TY - THES A1 - Bardhan, Jayashree T1 - Optimising ICOMOS’ ‘Heritage at Risk’ initiatives : towards a comprehensive framework for cultural heritage at risk T1 - Optimierung der ICOMOS ‘Heritage at Risk’ Initiativen : hin zu einem umfassenden Rahmenkonzept für gefährdetes Kulturerbe N2 - Cultural heritage faces many types of threats such as neglect, conflicts, disasters caused by natural and human induced hazards, unplanned infrastructure projects, climate change, etc. Over time, a number of institutions, organisations, programmes and initiatives to address the issues related to heritage at risk through varied modes of interventions such as advocacy work, conservation efforts, funding, awareness-raising regarding particular sites, etc. have emerged. Despite the stimulus and support of the various institutions, organisations and initiatives, diverse threats continue to impact cultural heritage in present times with some factors amplifying more than before, leading to the subsequent damages to or losses of heritage assets. Though reasons for these issues are varied and complex, one of the important factors to look into is the agency of the diverse ‘Heritage at Risk’ programmes or initiatives. ICOMOS being one of the pioneers in this global discourse of threatened heritage, its role is strategically vital. 20 years after ICOMOS’s first attempts to initiate one of the first ‘Heritage at Risk’ programmes, this research is an opportunity to re-examine and analyse the effectiveness of ICOMOS’ ‘Heritage at Risk’ programme within the current organisational/ institutional landscape of initiatives in the field of heritage at risk, that ICOMOS is embedded in. It is also an opportunity to situate the programme within the diverse views of the heritage at risk framework and the continuing shifts in the foundational paradigms of the international discourse on heritage conservation. The purpose of this analysis is to guide programme improvement for optimising efforts in favour of cultural heritage at risk within and/ or beyond ICOMOS and improve their ability to contribute towards - safeguarding heritage at risk, increasing the resilience of cultural heritage and sustainable development. N2 - Das kulturelle Erbe ist vielfältigen Bedrohungen ausgesetzt, wie z. B. Vernachlässigung, Konflikten, Katastrophen durch natürliche und vom Menschen verursachte Gefahren, ungeplanten Infrastrukturprojekten, Klimawandel usw. Im Laufe der Zeit hat sich eine Reihe von Institutionen, Organisationen, Programmen und Initiativen herausgebildet, die sich mit der Problematik des gefährdeten Kulturerbes befassen, indem sie auf unterschiedliche Weise tätig werden, z. B. durch Lobbyarbeit, Erhaltungsmaßnahmen, Finanzierung, Sensibilisierung für bestimmte Stätten usw. Trotz der Anreize und der Unterstützung durch die verschiedenen Institutionen, Organisationen und Initiativen ist das kulturelle Erbe auch heute noch verschiedenen Bedrohungen ausgesetzt, wobei sich einige Faktoren noch verstärken und zu Schäden oder Verlusten an Kulturgütern führen. Obwohl die Gründe für diese Probleme vielfältig und komplex sind, ist einer der wichtigsten Faktoren, den es zu untersuchen gilt, das Wirken der verschiedenen "Heritage at Risk"-Programme oder -Initiativen. ICOMOS ist einer der Pioniere in diesem globalen Diskurs über bedrohtes Kulturerbe und spielt daher eine strategisch wichtige Rolle. 20 Jahre nach den ersten Bemühungen von ICOMOS, eines der ersten "Heritage at Risk"-Programme zu initiieren, bietet diese Untersuchung die Gelegenheit, die Wirksamkeit der "Heritage at Risk"-Programme von ICOMOS innerhalb der aktuellen organisatorisch-institutionellen Landschaft der Initiativen im Bereich des gefährdeten Kulturerbes, in die ICOMOS eingebettet ist, neu zu untersuchen und zu analysieren. Es ist auch eine Gelegenheit, das Programm innerhalb der verschiedenen Ansichten über das gefährdete Erbe und die anhaltenden Veränderungen in den grundlegenden Paradigmen des internationalen Diskurses über die Erhaltung des kulturellen Erbes einzuordnen. Der Zweck dieser Analyse ist es, das Programm zu verbessern, um die Bemühungen zugunsten des gefährdeten kulturellen Erbes innerhalb und/oder außerhalb von ICOMOS zu optimieren und ihre Fähigkeit zu verbessern, zum Schutz des gefährdeten Erbes, zur Stärkung der Widerstandsfähigkeit des kulturellen Erbes und zur nachhaltigen Entwicklung beizutragen. This idea of heritage as something related to the ancient not only is manifested in the international sphere but has also permeated national views, weakening awareness for discreet heritage, which compete with designs from famous architects or monumental structures, giving the impression that grandeur and looks are highly coveted. This does not only discard relevant events of the mid-late 20th century attached to smaller constructions that had impacts on different cultures, but also integral components of urban fabric. Furthermore, these approaches towards heritage relevance resonate within the local populations, who, taking as examples how heritage is treated and approached in an international context, tend to overlook structures that are considered aesthetically displeasing because they do not adhere to this traditional scheme seen in the heritage field. From here extends the idea of analyzing case studies that fall within overlooked heritage from a new angle: one of valuating aesthetic displeasure. The thesis will focus on individual and serial constructions of the 20th century commonly seen as displeasing due to their typologies and styles but also due to their formal characteristics, redirecting the attention from those considered aesthetically pleasing and grandiose towards otherwise ignored built heritage. Additionally, it will address the perceptions of such structures in the context of the international heritage and conservation spheres, to present how these structures are currently not fully appreciated within the traditional idea of heritage due to their looks and commonality. This approach does in fact overlook, and even relegate, those buildings that do not fit into the preconceived idea of aesthetics, denying the opportunity to explore and find their potential for heritage value.
