A truly interdisciplinary study of culture necessitates new publishing forms and formats that are not restricted by paywalls or institutional boundaries but rather focus on open dissemination of knowledge. Yet such openness shall not remain merely in the realm of open access, but go beyond and include many more dimensions such as openness to multimedia formats, to all career stages, or to a broad range of cultural concepts.
Therefore, the International Graduate for the Study of Culture (GCSC) at Justus-Liebig-University in Giessen, Germany, created its own open access e-journal: On_Culture: The Open Journal for the Study of Culture. It is a biannual, peer-reviewed academic e-journal created and edited by doctoral researchers, postdocs, and professors working at the GCSC. It provides a platform and a forum for pursuing and reflecting on the study of culture. It investigates, problematizes, and develops key concepts and methods in the field. Developing such new approaches and emerging topics is a collaborative and collective process. On_Culture is dedicated to fostering such collective processes and the cultural dynamics at work in thinking about and reflecting on culture.
To reflect these multi-faceted inquiries, the journal consists of three sections: academic _Articles (double-blind peer reviewed), _Essays, and _Perspectives such as video clips, interviews, and visual statements, which can be submitted on a rolling basis. On_Culture is the result of collaborative processes and emergent structures in the field of e-publishing. On_Culture puts new approaches and emerging topics in the (trans)national study of culture 'on the line' and, in so doing, fills the gap____ between 'on' and 'culture'. As such, On_Culture develops a concept of openness that goes beyond open access but rather reflects the openness of the study of culture as a whole.

The aim of this paper is to present the development of librarianship in Serbia through the analysis of crisis that affected the Serbian Library Association and libraries in the country. The Serbian Library Association (SLA) is the oldest and biggest professional library association in Serbia, established in Belgrade in 1947. The history of SLA to a certain degree reflects the modern history of the region of ex-Yugoslavia, with all of its high and low moments, including the breakdown of Yugoslavia in the 1990 S. This paper will analyze the correlation between the broader social and economical circumstances in the country and the functioning of a professional association tightly connected with the level of state investments in culture and education. The paper will show which circumstances led to several crisis in the history of SLA for the past seven decades: - constitutional years, - the "small crisis in 1980s, - the "big crisis in 1990s, - the current crisis triggered by the global economic crisis in 2008, which still pressures the region. The analysis will include several numerical categories, which will enable comparative data for different periods: number of SLA members, SLA's publications (journal "Librarian in the first place), held conferences and other professional gathering S. The analysis will compare these factors for each of the periods, as a means of providing quantitative data for comparison, for better understanding the impact external factors had/has on the SLA and its functioning. Another aspect of analysis will be the writings published by librarians running the SLA during the analyzed period. That way it will be possible to gain an insight on the main topics that took attention of librarians, in an effort of revealing the dynamics of social and economical changes that had an impact on libraries and their employees, as well as on the Serbian Library Association.
Systemwechsel unter der Haube - Die neue Basis-Architektur der Deutschen Digitalen Bibliothek

Die Deutsche Digitale Bibliothek (DDB) ist ein nationales Gemeinschaftsvorhaben, das von einem Kompetenznetzwerk aus 14 Kultur- und Wissenseinrichtungen getragen wird. Sie zielt darauf ab, das Kultur- uns Wissenserbe in Deutschland an zentraler Stelle auffindbar und zugänglich zu machen und die über das Land verteilten Objekte miteinander zu verknüpfen. Im Mittelpunkt stehen dabei eine offene Datenplattform sowie das darauf basierende Zugangsportal. Gegenwärtig weist die DDB etwa 23 Millionen Kulturobjekte aus mehr als 360 Einrichtungen nach. Damit die DDB auch in Zukunft wachsen kann - sowohl mengenmäßig als auch funktional - bekam sie fünf Jahre nach der Freischaltung ihrer Beta-Version eine neue Basis-Architektur verpasst. Im Projekt "DDB 2017" wurde das DDB-System unter der Haube grundlegend renoviert und mit modernen Technologien ausgestattet. Dazu zählen vor allem die verteilte NoSQL-Datenbank Apache Cassandra und das verteilte Compute-Framework Apache Spark. Neben einer besseren Skalierbarkeit für das schnellere Einspielen neuer Daten und deren regelmäßiger Aktualisierung ergibt sich damit vor allem die Möglichkeit, ganz neue Nutzungsszenarien umzusetzen - etwa das Hinzufügen objektbezogener Anreicherungen in den Datenbestand der DDB durch automatische Verfahren, redaktionelle Prozesse oder auch Crowd-Sourcing-Ansätze, das Zusammenfügen von Objekten zu "virtuellen Sammlungen" sowie statistische Analysen auf dem Gesamtbestand oder Teilen darau S. Diese Szenarien wurden im Rahmen des Projekts zum Teil schon umgesetzt und erprobt. Das Gros des sich nun ergebenden Potenzials muss aber in den kommenden Jahren erst noch gehoben werden. Der Beitrag stellt die Grundzüge der neuen DDB-Architektur vor, beleuchtet die Auswirkungen auf das Funktionsmodell und die Nutzungsmöglichkeiten und ordnet die Entwicklungen in die strategische Planung der DDB ein. Abschließend wird auf aktuelle Erweiterungen der DDB in ihren Wesensmerkmalen als Plattform und Portal eingegangen.
