Der Beitrag stellt ein Verfahren zur Messung der Internationalisierung von Unternehmen vor. Dabei wird davon ausgegangen, dass die Internationalisierung von Unternehmen mehrere unterscheidbare Dimensionen hat. Die realwirtschaftliche Dimension beschreibt die güter- und produktionswirtschaftliche grenzüberschreitende Expansion der Unternehmen, während die kapitalmarktbezogene Dimension die Orientierung der Unternehmen an internationalen Kapitalmärkten abbildet. Anhand einer Untersuchung über den Internationalisierungsgrad der 100 größten deutschen Unternehmen werden beide Internationalisierungsdimensionen empirisch überprüft. Die Faktorenanalyse unterstützt die Annahme, dass sich beide Dimensionen empirisch deutlich voneinander unterscheiden lassen. Anhand der vorgestellten Messmethoden lassen sich die Unternehmen eindeutig in stark und schwach internationalisierte Unternehmen einteilen. EU liberalization, it is argued, erodes national employment regimes and social protection. However, other scholars highlight the ability of national institutions to reinvent themselves. This contribution assesses these claims by exploring an extreme case of labour market pressure driven by EU liberalization. Focusing on the meat production sector, it shows that low-wage labour migration has affected employment conditions in the meat production sector in Germany and Denmark in different ways: dualization has made Germany a destination country for low-wage work; in contrast, union solidarity in Denmark has kept wages high and Danish meat producers have outsourced work to Germany. It argues that, in contrast to earlier political exchanges, tripartite negotiations on wage restraint under restrictive economic policies are not based on a political exchange whereby governments had to compensate trade unions for wage restraint. Rather, governments can threaten trade unions with tight monetary policy and trade unions can either engage in negotiated adjustment or suffer restrictions. It is assumed that the system of central wage bargaining - leading to a relatively egalitarian wage structure and the absence of a non-union wage sector - is one of the major pillars of the national institutional framework of the German economy. Pressures towards the decentralization of collective bargaining will therefore not onlyy affect the distribution of wages and the patterns of social equality, but also have a profound impact on the functioning of the German model of capitalism. The first part of Paper links the system of collective bargaining and industrial relations with the wider macro-economic and political features of German capitalism. It defines three major challengers to the institutional framework of the German economy: structural challenges since the early 1970s, the impact of unification since 1989 and the impact of European integration and globalization since the mid-1980s. It concludes that not globalization as such but a complexity of different pressures might lead to drastic institutional changes. The second part of the paper analyses collective bargaining development in the metal industry in the early 1990s. It looks at the conduct of the bargaining rounds, the institutional set-up and the position of the collective bargaining actors respectively. It will be argued that collective bargaining in the German metal industry has become extremely pressurized in the early 1990s. We argue that pressure on collective bargaining stems from two sides: first, from thhe membership problem of trade unions and employers' associations and, second, from the narrowing scope of flexibility within the give system of wage determination. We will define three ways of achieving wage differentiation within and outside centralized bargaining structures and look at their changing role during that period. Finally, the paper presents two scenarios of collective bargaining in the future and discusses their implications for the German ecnomic model. It argues that two parallel developments undermine the institutional stability of the German model. First, the institutional base of the German industrial relations system, which has served as the pre‐condition of its past success, has been shrinking during the last two decades. This is due to a decline in coverage by the two major industrial relations institutions: the works council system and wage agreements. Today fewer than 15 per cent of German plants are covered by both a valid collective agreement and a works council. Second, increasing decentralization pressures within collective bargaining tend to undermine the division of labour between co‐determination and collective bargaining. The dynamics of an institutional erosion of the German industrial relations institutions and the decentralization of collective bargaining disturbs the fine‐tuning of the mediating process between macroeconomic steering capacity and co‐operative workplace industrial relations. This tendency has been aggravated by the effects of German unification. The current institutional developments of the German industrial relations system leave serious doubts about the future of a successful model of co‐operative modernization. Adaptation in one policy field is often unco-ordinated with other policies, and can work at cross-purposes, produce negative externalities, or fail owing to the lack of supporting conditions. The article has two objectives. First, it argues that the renewed emergence of tripartite concertation is due to the need to co-ordinate policies across policy fields. Second, it evaluates the institutional factors which have facilitated concertation in some cases, but not in others. Using a similar country design, the article compares four continental European countries with similar reform pressures but different reform trajectories: France, Germany, Italy and the Netherlands. Eine repräsentative Civey-Umfrage im Auftrag des Progressiven Zentrums zeigt: Über drei Viertel der Befragten sind der Meinung, dass die deutsche Regierung nicht genug für die Innovationsfähigkeit der deutschen Wirtschaft tut (78 %). Mehr als 80 Prozent stimmen der Aussage zu, die Bundesregierung solle klare Ziele für die Förderung von technologischen Innovationen setzen. Den Befragten zufolge sollten technische Innovationen vor allem der Wettbewerbsfähigkeit dienen (44 %), gefolgt von der nationalen Sicherheit (30 %), sozialer Gerechtigkeit (29 %) und Klimaschutz (28 %). Im direkten Vergleich mit China und den USA sagten nur 13 Prozent der Befragten, die EU sei der innovativste Wirtschaftsstandort. Knapp 40 Prozent halten die chinesische Wirtschaft für die innovativste, etwa 30 Prozent finden die USA als Wirtschaftsstandort am innovativsten. Vor diesem Hintergrund untersucht die Studie die Zukunftsfähigkeit des deutschen Innovationsmodells und begibt sich auf die Suche nach konkreten Reformvorschlägen für dessen politische Steuerung. It reconnects knowledge on growth regimes and welfare regimes by analyzing how growth and welfare regimes covary over both time and space. It underlines the fact that governments pursue different growth strategies to adjust to new economic environments, focusing in particular on welfare state reforms. Synthesizing the literature, we propose a definition of growth and welfare regimes that integrates different engines of growth as a way to track general trends in the evolution of capitalism. We analyze the main trends of three eras of capitalism: Fordism, neoliberal financialization, and the digitalized knowledge-based economy. We trace the various paths of change by identifying the five growth strategies governments have pursued to adapt their growth and welfare regimes to the new capitalist era. The result is not a typology of fixed types of capitalist models but a dynamic process of adjustment.
