• This paper contributes to policy analysis in the field of digital cultural policy by investigating how one of the leading cultural policy factors in Federal Republic of Germany (FRG), the regional governments, intend to strategically shape the digital transformation processes in the cultural sector. Methodologically, the study undertakes a meta-analysis of the strategic statements on digital transformation in the cultural sector adopted by the regional governments, focusing on two regions (Schleswig-Holstein and Hamburg) that were the first to adopt strategy papers for this policy area. The analysis itself focusses on their approach to build the nexus of culture, information and communication technologies, and policies as well as their process design. Beyond the realm of German politics, this study offers an insight into the tactical dimension of policy-making.
