration. Efforts to re-gain autonomy, however, are often accompanied by legitimate concerns that autonomy will lead to dis-integration or will have wider destructive consequences. The EU thus faces a dilemma. Calls for autonomy cannot all be dismissed as mere populist rhetoric or national egoism but instead represent a legitimate questioning of the degree of uniformity that EU law and politics presently carry. At the same time, the fear that greater autonomy may carry dis-integrative effects is also legitimate -uniformity is not an accidental by-product of the EU's construction but intrinsically related to its policy goals. Giving too much room for autonomy might create an opportunity structure for the loss of collective goods, deficits in problem-solving, and perhaps even to self-destruction.
The EU requires autonomy, but in doing so, it must also avoid collapse. Can it achieve it, and if so, how? Autonomy without Collapse is devoted to exploring innovative answers to this question. It draws together scholars in law and political science interested in exploring how to overcome the central dilemma of preserving sustainable yet real autonomy in the future European Union.
The focus of this edited volume is the often-overlooked importance of secondary rules of international law. Secondary rules of international law-such as attribution, causality, and the standard and burden of proof-have often been neglected in scholarly literature and have seen fragmented application in international legal practice. Yet the systemic nature of international law entails that coherent and consistent application of such rules is a key element in reinforcing the legitimacy of decisions of international courts and tribunals. Accelerated development of international law and international litigation, coupled with the fragmented nature of the adjudicatory terrain calls for theoretical scrutiny and systemic analysis of the developments in the judicial treatment of secondary rules.
This publication makes three important contributions to the study of secondary rules. First, it offers a comprehensive, expert doctrinal analysis of how standard of review, causation, evidentiary rules, and attribution operate in the case law of international courts or tribunals in fields spanning human rights, trade, investment, and humanitarian law. Second, it comparatively evaluates the divergent layers of meanings and normative expectations attached to secondary rules in international law scholarship as well as in the judicial practice of international courts and tribunals. Finally, the book investigates the role that secondary rules play in the development of the primary rules in international law and for the legitimacy of the decisions of international courts and tribunals.
Earlier scholarly works have not problematized the role of secondary rules of international law in adjudication thoroughly. Secondary Rules of Primary Importance in International Law seeks to fill this gap by emphasizing the consequential nature of these secondary rules and argues that the outcome of litigation is fundamentally shaped by the exact standard of proof, standard of review, or attribution basis that is chosen by adjudicators. As such, the book offers an important resource for the study and practice of international law against the backdrop of the wide-ranging and fragmented nature of international adjudication.

The recent financial crisis has demonstrated that governments continuously seek to steer their economies rather than leaving them to free markets. Despite the ambitions of international economic cooperation, such interventionism is decidedly local. Some politicians even proudly evoke "economic patriotism" to justify their choices.
This volume links such populism to a specific set of tensions the paradox of neo-liberal democracy and argues that the phenomenon is ubiquitous. The mandate of politicians is to defend the economic interests of their constituents under conditions where large parts of economic governance are no longer exclusively within their control. Economic patriotism is one possible reaction to this tension. As old-style industrial policy and interventionism gained a bad reputation, governments had to become creative to assure traditional economic policy objectives with new means.
However, economic patriotism is more than just a fashionable word or a fig leaf for protectionism. This volume employs the term to signal two distinctions: the diversity of policy content and the multiplicity of territorial units it can refer to. Comparing economic interventionism across countries and sectors, it becomes clear that economic liberalism will always be accompanied by counter-movements that appeal to territorial images.

The Munich Security Conference, founded as "Internationale Wehrkunde-Begegnung" in 1963, has evolved into the leading independent forum for security policy. Traditionally seen as a kind of transatlantic family meeting for debating NATO strategy during the Cold War, the conference has increasingly broadened its agenda and today attracts participants from across the globe. Each year, dozens of heads of state and government, ministers, and experts from different fields of security policy gather in Munich for an open exchange of ideas and policies on the most pressing international security issues - ranging from regional conflicts, international peace operations and nuclear disarmament to cyber security and environmental challenges. On the occasion of the conference's 50th anniversary in 2014, a number of prominent participants, including former and current foreign and defense ministers, reflect on the conference's history and significance, some of the major issues debated, and on key security challenges facing the international community.
This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries.
The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. Furthermore, the authors investigate the effects of budgetary constraints and higher-level regulatory efforts on local governments and on democracy and public services in every European country. This book fills a gap with respect to the lack of discussion on local government finance from an international, comparative perspective and, in particular, the regulation of local public finance. The essays explore the future of European security, democracy, and economics with an eye to the state of the EU in 2030. They discuss Ralf Dahrendorf’s legacy, how he would view the modern European Union, and what advice he might offer policymakers today.
The governance of the modern corporation is broadly understood as the mechanisms, relations, and processes for balancing the interests of stakeholders. It spells out the rules and procedures for decision-making, accountability and transparency, and distributional rights. Corporate governance thus provides the framework in which corporate objectives are set, the means of attaining them, the kind of performance monitoring required, and by whom. In the aftermath of the global financial crisis and large-scale corporate failures, the issue of corporate governance has repeatedly received the attention of policy-makers and the wider public. Extending the study of corporate governance beyond that of listed corporations sheds new light on the overall performance of corporations in market economies. These include small to medium-sized corporations, nonprofit organisations and philanthropic foundations, public corporations and public-private partnerships, social enterprises and cooperatives, international organisations, and corporations in cyberspace. A decade after the massive failures in the governance of financial corporations, and with continued governance failures in other parts of the economy since then, this volume takes stock and asks: what has been the performance of corporate governance regimes, and have regulatory changes and corporate governance codes made a difference? What are the strengths and weaknesses of current corporate governance systems and codes? How do corporate forms differ in their governance performance, and what have been the experiences across countries? And, finally, what implications for understanding governance behaviour and for policy-makers and regulators come to mind?
This collection has its origins in the recognition that there is a highly significant and under-considered intersection and interaction between migration law and labour law. It is the culmination of a collaborative project on ‘Migrants at Work’ funded by the John Fell Fund, the Society of Legal Scholars and the Research Centre at St John’s College, Oxford. The collection aims to shed light on the interactions between immigration, migration law, and labour law, in particular how migration status has a bearing on labour relations and the world of work. Contributors to the volume identify the many ways that migration law, as currently designed, divides the objectives of labour law, privileging employers’ interests in the supply of labour over worker-protective concerns. In addition, migration law creates a particular form of status, which affects labour relations, thereby dividing the subjects of labour law. While several contributions focus on the UK, other countries examined include Australia, Ireland, Israel, Italy, Germany, Sweden, and the US. References are also made to discrete practices in Brazil, France, Greece, New Zealand, Mexico, Poland, and South Africa. The collection identifies how migration law as currently configured jeopardizessome of the values and institutions of labour law.
This open access book assembles landmark studies on divorce and separation in European countries, and how this affects the life of parents and children. It focuses on four major areas of post-separation lives, namely (1) economic conditions, (2) parent-child relationships, (3) parent and child well-being, and (4) health. Through studies from several European countries, the book showcases how legal regulations and social policies influence parental and child well-being after divorce and separation. It also illustrates how social policies are interwoven with the normative fabric of a country. For example, it is shown that father-child contact after separation is more intense in those countries which have adopted policies that encourage shared parenting. Correspondingly, countries that have adopted these regulations are at the forefront of more egalitarian gender role attitudes. Apart from a strong emphasis on the legal and social policy context, the studies in this volume adopt a longitudinal perspective and situate post-separation behaviour and well-being in the life course. The longitudinal perspective opens up new avenues for research to understand how behaviour and conditions prior or at divorce and separation affect later behaviour and well-being. As such this book is of special appeal to scholars of family research as well as to anyone interested in the role of divorce and separation in Europe in the 21st century.

Kämpfe für eine gerechte Gesellschaft werden heute von einem sehr heterogenen Spektrum von durch neoliberale Austeritätspolitiken betroffenen Akteurinnen und Akteuren getragen. Zu ihnen gehören MigrantInnen, undokumentierte ArbeiterInnen, Arbeitslose und Obdachlose sowie Teile der Mittelschicht, deren Lebens- und Arbeitsbedingungen prekär wurden. Das Konzept der Würde gewinnt im streit- politischen Diskurs zunehmend an Bedeutung. Vor diesem Hintergrund spüren die Beiträge des Bandes den Wechselbeziehungen zwischen unterschiedlichen Bewegungen der Streitpolitik im städtischen Raum nach und diskutieren die aus ihnen resultieren- den Herausforderungen und Chancen für Politik und Demokratie.
The sharing economy is one of the most influential developments of the last decade. The emergence of new forms of organizing it brings with it has affected modern (business) life at multiple levels: Sharing organizations have blurred the distinction between the individual roles of provider, user, and employee; they have introduced organizational practices of coordinating members and communities; and they have sparked societal, political, and economic debates in multiple fields. These dynamics at the individual, organizational, and field level provide an opportunity for organization scholars to take stock of and theorize the sharing economy.
This volume takes advantage of this opportunity by presenting a collection of empirical and conceptual work that explores the variety and the trajectories of new forms of organizing in the sharing economy, and in doing so builds on, rejuvenates, and refines existing organization theories.
Together, the chapters included in this volume offer a comprehensive overview of theoretically grounded research that deepens our understanding of new forms of organizing and indicates future avenues for research.
As organizational scholars, we are accustomed to using theoretical lenses to understand organizational practices and outcomes. That is, we conceptualize what people do, feel and think in their everyday organizational interactions through the use of theoretical language and models to uncover individual and/or social antecedents and outcomes. We tend to ignore, however, how our own day-to-day work as scholars - doing research - is subjected to the same pressures, affected by similar factors, and should be accounted for through similar modes of analyses. We treat our studies and theories as solid anchor points and as objective truths rather than as constructions embedded within individual, organizational, field and societal contexts.
This volume is a must read for all researchers interested in understanding our own craft. Building on established traditions in the sociology of knowledge, we direct a reflective and critical gaze towards the structures, practices and meaning systems that ground and shape how we produce and consume managerial knowledge and organization theory. The volume includes both empirically-based papers and reflective essays that explore theoretical concepts and analytical reasoning to explain, critique and advance the ways in which we write about, produce, and consume theory.

Health matters. Virtually every area of life is influenced by the state of a population’s health. Professional productivity, cultural creativity, political and social participation, and people’s quality of life directly depend on health. The global population is ageing and chronic illnesses are on the rise, and with these, the demand for healthcare is increasing as well. Healthcare systems matter. Our national and global health systems face diverse economic, political, social, and organisational challenges. Present-day healthcare systems are not only highly complex, fragmented, and costly but also are primarily geared toward the imperatives of professionals, sometimes in opposition to the needs, preferences, and value orientations of patients and users who tend to be socially unorganised. Health governance matters. Health governance refers to all actions and means a society uses to achieve collective solutions to maintain and promote health as a common good. It involves actors in politics, science, business, and civil society, alongside health professionals and patients. In a globally networked and interdependent world, health governance requires local, regional, national, and international approaches. How health systems and healthcare are governed inevitably has implications for health promotion, protection for all, and healthcare provision for patients.
The Governance Report 2019, edited by Klaus Hurrelmann, Mujaheed Shaikh, and Claus Wendt, highlights key challenges for healthcare systems, identifies best practices in terms of effective governance, and discusses potential solutions to effectively meet the needs of health systems and the people served by and working within them.

The year 2018 marks the tenth anniversary of the full outbreak of what
would come to be known as the global financial and economic crisis
(GFC). Most of the countries that were impacted by the crisis have
recovered economically, but traces of it still remain in terms of high public debt burdens, distrust in many institutions, and many other aspects. Now ten years on, this edition of the Governance Report offers an opportunity to look at these developments and consider how such financial and other global crises can be prevented or better managed.
The Governance Report 2018 is the sixth in an annual series about the
changing conditions of governance, the challenges and opportunities
involved, and the implications and recommendations that present themselves to analysts and policy-makers. The Governance Report is an interdisciplinary effort to examine state-of-the-art governance. In doing so, it enlists experts from the Hertie School of Governance in Berlin as well as from other institutions. Special attention
is paid to institutional designs and approaches, changes, and innovations that both state and non-state actors have adopted in response to shifts that have been occurring.

In Focus: Democratic Innovations. Democracies around the world seem to be under threat. However, with democracy challenged, analysts have disproportion-ately pointed to familiar sets of shortcomings and challenges, such as declining confidence in representative institutions, lack of citi-zen engagement, and the rise of illiberalism and populism. Far less attention has been paid to the promising initiatives taking place worldwide that seek to counteract backsliding and subversion at the local, national, and international levels. The Governance Report 2017 shifts the focus onto democratic innovations: attempts to address the causes of the democratic malaise, to foster democratic resilience, and to stimulate reconsolidation and development of democratic regimes.

As difficult as it might seem to define governance, it appears to be that much more difficult to measure it. Since the World Bank Institute launched the Worldwide Governance Indicators in the late 1990s, the governance indicators field has flourished and experienced significant advances in terms of methodology, data coverage and quality, and policy relevance. Other major initiatives have added to a momentum that propelled research on governance indicators seen in few other academic fields in the economic and social sciences. Given these developments and the prominence and policy relevance the field of governance indicator research has achieved, the time is ripe to take stock and ask what has been accomplished, what the shortcomings and potentials might be, and what steps present themselves as a way forward. This volume—the fifth edition in an annual series tackling different aspects of governance around the world—assesses what has been achieved, identifies strengths and weaknesses of current work, and points to issues that need to be tackled in order to advance the field, both in its academic importance as well as in its policy relevance. In short, the contributions to this volume explore the scope of existing governance indices and indicator frameworks, elaborate on current challenges in measuring and analysing governance, and consider how to overcome them.

Die vorliegende MetallRente Studie untersucht, welchen Einfluss sozialer Hintergrund, Geschlecht und Bildung auf Einstellungen und Handlungen junger Menschen haben, wenn es um die wichtigen Themen Finanzen und Vorsorge geht. Nach bisher drei Erhebungswellen in den Jahren 2010, 2013 und 2016 ist dies die vierte Auflage der bundesweit repräsentativen Jugendstudie „Jugend, Vorsorge, Finanzen“. 2 500 Jugendliche und junge Erwachsene im Alter von 17 bis 27 Jahren wurden befragt. Erneut wurden auch Gastautorinnen und Gaustautoren aus Wissenschaft, Institutionen und Wirtschaft eingeladen, die Befragungsergebnisse mit ihren Analysen und Kommentaren zu ergänzen. Wie bewältigen junge Menschen das Spannungsfeld von eigener Verantwortung und staatlicher Regulierung? Welche Veränderungen werden gebraucht für eine zukunftsfeste Alterssicherung, die zur Lebenswirklichkeit der jungen Menschen passt? Auch die vierte MetallRente Studie geht mit dem Anspruch ans Werk, nicht nur zu analysieren, sondern Schlussfolgerungen zu formulieren sowie Forderungen und Vorschläge zu adressieren.
Social Innovation: Comparative Perspectives investigates socio-economic impact. Since it is hard to establish causality and to measure social properties when investigating impact, especially at the level of society, the book narrows down impact to one priority aspect: social innovation – understood as organizations’ capacity to generate novel ideas, ways and means of doing things, of addressing public and social problems of many kinds.
This volume’s primary assertion is that the Third Sector, specifically through stimulating civic involvement, is best placed to produce social innovation, outperforming business firms and state agencies in this regard. By investigating actor contributions to social innovation across seven fields of activity, Social innovation: Comparative Perspectives develops our understanding of why and how the Third Sector is central to functioning, cohesive and viable societies.
This volume is based on contributions of the project "ITSSOIN – Impact of the Third Sector as Social Innovation" funded by the European Commission under the 7th framework programme. It will be of insight across disciplines, in particular to the growing social innovation community, innovation researchers more generally and to non-profit scholars. The practical relevance of the book will be of interest to European and national policy makers and practitioners across different sectors.
In den letzten Jahren sind in vielen Ländern Studien zur Gesundheitskompetenz der Bevölkerung erschienen. Fast immer zeigen sie, dass die Gesundheitskompetenz schlechter ausfällt als angenommen und große Teile der Bevölkerung eine niedrige Gesundheitskompetenz aufweisen. Um diese Situation zu verbessern, sind in vielen Ländern nationale Strategien und Aktionspläne zur Förderung von Gesundheitskompetenz erstellt worden. Diesen Beispielen folgend wurde jüngst auch für Deutschland ein Nationaler Aktionsplan Gesundheitskompetenz erarbeitet. An dem 2-jährigen Entwicklungsprozess waren 15 ausgewiesene Expertinnen und Experten beteiligt. Auf Basis einer Analyse vorliegender Literatur zur Gesundheitskompetenz und bestehender Aktionspläne wurden die Konzeption, Ziele und Schwerpunkte des Aktionsplans festgelegt und konkrete Empfehlungen erarbeitet. Der Nationale Aktionsplan Gesundheitskompetenz konzentriert sich auf die Handlungsbereiche alltägliche Lebenswelten, Gesundheitssystem, chronische Erkrankung und Forschung und formuliert für jeden konkrete Empfehlungen.

Over the first ten years of its existence, the euro has proved to be more than a powerful symbol of collective identity. It has provided price stability to previously inflation-prone countries; it has offered a shelter against currency crises; and it has by and large been conducive to budgetary discipline. The eurozone has attracted five new members in addition to the initial eleven, and many countries in Europe wish to adopt it. The euro has also been successful internationally. Even though research presented in this volume confirms that it has not rivaled the dollar’s world currency status, it has certainly become a strong regional currency in Europe and the Mediterranean region. Some countries in the region have de facto adopted it, several peg to it, and many have become at least partially euroized.
However, the euro’s impressive first decade is likely to be followed by a much more difficult period. The present financial crisis is posing at least two important challenges: real economic adjustment within the euro area and maintenance of fiscal and financial stability without a central government authority capable of taking appropriate financial and fiscal decisions in difficult times. The papers and remarks in this volume demonstrate that the euro has proved to be attractive as a fair weather currency for countries and investors well beyond its borders. But it remains to be seen whether it is equipped to also succeed as a stormy weather currency.

Das Handbuch gibt einen systematischen Überblick über Ausmaß, Ursachen und Folgen von Bildungsarmut und erörtert Strategien, wie Bildungsarmut schrittweise abgebaut werden kann. Für Soziologie, Pädagogik und Politik bündelt es die Forschungsergebnisse aus groß angelegten internationalen und nationalen Erhebungen ebenso wie aus kleineren, explorativen Studien.
Die Ergebnisse zeigen: Gerade weil die Gesellschaft immer „gebildeter“ wird, sind Menschen ohne einen Mindestgrad an Bildung zunehmend von der Exklusion aus zentralen gesellschaftlichen Bereichen bedroht. Das Risiko steigt, den eigenen Lebensunterhalt nicht bestreiten zu können und soziale Anerkennung und Teilhabe zu verlieren. Hiervon sind – je nach angelegtem Kriterium – etwa 5 bis 15 Prozent der Bevölkerung betroffen.
Das Handbuch bietet eine Orientierungshilfe, an welchen Stellen gesellschaftspolitischer Handlungsbedarf besteht oder weitere Forschung nötig ist. Die Autorinnen und Autoren sind ausgewiesene Experten, die das Thema aus unterschiedlichen theoretischen und empirischen Perspektiven bearbeiten.

Europe's political landscapes are in turmoil, and new radical parties challenge the established political order. This book locates Europe's contemporary challenges within the longer economic and political trajectories of its 'welfare democracies'. The book argues that it is imperative to understand the specific structures of political competition and voter-party links to make sense of the political and economic turmoil of the last decades. In four distinct European welfare democracies (Nordic, Continental, Southern, and Anglo-Saxon), the political economy, the party system, and the structure of the political space are co-determined in a specific way. Accordingly, different packages of policies and politics and distinct patterns of alignment between core electoral groups and political parties exist in the four welfare democracies and shape the reactions of European welfare democracies to the current turmoil.
This volume provides an analytical framework that links welfare states to party systems, combining recent contributions to the comparative political economy of the welfare state and insights from party and electoral politics. It states three phenomena. First, concerning electoral politics, the book identifies a certain homogenization of European party systems, the emergence of a new combination of leftist socio-economic and rightist socio-cultural positions in many parties, and, finally, the different electoral success of the radical right in the north of Europe and of the radical left in the south. Secondly, the contributions to this book indicate a confluence toward renewed welfare state support among parties and voters. Thirdly it demonstrates that the Europeanization of political dynamics, combined with incompatible growth models, has created pronounced European cleavages.
Has the EU-US relationship become a sideshow or is it still central to the global economy? Conflicting signals have been sent out since the outbreak of the global crisis. The creation of the G20 and its designation as ‘the premier forum for international cooperation’ suggest that attention and priorities have moved away from the traditional G7 focus on the transatlantic economy. But most of the key policy debates of the last two years have retained a characteristically transatlantic flavour. This applies to the controversy about the pace of consolidation which resulted in an open US-German rift at the Toronto summit in June 2010; to the discussion on the new bank capital ratios which again was essentially a Euro-American affair; and to the broader conversation on the priorities of financial regulatory reform, for which the big action agendas have been the US Dodd-Frank Act and the European endorsement of a blueprint for coordinated supervision and a single European macroprudential body. True, other issues – the global rebalanc-ing, or the creation of global financial safety nets – have had a distinctive G20 scope. But at least a fair share of the international debate has been transatlantic. There are reasons for this state of affairs. To start with, what is known as the global crisis has been first and foremost a transatlantic crisis. As discussed in several contributions in this volume, the wake of the crisis financial integration through portfolio diversification essentially remained an EU-US phenomenon. Accordingly the subsequent financial turmoil primarily affected the European and American financial systems, and other economies indirectly only, through trade or capital outflows. It is therefore natural to see the same two regions take the lead in setting the agenda for financial reform. Second, the problems they are facing in the aftermath of the shock – the travails of deleveraging, unemployment, the need for unconventional policy responses, the lowering of the growth potential, the rise of public debt, political pressures for protection – are largely common. Third, while they are not the main contributors to world growth, the EU and the US still constitute the bulk of the global economy, and what happens to them matters considerably for all.
The US and the EU however are not responding to the same shock in the same way and this is what makes the comparison interesting. It is telling that the sovereign debt crises developed in Europe in the first half of 2010 and triggered a move towards consolidation while the US fiscal situation is by most standards worse than the aggregate European situation. It is telling also that the priorities of financial reform have not been the same. Clearly neither the policy space nor the policy traditions are identical and this portends significant divergence across the Atlantic. How far this divergence will go and whether policymakers on the two continents will disagree or agree to disagree is one of the key questions for the future of the global economy in the years to come.
All this justifies a revival of the transatlantic economic conversation. The joint Banca d’Italia-Bruegel-Peterson Institute conference, held in Rome on 10-11 September 2009 with the support of the European Commission, aimed to contribute to the conversation through research and policy discussions. We hope that the papers collected in this volume will help foster a fact-based, analytically sound discussion.

Dans ce numéro, la Revue propose de réfléchir au futur de la monnaie unique. De grands décideurs et des experts renommés ont été invités à répondre à la question suivante : « Quelles sont selon vous les évolutions les plus susceptibles d'influencer et, le cas échéant, de transformer la zone euro et son fonctionnement dans les dix années à venir ? ». L'ensemble des contributions est donc orienté vers l'avenir plutôt que vers l'évaluation des résultats du passé.
L'euro est considéré comme un succès, mais le bilan de l'UEM est plus controversé. Les auteurs nous livrent une réflexion sans complaisance qui met en valeur les défis de la prochaine décennie :
- si l'euro a bravement traversé la tempête de la crise financière et économique, des réparations et des aménagements s'imposent ;
- les outils de gestion macroéconomique de la zone euro doivent être plus efficaces ;
- il faut achever la construction du marché unique ;
- la stratégie d'élargissement doit être clarifiée ;
- le rôle international de l'euro va devoir être discuté dans un contexte marqué par les déséquilibres globaux et la contestation de la domination du dollar ;
- les Européens devront choisir de renforcer leurs institutions politiques s'ils tiennent à l'engrenage entre union monétaire et union politique.
Les différents enjeux sont clairement exprimés par les auteurs et il en résulte que si les dix premières années ont parfois été mouvementées, les dix prochaines ne le seront sans doute pas moins.

Ordoliberalism is a theoretical and cultural tradition of signifi cant societal and political impact in post-war Germany. For a long time the theory was only known outside Germany by a handful of experts, but ordoliberalism has now moved centre stageafter the advent of the fi nancial crisis, and has become widely perceived as the ideational source of Germany's crisis politics.
In this collection, the contributors engage in a multi-faceted exploration of the conceptual history of ordoliberalism, the premises of its founding fathers in law and economics, its religious underpinnings, the debates over its theoretical assumptions and political commitments, and its formative vision of societal ordering based upon a synthesis of economic theories and legal concepts. The renewal of that vision through the ordoliberal conceptualisation of the European integration project, the challenges of the current European crisis, and the divergent perceptions of ordoliberalism within Germany and by its northern and southern EU neighbours, are a common concern of all these endeavours. They unfold interdisciplinary affi nities and misunderstandings, cultural predispositions and prejudices, and political preferences and cleavages. By examining European traditions through the lens of ordoliberalism,the book illustrates the diversity of European economic cultures, and the difficulty of ransnational political exchanges, in a time of European crisis.
Based on a survey of more than 6700 top civil servants in 17 European countries, this book explores the impacts of New Public Management (NPM)-style reforms in Europe from a uniquely comparative perspective. It examines and analyses empirical findings regarding the dynamics, major trends and tools of administrative reforms, with special focus on the diversity of top executives’ perceptions about the effects of those reforms.
