Stiftungen bewegen sich mit ihren Zielen zwischen der Bewahrung von Tradition und Kultur, gesellschaftlichem Wandel und Fürsorge. Viele Stiftungen sehen sich als eigenständige innovative Kraft, andere als Förderer der Zivilgesellschaft oder als karitative Einrichtungen. Ersetzen oder ergänzen Stiftungen staatliches Handeln? Welche Rollen verfolgen sie und was ist ihr gesellschaftlicher Beitrag? Eine Forschungsgruppe der Hertie School of Governance und des Centre for Social Investment der Universität Heidelberg um Helmut K. Anheier hat in einem mehrjährigen Projekt das deutsche Stiftungswesen systematisch und auf Grundlage einer breiten empirischen Basis untersucht. Die Beiträge des Sammelbands bieten detaillierte Analysen von Stiftungen in den Bereichen Bildung und Erziehung, Wissenschaft und Forschung, Soziales, Kunst und Kultur sowie Advocacy und zeigen Handlungsempfehlungen auf.
Deutschland zeichnet sich durch ein stark gewachsenes und vielfältiges Stiftungswesen aus. Je nach Stiftungstyp üben Stiftungen unterschiedliche Rollen aus und leisten spezifische Beiträge, die jeweils andere Handlungsempfehlungen nahe legen. Der dritte Band der Studie zu „Stiftungen in Deutschland“ stellt diese Vielfalt der deutschen Stiftungslandschaft vor, behandelt typische Stärken und Schwächen verschiedener Stiftungstypen und geht auf ausgewählte Themen wie strategische Philanthropie, Advocacy, Vergleich Stiftungen in Ost- und Westdeutschland sowie Internationales ein. Im bisher größten Forschungsprojekt zum deutschen Stiftungswesen hat ein Forscherteam der Hertie School of Governance und des Centre for Social Investment der Universität Heidelberg um Helmut K. Anheier das deutsche Stiftungswesen systematisch und auf einer breiten empirischen Basis untersucht.
The article presents the findings of a research project on the roles and positioning of foundations in Germany, with a focus on the fields of education, higher education, social services, and arts and culture. Results show that fields as well as differences in size and mode of operation are key to understanding the roles and positioning of foundations. Germany is a coordinated market economy with a conservative welfare regime and a corporatist nonprofit sector. However, especially the latter of the two characteristics is gradually changing, and foundations are moving away from a state orientation toward a greater civil society focus.
This dissertation project investigates philanthropic foundations as organizational form in the social welfare field with a special focus on its institutional embedding in different European welfare systems. To do so, it draws on literature from political economy that provides different regime type classifications: Three especially fruitful approaches can be found in the »Varieties of Capitalism« (VoC) approach based on Hall and Soskice (7889), the »Three Worlds of Welfare Capitalism« by Esping-Andersen (9::8), and – specifically with regard to the third sector – the »Social Origins Theory« as originally described by Salamon and Anheier (9::<). The existing welfare regime literature clusters countries according to certain main drivers and identifies differences in welfare state systems. This dissertation asks, can we learn something on the organizational level about the embedding of philanthropic foundations in the field of social welfare?
Foundation literature is dominated by an anglophile perspective which mainly focuses on grant-making foundations. However, these represent only one type of foundation; other varieties exist alongside them. Operating foundations are widely neglected in social science research but play an important role, especially in the history of social welfare provision in European countries. In particular, one type of operating foundation, the carrier foundation, mainly functions as a service provider in the field and thus plays a significant role in any understanding of the foundation landscape in the social welfare field. This investigation is based on the comparative insights from three country cases of Germany, Sweden and the UK (England). Guided by propositions from the theoretical research, comparative explorative case studies based on interview data and secondary sources give insights into the field and the embedding of philanthropic social welfare foundations in the three different welfare state systems.
Investigating the range of foundations in social welfare permits a differentiated view of the different types of foundations. Each has different levels of independence from external constraints and are embedded to different degrees according to the propositions from welfare regime theory. These differences hold further implications for the investigation of foundations as a special organizational form.
Im bisher größten Forschungsprojekt zum deutschen Stiftungswesen wurde erstmals auf Grundlage einer umfangreichen Datenbasis eine Einschätzung der Rollen, Positionierungen und Beiträge deutscher Stiftungen vorgenommen. Der Band führt zunächst in den aktuellen Stand der Stiftungs- und Philanthropieforschung und das Vorgehen der Forschungsgruppe um Helmut K. Anheier ein. Es folgt ein umfassendes empirisches Bild des deutschen Stiftungswesens mit Fokus auf die Bereiche Bildung und Erziehung, Wissenschaft und Forschung, Soziales sowie Kunst und Kultur. Im Ergebnis zeichnet sich eine neue, vielfältige Landkarte des deutschen Stiftungswesens ab, die zivilgesellschaftliches Engagement, professionalisierte Philanthropie, wohlfahrtsstaatliche Dienstleistung und gemeinnützige Nischenangebote umfasst und jeweils unterschiedliche Handlungsempfehlungen impliziert.
