Organisationseinheit der BAM
- 3 Gefahrgutumschließungen; Energiespeicher (517) (entfernen)
Die BAM legt als zuständige Behörde die zusätzlichen Prüfanforderungen an die verwendeten Verpackungen/ Großverpackungen nach P 911 und LP 906 fest (Teil A dieser BAM-GGR).
Außerdem kann die BAM gemäß Sondervorschrift 376 davon abweichende alternative Verpackungs- und/oder Beförderungsbedingungen zulassen (Einzelfallfestlegung,Teil B dieser BAM-GGR).
Bei der Auswahl eines Standortes für ein Endlager für hochradioaktive Abfälle (Wärme entwickelnde radioaktive Abfälle und ausgediente Brennelemente) in Deutschland werden auf Grundlage des Standortauswahlgesetzes von 2017 die drei potenziellen Wirtsgesteine Steinsalz, Tonstein und Kristallingestein in Betracht gezogen. Die Auswahl eines konkreten Endlagerstandortes steht dabei in engem Zusammenhang mit den für die jeweiligen Wirtsgesteine geeignet erscheinender Endlagersystemen. Zentraler Bestandteil dieser Endlagersysteme sind die Endlagerbehälter, deren Gestaltung und Auslegung maßgeblich die Randbedingungen für die Transport- und Einlagerungstechnik vorgibt und zudem die Nachweise zur Betriebs- und Langzeitsicherheit entscheidend prägt. Daher ist es für die Behälterentwicklung erforderlich, die an Endlagerbehälter zu stellenden Anforderungen systematisch herzuleiten. Auf dieser Grundlage können anforderungsgerechte Endlagerbehälter zielgerichtet für die jeweils zu untersuchenden Endlagerstandorte in unterschiedlichen Wirtsgesteinen entwickelt werden.
Dieser Beitrag fasst die wesentlichen Ergebnisse des von BAM und BGE TECHNOLOGY GmbH im Zeitraum 2017 bis 2020 bearbeiteten und vom Bundesministerium für Wirtschaft und Energie (BMWi) geförderten Forschungsvorhabens KoBrA zusammen, die in einem Abschlussbericht und vier zugehörigen Teilberichten umfassend dokumentiert sind.
Greenhouse gas emissions caused by human activities remain one of the most important subjects of international discussions. The routine gas flaring has been estimated to be responsible for as much as 1% of global carbon dioxide emission per year. Gas flaring analysis is one of the key-interest subjects in remote sensing community. Some of the existing publications use remote sensing techniques with satellite imagery to derive information about flame temperature and further about to estimate the volume of the flared gas. The often missing element is an in-situ measurement analysis of gas flames, combining signals recorded by a camera on-ground and data on flared gas volume, temperature and gas type. In order to address this problem, an experiment was conducted, in which the gas flame was recorded by thermal cameras on-ground, simultaneously to an aerial survey and the gas flow was measured at the same time on-ground. The measurement setup was designed in cooperation between Institute of Optical Sensor Systems of German Aerospace Center (DLR) and German Federal Institute for Materials Research and Testing (BAM). Cameras recording in thermal and mid-wave IR wavelengths were used to record the burning gas on-ground and from the aerial survey. All the measurements have been compared and statistically analysed with respect to the recorded temperature. The purpose of the examination was to describe the signal changes in thermal imagery with respect to changes in energy, emitted by the burning process. This approach will allow for later calculation of the amount of energy in form of thermal radiation sent from the flame to the satellite.
BAM is the German Federal Institute for Materials Research and Testing and the competent authority for mechanical and thermal safety assessment of transport packages for spent fuel and high level waste. In context with safety assessment of RAM packages BAM performed numerous drop tests in the last decades. The tests were mostly accompanied by extensive and various measurement techniques especially by instrumented measurements with strain gages and accelerometers.
The procedure of drop testing and the resulting measurement analysis are the main methods to evaluate the safety against mechanical test conditions. Measurement techniques are dedicated to answer questions in regard to the structural integrity of a RAM package, the mechanical behaviour of the prototype as well as of its content under impact conditions.
Test results like deceleration-time functions constitute a main basis for the validation of assumptions in the safety analysis and for the evaluation of numerical calculations. In this context the adequate selection of accelerometers and measurement systems for the performance of drop tests is important. Therefore it is not only necessary to find suitable positions for the accelerometers at the test specimens, but also to consider technical boundary conditions as e.g. temperature. Accelerometers are widely used for the measuring of motion i.e. velocity or the displacement of the rigid cask body, vibration and shock events.
Acceleration measurements as well as their analysis are often very complex and extensive also because they are in turn embedded in complex drop test experiments having to consider difficult boundary conditions as for example very low specimen temperatures, large drop heights and sophisticated drop orientations of the specimen. In every case special instruments and adequate technical equipment is required to accelerations under these and transient shock conditions which are characterized in our case by impact times in the range of a few milliseconds up to perhaps 100 Milliseconds naturally depending on container design and drop test conditions as drop height and target.
The paper gives an overview of drop tests under kinematic aspects performed with RAM packages. Furthermore, experimental advancements of accelerometer instrumentation within drop testing, e.g. the characteristics and possibilities of accelerometers, behavior of accelerometers and various influence factors are shown.
At BAM, which is a federal institute for materials research and testing in Germany, it is one of our tasks to evaluate the safety of casks designed for transport and/or storage of radioactive material. This includes assessment of elastomeric seals applied in the casks. Besides examining the low-temperature behaviour and irradiation effects of elastomeric seals, it is our goal to estimate the service lifetime of the seals with regard to the requirements for long-term safety (40 years and more) of the containers. Therefore, we started an accelerated ageing programme with selected rubbers often used for seals (HNBR, EPDM and FKM) which are aged at four different temperatures (75 °C, 100 °C, 125 °C and 150 °C) up to five years. In order to assess sealability, O-rings were aged in compression by 25 % (corresponding to the compression during service) between plates as well as in flanges that allow leakage rate measurements. For comparison, uncompressed O-rings were aged as well. Further methods characterising seal performance are compression stress relaxation (CSR) reflecting the loss of sealing force of a compressed seal over time, and compression set (CS) which represents the recovery behaviour of a seal after release from compression. Additionally, material properties such as hardness, elastic modulus, glass transition temperature and viscoelastic loss factor as well as relaxation and recovery behaviour are examined in order to understand the underlying ageing mechanisms in each material. For obtaining results closely related to practical conditions, O-rings with a full-scale cord diameter of 10 mm were aged. However, this set-up can lead to heterogeneous aging caused by diffusion-limited oxidation (DLO) effects, resulting in distorted bulk properties such as compression stress relaxation and compression set. However, if DLO-affected data is excluded, extrapolations of CS data are possible using time-temperature shifts and Arrhenius graphs.
For selecting an appropriate end-of-lifetime criterion, leakage rate measurements were performed, since leakage rate is the only characteristic directly correlated to the performance of the sealing system. A significant increase in leakage rate was considered as the end of the lifetime. However, the O-rings remained leak tight under static conditions and even exhibited an improved, i.e. decreased leakage rate while other properties already indicated strong deterioration. These tests were extended by seal tests with fast partial decompression.
Overall an update will be given on the current investigations and results and the planned activities.
The interest in hydrogen-based green energy is increasing worldwide, and the same is true for hydrogen-powered vehicles. Among the possible solutions to store hydrogen in such vehicles, cryogenic tanks equipped with multi-layer insulation (MLI) are the most promising to increase the amount of energy stored per unit volume. However, MLI is affected by severe deterioration when exposed to an external source of heat such as a fire following a car accident, leaving the tank unprotected and leading to failure in a relatively short time. In this work, a one-dimensional model to evaluate MLI thermal degradation when a liquid hydrogen tank is exposed to fire is presented. The relevance of taking MLI degradation into account when simulating the pressure increase due to external fire exposure is here demonstrated through the analysis of several case studies. The results show that MLI systems performance depletes within a few minutes of exposure to hydrocarbon poolfire.
Hydrogenated nitrile butadiene rubber (HNBR) elastomer was thermo-oxidatively aged at different temperatures up to 150°C. Fourier transform infrared spectroscopy (FTIR), compression stress relaxation (CSR) and IRHD microhardness were used to characterise the chemo-mechanical changes of HNBR O-rings during thermo-oxidative ageing. FTIR shows the development of carbonyl, methyl and ester groups but the nitrile content was not affected by ageing. The effect of sample geometry during CSR was investigated. CSR data were converted through integrated kinetic laws. The conversion has proven its sensibility to detect heterogeneous ageing. This was confirmed by the IRHD measurements across the section of O-rings. Oxidation profiles were determined by applying the model of Wise et al. to the IRHD experimental results.
Derzeit existieren für Gefahrgutverpackungen in den internationalen Gefahrgutvorschriften keine Festlegungen für quantitative Grenzleckageraten, die sich an Sicherheitsbetrachtungen während der Beförderung orientieren. Für die Dichtheitsprüfung im Rahmen der Bauartzulassung von Gefahrgutverpackungen für flüssige Füllgüter ist das Standardprüfverfahren das Eintauchverfahren in Wasser („Bubble Test“). Hierbei handelt es sich um ein lokalisierendes Prüfverfahren. Seine Anwendung lässt keine quantitative Aussage darüber zu, ob unter Beförderungsbedingungen aufgrund von strömungsbedingter Stofffreisetzung durch Leckstellen der Gefahrgutverpackungen die Gefahr der Bildung einer explosionsfähigen Atmosphäre besteht. Ziel der vorliegenden Untersuchungen ist daher, zunächst quantitative Dichtheitsanforderungen an Gefahrgutverpackungen im Hinblick
auf die Entstehung explosionsfähiger Dampf-Luft-Gemische während des
Transports zu entwickeln. Im Anschluss werden strömungsbedingte Leckageraten der Verschlüsse verschiedener Bauarten von Gefahrgutverpackungen gemessen. Der Vergleich der Messwerte mit den berechneten Grenzwerten ermöglicht die Einschätzung hinsichtlich der Bildung einer explosionsfähigen Atmosphäre. Dieser quantitative Ansatz zur Beurteilung der Dichtheit ist für Gefahrgutverpackungen derzeit noch nicht etabliert.
Die quantitative Leckageratenmessung der Gefahrgutverpackungen wird mit dem Überdruckverfahren mit Ansammlung (Akkumulationsverfahren) unter Verwendung von Helium als Prüfgas vorgenommen. Zusätzlich erfolgt die Detektion weiterer potentieller Leckstellen außerhalb des Verschlussbereiches mit dem Schnüffelverfahren. Bei allen untersuchten Bauarten, mit Ausnahme des 6 L-Feinstblechkanisters, ist der Verschluss die einzige systematische Leckstelle der Verpackung. Die Messung der Helium-Leckageraten und der anschließende Vergleich mit den berechneten Helium-Grenzleckageraten zeigt, dass folgende Bauarten hinsichtlich des Erreichens der unteren Explosionsgrenze (UEG) durch eine Leckageströmung als kritisch einzuschätzen sind: Kunststoffverpackungen mit Schraubverschlüssen mit Flachdichtung, wenn bei diesen bestimmte Schädigungsmuster im Verschlussbereich vorliegen; Feinstblechkanister, da bei ihnen nicht nur der Verschlussbereich eine Leckstelle darstellt; Kunststoffverpackungen mit Schraubverschlüssen mit Flachdichtung, wenn diese auch für Füllgüter der Verpackungsgruppe I zugelassen sind. Als Konsequenz sollten bei diesen kritischen Bauarten entweder Modifikationen in Bezug auf die Verpackung selbst oder auf die Transportbedingungen im Frachtcontainer vorgenommen werden.
As a result of the vehicle – infrastructure interaction, both systems deteriorate. The development of performance measures about such effects, is critical to find ways to mitigate these systems deterioration. We propose an energy approach to such an assessment: The transient energy stored in the pavement. The transient strain energy stored in the vehicle suspension.
Sicherheitskonzepte werden für die verschiedenen Szenarien für Lithiumakkus benötigt: Vor allem für den Bereich der Lagerung gibt es im Moment nur wenige Vorgaben. Im Vortrag werden verschiedene Brandschutzkonzepte vorgestellt. Für die Lagerung werden Empfehlungen ausgesprochen, die teilweise an die Vorgaben der Transportvorschriften anknüpfen.
Der Vortrag illustriert den Stand und die Herausforderungen im Rahmen der Behälter-Bauartprüfungen für das Endlager Konrad. Ausgehend von den Grundlagen der Bauartprüfung und die aktuelle Situation bei den Antragsverfahren werden die fachlichen Begutachtungsschwerpunkte sowie Maßnahmen zur Optimierung Prozess- und Verfahrenssteuerung erläutert.

Additionally, compression set (CS), which represents the recovery behaviour of a seal after release from compression, is measured. For obtaining results closely related to practical conditions, O-rings with a full-scale cord diameter of 10 mm were aged. However, this set-up can lead to heterogeneous ageing caused by diffusion-limited oxidation (DLO) effects especially for HNBR, resulting in distorted bulk properties such as compression set. However, if DLO-affected data is excluded, extrapolations of CS data are possible using time-temperature shifts.

A significant increase in leakage rate was considered as the end of the lifetime. However, the O-rings remained leak tight under static conditions even though material properties had already degraded strongly. For this reason, a modified, more demanding leakage test involving a fast small decompression of the seal was developed that allowed determining a more conservative end-of-lifetime criterion with a safety margin for EPDM seals. FKM, which is a very heat and oxidation resistant material, exhibited only little degradation, even though it had the smallest activation energy.
Aging of elastomer O-rings and PE neutron shielding materials for radioactive waste containers

Our institution BAM in Berlin, Germany is concerned with research and testing of materials in the context of safety in chemistry and technology. Our working group is involved in the licensing procedures of casks for radioactive waste. Besides, we’re doing research on aging and lifetime prediction of elastomer O-rings and investigate degradation and thermal expansion of PE neutron shielding materials.
In this work we present results for three typical sealing materials (EPDM, HNBR, FKM) after up to 100 days ageing at high temperature under hydrogen. To allow for a better evaluation of the occurring changes the results are compared with effects of ageing in air on the material properties. Despite the common assumption that ageing under hydrogen atmosphere is expected to be less severe for the material in com-parison to air ageing, this is not seen for every material.
The consideration of ageing mechanisms is with integration into the IAEA-requirements now obligatory for the design of transport packages. For packages intended to be used for shipment after storage the consideration of the effects of ageing mechanisms during storage in safety analyses and the implementation of corresponding instructions for operation and maintenance are required. Therefore, these packages have been maintained during storage in a manner that all requirements specified in the IAEA-requirements and in the applicable certificates of approval have been fulfilled.
BAM is the competent authority in Germany for evaluating the thermal and mechanical design of packages for the transport of radioactive materials. In this context, BAM also evaluates the aging mechanisms and aging effects occurring during the long-term storage period of such transport packages. BAM has developed a guideline for the implementation of ageing assessment and of the measures for ageing management into the approval procedure based on IAEA-requirements.
The goal of the presented paper is to introduce this guideline and the general approach for ageing management requirements and to describe the application to a specific package design. The type and amount of the ageing management not only depend on the use of the packaging, but also on the accessibility of the components that are considered in the ageing assessment. The different operating phases of a packaging are considered for the ageing assessment, such as loading, interim storage or transport.
The implementation of measures for ageing management is divided into three levels – systemic measures, package design related measures and documentation. The systemic measures are attributed to the general management system and define the whole activities for organization of ageing management like structure, responsibilities, documentation, reports and evaluation. The package design related measures are defined in an ageing management plan (AMP). Therefore, an ageing surveillance program (ASP) and, if necessary, a gap analysis program has to be developed. The ageing management documentation (AMD) ensures the continuous documentation of the compliance of a specific package to the approved package design, comprising mainly records resulting from operation and surveillance.
In this presentation, the history and actual situation of the German nuclear waste management policy of spent fuel (SF) and high-level waste (HLW) is reported. Beside the description of the restructuration of responsible authorities and organizations in Germany, the principle of dry interim storage of SF and HLW in dual purpose casks is explained. The need for extended interim storage towards disposal implicates additional challenges for the nuclear waste management strategy in Germany. (Extended)interim storage, subsequent transportation, and final disposal are closely linked. Integrated approaches concerning waste package designs and operations are supposed to be beneficial for the establishment of efficient long-term SF and HLW management strategies. Knowledge management and staff recruiting, education and training during phase out and beyond nuclear power plant operation are major issues.
