• Der Klimaschutz spielt trotz des ambitionierten Ziels, dass Deutschland bis 2045 klimaneutral sein soll, bislang keine herausgehobene Rolle in der Regionalplanung. Mit dem rapiden Voranschreiten der globalen Klimakrise nimmt jedoch das juristische Gewicht des Klimaschutzgebots in der Abwägung insgesamt zu, wodurch eine Neuverhandlung des Klimaschutzes in der Raumordnung notwendig erscheint. Die vorliegende Arbeit fasst hierzu die bestehenden Möglichkeiten für den Klimaschutz spezifisch für die Ebene der Regionalplanung zusammen. Darüber hinaus werden Potenziale analysiert, inwiefern sich die Regionalplanung stärker für eine Paris-kompatible Entwicklung einsetzen kann. Die regionalplanerischen Aufgabenfelder, durch welche der Klimaschutz stärker forciert werden könnte, sind insbesondere die starke Steuerung von emissionsarmen Siedlungs- und Verkehrsstrukturen und ein effektives Begrenzen ihres Wachstums sowie die Flächenvorsorge und Standortsteuerung für erneuerbare Energien. In eingeschränktem Maße sind auch der Schutz und Ausbau von natürlichen Kohlenstoffsenken sowie eine verknappende Standortplanung für konventionelle Kraftwerke, Industrie- und Gewerbegebiete bedeutsam. Unmittelbaren Einfluss auf klimaintensives Handeln von Personen und Unternehmen hat die Regionalplanung hingegen nicht. Daher wird ihre Rolle bei der Klimaschutzaufgabe im Besonderen darin gesehen, dass sie mit ihrer überfachlich-überörtlichen Kompetenz die Koordination und Lenkung von übergeordneten Klimaschutzzielen für das Planungsgebiet übernehmen kann. Maßgeblich könnten hierbei gebietsbezogene CO₂-Budgets eine am globalen 1,5/<2°C-Ziel orientierte Planung erwirken.…
• As the climate crisis is rapidly increasing, it gets more relevant to attach importance to climate change mitigation in planning decisions. However, despite Germany’s ambitious goal to reach climate neutrality by 2045, climate protection is only a general principle in regional planning law. Against this background, this thesis argues that climate protection needs to be reevaluated within the context of German regional planning law. It therefore summarizes the current capacities as well as the potential beyond the legal framework of regional planning to enhance the ambitions to mitigate climate change specifically on the regional level. To support the goal of the Paris Agreement to stay below 2 °C of global warming, regional planning should especially focus on low-emission spatial structures of both settlements and transport infrastructures. Regarding this, it is important to limit land consumption effectively. Also, limiting the potential locations of conventional power stations as well as industrial areas may be a convenient measure to reduce greenhouse gas emissions of the planning area. As vegetation contributes to mitigating carbon emissions, regional plans must increase green areas. Also, open areas have the potential to limit the growth of infrastructure and settlement development effectively. Moreover, regional planning is widely seen as suitable to provide overall strategies to enhance measures of climate protection on a subnational level. In this regard, regional carbon budgets could particularly stimulate the ambitions of the regional planning institutions to support a Paris-compatible path.…
