The presentation gives impressions of the daily work of consortial acquisition and consortial management of e-ressources, taking the Library Center of the federal state of North-Rhine Westphalia (hbz) in Cologne/Germany as an example for a regional consortia leader. The consortial landscape in Germany is described. The e-book market is shown as a dynamic, but still emerging market with not yet fully developed business models for e-book consortia. Some of the characteristics of the e-book market are explained, and some features of rivalry and collaboration between academic consortia and commercial library suppliers and agencies are hinted to.
The presentation gives an impression of the daily work of consortial acquisition and consortial management of e-ressources, taking the Hochschulbibliothekszentrum des Landes Nordrhein-Westfalen (hbz) in Cologne/Germany as an example for a regional consortia leader. The consortial landscape in Germany is described and the requirements of an consortial Electronic Ressources Management System (ERMS)are outlined. The "Erwerbungsdatenbank", a tool developed by the hbz, is presented as one possible solution, tailored for the needs of the consortial administrators in the hbz, which does not claim to be DLF ERMI compliant.
The presentation deals with the acquisition activities of the North Rhine-Westphalian Consortium for HE Institutions and Libraries since 2004. It gives some detailed figures on how regional consortia were influenced by the national licensing activities initiated by the German Research Foundation DFG. The presentation states that both regional and national consortial licensing will remain important beyond the termination of the DFG programme.
The paper gives an introduction to the whole section "Collection development in future - future for collection development". It deals with the question how both collection development policy and practice were changed by the digital turn and how they will develop in future. The author stresses the transformational character of this day and age by comparing the conditions of cooperative collection development of the present with those of 1997/98.
Seit 2006/07 besteht mit SERU (Shared Electronic Resource Understanding) eine empfohlene Praxis für den Umgang mit elektronischen Informationsmedien, die vom Anspruch her den Abschluß von rechtlich verbindlichen Lizenzen zwischen Bibliotheken und Verlagen zu ersetzen geeignet ist. Auf der Basis von gemeinsam geteilten Grundannahmen über einen für alle Seiten fairen Umgang mit E-Ressourcen und davon ausgehend, dass der jeweils existierende gesetzliche Rahmen letztlich für eine Regelung von strittigen Fragen ausreicht, steht hinter SERU auch die Vision von deutlich vereinfachten Erwerbungsvorgängen. Während SERU im US-amerikanischen Bereich entwickelt und erprobt worden ist, sind praktische Beispiele aus dem europäischen oder gar deutschen Kontext rar bzw. nicht existent. Der Beitrag stellt SERU vor, hinterfragt den Ansatz und fasst vErfahrungen aus dem praktischen Einsatz zusammen.
