Introduction and Necessity of the Investigation
The IAEA regulations for the safe transport of radioactive material (IAEA SSR-6) define the safety requirements for different package types and consider different transport conditions. The accident conditions of transport specify different mechanical and thermal tests based on investigations of real accident scenarios.
Considering the rapid development of new boundary conditions of transport such as electric mobility and the use of hydrogen as energy source for trucks and other kind of vehicles, potential effects of battery and hydrogen fires in transport accidents should be investigated. The aim is to evaluate the existing test requirements developed and derived decades ago, whether they are covering the current transport situation.
This concept paper will briefly present the reasons for detailed investigations as bases for a coordinated research project under the roof of the IAEA.
Depending on the specific plastic’s ageing sensitivities, the durations which plastic components remain in the environment can be very long. As, in the past, the advantages in ageing resistance and durability were highly evaluated, we now face the problem of quite stable plastic waste within the environment.
However, there is only little knowledge on the real timescales until macroscopic fragmentation for the different kinds of plastic under various environmental conditions.
Here, weathering methods are presented, which have been used for the failure prediction in specific outdoor conditions. Issues of uncertainty, reproducibility, or validation are discussed.
For the prediction of the plastic’s fragmentation, much longer time scales have to be considered. To do this within a limited project life span, various processes as well as their acceleration potential have to be evaluated separately, such as temperature increase or spectral shift.
The possibilities and limitations of such controlled acceleration will be discussed.
Transport containers with radioactive material are usually shipped in Germany with wooden-filled impact limiters. Alternative energy-absorbing materials for this purpose can be polyurethane foam, for example. In order to perform adequate simulations with PU foam, experimental and numerical investigations must be carried out. With the help of a series of experimental test runs, a material model is developed, tested and compared in LS-Dyna.
Transport containers with radioactive material are usually shipped in Germany with wooden-filled impact limiters. Alternative energy-absorbing materials for this purpose can be polyurethane foam, for example. In order to adequately determine the characteristics for a selected PU foam, various experimental investigations must be carried out. Classically, PU foam specimens are tested under uniaxial compression, confined compression and a tensile test. Using the experimental data and selected material models from the literature, the parameters can be determined to describe and apply material models.
During dynamic processes, a certain range of strain rates is often observed along loaded structures and components. For precise numerical simulations, it is necessary to determine rate-dependent properties in dynamic tests and to describe the material behavior correctly within an appropriate domain of strain rates including adiabatic heating effects at higher strain rates, typically higher than 10 1/s. In principle, numerical simulations are compared to experimental results to verify the applied material models. For dynamic tensile tests considering ductile materials and large plastic deformation beyond uniform elongation, it is challenging to obtain comparable results due to plastic instability and necking of the specimen, e.g..
Based on the strain gradient in a general tensile specimen, a theoretical criterion was derived describing the plastic instability in rate-dependent materials under isothermal conditions in. It was applied to different multiplicative and additive constitutive relations and the analytical onset of necking was compared to results from numerical calculations of quasi-static and dynamic tensile tests. The simulations of a sheet-metal specimen with rectangular cross-section were carried out using the Finite Element Method and it was found that the numerical calculated and the theoretical predicted onset of plastic instability agree very good. The analytical criterion for instability holds even for specimens without geometrical or material imperfections and confirms that the onset of plastic instability must be considered a material characteristic.
However, real dynamic problems with higher strain rates are not isothermal, the heat generated by plastic work is not dissipated to the surrounding and the temperature of the material increases significantly. Adiabatic heating and thermal softening must be considered within the constitutive relations of rate-dependent materials and the discussion of plastic instability. In this paper, an enhanced and more generalized approach for the description of the condition for stability is discussed and applied to phenomenological as well as more physical constitutive relations from the literature. This allows an individual assessment of the accuracy and verification of rate-dependent material models with respect to plastic instability.
THz and mid IR spectroscopy of high-molecular PE (HMW) and ultra high-molecular PE (UHMW) reveals modifications of the molecular structure. Characteristic absorption bands are changed if the two materials are exposed by γ-Co60 radiation up to 600 kGy and subsequently stored at an annealing temperature of 398 K until for 729 days. UHMW-PE and HMW-PE behave differently during the ageing process because of their molecular weight and inherent structure distinctions. The spectroscopic data offer characteristic absorption bands, which have been used to describe the complete ageing process in more detail. For instance, the integral absorption in the B1u THz-region can be used to describe quantitatively the reduction of crystallinity. The formation of trans vinylene unsaturation and the decay of vinyl during ageing can be observed in detail in the mid IR range.
A new dual purpose cask design was developed for the safe transport and interim storage of spent fuel elements of German research reactors. In the framework of the safety assessment within the licensing procedure the Bundesanstalt für Materialforschung und –prüfung (BAM) as competent authority performed a series of drop tests according to the IAEA-Regulations. The package consists of a cylindrical thick-walled ductile cast iron cask body closed by a double lid system with metallic seals. A lid and bottom sided impact limiter consisting of a wood/steel construction limit the mechanical impact loading. The full-scale test specimen was equipped with a basket and assembled with dummy-fuel elements. The package and test specimen, respectively have a total mass of approximately 24 metric tons.
The mechanical test program included three 9m free drop tests, in horizontal, vertical and oblique cask orientation onto the lid system. Additionally, a 1m-puncture drop test followed the horizontal drop test to consider an IAEA-test sequence. The horizontal and vertical drop tests were performed at a temperature of minus 40°C. During the oblique drop test the upper impact limiter was heated to +80°C. The tests were conducted onto an unyielding target, fulfilling the requirements of the IAEA regulations.
The test specimen was considerably instrumented with strain gauges and accelerometers. Transient strains at selected locations of the inner and outer container walls, of the primary and secondary lid, as well as of the corresponding lid bolts were measured during the drop tests. Furthermore, decelerations in different locations at the cask body and the lids were measured. The complex geometrical deformation of the impact limiters due to the impact were determined by optical 3d- measurements using the projected fringe method in combination with multi-image photogrammetry. Before and after the drop tests the leakage rate of the lid system was determined by helium leakage testing.
The experimental results contribute to the evaluation of the package response to mechanical tests, demonstrating safety under normal and accident conditions of transport. Especially to the verification of the dynamic finiteelement model of the package used in the package design safety report. The paper describes the performance of the drop tests, selected test results focusing on the lid screws and the cask body and the deformation of the impact limiters as well as impact kinematics, respectively.

During an extensive test programme at the Bundesanstalt für Materialforschung und prüfung, material property changes of EPDM O-rings were investigated at different ageing times and an ageing temperature of 125 °C. To exclude possible diffusion limited oxidation (DLO) effects that can distort the data, IRHD micro hardness measurements were performed over the cross-section of compressed O-rings. Continuous stress relaxation measurements were conducted on samples free of DLO effects. The additional effect of physical processes to irreversible chemical ones during a long-term thermal exposure is quantified by the analysis of compression set measurements under various test conditions. By combining the different experimental methods, characteristic times relative to the degradation processes were determined. On the basis of experimental data, a microphysically motivated model that takes into account reversible and irreversible processes was developed. The parameter identification strategy of the material model is based on our experimental investigations on homogeneously aged elastomer O-rings. The simulated results are in good agreement with the experiments.
Overview of ongoing research and future prospects on polyethylene neutron shielding materials at BAM

The extension of the interim storage period of radioactive waste before disposal will cause additional challenges for the nuclear waste management in Germany, so that an extensive knowledge of the long-term performance of casks, including their components and inventories, will be required for future extended storage licenses.
Ultra-high and high molecular weight polyethylenes ((U)HMW-PE) are used for neutron shielding purposes in casks for storage and transport of spent fuel and high-level waste due to their extremely high hydrogen content. During their service life of several decades as cask components, the PE materials are exposed to neutron and gamma radiation from the radioactive inventory of the casks, mechanical assembling stresses and temperature. All these combined effects affect the material properties of such components which in turn may be crucial for some possible accident scenarios.
At the Bundesanstalt für Materialforschung und -prüfung (BAM), the effects of high temperature exposure in combination with subsequent or previous irradiation were investigated with a comprehensive aging program including thermal aging at 125 °C for different aging periods up to 5 years and irradiation with doses ranging from 50 to 600 kGy.
This contribution provides an overview of the ongoing research related to the structural changes of (U)HMW-PE induced by gamma irradiation and high temperature exposure and focuses on current research perspectives at BAM with regard to the prediction of the dynamic behavior of the material during extended interim storage in case of an accident scenario. First results of the coupled effect of temperature, radiation and mechanical loading will be presented. The effect of microstructural changes induced by gamma irradiation and high temperature on the mechanical behavior of (U)HMW-PE will be assessed.
At the Bundesanstalt für Materialforschung und -prüfung (BAM) in Division 3.4 Safety of Storage Containers, one of our tasks is to evaluate the safety of containers designed for disposal of low and intermediate radioactive waste. As such containers might be transported before and stored until disposal, safe enclosure of the radioactive inventory is important for this time span.
Elastomer O-rings are widely used as barrier seals in these containers. Thus, as for many other applications, an understanding of the practical effects of ageing degradation on elastomer seals during long-term exposure is mandatory for predicting the lifetime of such components. According to a long-term test programme on three kinds of rubbers (EPDM and FKM (relevant for application), HNBR (for comparison)), over several years we have studied the degradation and the change of mechanical properties (e.g. hardness, strain at break) at four different ageing temperatures (75 °C, 100 °C, 125 °C and 150 °C) as well as the change of sealing properties. Continuous and intermittent compression stress relaxation (CSR) measurements were performed in order to investigate the respective contribution of crosslinking and chain scission to the observed degradation effects. Thus, the degradation kinetics and mechanisms could be resolved more clearly. For assessing the seal performance, compression set (CS) and leakage rate measurements were conducted. The experimental results showed that the O-rings remained leak-tight under purely static conditions even when CSR, CS and mechanical properties already indicated far advanced degradation. For this reason, a modified leakage test involving a small and rapid partial decompression of the seal was developed that enabled determining an end-of-lifetime criterion for O-rings with a safety margin for thermal shrinkage and vibrations.
The investigation of the long-term performance of sealing systems employed in containers for radioactive waste and spent nuclear fuel is one research focus area for division 3.4 “Safety of Storage Containers” at the Bundesanstalt für Materialforschung und -prüfung. The behaviour of metallic seals, which are employed in interim storage casks for used fuel and high active waste, over time is of high importance for ensuring safe enclosure. Therefore, investigations on these systems were started at BAM to get a general understanding of the relevant processes. Our investigations comprise investigations on different parameters which influence the seal performance and the main part is focussed on the time and temperature dependent behaviour.
In this contribution an overview of the performed tests and their respective results will be given. A focus will lie on a comparison between seals with large torus diameter in comparison to small diameters.
Our aim is to understand the long-term behaviour of the sealing systems for evaluation of their performance during possible extended interim storage and subsequent transportation.
Outcomes of Three Large-Scale Fire Reference Tests Conducted in Propane Gas Fire Test Facility

Packages for the transport of high-level radioactive material are designed to withstand severe accidents. Hypothetical severe accident conditions are defined in the IAEA Regulations for the Safe Transport of Radioactive Materials. One of these accident conditions is the thermal test, mainly consisting of a 30 minute fully engulfing 800°C pool fire or an equally severe fire test. The heat fluxes into the package depend substantially on the fire characteristics and the surface temperature of the package. Fire tests can be performed at BAM on a propane gas fire test facility. In order to investigate the heat fluxes over a wide range of surface temperatures in this test facility a fire reference package was designed for multiple use. The package represented the outer geometry of a specific transport cask for radioactive waste. The fire reference package is a closed steel sheet cylinder with a wall thickness of 10 mm, a length of 1500 mm and a diameter of 1050 mm. The package was instrumented with thermocouples and filled with heat resistant insulation material. Three open-air fire tests were performed in the BAM propane gas fire test facility. The flames exposure time period varied slightly for the fire tests. The wind direction as well as the wind speed were measured and changed between and during the tests. The locally measured fire reference package steel sheet temperatures were used for the calculation of heat fluxes as function of time and surface temperature. The measured temperatures allowed further calculations. In a first approach effective fire characteristics of the propane gas fire, including the flame temperature, the fire convection coefficient and a radiation exchange coefficient mathematically describing the determined average heat flux over the surface temperature were calculated.
Packages for the transport of high-level radioactive material are designed to withstand severe accidents. Hypothetical severe accident conditions are defined in the IAEA Regulations for the Safe Transport of Radioactive Materials.
One of these accident conditions is the thermal test, mainly consisting of a 30 minute fully engulfing 800°C pool fire or an equally severe fire test. The heat fluxes into the package depend substantially on the fire characteristics and the Surface temperature of the package.
Fire tests can be performed at BAM on a propane gas fire test facility. In order to investigate the heat fluxes over a wide range of surface temperatures in this test facility a fire reference package was designed for multiple use. The package represented the outer geometry of a specific transport cask for radioactive waste. The fire reference package is a closed steel sheet cylinder with a wall thickness of 10 mm, a length of 1500 mm and a diameter of 1050 mm. The package was instrumented with thermocouples and filled with heat resistant insulation material.
Three open-air fire tests were performed in the BAM propane gas fire test facility. The flames exposure time period varied slightly for the fire tests. The wind direction as well as the wind Speed were measured and changed between and during the tests. We are interested in accidental fire impingement of HazMat pressure vessels. Want to develop improved models for predicting time to failure or empty (if PRV present). We are still trying to properly predict pressurization and time to first PRV activation due to liquid temperature stratification for a range of fire scenarios (Full and partial engulfing pool fire, jet fires, with roll over, with TP defects, etc.)
The presentation explains the term “safety” in a broader sense and leads to the need for a more risk-based understanding of safety. Based on this, the Monte Carlo simulation is used to show where the weak points of the ECE R 134 are and in which direction the GTR 13 could be optimized during the currently running phase 2. For this purpose, it is helpful to improve the currently operated tool for Monte Carlo simulation, for which BAM introduced the research idea “MoCaSiB”.
Packages for the transport and storage of radioactive materials are often sealed with elastomer or metal seals. These seals are basic components to meet the leak tightness criteria for these kind of packages. An overview over ongoing research and development concerning metal and elastomer seals is given in the presentation. Introductions in the fundamental functionality of elastomer and metal seals are presented. Ageing processes are shown for both components regarding to different ageing effects.

The presentation provides an update on the German nuclear waste management policy towards final disposal and related reasearch at BAM. Topics include long term investigations of metal seals, investigations of fuel cladding failure mechanisms, and the development of requirements and concepts for high level radioactive waste and spent fuel disposal containers.
