Often, members of the diaspora carry their political attitudes from their country of origin, which the next generation might also inherit. Given that political preferences in the country of origin might vary significantly, members of the diaspora should also have different political preferences. To test this variation, we explore the internal cleavages of the Indian-American community using a national sample of 1,003 members of this community. We find significant differences by political identity, religion, age, and state of origin in India on evaluations of politicians and policy in India. Moreover, we find that Indian-Americans are not only divided in their attitudes towards politics in India, but that the same factors predict differences in evaluating both politicians and policy in the United States (US). Our results contribute to our understanding of Indian American attitudes, and also offer clues to how diaspora communities carry their political predispositions with them to their destination country, as well as how the diaspora remains as a vital element in – and stimulus on – Indian foreign policy. During the twentieth century, the civil service in Latin America has undergone several stages of reform as a result of structural adjustment programs and conditional loans from international institutions, which, together with the regions’ own political development, have created a complex system of hybrid forms of civil service. The coexistence of highly technocratic institutions (“isles of efficiency”) and more patronage-oriented institutions is therefore common in Latin America. Furthermore, these institutions also produce different types of civil servants ranging from technocratic to political. This chapter provides a general overview of the theoretical discussions concerning the study of civil services in LA by comparing approaches focusing on “state capacity” or “administrative tradition.” According to the state capacity approach, scholars have largely explained the role and functions of civil servants based on their capacities and their relative political autonomy, while the administrative tradition approach emphasizes their access to state positions and whether or not they are meritocratic. Based on these discussions, this chapter proposes a fourfold categorization of civil servants (patronage appointees, technocrats, partisan loyalists, and careerists) that coexist in LA bureaucracies. The chapter concludes by briefly summarizing the central ideas of the civil servant typology and the potential challenges with regard to their application in practice. New bilateral and regional trade agreements increasingly incorporate other “trade-related” policy areas and threaten to constrain state action and democratic politics. The move towards deeper and more comprehensive trade deals has greatly accentuated grievances and is of exemplary importance in the realms of transnational governance. This article examines the decoupling of these agreements from national and democratic control and the resulting legitimacy impasses of transnational governance based upon the theoretical frameworks of Karl Polanyi and Dani Rodrik. Arguing that politics is not a mistake that gets in the way of markets, we submit our own conceptualisation of transnational legitimacy. In doing so, we suggest a new type of conflicts law which does not seek to overcome socio-economic and political diversity by some substantive transnational regime, but responds to diversity with procedural safeguards, thus ensuring space for co-operative problem-solving and the search for fair compromises. However, its 1987 decision to give its citizens the right to petition the European Court of Human Rights (ECtHR) to enhance its chances for membership to the European Union (EU) obliged the state to confront, at the transnational level, the Kurdish demands for human rights protection and equal treatment. The cases taken to the ECtHR by Kurdish civilians revealed that cloaked in the language of ‘war on terrorism’, the Turkish military had committed egregious violations including the forced displacement of civilians , the destruction of property, the burning of forests, as well as extra-judicial killings, disappearances and torture. Turkey’s EU candidacy increased the existing international pressure on the government to revise its mode of dealing with the insurgency and with Kurdish political and cultural demands more generally. The EU demanded that Turkey first and foremost execute the ECtHR’s judgments on Kurdish issues, but also grant the Kurds limited linguistic rights in order to fulfil minority rights protection as part of the membership accession criteria. Yet, as argued in this chapter, although there has been some improvement, the problem has not been eradicated nor has there been any substantive change in government policy on the Kurdish question.
