Both countries are CMEs with similar institutions, but their training regimes differ in important ways. The paper first maps the similarities and differences in the training regimes in both countries and then turns to three questions that frame the analysis of these similarities and differences. First, how have skills regimes adjusted to changes in economic and employment structure, such as de-industrialization and the rise of the service economy? Second, how much does the structure and adaptability of the raining regime help to explain the relative success of the Dutch employment miracle? Does the Dutch training regime represent successful institutional adaptation to changed economic circumstances? Einerseits können die Sozialpartner dazu beitragen den Übergang zu niedrigeren Emissionen zu erleichtern, indem sie mit den betroffenen Arbeitnehmern über die Kosten und den Nutzen von Maßnahmen zur Verringerung des Klimawandels verhandeln. Andererseits ist die Sozialpartnerschaft in Sektoren mit hohen Emissionen stärker ausgeprägt. Das könnte dazu führen, dass Sozialpartner versuchen, die Geschwindigkeit zur Reduzierung emissionsintensiver Produktionsprozesse zu verringern. Wir verwenden Daten aus der europäischen Verdienststrukturerhebung, Structure of Earnings Survey, um die Beziehung zwischen Tarifbindung, gewerkschaftlicher Organisation, Löhnen und Industrieemissionen in den EU-Mitgliedstaaten zu untersuchen. N2 - The paper explores the role of social partnership for facilitating processes to reduce greenhouse gas emissions in Europe. Social partnership can help to facilitate the transition to lower emissions by negotiating the costs and benefits of climate reducing policies with the workers affected. At the same time, social partnership is stronger in sectors, which have high emissions and might be tempted to reduce the speed of phasing out high emission production processes. The paper uses data from the Structure of Earnings Survey to examine the relationship between bargaining coverage, unionization, wages and industry emissions in EU member states. It analyses these relationships in the context of different growth trajectories towards the knowledge economy. It finds that high-emitting industries tend to have higher profits, wages and lower wage inequality than others. Brown jobs, however, are not better jobs, but benefit from collective bargaining. At the same time, there are significant differences between the member states of the European Union. The paper concludes by discussing how social partnership deals with the dilemma of being rooted in fossil fuel industries while negotiating change. This development asks for a more subtle understanding of the role of industrial relations institutions for trade union membership. The paper addresses the phenomenon by locating the main problem areas of membership erosion, such as weak service sector membership and the ageing of membership in manufacturing trade unions. It argues that industrial relations institutions have a double effect. Industry unionism is on the one hand a key pillar for centralized bargaining and institutional stability. On the other hand, stable institutional structures might have contributed to the membership decline. The German welfare and employment system has been confronted with moves towards liberalization without approaching a liberal market economy. This paper traces the shifts of preferences of key actors in two distinct arenas:the economic arena dominated by employers and unions and the public finance arena dominated by fiscal constraints on public budgets. This paper argues that the shifts of positions of key actors in both arenas were interrelated but that they responded to two different sets of problems. This suggests that a wider set of environmental factors are of crucial importance for the maintenance of political economy institutions. We explore this question through a comparison of two cases of "regulated capitalism," Sweden and Germany, asking whether these institutions continue to produce equitable outcomes in the face of globalization and financial crisis. Both countries have experienced significant increases in income inequality since 1990, and their labor markets have begun to display signs of dualism, demonstrating the weakened capacity of regulated capitalism to secure equality. Despite these broad similarities, inequality and labor market dualism have increased more in Germany than in Sweden. We argue that the shift to the right, even among social democratic parties, is an important cause of increased inequality in both countries. Our analysis also emphasizes the political effects of decades of welfare state building in both countries: the popularity of the welfare state and other institutions of regulated capitalism among the electorate constrain the ability of governments to pursue a radical liberalization agenda. We attribute Sweden’s superior performance relative to Germany in protecting low income groups to the interaction of industrial relations institutions and the electoral system. Swedish corporatism has retained much of its encompassingness compared to Germany, and proportional representation in Sweden creates incentives for the Center-Left to include the interests of low-income groups in their electoral and governing strategies. In contrast, German industrial relations are increasingly marked by segmentalism, and the electoral system generates few incentives for the Center-Left to include low income groups in their electoral coalition. It asks how, in a country with traditionally strong unions and employers’ associations, it has been possible to create and maintain a segment in the labor market characterized by very low wages and abusive practices. The challenges of mobility within the EU are presented from an institutional perspective, focusing on its effects on migrant labor as well as on social partners in the receiving countries. The claim is that, in the context of increased labor mobility coming from countries with lower average wage levels, trade unions in particular have to mobilize new resources and go beyond their traditional focus on labor market insiders.
