The attack aims at creating artificially weakened templates which can be successfully matched against multiple persons. If successful, the attack has an immense impact on many biometric authentication scenarios including the application of electronic machine-readable travel document (eMRTD) at automated border control gates. We extend the StirTrace framework for benchmarking FMF attacks by adding five issues: a novel three-fold definition for the quality of morphed images, a novel FMF realisation (combined morphing), a post-processing operation to simulate the digital image format used in eMRTD (passport scaling 15 kB), an automated face recognition system (VGG face descriptor) as additional means for biometric quality assessment and two feature spaces for FMF detection (keypoint features and fusion of keypoint and Benford features) as additional means for forensic quality assessment. We show that the impact of StirTrace post-processing operations on the biometric quality of morphed face images is negligible except for two noise operators and passport scaling 15 kB, the impact on the forensic quality depends on the type of post-processing, and the new FMF realisation outperforms the previously considered ones. Auf der Grundlage kompositorisch zusammengesetzter APIs entstehen innovative Lösungen, die sich zunehmend als Treiber der Digitalisierung positionieren. Vor diesem Hintergrund gilt es, Open APIs aus der Perspektive der fachlichen Nutzung zu gestalten, so dass diese in möglichst vielfältigen Anwendungsszenarien stabil und nachhaltig verwendet werden können. In diesem Zusammenhang wird auch von einer „API first“-Strategie gesprochen. Die erste Session des Workshops widmet sich dieser Themenstellung, wobei u.a. auf Fragen der API-Gestaltung mit Hilfe einer OpenAPI bzw. Swagger Spezifikation eingegangen wird. Mit Aspekten des entwicklungsseitig und betrieblich benötigten API-Managements beschäftigt sich dann die zweite Session. Dabei soll sowohl auf Aspekte der Identifizierung und Authentifizierung konkreter API-Zugriffe als auch auf die Themenstellung einer DevOps-orientierten API-Bereitstellung eingegangen werden. Innovative Techniken, welche im Diskurs einer kompositorischen Softwareentwicklung verwendet werden können, stehen im Mittelpunkt der letzten Session. Dabei geht es zunächst um die durch Facebook propagierte Abfragesprache GraphQL, welche die Einbindung von httpbasierten APIs vereinfachen soll. Ein weiterer Beitrag beschreibt die Entwicklung einer mobil einsetzbaren Serviceapplikation, die umfangreichen Gebrauch von Open APIs macht. Dabei wird auf lokal installierte Entwicklungsumgebungen weitgehend verzichtet, d.h. auch diese findet Cloud-basiert statt. Der thematische Hintergrund dieses Workshops entstammt dem im letzten Jahr in Berlin durchgeführten ESAPI-Workshop (speziell dem World Café). Diese tragen das implizite Versprechen in sich, eine Lösung für alle Fälle zu sein. Weil solche „One Fits All“ Lösungen selten ihr Versprechen halten, untersucht diese Masterarbeit PWAs im Detail. Die Ziele waren dabei, den PWA-Begriff zu definieren, die Grenzen von PWAs zu untersuchen und diese in einem leicht zugänglichen Leitfaden zur Nutzung von PWAs festzuhalten. Der Leitfaden soll Entscheidungsträgern bei der Beantwor-tung der Frage unterstützen, ob sie in einer bestimmten Situation eine PWA entwickeln soll-ten oder nicht. Bei einer Recherche hat sich herausgestellt, dass PWAs lediglich Webanwen-dungen sind, die moderne Browsertechnologien nutzen. Entsprechend besitzen PWAs bis auf einige Ausnahmen dieselben Grenzen wie herkömmliche Web Apps. Mit diesem Vorwissen wurde dann sowohl eine Definition in deutscher Sprache als auch eine internationale Version in englischer Sprache verfasst. Aus einem detaillierten Vergleich von nativen und Web Apps wurden anschließend die Funktionen und Grenzen von PWAs ermittelt. Diese wurde in einem schriftlichen Regelwerk festgehalten, das von drei Experten in einem Peer Review geprüft und anschließend in einem Interview besprochen und korrigiert wurde. Das Ergebnis ist zwar nicht sehr repräsentativ, sowohl die Korrektheit und Vollständigkeit als auch das allgemeine Feedback der Experten ist jedoch überwiegend positiv ausgefallen. Um den leichten Zugang und eine bessere Nutzbarkeit zu gewährleisten, wurde der schriftliche Leitfaden als PWA um-gesetzt. Mit Hilfe einer Online-Umfrage wurde zunächst die Konformität dieser Leitfaden-App zum schriftlichen Regelwerk untersucht, wobei eine Evaluation von Usability und User Experience für einen späteren Zeitpunkt außerhalb der Masterarbeit angedacht wurden. Ent-sprechend konnte der Nutzen der Leitfaden-App noch nicht nachgewiesen werden. Ebenfalls haben sich die Wahl und Umsetzung der Evaluationsmethodik als suboptimal herausgestellt, wodurch die Konformität der App nicht bestätigt, sondern lediglich Hypothesen aufgestellt werden konnten. Offen geblieben sind die Erhöhung der Repräsentanz der Ergebnisse aus der Evaluation des Regelwerks, die Untersuchung der Konformität der Leitfaden-App über eine verbesserte Methodik und die Prüfung und Optimierung selbiger in Bezug auf die Usability. By now, the community is very active and has reported diverse detection approaches. So far, the evaluations are mostly performed on images without post-processing. Face images stored within electronic machine readable documents (eMRTD) are ICAO-passport-scaled to a resolution of 413x531 and a JPG or JP2 lesize of 15 kilobytes. This paper introduces a face morphing detection concept with 3 modules (ICAO-aligned pre- processing module, feature extraction module and classi cation module), tailored for such images on eMRTD. In this work we exemplary design and evaluate two feature spaces for the feature extraction module, a frequency domain and a spatial domain feature space. Our evaluation will compare both feature spaces and is carried out with 66,229 passport-scaled images (64,363 morphed face images and 1,866 authentic face images) which are completly independent from training and include all images provided for the IHMMSEC'19 special session: "Media Forensics - Fake or Real?". Furthermore, we investigate the in uence of di erent morph gen- eration pipelines to the detection accuracies of the concept and we analyse the impact of neutral and smiling genuine faces to the morph detector performance. The evaluation determines a detection rate of 86.0% for passport-scaled morphed images with a false alarm rate of 4.4% for genuine images for the spatial domain feature space. SMRs are small Nuclear Power Plants (NPPs) with an electrical power output lower than 300 MWe with specific attributes like modularity and mobility, which is beneficial in serial manufacturing, like simplified design features, so fewer components allows for a higher reliability, like passive safety features, which connotes the behavior of components according to known laws of physics, for instance gravity, and like inherent safety features which are defined by reactor characteristics. Chapter 2 reviews the inherent safety and security features of SMRs and its implications on nuclear safety and nuclear security. Chapter 3 deals with the international nuclear regulatory framework and its applicability towards licensing SMRs. Some IAEA Member States have revisioned their legal structure to optimize an SMR licensing process by applying a graded approach towards nuclear security and safety requirements. In Chapter 4 the Dutch nuclear regulatory framework and its impact on SMR developments related to nuclear safety and security are discussed. Suggestions and recommendations for possible legal adjustments are made. Chapter 5 approaches the harmonization of licensing requirements by proposing a more efficient alternative to the Dutch licensing process for all types of NPPs, including SMRs, as presented in international recommendations. Chapter 6 considers the need for SMRs and an alternative approach to the stakeholder involvement in the Dutch NPP licensing process. Generally nuclear regulatory frameworks mainly focus on licensing conventional NPPs and the corresponding nuclear safety and security requirements and therefore prescribing overshooting regulations. Legal options to gradually approach safety and security requirements are deeply embedded in the Dutch Nuclear Energy Act and corresponding legislation. Combined with legal adjustments as denoted in the conclusions and recommendations, the adjustmenst are not only permittable and justifiable but also legally possible. Therefore, the licensing process of SMRs can be streamlined, establishing a harmonized and robust nuclear regulatory framework creating great opportunities for enriching the energy mix in The Netherlands with SMRs. The country has created a Nuclear Security governance in the Presidency of the Republic Institutional Security Cabinet, which holds a central role in the System for the Protection of the Brazilian Nuclear Program (Sipron, as the acronym in Portuguese), which has recently established the Nuclear Security Coordination in its structure. This new organization enabled the coordination of all national assets involved in the security of nuclear material during transport. Brazil has extensive dimensions; it occupies roughly half of South America, bordering the Atlantic Ocean and all the subcontinent countries except Ecuador and Chile. This continental country presents huge challenges to the ground transportation of any kind in order to reach neighboring countries. Nevertheless, in 2018, a successful nuclear material transport operation to Argentina was coordinated by Sipron within a length of more than 2.000 Km. Nuclear material was delivered from Resende in the State of Rio de Janeiro to Uruguaiana in the State of Rio Grande do Sul in the border with Argentina. This represents an itinerary farther then the distance between Vienna and Moscow. Various security coordination arrangements were necessary before and during the operation. First of all these arrangements were concerned to the identification of all stakeholders roles and responsibilities with the purpose to achieve the necessary synergy in order to perform the operation jointly. The Design and Evaluation Process Outline (DEPO) methodology was applied and the following tasks were accomplished: transportation conveyance characterization; risk and threat assessment with the support of the national intelligence agency; physical protection design according to a defined threat; law enforcement coordination (Federal Police and State Polices); contingency planning; information security measures; personnel clearances; coordination with highway operators; regulatory compliance; activation of the National Command and Control Joint Center and the State Command and Control Joint Centers; synchronization matrix implementation. The operation proved the importance of liaison in all levels, information sharing and cooperation among the responders. However, the principle of confidentiality application became crucial to restrict access to sensitive information to the minimum necessary. Deterrence was largely employed during the operation to minimize risks. The operation has turned into a successful interagency Case Study with many Best Practices and Lessons Learned.
