This thesis examines the legal and political back-grounds of the agreement and advances understanding of why it was so urgent-ly needed. Based on related legal texts, press reports and interviews conducted with EU officials, I evaluated the agreement itself as well as its implementation until Sep-tember 2016. The findings from the research show that legal and ethical reser-vations are indeed justified.
