It therefore plays an essential role for the comparison of site alternatives, and the implementation of mitigation and adaptation measures of negative effects of both regional development and climate change. Significant findings and personal experiences gained in an INTERREG project (‛transSEA') created a fundamental basis for this doctoral research. The main objective was to develop the ‛LUCCA' indicator system, which is a result of an analysis of land use types, that are increasingly important for effects of global climate change, and should therefore adapt to future conditions with regional land use planning. This system was developed from current German practice of the methodological application of SEA-REP in the core assessment of site-specific impacts on the affected area and impact zone. Main objectives were to integrate spatial effects of climate change into SEA-REP, and to develop a method to make particularly the tendency of physical degradation of natural resources in a region transparent. The research was based on a comprehensive analysis of best practice of SEA and assessment methods applied in German case studies of regional land use planning. Proposed was a a two-tiered environmental baseline- and objective-led approach of impact assessment. Its first tier is a site-specific assessment of significant impacts of regional plan designations and their alternatives. An environmental conflict analysis has the aim to apply assessment thresholds of conflict intensity for each impact factor affecting the importance of assessed components of LUCCA. Results are three classes of conflict intensity, which were determined and can be measured with the help of state indicators, impact indicators and assessment thresholds. 12 LUCCA indicators were defined in connection to regional environmental orientation objectives, environmental components, land uses and further criteria for indicator selection. The second tier is represented by an overall strategic assessment of the regional plan and its designation criteria. This assessment additionally considers positive and cumulative impacts, as well as structural alternatives. The result of the research is a standard concept for environmental orientation objectives, guidance indicators and assessment ranges for the LUCCA indicator system. Regional environmental orientation objectives, which represent outcome values of the future state of environment, were derived from existent environmental quality objectives and environmental quality standards. For each LUCCA indicator mitigation and adaptation measures of regional planning and requirements for tiering to SEA of lower land use planning were proposed. Recommendations for vital and critical action are addressed to competent national and regional authorities of spatial and sector planning. These involve the direct integration of concerns of climate change into SEA-REP, the regional operationalisation of environmental objectives for adaptation to climate change, an improved cooperation between spatial and sector planners concerned with the future use of land and resources, and, last but not least, an involvement of the public in the setting of regional objectives for the future state of a region's environment. Recommendations for the competent national and federal ministries are the integration of substantial standards into legislation, the setting of binding standards for a stricter reduction of land consumption, the determination of clear responsibilities and activities at all planning levels, and the release of guidance for effective regional land use planning practice that enhances adaptation to climate change. The main recommendations for European regional planning bodies are to establish regional environmental objective concepts for SEA-REP, update regional environmental data profiles, apply the SEA-REP+LUCCA indicator system, develop a tiered decision-support system, challenge conventional regional planning, improve cooperation with sector planning and involve the public in the development of adaptation strategies. A recommended adaptation task at regional planning level is the designation of strictly safeguarded priority areas with specific functions of land uses for the mitigation of negative effects of climate change. Such priority areas, which should be area-specifically defined in a regional land use map, should be linked to the implementation of binding adaptation measures in lower land use planning and at project level. An operationalisation of proposed assessment steps will be necessary for the regional-specific geographic and bio-physical conditions of the EU regions. The thesis concludes with future research needs and an outlook on the potential future role of SEA-REP. A clear responsibility of the future tasks of SEA-REP and LUCCA was recognised as a formal driving force for adaptation of land use to effects of climate change. Improved knowledge on spatial effects of climate change and vulnerability assessments will be required for an effective revision and application of SEA-REP and LUCCA. SEA should gain further importance in a transparent and participative decision-making. Bestehende Wirkungen und m{\"o}gliche Konsequenzen von Aktivit{\"a}ten und Einfl{\"u}ssen k{\"o}nnen mit ihrer Hilfe bis zu einem gewissen Grad nachvollzogen bzw. vorausgedacht werden. Das Verfahren »Easy Fuzzy Balancing« wird vom Verfasser ausgearbeitet, um Entscheidungssituationen, z.B. bei strategischen {\"U}berlegungen, nachvollziehbar aufzubereiten. Es kombiniert den einfachen Aufbau der Nutzwertanalyse mit der Denkweise von Fuzzy - Logic und setzt diese mit grundlegender Mathematik um. Aus der Diskussion vorhandener L{\"o}sungen wie der Balanced Scorecard wird ein »Kennzahlensystem« entwickelt, welches eine ausgewogene, die Vergangeheit, Gegenwart und Zukunft ber{\"u}cksichtigende sowie vollst{\"a}ndig alle erforderlichen Bereiche und Prozesse abdeckende Analyse m{\"o}glich macht. Mit Hilfe von »Easy Fuzzy Balancing« werden die Ergebnisse zu einem »Index Gesamterfolg« verdichtet. Auf Basis dieser Konzepte und Hilfsmittel wird eine »Methode« vorgestellt, die umfassend und auf die Branche zugeschnitten die Aufgaben der Unternehmensplanung, -f{\"u}hrung und Weiterentwicklung eines CUB abbildet. Dazu werden branchenspezifische Hilfsmittel, wie beispielsweise ein »Strategieprozess« und ein »Strategisches Koordinatensystem CUB«, welches zur Orientierung im Markt genutzt wird, vorgestellt. Das Hauptaugenmerk wird immer wieder auf die F{\"a}higkeiten und die Anforderungen bei der Erbringung der Dienstleistung eines CUB gerichtet. An der Schnittstelle zum Projekt, im Zusammenwirken mit den besonderen und einmaligen Bedingungen eines Bauvorhabens entsteht Komplexit{\"a}t. Die F{\"a}higkeiten im Umgang mit diesen nur teilweise planbaren Zust{\"a}nden stellt die wesentliche F{\"u}hrungsaufgabe und den bedeutendsten Erfolgsfaktor eines CUB dar. Die Verantwortung des Projektleiters und seine zur erfolgreichen Projektabwicklung erforderlichen F{\"a}higkeiten werden herausgearbeitet. The interest in those properties is driven mainly by two practical reasons. One is the optical characterisation of multicrystalline silicon for solar cells, and the other is the design of light emitting diodes based on silicon by enhancement of silicon radiative properties via introduction of dislocations. The work demonstrates that dislocation specific radiation may provide a means for optical diagnostics of solar cell grade silicon. It provides insight into the mechanisms governing the dislocation recombination activity, their radiation, and how are they influenced by other defects present in silicon. We demonstrate that photoluminescence mapping is useful for monitoring the recombination activity in solar cell grade silicon and can be applied for identification of contaminants, based on their photoluminescence signatures. It is shown that the recombination at dislocations is strongly influenced by the presence of metals at the dislocation sites. The dislocation radiation activity correlates with their electrical activity. Thus, photoluminescence mapping at room temperature may provide a means for revealing and characterising of dislocation-rich regions in multicrystalline silicon. It is shown that the dislocation and band-to-band luminescence are essentially anti-correlated. The band-to-band intensity being related to the diffusion length of minority carriers can be used for measurements of diffusion length, as long as the surface recombination rate is controlled. Moreover, photoluminescence mapping can be used for the detection of optically active defects in solar grade materials. Thus, betaFeSi2 precipitates, with a luminescence at 0.8 eV, were detected within the grains of block cast materials. They exhibit a characteristic feature of quantum dots, namely blinking. The second aspect of the thesis concerns the topic of silicon based light emitters for on-chip optical interconnects. The goal is an enhancement of sub-band-gap or band-to-band radiation by controlled formation of dislocation-rich areas in microelectronics-grade silicon as well as understanding of the processes governing such enhancement. For light emitters based on band-to-band emission it is shown, that internal quantum efficiency of nearly 2 \% can be achieved, but the emission is essentially generated in the bulk of the wafer. On the other hand, light emitters utilizing the emission from dislocation-rich areas of a well localized wafer depth were explored. Three different methods for reproducible formation of a dislocation-rich region beneath the wafer surface were investigated and evaluated in view of their room temperature sub-band-gap radiation: (1) silicon implantation and annealing, (2) epitaxially grown SiGe buffer, and (3) direct wafer bonding. The most promising dislocation-based emitter appears the utilization of a dislocation network produced by wafer bonding. It is shown, that monochromatic D1 radiation (wavelength 1.5 µm) can be generated in a well localised depth of the wafer. Die gew{\"a}hlten Parametergrenzwerte orientieren sich am derzeitigen Anwendungsbereich stegprofilierter Tr{\"a}ger. Es werden ausschließlich sinus- und trapezf{\"o}rmige Profilierungen untersucht. Die Arbeit leistet einen Beitrag, dem Anwender das Tragverhalten unterschiedlicher Profilierungen aufzuzeigen und gleichzeitig abzugrenzen. Ein gezielter Einsatz der derzeit auf dem Stahlleichtbaumarkt existierenden Trapez- und Wellstegtr{\"a}ger wird erm{\"o}glicht. Erh{\"o}hte Wettbewerbschancen sind eine Folge. Die Ergebnisse der experimentellen und numerischen Untersuchungen zum lokalen Stabilit{\"a}tsverhalten des Stegbleches bei Querkraftbeanspruchung tragen zu einem besseren Verst{\"a}ndnis {\"u}ber das Tragverhalten bei und erlauben eine Weiterentwicklung des mehrfach diskutierten Interaktionsmodells zur Querkrafttragf{\"a}higkeit. Umfangreiche Parameterstudien zeigen, dass die Profilierungsform (trapez- bzw. sinusf{\"o}rmig) sowie die Parameter Wellenamplitude und -l{\"a}nge die Tragmechanismen bestimmen. Die Interaktion des lokalen und globalen Beulens wird dabei mit einer Beulspannung f{\"u}r zonales Beulen beschrieben. Auf Grundlage dieser Ergebnisse kann die Tragf{\"a}higkeit stegprofilierter Tr{\"a}ger besser formuliert werden. Die Abminderungskurven, welche das Nachbeulverhalten sowie Imperfektionen ber{\"u}cksichtigen, werden optimiert. Eine wesentliche Verbesserung der Plateaul{\"a}ngen ist f{\"u}r Tr{\"a}ger mit profilierten Stegen gelungen. Des Weiteren wird der Einfluss der lokalen Instabilit{\"a}t des Gurtes biegebeanspruchter Tr{\"a}ger untersucht. Im Speziellen werden dabei Einflussparameter des Plattenbeulens untersucht und gezeigt, dass Abweichungen angenommener Beulfeldabmessungen ung{\"u}nstige Auswirkungen auf das beschriebene Tragverhalten haben. Im Ergebnis der Untersuchungen wird eine Optimierung der anzunehmenden Beulfeldabmessungen f{\"u}r Plattenbeulen vorgeschlagen. The main concern is the so-called "accuracy problem" of first-order upwind schemes in the low Mach number regime. The thesis is divided into two parts. In a preliminary chapter the governing thermodynamic and mechanical equations are introduced. The Navier-Stokes equations for viscous flow are presented because the concepts of fluid viscosity and Reynolds number are later needed in the context of artificial viscosity of numerical schemes. The Euler equations are introduced along with a single-scale asymptotic analysis for small Mach numbers. In the first part the behaviour of various first-order upwind schemes in the low Mach number regime is analysed with respect to a one-dimensional model case, where the two-dimensionality only remains in the shear waves of the local Riemann problem. The concepts of numerical viscosity and numerical Reynolds number are first introduced for the upwind method for the scaler linear advection equation. These concepts are then applied to Roe's scheme and the scheme by Harten-Lax-van Leer (HLL). The aim is to show that the accuracy problem can only be avoided, if all characteristic waves are resolved by the upwind scheme. Otherwise, the artificial viscosity on these waves is of the wrong order of magnitude dx/M and grows with decreasing Mach numbers, instead of being order dx. In the following chapter, various flux vector splitting methods are analysed in this respect. The analysis presented is verified with a number of numerical results. Comparisons with analytical solutions give a direct measure of the accuracy of the scheme; to this end we use the flow around a cylinder. As standard test case the flow around a NACA0012 aerofoil is used. The second part of the thesis is dedicated to two-dimensional flow. The numerical scheme of choice is based on Roe's approximate Riemann solver, which does not show the accuracy problem in the one-dimensional setting. Part II begins with broad numerical studies, which path the way to the analysis by giving answers to the following questions. How does the numerical behaviour of the scheme change, when the cells in a structured, body-fitted grid around a cylinder are continuously transformed from (almost) squares, via trapezoids to triangles? How important is the grid structure to the accuracy problem? Later we restrict the numerical investigations to structured grids with two different cell geometries: squares and rectangular triangles, which originate from the squares by adding a diagonal edge. On these types of finite volume cells the steady flow around a rectangle and the dissipative behaviour of an oblique contact layer is investigated. The moving Gresho vortex is simulated as an example of an unsteady flow simulation. All numerical studies suggest two things: firstly, the accuracy problem is linked to the momentum transport in shear flow and, secondly, this problem is absent if the finite volume cells are of triangular shape -- irrespective of the grid being structured or unstructured. The analysis begins with heuristic considerations. We investigate a special case of a divergence free flow with constant pressure and density on a Cartesian and a related triangular grid. Already here, the different form of the artificial viscosity term on square and triangular finite volume cells becomes evident. On Cartesian grids there is a decoupling of the artificial viscosity into horizontal and vertical direction. For non-trivial velocity fields the viscosity terms of order dx/M cannot vanish and cause the numerical error to grow for decreasing Mach numbers. On triangular grids there is no such decoupling: the artificial viscosity of order dx/M contains all jumps of the normal component of the velocity at the three cell interfaces. This suggests that the accuracy problem is absent because these jumps can completely vanish without constraining the velocity field to a trivial flow. The thesis closes with a proof of this proposal for the Roe scheme for steady low Mach number flow. Using asymptotic analysis of the semi-discrete equations, it is explicitly derived that the accuracy problem is avoided, if the Roe scheme is used on triangular finite volume cells. The accuracy of the scheme is accompanied by a constraint: the normal velocity does not jump at cell interfaces. For such films the question arises whether there exists a depending on film thickness of ferroelectric functionality. In this work, ultra-thin films of P(VDF-TrFE) up to 0.35nm of thickness have been successfully spin coated, which is quite promising in respect of low cost approach in the electronic industry. This thesis focuses on the preparation of the ultra-thin P(VDF-TrFE) copolymer film and its characterizations to find out a scientific guideline for the suitable application as a non-volatile memory element. Therefore, the ultra-thin film preparations have been investigated initially. Optimization of annealing parameters has been done to get the ferroelectric beta phase and thickness determination is also done carefully. The copolymer layer thickness could be determined down to about 0.35 nm. Photoelectron spectroscopy is used extensively for the characterization of the thin film. Eventually, longer time X-ray irradiation of the P(VDF-TrFE) sample may cause a phase change from ferroelectric to paraelectric. Therefore the X-ray irradiation time was also optimized. With photoelectron spectroscopy, the interface chemistry of the P(VDF-TrFE) copolymer and different electrode materials was studied. The interfaces aluminum/P(VDF-TrFE) and PEDOT:PSS/P(VDF-TrFE) are compared. PEDOT:PSS is a conducting polymer, Poly(3,4-ethylenedioxidethiophene): poly(styrenesulfonate). This data suggested that an interface layer is formed for electrodes, made of aluminum. An interface reaction occurs in both cases: for aluminum as top and as bottom electrode. In contract, the organic PEDOT:PSS electrode shows no chemical interaction with the P(VDF-TrFE) copolymer. The much lower reactivity of organic electrode, compare to aluminum, gives a direct hint to improved functional properties of thin organic ferroelectric films. In terms of a low cost approach for electronics, based on organic devices, the introduction of organic non volatile memories is of great importance. P(VDF-TrFE) copolymer is the material with a very hopeful perspective. In next part electrical measurements with P(VDF-TrFE) have been done. By capacitance voltage measurements, the ferroelectric behavior of the polymer by measurements at elevated temperatures (Curie-Point) is confirmed, a threshold for remanent poalrization for films below 100 nm is found, if aluminum electrodes are used, but with inert electrodes, a downscaling of a low coercitive field was possible down to ten nm. This is very important, because due to the high coercitive field of the copolymer (>50 MV/m), ultrathin films for low operation voltages are needed. A prerequisite for memory applications is a high retention time, this was also confirmed. By the help of Near edge X-ray Absorption Spectroscopy (NEXAFS) the possible ferroelectric dipole orientation have been also investigated. The average dipole orientation (perpendicular to the substrate) is observed up to 0.35 nm P(VDF-TrFE) copolymer films when PEDOT:PSS/Si substrate is used. The ferroelectric properties of ultrathin films down to a layer thickness of 10nm were characterized using spectroscopic (F1s NEXAFS) and electrical methods (Capacitance voltage). The results indicates an extrinsic switching mechanism with a much lower opera-tion voltage than for a collective intrinsic switching. The crude oil that puts Nigeria in this position is being produced in the Niger Delta region of the country. Nigeria's economy is based on crude oil exports. Despite this enormous wealth coming from the Niger Delta, there is pervasive poverty and despicable environmental damage as a result of crude oil mining activities going on in this region. Suffice it to say that, there is total neglect of the region in terms of infrastructural development and economic empowerment of its local populace by the government and oil companies operating in the region. This has led to youth restiveness and hostage taking in the area. A sound methodological research approach was developed and utilized in this study. Both primary and secondary data were collected from questionnaires, structured interviews, personal observations, relevant literature, documentation from government agencies and oil companies. These data were analyzed, and they synthesized the discussions contained in this study. This study is all about charting a new course in the way the oil companies operating in the Niger Delta region carry out their activities in order to ensure the environmental sustainability of the region, and improve the economy of the rural communities in the region at the same time. It identifies the constraints to effective implementation of Nigeria's environmental laws and policies especially the Environmental Impact Assessment (EIA) as it concerns oil prospecting, which has hitherto contributed in hindering her environmental sustainability. It also unveils the critical issues concerning the deplorable state of the economy of the local populace of the region. After identifying the various problems contributing to the environmental woes, and the poor economic growth of the region, this research proffers recommendations that should be conscientiously and vigorously implemented to reverse the trend. Although, the oil companies have made some efforts towards providing the necessary infrastructures needed in the region, they need to do more in the area of capacity building, and use of green technologies to ensure healthy environment of their host communities. The government on her part should strengthen the various Ministries and Agencies vested with the responsibility of protecting the Nigerian environment, by providing them with the necessary incentives for maximum efficiency.
