As libraries establish funds to support open access monographs and collections, they move into new territory: they become players on the publishing market and research funders. The paper examines the effects of this new role of libraries on scholary publishing, for example in the humanities and social sciences, and the publishing landscape of small and medium-sized book publishers. Since March 2017, the TU Berlin has been offering a publication fund to co-finance open access monographs and collections. Practical examples from everyday funding practice point to open questions and problems. It takes the necessary financing principles and considerations into account as to which parts of the publisher's calculation are eligible to be financed from open access funds. Finally, quality criteria for publicly funded open access monographs are discussed.
