By now, the community is very active and has reported diverse detection approaches. So far, the evaluations are mostly performed on images without post-processing. Face images stored within electronic machine readable documents (eMRTD) are ICAO-passport-scaled to a resolution of 413x531 and a JPG or JP2 lesize of 15 kilobytes. This paper introduces a face morphing detection concept with 3 modules (ICAO-aligned pre- processing module, feature extraction module and classi cation module), tailored for such images on eMRTD. In this work we exemplary design and evaluate two feature spaces for the feature extraction module, a frequency domain and a spatial domain feature space. Our evaluation will compare both feature spaces and is carried out with 66,229 passport-scaled images (64,363 morphed face images and 1,866 authentic face images) which are completly independent from training and include all images provided for the IHMMSEC'19 special session: "Media Forensics - Fake or Real?". Furthermore, we investigate the in uence of di erent morph gen- eration pipelines to the detection accuracies of the concept and we analyse the impact of neutral and smiling genuine faces to the morph detector performance. The evaluation determines a detection rate of 86.0% for passport-scaled morphed images with a false alarm rate of 4.4% for genuine images for the spatial domain feature space. Thereby, HR practitioners often listen to their guts feeling instead of using more systematic HR practices that are, as research evidence shows, more effective for attracting, motivating and retaining talented staff. This paper elaborates on the question how SMEs may profit from the design and implementation of evidence-based, systematic HRM instruments. The analysis focuses on the antecedents of the so called science-practitioner gap in HRM and why it is even more pronounced in SMEs as compared to larger companies. As a conclusion, we find that SMEs need to design HRM instruments that are systematic and evidence-based in their approach, but can be used by HR practitioners on an intuitive basis without ex ante training or cumbersome formal procedures. However, designing HRM instruments based on a so-called "walk-up-and-use" approach means beating new paths. Given the scarce resources for people management in SMEs, such innovative HRM instruments cannot be developed by a single SME alone. Therefore, the paradigm of open cooperation as it has been successfully applied in open source software (OSS) development is evaluated , in particular whether it can be transferred on the design of HRM instruments that take into account the specific needs of SMEs. First of all, we conceptualize a general framework how HR practitioners from SMEs and HR experts from business and academia can jointly develop Open HRM instruments. Then we discuss the social side of Open HRM, in particular why someone should contribute to Open HRM without receiving immediate profits, how to ensure the quality of openly developed HRM instruments and other gov-ernance issues. As a conclusion, we find that-despite a number of technical and social challenges that have to be overcome-Open HRM has a great potential in order to open up evidence-based HRM for SMEs. SMRs are small Nuclear Power Plants (NPPs) with an electrical power output lower than 300 MWe with specific attributes like modularity and mobility, which is beneficial in serial manufacturing, like simplified design features, so fewer components allows for a higher reliability, like passive safety features, which connotes the behavior of components according to known laws of physics, for instance gravity, and like inherent safety features which are defined by reactor characteristics. Chapter 2 reviews the inherent safety and security features of SMRs and its implications on nuclear safety and nuclear security. Chapter 3 deals with the international nuclear regulatory framework and its applicability towards licensing SMRs. Some IAEA Member States have revisioned their legal structure to optimize an SMR licensing process by applying a graded approach towards nuclear security and safety requirements. In Chapter 4 the Dutch nuclear regulatory framework and its impact on SMR developments related to nuclear safety and security are discussed. Suggestions and recommendations for possible legal adjustments are made. Chapter 5 approaches the harmonization of licensing requirements by proposing a more efficient alternative to the Dutch licensing process for all types of NPPs, including SMRs, as presented in international recommendations. Chapter 6 considers the need for SMRs and an alternative approach to the stakeholder involvement in the Dutch NPP licensing process. Generally nuclear regulatory frameworks mainly focus on licensing conventional NPPs and the corresponding nuclear safety and security requirements and therefore prescribing overshooting regulations. Legal options to gradually approach safety and security requirements are deeply embedded in the Dutch Nuclear Energy Act and corresponding legislation. Combined with legal adjustments as denoted in the conclusions and recommendations, the adjustmenst are not only permittable and justifiable but also legally possible. Therefore, the licensing process of SMRs can be streamlined, establishing a harmonized and robust nuclear regulatory framework creating great opportunities for enriching the energy mix in The Netherlands with SMRs. The country has created a Nuclear Security governance in the Presidency of the Republic Institutional Security Cabinet, which holds a central role in the System for the Protection of the Brazilian Nuclear Program (Sipron, as the acronym in Portuguese), which has recently established the Nuclear Security Coordination in its structure. This new organization enabled the coordination of all national assets involved in the security of nuclear material during transport. Brazil has extensive dimensions; it occupies roughly half of South America, bordering the Atlantic Ocean and all the subcontinent countries except Ecuador and Chile. This continental country presents huge challenges to the ground transportation of any kind in order to reach neighboring countries. Nevertheless, in 2018, a successful nuclear material transport operation to Argentina was coordinated by Sipron within a length of more than 2.000 Km. Nuclear material was delivered from Resende in the State of Rio de Janeiro to Uruguaiana in the State of Rio Grande do Sul in the border with Argentina. This represents an itinerary farther then the distance between Vienna and Moscow. Various security coordination arrangements were necessary before and during the operation. First of all these arrangements were concerned to the identification of all stakeholders roles and responsibilities with the purpose to achieve the necessary synergy in order to perform the operation jointly. The Design and Evaluation Process Outline (DEPO) methodology was applied and the following tasks were accomplished: transportation conveyance characterization; risk and threat assessment with the support of the national intelligence agency; physical protection design according to a defined threat; law enforcement coordination (Federal Police and State Polices); contingency planning; information security measures; personnel clearances; coordination with highway operators; regulatory compliance; activation of the National Command and Control Joint Center and the State Command and Control Joint Centers; synchronization matrix implementation. The operation proved the importance of liaison in all levels, information sharing and cooperation among the responders. However, the principle of confidentiality application became crucial to restrict access to sensitive information to the minimum necessary. Deterrence was largely employed during the operation to minimize risks. The operation has turned into a successful interagency Case Study with many Best Practices and Lessons Learned. EMG recordings are acquired using PLUX sEMG sensors applied at various leg muscles. The paper gives not only a detailed description of the data base, its webpage and the used terms (scenario, proband, experiment and trial), but also an overview about the experimental setup, the acquisition of data and the procedure of the experiments, the data processing and evaluation. Often information hiding is used by attackers in advanced persistent threats in order to operate without being noticed. Attackers might use it to hide data exfiltration or control channels for persistent malware. The paper analyzes potential threats to operational technology by investigating different communication protocols towards their suitability as cover channels. Using a generalized network architecture model and the communication flows of nuclear power plants, the attack potential using information hiding is exemplary assessed. An example for a supply chain attack for command injection is given on the foundation of the OPC UA protocol and an off-theshelf programmable logic controller. Subsequently, recommendations for a strategic and operational preparation for operators towards the prevention and detection of information hiding attacks are derived. According to many model systems, myosin motor-induced local contractions of initially isotropic actomyosin cortices are nucleation points for generating cortical flows. However, the positive feedback mechanisms by which spontaneous contractions can be amplified towards large-scale directed flows remain mostly speculative. To investigate such a process on spherical surfaces, we reconstituted and confined initially isotropic minimal actomyosin cortices to the interfaces of emulsion droplets. The presence of ATP leads to myosin-induced local contractions that self-organize and amplify into directed large-scale actomyosin flows. By combining our experiments with theory, we found that the feedback mechanism leading to a coordinated directional motion of actomyosin clusters can be described as asymmetric cluster vibrations, caused by intrinsic non-isotropic ATP consumption with spatial confinement. We identified fingerprints of vibrational states as the basis of directed motions by tracking individual actomyosin clusters. These vibrations may represent a generic key driver of directed actomyosin flows under spatial confinement in vitro and in living systems.
