In the Seventh Framework Programme (FP7: 2007-2013) of the European Commission the pilot project OpenAIRE required open access to publications in selected projects. A reference of these publications on the OpenAIRE platfom was required. In the following Framework Programm (Horizon 2020: 2024-2020) open access to all publications became mandatory. Academic libraries of the involved institutions are in charge to fullfill the requirements. The paper describes how the requiremenst were met at the Fraunhofer-Gesellschaft and outlines the challenges and obstacles. The adjustment of the publication infrastructure, changes of regulations and documentation were necessary involving all staff affected (Librarians, Fachinformationsmanager and other specialists). Additionally all scientists, all staff in charge of EC funded projects were briefed and informed about the legal requirements (e.g. copy right agreements: CTA). Important for the success of the campaign was the cross-linking and integration of all stakeholders. As a result not only publications of EC funded projects are recorded but publication of other public funded projects (e.g. BMBF, DFG, ...), too.
