Testing of hazardous materials and evaluating their hazardous properties concerning transport, handling or use is essential for the prevention of incidents. For this purpose, test methods have been developed and published that are used worldwide today (European Union, 2008, United Nations, 2019). For the evaluation of test results their correct measurement is of importance. On basis of the interlaboratory tests carried out by BAM and PTB within the framework of the CEQAT-DGHS in the last years, it is shown that there is a need for improvement in all the test methods examined so far. In addition to the interlaboratory tests further quality measures are mandatory (ISO, 2017). For example, methods for verifying the test equipment used in the laboratories should be developed.
The development of a verification method is demonstrated using the test method UN Test N.5 as an example. This test method is used to evaluate substances which in contact with water emit flammable gases. The basic principle of the verification method is demonstrated by Lüth et al. (2019). Requirements and difficulties during this development are discussed.
This test procedure UN Test N.5 has now been modified at BAM so that it is possible to measure very small or large amounts of both flammable and/or toxic gases over a long period of time in a validated and verified test apparatus, utilizing the principle of a gas collector. This allows us to determine slow as well as fast gas evolution rates. The determination of the evolution rates (e.g. total gas amount or flow rate) of toxic gases is of special interest because of the ongoing discussion how to evaluate and quantify toxic gases which are formed from a substance due to contact with water. Up today no validated test procedure for the measurement of evolution rates for toxic gases is described. It is shown that the newly modified test method could help to solve this problem.
Over decades, the German Federal Institute for Materials Research and Testing (BAM) has established a sophisticated calibration laboratory for force, temperature and electrical quantities. Since more than 15 years it is accredited, currently by the national accreditation body (DAkkS), and offers its service also to external entities on a global scale. As a public provider, we are furthermore committed to research and development activities that demand measurements with highest quality and low level of uncertainties. Two R&D examples are highlighted within this contribution.
Detektion korrosionsaktiver Bereiche an Brückenbauwerken aus Stahlbeton mittels Potentialfeldmessung
(2020)
In the last three decades, the vibrations of many floors and bridges have been measured. The contribution shows some evaluation methods, experimental results and some modelling and theoretical results. Simple evaluation methods have been developed for single and coupled floors. Two coupled beams have been measured in good agreement with the theory. A more complex coupling model has been found for a large wooden floor in a castle consisting of six floor bays which correlates well with the measurements. Damaged and intact poles have been tested by their natural frequencies and damping values, and a fair correlation between the degree of damage and the shift of the frequency. Road bridges have been analysed in detail and some examples are presented. Railway bridges and trains are studied for resonant excitation. The risk of resonance can be estimated in frequency domain by using axle-sequence spectra of the train and the natural frequencies of the bridge. A measurement example shows the amplification, but even stronger the cancellation of the subsequent axle responses. Several high-speed trains and freight trains have been analysed for their potential resonance amplification.
The passage of the train is dominated by the impulses of the static axle loads. The response of the regular homogeneous and irregular soils has been calculated by the finite-element method in frequency domain. The superposition of the impulse responses yields the quasi-static component of the ground vibration which is restricted to very low frequencies and to the close near-field of the track. In case of an irregular soil or ballast of which the stiffness varies randomly in space, a mid-frequency ground vibration component is generated by the scattering of the axle impulses. Measurements will be shown which prove the existence of the mid-frequency ground vibration component and the unique explanation by the scattered axle impulses: many international measurements with a raised mid-frequency component, axle-box measurements with a too low mid-frequency dynamic load, amplitude-speed dependencies which are incompatible with irregularity-induced dynamic loads, and ground vibration reductions due to stiff track elements.
Packages for the transport of high-level radioactive material are designed to withstand severe accidents. Hypothetical severe accident conditions are defined in the IAEA Regulations for the Safe Transport of Radioactive Materials.
One of these accident conditions is the thermal test, mainly consisting of a 30 minute fully engulfing 800°C pool fire or an equally severe fire test. The heat fluxes into the package depend substantially on the fire characteristics and the Surface temperature of the package.
Fire tests can be performed at BAM on a propane gas fire test facility. In order to investigate the heat fluxes over a wide range of surface temperatures in this test facility a fire reference package was designed for multiple use. The package represented the outer geometry of a specific transport cask for radioactive waste. The fire reference package is a closed steel sheet cylinder with a wall thickness of 10 mm, a length of 1500 mm and a diameter of 1050 mm. The package was instrumented with thermocouples and filled with heat resistant insulation material.
Three open-air fire tests were performed in the BAM propane gas fire test facility. The flames exposure time period varied slightly for the fire tests. The wind direction as well as the wind Speed were measured and changed between and during the tests. Test stand parameters such as wind shield location and propane gas volume flow were chosen constant for the three tests. The locally measured fire reference package steel sheet temperatures were used for the calculation of heat fluxes as function of time and surface temperature. The measured temperatures allowed further calculations. In a first approach effective fire characteristics of the propane gas fire, including the flame temperature, the fire convection coefficient and a Radiation exchange coefficient mathematically describing the determined average heat flux over the surface temperature were calculated.
For disposal of the research reactor of the Technical University Munich FRM II a new transport and storage cask design was under approval assessment by the German authorities on the basis of International Atomic Energy Agency (IAEA) requirements. The cask body is made of ductile cast iron and closed by two bolted lid systems with metal seals. The material of the lids is stainless steel. On each end of the cask the wood-filled impact limiters are installed to reduce impact loads to the cask under drop test conditions. In the cavity of the cask a basket for five spent fuel elements is arranged.
This design has been assessed by the Bundesanstalt für Materialforschung und -prüfung (BAM) in view to the mechanical and thermal safety analyses, the activity release approaches, and subjects of quality assurance and surveillance for manufacturing and operation of the package.
For the mechanical safety analyses of the package a combination of experimental testing and analytical/numerical calculations were applied. In total, four drop tests were carried out at the BAM large drop test facility. Two tests were carried out as a full IAEA drop test sequence consisting of a 9m drop test onto an unyielding target and a 1m puncture bar drop test. The other two drop tests were performed as single 9m drop tests and completed by additional analyses for considering the effects of an IAEA drop test sequence.
The main objectives of the drop tests were the investigation of the integrity of the package and its safety against release of radioactive material as well as the test of the fastening system of the impact limiters. Furthermore, the acceleration and strain signals measured during the tests were used for the verification of finite-element (FE) models applied in the safety analysis of the package design.
Immunanalytische Bestimmung von β-Lactam-Antibiotika und deren Hydrolyseprodukten im Trinkwasser
(2020)
In accordance with the IAEA transport regulations Special Form Radioactive Material (SFRM) is either an indispersible solid radioactive material or a sealed capsule containing radioactive material.
The design of special form radioactive material has to resist a severe transport accident without undue loss or dispersal of radioactive material. The safety assessment for design approval shall include besides the required test program (impact, percussion, bending and heat test) also the evaluation of the management system for design, manufacture, testing, documentation, use, maintenance and inspection. The specified quality assurance measures have to assure, that every specimen of the approved design is produced in the same verified quality and every specimen must be able to survive the severe mechanical and thermal tests at any time of its working life.
Due to the long-term use of SFRM the consideration of ageing is an important aspect in the approval procedure by BAM, the competent authority for SFRM approval in Germany. Different fields of application imply a wide range of environmental conditions, from clean room atmosphere to highly aggressive industrial conditions. So, besides of radioactive content, corrosion is a main factor for possible design degradation.
This paper will describe major influencing factors to be taken into account to assess the ageing behavior of a SFRM design and will emphasize that there is a need for a regulatory specification of a SFRM-working life as basis for the aging evaluations.
In the wake of digitalization, organizations are increasingly exposed to risks associated with security breaches and must take measures to preserve the confidentiality, integrity, and availability of information, and to ensure business continuity. The international standard ISO/IEC 27001 assists organizations in setting up, maintaining and continuously improving their information security management systems. However, despite high growth rates, its international diffusion rates are quite heterogeneous. This paper explores why the diffusion of the international management system standard ISO/IEC 27001 differs across countries. We classify the adoption of ISO/IEC 27001 as a ‘preventive organizational innovation’ and draw from diffusion studies of other management system standards and information security research to develop a set of hypotheses. These relate to the impact of cultural dimensions and national ICT development. We use a negative binomial regression model with panel data covering 57 countries over a 12-year period from 2006 to 2017 to test our hypotheses. We find that the cultural dimensions future orientation, power distance, and institutional collectivism as well as high ICT development are driving factors for the diffusion of ISO/IEC 27001. We derive policy recommendations and avenues for future research.
Using spatial and temporal shaping of laser-induced diffuse thermal wave fields in thermography
(2020)
The diffuse nature of thermal waves is a fun-damental limitation in thermographic nonde-structive testing. In our studies we investigated different approaches by shaping the thermal wave fields which result from heating. We have used high-power laser sources to heat metallic samples. Using these spatial and temporal shaping techniques leads to a higher detection sensitivity in our measurements with the infra-red camera. In this contribution we show our implementation of shaping laser-induced diffuse thermal wave fields and the effect on the defect reconstruction quality.
In this work we focus on our most recent studies to super resolution (SR) laser thermography. The goal of SR nondestructive testing methods is to facilitate the separation of closely spaced defects. We explain how to combine laser scanning with SR techniques. It can be shown that stepwise as well as continuous scanning techniques are applicable. Finally, we discuss the effect of experimental parameters and im-age processing techniques to find the optimal SR technique which leads to the highest reconstruction quality within laser thermography.
EI‐GEO is a multinational research project (Germany, Latvia, Russia) funded under the ERA.Net RUS Plus Call 2017. Aim of the project is the investigation whether geosynthetics in hydraulic engineering applications could be a source of microplastics (MPs) and other contaminants to the aquatic environment causing negative effects to aquatic organisms.
Whereas the behavior of geosynthetics in landfill engineering is well studied and documented since decades, little is known on application in applications such as coastal protection or ballast layers for wind energy plants. However, due to the rapid expansion of offshore wind energy, rising water levels and more extreme weather conditions as a result of climate change more and more hydraulic engineering projects will be realized in the future.
Applied methods are artificial ageing of geosynthetics in environmental simulation chambers, storage of samples under environmental condition for comparison with laboratory simulation, sample characterization by microscopic methods and ecotoxicological testing of water in contact with geosynthetics.
In parallel a case study at the Baltic Sea shore at Kaliningrad Oblast (Russia) will be performed. The aim of study is to estimate the level of pollution of the beaches by geosynthetic debris and identify the possible sources.
Design and Implementation of Smart Multisensor Monitoring System for Safe Workplaces with LoRaWAN
(2020)
This project addresses the application of safe workplaces in offices and chemical laboratories where indoor air quality plays an important role. The LoRaWAN (Long Range Wide Area Network) is used as a communication interface to make important sensor data globally accessible. The goal of the development is to create a sensor node and an online and offline solution that collects the data from the sensor nodes and stores it on a local server or in a cloud. In cooperation with the companies WISTA GmbH and IONOS, a test sensor network is going to be established in the Berlin-Adlershof area.
The present paper describes the development of a sensor material that changes its fluorescence in the presence of gaseous ammonia in a relevant concentration range. The implementation into a semi-automatic gas measurement device enables low-cost, precise, simple and fast monitoring of low con-centrations of harmful gases, like ammonia, and hence can help to improve the climate monitoring in livestock housing, barns or stables.
