It is based on answers from 566 public sector executives and separately describes the results for central government (both federal and L{\"a}nder) as well as for the employment and health sector and also includes comparisons with the overall COCPS survey with 4814 answers from 10 European countries. The results of this executive survey confirm both an ongoing relevance of the legalistic Weberian tradition and a more incrementalist approach to public administration in Germany , but also bring a more nuanced image of the administrative reform introduced and implemented in Germany. The results show interesting differences at policy sector level and in particular a significantly higher adoption and institutionalization of performance management as well as a stronger reform intensity in the employment sector along with a significantly more positive assessment of these reforms. The data also indicate that a higher adoption of management instruments goes a long with a more positive assessment of administrative performance and - contrary to the common assumption - does not have a negative impact on factors such as work satisfaction, social capital and organizational commitment. It introduces the concept of New Public Management (NPM) both as a set of managerial innovations in the public sector and as a set of new ideas about the role of government. The Paper presents an overview of the state of the art of evaluating the impact of NPM and we argue that there are a number of major gaps in current studies on the impact of NPM reforms. These include limited coverage of European countries and an overall lack of cross-national research, a limited empirical base in many assessments of NPM, and a tendency to focus on specific elements of NPM-style reforms or specific policy sectors rather than on public sector reforms in general. Furthermore, we identify two unintended effects of NPM-style reforms that severely impact the public sector of the future's ability to build and sustain social cohesion. One is the fragmentation of the public sector; the other consists of effects of the reforms on equity. Innovative practices have to provide an answer to these two challenges. The study shows there is a high correlation between the legal form and the perceived autonomy. A reason may be the deeply rooted law tradition of the two countries. Differences between Switzerland and Austria are rare. The only strong correlation is the higher financial autonomy the Swiss agencies have possibly due to the stable financial situation of Swiss administration and the focus on financial reforms. The data confirm that performance management has made its way into European central governments and continues to constitute a major reform trend. At the organizational level of ministries and agencies we find a consistently strong use of strategic planning, performance appraisal and management objectives, along with only a partial institutionalization of a performance-management logic. Scepticism towards measurement and the difficulty of acting upon performance information are persistent challenges. We also find that performance-management implementation is significantly stronger in agencies and larger organizations, and that it varies strongly between different countries. Implementation is substantially higher in Scandinavian countries and Anglo-Saxon countries than in Continental and Southern European countries, with a rather varied pattern for Central and Eastern European countries. The chapter argues that the complexity of infrastructure governance leads to patterns of decision-making shaped by mechanisms of bounded rationality and selective perception. Drawing on the concept of 'political choice', it also shows that current debates about such independent expert bodies too often seek to replace the political logic with a technocratic one, instead of exploring ways to increase the intelligence of inherently political processes. Institutional design debates suffer from 'naive institutionalism' overestimating the effects of formal institutional changes and ignoring the role of informal political dynamics.
