Materials compatibility is a major concern whenever the fuel composition is changed. The question arises of whether sealing materials are resistant to fuels with bioethanol and biodiesel (rapeseed oil fatty acid methyl ester).
Previous research considered the resistance of frequently used sealing materials such as FKM (fluorocarbon rubber), FVMQ (methyl-fluoro-silicone rubber), VMQ (methyl-vinyl-silicone rubber), EPDM (ethylene-propylene-diene rubber), CR (chloroprene rubber), CSM (chlorosulfonated polyethylene), IIR (butyl rubber), PA (polyamides), NBR (acrylonitrile-butadiene rubber) and PUR (polyester urethane rubber) in fuels and heating oil with admixtures of biogenic substances such as biodiesel and B10 (heating oil with 10 % biodiesel) under purely static conditions.
The aim of this study was to evaluate the fluorocarbon rubber performance under compressed conditions. For the investigations, the mass and the compression set of the FKM test specimens were determined before and after exposure for 3, 7, 14, 28, 56 and 90 days in E10 (fuel with 10 % ethanol), E85 (fuel with 85 % ethanol), biodiesel (fatty acid methyl ester, FAME), Super (fuel with max. 5 % ethanol), diesel fuel with max. 5 % biodiesel, pure diesel fuel, Super Plus (fuel without ethanol) and heating oil with 10 % biodiesel (B10) at 40 °C according to ISO 815-1 “Rubber, vulcanized or thermoplastic - determination of compression set – Part 1: At ambient or elevated temperatures”. The compression set test belongs beside the determination of the Shore hardness, the density and the tensile properties to the basic test methods for elastomers. It was measured in regular time intervals up to a re-drying of more than 90 days after relaxation of test specimens. For comparison, FKM test specimens were exposed without fuel under compressed conditions at 40 °C.
The highest mass increase of FKM test specimens was measured after 90 days exposure in E10 by 9 %, followed by 8 % in Super fuel, by 4 % in E85 and by 0.6 % in biodiesel. Mass increase and swelling of the test specimens in E10 and Super fuel with max. 5 % ethanol had an influence on the compression set values which were subject to high fluctuations in comparison to the values obtained after exposure to other fuels such as biodiesel, diesel fuel and B10.
The results of the present work confirmed the higher swelling of the elastomers such as FKM in E10 obtained under static condition. It can be concluded on the basis of the mass increase and compression set values that FKM is resistant in all fuels under compressed conditions at 40 °C.
Elastomers show a high versatility which makes them ideal materials for sealing applications in various fields. Especially under changing application conditions the high recovery potential of this class of material is beneficial to compensate temperature or pressure fluctuation, and geometrical changes resulting from mechanical loads in e.g. accident conditions. Out of these reasons elastomers are also used in containers for low and intermediate level radioactive waste and for spent fuel transportation casks. In cask designed for low and intermediate level waste elastomer seals can act as primary seal responsible for the containment function whereas in spent fuel storage and transportation casks (dual purpose casks (DPC)) elastomer seals are used as auxiliary seals to allow leakage rate measurements of metal barrier seals. An inherent prerequisite for this kind of application is the long time-scale of operation without or with limited possibility of seal replacement. In Germany an interim storage license for DPC`s is typically issued for 40 years, a timeframe which might increase in future due to challenges of the final repository siting procedure. For low and intermediate level waste, also long time periods are required before final disposal can be achieved. Therefore, the performance of elastomer seals over extended time periods is, as for other applications, of high importance.
A typical approach to ensure long-term functionality is to perform accelerated aging tests to calculate an estimated lifetime by assuming e.g. Arrhenius like equations for the time-temperature relationship. This approach requires a suitable end of life criterion considering the application of interest. This often can represent a challenge on its own.
As BAM is involved in most of the cask licensing procedures and especially responsible for the evaluation of cask-related long-term safety issues we initiated several test programs for investigating the behavior of elastomer seals. Experiments concerning the low temperature performance down to -40°C and the influence of gamma irradiation have been started first. Currently the thermal aging behavior of elastomer seals, which is the topic of this contribution, is examined.
For our aging investigations we use a broad approach to first determine the property changes in different elastomer materials due to thermo-oxidative aging at elevated temperatures and secondly we test how the typical methods of lifetime extrapolation can be applied to these results. This approach enables us to detect and exclude undesired side effects which very often influence lifetime estimations. In this contribution, our recent results are discussed.
Comparative simulations of rail and road infrastructure with the transportation of liquid cargoes
(2018)
A simulation approach has been presented to analyze the lateral stability and infrastructure damage potentials of rail and road transportation of liquid cargoes. The normalized and comparative performance of both modes of transport, reveals that the railway transportation is, comparatively, more aggressive with the infrastructure, and less safe.
Formulations have been assembled and (some) have been validated to simulate the potential damaging effect of a sloshing cargo on the railway material. Results suggest that: -Spatial determinism of the wheel forces due to sloshing, as a function of curve radius, distance between wheelsets and vehicle speed. -Sloshing forces can contribute in a significant way to railway material failure. Further analysis should be performed:-to validate these results (field observations)-to include a stress analysis of the potential effect of the yaw stiffness of the cars on the rail forces.
Fibre-reinforced plastics (FRP) especially carbon-fibre-reinforced polymer (CFRP) and glass-fibre-reinforced polymer (GFRP) are commonly used materials in high pressure vessels and storage units for automotive and aerospace purposes. Optical fibres are suitable to be integrated or directly applied to the surface of FRP components. Using optical fibres it is possible to monitor the distributed strain profiles and changes within the fatigue life of a pressure vessel to ensure the operational safety. Within artificial ageing experiments we used swept wavelength interferometry (SWI) based distributed strain sensing for the monitoring of commercial high-pressure composite cylinder. This artificial ageing was performed using test conditions of 503bar pressure load (service pressure 300 bar) and 89 °C for 100 h. The polyimide coated optical fibres were glued to the surface externally in circumferential and axial direction. Using distributed strain sensing (DSS) material expansion of over 0.5% were monitored with sub-centimetre spatial resolution. Within the circumferential direction we observed up to 10 % local fluctuation compared to the median strain caused by inhomogeneous material expansion, which could cause local material fatigue. In addition, we determined material degradation manifested itself as localized remaining material expansion and/or contraction. Results have been validated by other non-destructive methods like digital strip projection.
The Bundesanstalt für Materialforschung und –prüfung (BAM) runs an investigation program on the long-term behavior of multi-component metal seals. Such seals are used in a wide area of applications including transport and storage casks for spent nuclear fuel and high level radioactive waste. The seal function is mainly based on the compression of the inner helical spring, which generates the necessary seal force to keep the sealing surfaces in close contact. This in turn leads to a plastic deformation of the outer jacket of the seal, comprised of highly ductile aluminum or silver that adapts to the sealing surfaces of cask body and bolted lid, thus providing high level leak tightness. In Germany, those casks are licensed for interim storage periods of up to 40 years or more if extended interim storage would become necessary before a final repository is available. Thus, the sealing performance has to be evaluated, including factors like elevated temperature due to decay heat or mechanical loads due to transport under normal as well as accident conditions. Long-term investigations at BAM have been running over the last nine years to identify and evaluate the seal performance by measuring the remaining seal force, the useable resilience and the leakage rate after various time intervals at temperatures ranging from room temperature up to 150 °C. It was found that the seal force and useable resilience decrease with time and temperature, caused by creep deformation of the outer jacket. In order to obtain an analytical description for the seal behavior and to achieve more information on the material behavior under application conditions a comprehensive investigation program with focus on aluminum as outer jacket material was launched. The program includes material investigations such as compression and tension creep tests with representative basic materials. An additional test setup allows for the continuous measurement of the remaining seal force at temperatures of up to 150 °C. Furthermore, seal segments are compressed and stored in heating chambers, thus producing segments at different stages of the aging process. The segments are investigated regarding the development of the contact area width, jacket thickness and microstructural changes. This data will be used to develop material models and an analytical description of the time and temperature dependent long-term sealing behavior. This paper explains the current status of gained test results and modelling approaches and closes with an outlook to the future project plans.
In Germany spent nuclear fuel (SNF) and high level radioactive waste (HLW) are stored in interim storage containers with double lid systems. Those lids are equipped with metal seals (e.g. Helicoflex®) that ensure the safe enclosure of the inventory. Being licensed for up to 40 years of interim storage the evaluation of the long-term behavior of the seals is necessary, taking into account storage conditions, decay heat and possible mechanical loads.
Among other mechanical tests the 1 meter drop onto a steel puncture bar shall be considered for accident safe packages for the transport of radioactive material. According with the IAEA regulations “the bar shall be of solid mild steel of circular section, 15.0 ± 0.5 cm in diameter and 20 cm long, unless a longer bar would cause greater damage…”. The most damaging puncture bar length can be estimated by iterative processes in numerical simulations. On the one hand, a sufficient puncture bar length has to guarantee that shock absorbers or other attachments do not prevent or reduce the local load application to the package, on the other hand, a longer and thus less stiff bar causes a smaller maximum contact force. The contrary influence of increasing puncture bar length and increasing effective drop height shall be taken into account if a shock absorber is directly placed in the target area. The paper presents a numerical approach to identify the bar length that causes maximum damage to the package. Using the example of two typical package masses the sensitivity of contact forces and puncture bar deformations to the initial length are calculated and assessed with regard to the international IAEA package safety requirements.
The fibre-break model developed at Mines ParisTech has been able to show the effect of pressurisation rate on pressure vessels. This simulation however had to use a smaller model, as the computation time becomes enormous for simulating a real-scale pressure vessel. Reduced volume method then has been studied on different model configuration. The study showed that the method can be used only on certain configurations. It also gives a positive insight to reduce the computation time.
Accident safe packages for the transport of spent nuclear fuel and high-level waste shall fulfil international IAEA safety requirements. Compliance is shown by consecutive mechanical and thermal testing. Additional numerical analysis are usually part of the safety evaluation. For damage protection some package designs are equipped with wood filled impact limiters encapsulated by steel sheets. The safety of these packages is established in compliance with IAEA regulations. Cumulative mechanical and fire tests are conducted to achieve safety standards and to prevent loss of containment. Mechanical reliability is proven by drop tests. Drop testing might cause significant damage of the impact limiter steel sheets and might enable sufficient oxygen supply to the impact limiter during the fire test to ignite the wood filling. The boundary conditions of the fire test are precisely described in the IAEA regulatory. During the test the impact limiter will be subjected to a 30 minute enduring fire phase. Subsequent to the fire phase any burning of the specimen has to extinguish naturally and no artificial cooling is allowed. At BAM a large-scale fire test with a real size impact limiter and a wood volume of about 3m³ was conducted to investigate the burning behaviour of wood filled impact limiters in steel sheet encapsulation. The impact limiter was equipped with extensive temperature monitoring equipment. Until today burning of such impact limiters is not sufficiently considered in transport package design and more investigation is necessary to explore the consequences of the impacting fire. The objective of the large scale test was to find out whether a self-sustaining smouldering or even a flaming fire inside the impact limiter was initiated and what impact on the cask is resulting. The amount of energy, transferred from the impact limiter into the cask is of particular importance for the safety of heavy weight packages. With the intention of heat flux quantification a new approach was made and a test bench was designed.
Accumulation of Fibre Breaks under Time Dependent Loads in CFRP Materials of Pressure Vessels
(2018)
BAM has discovered that the reliability of tested composite pressure vessel will be altered when the loading speed is varied. The ageing of composite materials in general gives negative effect to the structure, however there might be positive effect occurs due to the load redistribution between the fibres. The study on the negative effect of ageing has been compared favourably with the fibre break model from Mines ParisTech. To improve the model's capability, this positive effect should also be implemented. The problem however to evaluate real scale model that might take extensive computation time. The reduced volume method then was proposed to improve the calculation time. The next study is then to check the approach on different loading condition and compare the result with experimental data provided by BAM.
The developed fibre-break model from Mines-ParisTech requires an improvement in terms of calculation time for analysing real-scale model. By implementing the proposed method, the number of representative volume element and monte-carlo run can be optimised to obtain certain confidence level of the results. By reducing this level, faster computation can be done. This approach has given us a positive insight that it can be used for studying real-scale model of composite pressure vessels.
The presentation is divided in two parts, each evaluates a different aspect of safety.
It starts with the analysis of consequences resulting from worst case ruptures of gas cylinders. The number of harmed persons and fatalities dependent from the pressure-volume product and the kind of stored gas. In parallel, there is a national accepted rule for accepted failure rates depending from this pV-product created by BAM. When combining both aspects it become clear that the pressure-volume product can be used as a good indicator for consequences. At a level of about 120 MPa m3 the maximum consequence starts to become catastrophic character. This shows the reason why the representatives of DIN insisted in limiting relevant pV-limits for tubes and cylinders to 1 Mio. bar litres.
The second part gives a raff overview on the parameters influencing the acceptance rates of borderline basic populations. This is added by some slides giving an idea for the improvement of the minimum burst requirement and finally completed by a proposal for improved acceptance criteria for the burst test.
The basic idea is: an increased pV-product of tubes has the be reflected by an increased safety level.
Verbundvorhaben "KoBrA"
(2018)
The presentation explains the intended way of BAM in tackling the safety issues in the project TAHYA.
The way how the term “safety” is used in TAHYA leads to the need for a more risk-based understanding of safety. Based on this, the Monte Carlo simulation is used to show where the weak points of current regulations are. Thus, a concept for optimization of relevant regulations, codes and standards will be elaborated during the project. For this purpose, it is helpful to improve the currently operated tool for Monte Carlo simulation, which will need additional data for monitoring the outcome. Strength data, that will be determined by BAM and the other partners during the already agreed test program can be used for this purpose without additional effort.
The presentation explains the term “safety” in a broader sense and leads to the need for a more risk-based understanding of safety. Based on this, the Monte Carlo simulation is used to show where the weak points of the ECE R 134 are and in which direction the GTR 13 could be optimized during the currently running phase 2. For this purpose, it is helpful to improve the currently operated tool for Monte Carlo simulation, for which BAM introduced the research idea “MoCaSiB”.

(2018)

This presentation focusses on the thermal test of a typical storage container design for the German final storage repository KONRAD. The preparation of the container, the conduction of the fire test itself and results like the temperature evolution and as-sumptions for thermal material properties are shown.
As thermal test final storage containers have to be exposed to a fire of 800 °C (1472 °F) for 1 hour according to the final storage conditions provided by the federal com-pany for radioactive waste disposal (BGE). The here discussed cask contains a steel covered concrete layer of a thickness of 100/150 mm. Heating up concrete is a highly nonlinear process since the vaporization of residual water consumes high amounts of thermal energy and produce vast amounts of steam.
The constantly measured temperatures provide the basis to adjust common models of thermal properties for concrete esp. for FEAs. Finally in a later step this will allow predictions of similar designed container with different sizes.
The presentation provides an overview about the understanding of fuel cladding failure mechanisms dominated by hydride embrittlement during long term dry storage. A currently launched research project focuses on the development of a fracture mechanics approach to describe brittle failure of fuel cladding during long term interim storage (BRUZL)“. Finally, the BAM contribution to the current European Joint Program (EJP) on radioactive waste management is illustrated.
Ongoing R&D work at BAM
(2018)
The presentation provides an update on the German nuclear waste management policy towards final disposal and related reasearch at BAM. Topics include long term investigations of metal seals, investigations of fuel cladding failure mechanisms, and the development of requirements and concepts for high level radioactive waste and spent fuel disposal containers.
Packages for the transport of radioactive material are often equipped with impact limiters consisting of wood. Mostly this wood is encapsulated by steel sheets. The impact limiters are needed to ensure that the transport casks meet the IAEA safety requirements. According to the IAEA safety requirements a package has to withstand consecutively severe mechanical tests followed by a thermal test. The mechanical tests have to produce maximum damage concerning the thermal test. Following this, the impact limiters may have serious pre-damage when the thermal tests begins. The IAEA safety requirements state that during and following the fire test, the specimen shall not be artificially cooled and any combustion of materials of the package shall be permitted to proceed naturally.
Small scale fire tests with wood filled metal drums by BAM and works of the French Institute for Radiological Protection and Nuclear Safety (IRSN) showed that pre-damaged steel encapsulated wooden structures could start smoldering initiated by the thermal test. These processes supply additional energy to the cask which should be considered within the safety assessment of the package.
As not much is known about smoldering processes in encapsulated wooden structures with a reduced oxygen supply the need for a test was identified. To investigate the influence of a smoldering impact limiter concerning the amount of energy supplied to the cask in dependence of the time BAM conducted a large scale impact limiter thermal test. For that, a pre-damaged impact limiter with a diameter of 2,3 m was mounted on a water tank simulating a cask. A complex system of a regulated pump, a heater, a cooler, a slide valve, a flow meter and numerous thermocouples were installed and connected to a control unit to ensure all needed operating conditions.
After a pre-heating compared to typical SNF decay-heat, the 30 min lasting fire phase of the thermal test was started. After that, the expected and initiated smoldering began. The results of the large scale test are presented in this poster. Systematic small scale tests will follow to identify the influence of different parameters, e.g. moisture content and scale effects. The tests took place at BAM Test Site for Technical Safety (TTS) with its various possibilities for mechanical and thermal tests. The results of these tests will have direct influence in the safety assessment of transport cask for the transport of radioactive material.

Recent developments in standards and IAEA guidance material for package load attachment points
(2018)
For transport package design and operation according to IAEA regulations, the package shall be securely stowed and its retention system shall be capable to withstand load conditions of routine transport. The supporting IAEA Advisory Material SSG-26 provides information how to do that.
Up to now package designers in different countries use other load factors for the design of attachment points than those specified in the IAEA guidance material. In particular the acceleration values vary between different countries and lead to difficulties during the validation of foreign approval certificates. Therefore the IAEA started a discussion process to review the existing guidance text. An international working group was constituted in 2013. Representatives came from different stakeholders, e.g. transport operators, competent authorities and modal organizations. The discussions concluded especially on the transport conditions which has to be considered for stowage design, including on the one hand the relevance of the load factors used for strength and fatigue analysis and on the other hand the criteria which have to be considered for the attachment points.
Another standard with relevance to the load attachment of packages is ISO 10276. This standard deals with trunnion design, manufacturing and operational aspects. The regular standard revision phase started in 2017. An expert group discussed new state-of-the-art technology and proposed revised text for the ISO standard for international discussion.
The paper describes relevant tie-down aspects, gives background argumentation, and tries to support harmonized application of the revised IAEA guidance material and future ISO 10276 standard.
In practice, checks on dangerous goods transports often detect leaks of powdered dangerous goods from valved bags. In this work, the influence factors of a sudden release of powdery substances from the valves of valved bags were investigated. Drop tests were carried out on paper bags of UN design type 5M2 with internal sleeve valve using two different powdery substances (Esplas H130 and zinc oxide “Rotsiegel”). The internal sleeve valves of all test samples were not sift-proof with respect to both filling substances. For almost all test samples, the Esplas H130 powder already leaked out of pasted joints during manual filling. This is a contradiction to the requirement in UN 6.1.4.18.1, according to which closures and joints of paper bags 5M2 should be sift-proof. In the drop tests, longer valve lengths had a greater sealing effect for both filling substances (for filling degrees of at least 95% and for test samples which had already been mechanically loaded). As an extreme example, at the drop height of 1.20 m and a filling degree of 100%, the released amount of zinc oxide powder from a 10 cm long valve was about 16 times higher than from a valve length of 12.5 cm. The valve length is therefore a safety-relevant parameter and should be specified by the manufacturer. To ensure that only filling goods with similar physical properties in comparison to the test substance are used for valved bags, the user must be informed of the particle size of the test substance.
At the Bundesanstalt für Materialforschung und –prüfung (BAM), within a recent research project, the aging process of composite pressure vessels is investigated in order to be able to give more accurate lifetime predictions in future. All investigations are primarily based on type III pressure vessels consisting of an aluminium tank which is fully wrapped with carbon fibre reinforced plastics. Research is focused on residual stresses which are induced into the pressure vessel during manufacturing process in order to increase high cycle fatigue. However, with increasing lifetime residual stress conditions of type III pressure vessels change. For measuring and monitoring inner stress conditions, the application of a non-destructive measurement method is aspired.
Within this paper, the potential of an experimental modal analysis is tested to determine aging and degradation effects of pressure vessels. Based on this method, information about changes of the residual stresses can be obtained via an analysis of the modal parameters. Realizing this, first a finite element model is used to prove and evaluate potential capability and validity for the application of an experimental modal analysis. Based on this, a test bench is set up and successively optimized in its accuracy and efficiency. The sensitivity of the applied measurement technique is experimentally evaluated via measuring multiple prestress modified pressure vessels. Furthermore, a selection of prestress modified pressure vessels is monitored via the presented method. Finally, experimentally obtained results are interpreted and evaluated with the help of numerically gained finding.
For many sealing applications rubbers are applied due to their special material properties and easy use. In many applications as e.g. in aviation, traffic or process technology the material can be exposed to low temperatures during operation. Therefore, it is important to know the material behaviour at those low temperatures to determine the temperature range that allows a safe operation of the seal.
In this work, we focus on the behaviour of elastomer seals at low temperatures with regard to potential decrease of leak-tightness or catastrophic seal failure of O-ring rubber seals. This is required as material properties of rubbers are strongly temperature dependent but their temperature application range is not always clearly defined.
Based on previous investigations which considered the physical material properties and the seal behaviour under purely static conditions we widen the focus on the sealing performance after a fast partial relief of compressed seals and additional materials.
For the investigations, different typical rubber seal materials were used as e.g. fluorocarbon (FKM), ethylene propylene diene (EPDM) and hydrogenated acrylonitrile-butadiene (HNBR) rubber.
The correlation of the physical material properties with seal performance is studied. This includes as well purely static sealing applications as the performance during/after fast partial relief of seals at low temperatures.

Component and material investigations on metal seals for high level radioactive waste containers
(2018)
In Germany casks for interim storage of spent nuclear fuel and high level radioactive waste are equipped with Helicoflex® metal seals as main sealing barrier of the double lid system. The long-term behaviour of those seals is investigated at Bundesanstalt für Materialforschung und –prüfung (BAM) in order to evaluate the safety function of the containment at different temperatures over storage periods of 40 years or more in case extended interim storage becomes necessary.
Long-term investigations have been done for ageing times of up to 8.5 years at temperatures ranging from room temperature to 150 °C. It was found that the seal force and useable resilience decrease over time, which is mainly caused by creep deformation of the aluminium (or silver) outer jacket of the seals. This effect becomes stronger with increasing temperature.
The ageing processes of the seal material and the overall seal behaviour is under investigation in order to derive analytical descriptions for the long-term seal performance. Thus, standardized tests on the basic seal materials, with focus on aluminium, and additional investigations on the seals as a component are conducted. The current investigations include compression and tension creep measurements as well as tensile testing. Furthermore, ageing of seal segments provides information on the development of the contact area width, jacket thickness and microstructural changes in dependence of time and temperature. The obtained data are used for the development of material models and an analytical approach to describe and predict the time and temperature dependent sealing behaviour in the long-term.
Assessment of Quality Management for Transport Packages not requiring Authority Design Approval
(2018)
The poster presents the german approach for the assessment of quality management systems for transport packages for radioactive material not requiring authority design approval. As legal basis the IAEA regulations, the ADR as well as the GGVSEB are highlighted and examples for these transport packages are given. The GGR 016 is mentioned, main duties and responsibilities as well as the manufacturing and quality surveillance system are described.
Typical transport packages used in Germany are equipped with encapsulated wooden impact limiting devices. We would like to present the current status regarding the development of a Finite Element (FE) material model for the crush of wood for the FE-code LS-DYNA. The crush of is a phenomenon governed by macroscopic fracture. Here, we would like to reproduce fracture and failure mechanisms over the continuous volume. In a first step we altered an existing LS-DYNA material model for foams, which considers an ellipse shaped yield surface. For the use for longitudinal compression of wood, we modified the existing material model to consider the deviatoric strain for the evolution of the yield surface as well. This is in accordance with the results of crush tests with spruce wood specimens, where the crushing deformation was rather deviatoric for uniaxial stress states and rather volumetric for multiaxial stress states We rate the basic idea of this approach to be reasonable, though other problems exist regarding the shape of the yield surface and the assumption of isotropic material properties. Therefore we developed a new transversal isotropic material model with two main directions, which considers different yield curves according to the multiaxiality of the stress state via a multi-surface yield criterion and a non-associated flow rule. The results show the ability to reproduce the basic strength characteristics of spruce wood. Nevertheless, problems with regularization etc. show that additional investigations are necessary.
