This accessible Handbook presents a thorough review of the wide-ranging literature, encompassing various theoretical and conceptual approaches to multi-level governance and their application to policy-making in domestic, regional and global contexts. The importance of multi-level governance in specific policy areas is highlighted, and the contributors - an international group of highly renowned scholars - report on the ways in which their field of specialization is or may be affected by multi-level governance and how developments could affect its conceptualization. European integration is considered from its unique standpoint as the key catalyst in the development of multi-level approaches, and the use of multi-level governance in other parts of the world, at both domestic and regional levels, is also considered in detail before focus is shifted towards global governance. The Handbook concludes with a presentation of six policy fields and instruments affected by multi-level governance, including: social policy, environmental policy, economic policy, international taxation, standard-setting and policing. This comprehensive Handbook takes stock of the vast array of multi-level governance theory and research developed in subfields of political science and public policy, and as such will provide an invaluable reference tool for scholars, researchers and students with a special interest in public policy, regulation and governance.}, language = {en} } @article{HallerbergYlaeoutinen2010, author = {Hallerberg, Mark and Yl{\"a}outinen, Sami}, title = {Political Power, Fiscal Institutions and Budgetary Outcomes in Central and Eastern Europe}, series = {Journal of Public Policy}, volume = {30}, journal = {Journal of Public Policy}, number = {1}, issn = {0143-814X}, doi = {10.1017/S0143814X09990213}, pages = {45 -- 62}, year = {2010}, abstract = {This paper considers the effects of fiscal governance in Central and East European countries 1998-2008. The first part makes predictions about which form of fiscal governance fits which form of government. Under multi-party coalition governments, fiscal contracts where governments make political commitments to multi-annual fiscal plans work well. In countries where two political blocks face off against one another, delegation based around a strong finance ministry should be most effective. The second part examines electoral and party systems, which affect the form of government in place. The third part documents norms, rules, and institutions in place. The final section considers the joint effects of fiscal governance on fiscal outcomes. On balance, the underlying political climate is crucial for determining what types of fiscal norms, institutions, and rules function best. This is what the contributors to Ottomans into European offer the reader: a history of the most salient political institutions of the region: bureaucracies, judiciaries, democratic elections, free media, local and central government - and their frequently strained relations with traditional institutions. They also examine the selection, evolution, and performance of institutions in the post-Ottoman Balkans, and try to account for variations throughout the region. In writing this institutional history of the Balkans the contributors set themselves two key questions: did the post-Ottoman wave of Europeanization and Western-type institution building fail in the Balkans, and does this explain the region's continuing political fragility? And if this is the case, are there underlying structural determinants explaining that failure which might manifest themselves again in present attempts to re-integrate the region, from Turkey to Albania?}, language = {en} } @incollection{RoemmeleFalkSchoberetal.2010, author = {R{\"o}mmele, Andrea and Falk, Svenja and Schober, Henrik and Thunert, Martin}, title = {Politikberatungsforschung}, series = {Politikwissenschaft in Deutschland}, booktitle = {Politikwissenschaft in Deutschland}, pages = {97 -- 121}, year = {2010}, abstract = {Die Verfasser stellen den state of the art im Bereich der Politikberatungsforschung dar. No other nation provides its foundations with so much autonomy and freedom of action as does the United States. Liberated both from the daily discipline of the market and from direct control by government, American foundations understandably attract great attention. As David Hammack and Helmut Anheier note in this volume, "Americans have criticized foundations for... their alleged conservatism, liberalism, elitism, radicalism, devotion to religious tradition, hostility to religion —in short, for commitments to causes whose significance can be measured, in part, by the controversies they provoke. Americans have also criticized foundations for ineffectiveness and even foolishness." Their size alone conveys some sense of the significance of American foundations, whose assets amounted to over \$530 billion in 2008 despite a dramatic decline of almost 22 percent in the previous year. And in 2008 foundation grants totaled over \$45 billion. But what roles have foundations actually played over time, and what distinctive roles do they fill today? How have they shaped American society, how much difference do they make? What roles are foundations likely to play in the future? This comprehensive volume, the product of a three-year project supported by the Aspen Institute's program on the Nonprofit Sector and Philanthropy, provides the most thorough effort ever to assess the impact and significance of the nation's large foundations. In it, leading researchers explore how foundations have shaped —or failed to shape —each of the key fields of foundation work. American Foundations takes the reader on a wide-ranging tour, evaluating foundation efforts in education, scientific and medical research, health care, social welfare, international relations, arts and culture, religion, and social change.}, language = {en} }
