It ties in with existing studies located in the field of academic writing research and contrastive rhetoric, yet attempts a paradigm shift by moving away from pure text analysis towards a more informant-focused approach. By the means of semi-struc- tured, problem-centered interviews, an emphasis is set on the participants' perspectives, highlighting the point of view of the writers themselves. The interviews are based on the following research questions: Which writing experiences do international students gather in the German academic context? Which challenges do they face, how do they cope with them and which support services should be implemented or extended? Furthermore, aside from all the challenges facing the students, positive writing moments are highlighted. The informants' reports are subjected to qualitative content analysis as proposed by Mayring and Kuckartz. The results show that there is a need to set a stronger focus on the context of writing. Especially the role of peers and lecturers is essential in the writing process. Prior to the EPA's signing, the southern African countries were able to protect their markets from EU-exports while simultaneously being allowed to export duty free to the EU. However, with the new agreement this protection has been dis-solved, as they are now obliged to open their markets for EU-goods, as well. Moreover, further important articles have been embedded in the EPA, like a prohibition of export taxes and an increased protection of intellectual property rights. The resulting effects of the agreement are highly controversial, and whereas the EU-Commission advocates for the EPA, the African states criticize the agreement violently, feeling compelled to sign. Their fear is particularly based on the expectation that their do-mestic economies lack competitiveness against EU-exports, and hence, in a socio-economic context the EPA may become a devastating impairment and threat to their econ-omies. Furthermore, due to the fact that more than 20 \% of the population in southern Afri-ca still suffers from hunger, concerns have been raised regarding whether the EPA could also have an immediate effect on food security. This paper attempts to analyze the most important articles of the EPA, so that - taking ac-count of the existing economical studies - empirical consequences can be predicted. Zur Ty-pologisierung unterscheide ich in Anlehnung an Kopeck{\´y}/Mudde zwischen spezifischer Unterst{\"u}tzung hinsichtlich der Wirtschafts- und Sozialpolitik und diffuser Unterst{\"u}tzung hin-sichtlich der konstitutionellen Verfasstheit und Legitimit{\"a}t der EU. Zur Einordnung der Merkmalswerte entlang beider Dimensionen unterziehe ich Partei- und Europawahlpro-gramm einer qualitativen Dokumentenanalyse. Außerdem f{\"u}hre ich eine qualitative Inhalts-analyse der Aussagen von vier Mandatstr{\"a}gerInnen aus dem Bundestag durch, die zwei kontrastiven innerparteilichen Fl{\"u}geln zugeordnet werden k{\"o}nnen. Die Aussagen habe ich aus leitfadengest{\"u}tzten ExpertInneninterviews gewonnen. Die Ergebnisse offenbaren einen Grundkonflikt zwischen integrationistischen und souver{\"a}-nistischen Positionen, der sich anhand der unterschiedlichen Bewertung der Legitimit{\"a}t der EU kristallisiert. Damit einher gehen verschiedene Vorstellungen {\"u}ber die Ver{\"a}nderbarkeit der EU, Formen der Opposition und den Umgang mit {\"o}ffentlicher EU-Skepsis. Beide Positi-onen werden durch den Formelkompromiss eines „Neustarts" der EU zusammengehalten, durch den sich die Partei nach außen gegen wirtschaftsliberale und nationalistische Positi-onen abgrenzt. Based on related legal texts, press reports and interviews conducted with EU officials, I evaluated the agreement itself as well as its implementation until Sep-tember 2016. Emphasis is put on the development in two particular fields of action: public administration reform (1) and development of civil society (2). The publications of the EU-specific 'Instrument for Pre-Accession' (IPA) between 2007 and 2015 provide the most relevant sources for analysis and argumentation. In a first step, the EU's declared goals and expected effects as formulated in these IPA reports are analysed. In a second step, a comparison between these expectations and goals on the one hand and the evaluation of the EU's progress reports on the other hand points to cur-rent improvements as well as remaining challenges with regard to democracy-building in Albania. While it can be argued that progress has been achieved in both fields of action, public administration and civil society, several fundamental concerns remain so far unre-solved.
