This article contributes to a growing body of literature on those networks and their effect on executive politics at the national level by asking whether and how the EU involvement of national agencies affects the agencies' autonomy in policy formulation. We develop an analytical model for explaining the effect of EU involvement on agency autonomy. Analyzing data from a comprehensive survey of federal agencies in Germany, we find that EU involvement has a positive effect on national agencies' policy autonomy. Moreover, we find a somewhat stronger effect of agency involvement in sectoral networks on autonomy than in intergovernmental networks, which is attributed to information asymmetries between ministries and agencies. The core argument is that the differentiated nature of the international environment (with policy development often transferred to the international level and policy implementation left at the national level) transforms national agencies into policy-developing actors that shape policies without being directly influenced by their national political principals. The increasingly common involvement of national agencies in European policymaking processes thereby increases these agencies' policy-development autonomy but does not change their role in policy implementation. We examine this argument by testing an innovative hypothesis—the differentiation hypothesis—on a combined data set of German and Dutch national agencies. While civic participation in Central and Eastern Europe is almost nonexistent, levels of trust in post-socialist civil organizations compare favourably to those in Western Europe. The first aim of this article is to understand why citizens place relatively high trust in post-socialist civil organizations. The political context, within which civil organizations operate, reveals one explanation for the high levels of trust in civil organizations: government corruption dissuades citizens from relying on state institutions and creates a void that is filled by informal networks of association and civil organizations. Empirical evidence demonstrates that trust in civil organizations focused on socioeconomic and political development is higher among citizens who express concern about corruption in their country. The second aim of this article is to understand the discrepancy between levels of trust and civic participation. A novel interpretation of past findings suggests that civil organizations' effectiveness, professionalization, transactional capacity and orientation toward service provision may garner citizens' trust while parallel neglect of grassroots mobilization leaves civil organizations short of capitalizing on that trust. "Politicization" is made empirically tangible with a new primary database of all D.C. think tanks existent over the last century. Public policy-oriented research and advocacy organizations are studied from an explicitly evolutionary approach for the first time. It is found that while think tanks steadily accumulated until the early 1970s, their numbers increased fivefold from the late 1970s onwards. D.C. think tanks have, in fact, become significantly politicized over time: ideological advocacy think tanks (embracing broadly "conservative" or "liberal" worldviews) came to outnumber organizationally objective ("centrist or not identifiably ideological") academic or contract research think tanks. Most of today's advocacy think tanks embrace identifiably conservative ideologies. Based on chronological process tracing, it is shown that changes in the non-profit resource and tax environment, a relatively weak party system and frequent partisan polarization are important explanatory factors behind the politicization phenomenon. Far from living up to their constructive potential, it is argued, the capital city's think tanks now frequently hysterize rather than scrutinize policymaking, applying politico-ideological principles of economic interventionism and social justice or, far more often, free markets, limited government and individual liberties to all things public policy. Main scholarly and practical implications of think tanks' politicization are sounded out. Kumi Naidoo, Chief Executive Officer, CIVICUS Civil society - comprising the activities of non-state organizations, institutions and movements - has in recent years emerged as the major force for change in the realms of politics, public policy and society both globally and locally. Yet, despite the crucial importance of this political phenomenon to the principle and practice of democracy, it eludes definition and systematic understanding. This book provides a comprehensive and flexible framework for the definition, measurement, analysis and interpretation of civil society based on the innovative 'Civil Society Diamond'. Written as a guide for both practitioners and academics, the book presents precise and insightful solutions to the issues of how to understand the concept of civil society, where to locate it theoretically and empirically, and which techniques are best suited to its measurement. The approach presented here has been successfully adopted across a wide range of civil society organizations in over 30 countries. The author draws on and applies a diverse repertoire of indicators, tools and data - suitable for various organizational forms, practical contexts and theoretical perspectives - which measure the effectiveness of civil society initiatives and reveal certain strategic and policy options. In seeking to explain these differences, some scholars have stressed the role of the social policy context, while others have pointed to variation in fertility-related social norms. But because these influences are interdependent, it is difficult to isolate their effects on fertility trends. This study attempts to disentangle these two factors by drawing on a quasi-natural experiment. After World War I Germany was compelled to cede the Eupen-Malmedy territory to Belgium. The population of this region has retained its German linguistic identity, but has been subject to Belgian social policies. We examine whether the fertility trends in this German-speaking region of Belgium follow the Belgian or the German pattern. Our findings indicate that they generally resemble the Belgian pattern. In this study, we examine how the association of unemployment and fertility varies by socio-demographic subgroups using data from the German Socio-Economic Panel (GSOEP) and from Danish population registers. We find that male unemployment is related to a postponement of first and second childbearing in both countries. The role of female unemployment is less clear at these two parities. Both male and female unemployment is positively correlated with third birth risks. More importantly, our results show that there are strong educational gradients in the unemployment and fertility nexus, and that the relationship between unemployment and fertility varies by socioeconomic group. A European Investment Bank (2007) report clearly shows that the UK is still a forerunner in terms of both number of PPP projects and volume. Out of a cumulative value of €194.7 billion that has been signed up until the end of 2006, the UK accounts for 57.7 per cent. However, it is also clear that the UK market is maturing (e.g. Ysa, 2007), whereas the rest of the European PPP market is growing. International organizations such as the World Bank, the OECD and the International Monetary Fund, together with multinational professional companies (e.g. PwC, 2005; Deloitte, 2006a, 2006b; DLA Piper, 2007; Ernst \& Young, 2008), played an important role in the international diffusion of PPPs both as promoters and as knowledge carriers. Within Europe especially, the European Commission has given a strong impetus in a similar form when launching a Green Paper on PPPs in 2004 (European Commission, 2004). PPPs have raised high expectations among scholars, governments and practitioners in Europe alike. They are seen as 'a new generation of management reforms' (Pollitt, 2003, p. 53) and have found their way into many government programmes throughout Europe. The Paper presents an overview of the state of the art of evaluating the impact of NPM and we argue that there are a number of major gaps in current studies on the impact of NPM reforms. These include limited coverage of European countries and an overall lack of cross-national research, a limited empirical base in many assessments of NPM, and a tendency to focus on specific elements of NPM-style reforms or specific policy sectors rather than on public sector reforms in general. Furthermore, we identify two unintended effects of NPM-style reforms that severely impact the public sector of the future's ability to build and sustain social cohesion. One is the fragmentation of the public sector; the other consists of effects of the reforms on equity. Innovative practices have to provide an answer to these two challenges. In that "1st World Vision Children Study," we decided to perform more than just a representative and standardized questionnaire survey of 1,600 children aged 8-11 years. We also chose to carry out qualitative interviews linked together with a game, and to extend these interviews to include children from the age of 6 years onward. One important finding of the 2007 survey was the devastating impact of social inequality on children's lives and the growing numbers of children who experience poverty. In 2010, we published a new survey of children, the "2nd World Vision Study." This covered a sample of 2,500 children aged 6 to 11 years. We added some questions on the feelings and everyday life experiences children have when they are poor. We also included questions on respect, and self-efficacy. Both studies are based on a concept of child well-being. We consider that the World Vision Study of 2010 delivers one major finding: What contributes to the well-being of children in Germany is the granting of freedoms and the experiences of autonomy embedded among experiences of parental care within committed relationships. While philosophy made the start due to its fundamental importance for all sciences the second article illustrated medicine and sports sciences which both are characterised by a historical and content closeness to physiotherapy. The third article investigated the relevance of pedagogics and psychology for physiotherapy, two disciplines which tend to focus on individual processes and structures. The two disciplines to be outlined in this article sociology and health sciences/public health, however, are characterised by their social perspective. Objective/method: Like in the preceeding articles the disciplines are first outlined by an expert in view of their historical development as a discipline and their over the years emerging subsets, their central purpose and last but not least their current challenges. Following on from this two further experts substantiate exemplary the possible transfer potential for physiotherapy. Results: Not only with the background of limited resources, growing competition and rising health products plurality in the health sector, it is becoming increasingly important for physiotherapy to professionalise and develop not only in its occupational group. It is rather called upon to position itself in society and its health-care system as well as to actively involve its physiotherapeutic competence in view of new challenges. Both sociology and health sciences offer physiotherapy useful perspectives, theories, methods and techniques. Conclusions: A prospective physiotherapy science can use valuable impulses out of all seven disciplines portrayed in this article series for its further development and constitution.
