A library law was passed in Luxembourg in 2010. After a decade of foundations of public libraries through associations, after two legislative proposals and years of lobbying by the national librarians' association public libraries have been put on the agenda. The introduction of a law library finally managed, 2009, to be included in the government program. The hopes were high. However disappointment followed. What had gone wrong? The local professional association now even believes that the situation for public libraries in Luxembourg would be better without law. How it happened, will be discussed in the lecture.

The Presentation conveys a short historical overview of historical development of the library and copyright legislation on the territory of what is now the Czech Republic. It gives the problems of both the Library Act and Copyright Act in force and of their amendments that are in various stages of preparations, now. The positions of the professional association in both cases are presented.
