Several models of range hoods were tested by independent and accredited testing institutes. The results have been compared to the information declared by the manufacturer on the energy efficiency label and the product fiche. The measured electric power input of the lighting System and the measured grease absorption factor often differed significantly from the declared values.
The reasons for these observations and the necessary steps to ensure accurate measurements and a meaningful EU energy efficiency label are elucidated. It is suggested that the ranges of the lighting efficiency classes are readjusted to fit the nowadays prevalent LED technology.
Furthermore the tolerance in the regulation for the nominal electric power input of the lighting could be extended by a minimum absolute tolerance. The grease absorption test method may need a rework to achieve a satisfying accuracy.
Standardization for the Industrial Internet of Things: Engagement by China, Germany and the USA

Standardization is a major challenge for a successful digital transformation of manufacturing. Industry and governments have put this topic on their agenda and stakeholders worldwide are engaged in various Standard Development Organizations, consortia and fora, seeking to shape the standards for the Industrial Internet of Things (IIoT). This paper for the first time analyzes how well participants from the USA, China and Germany are actually represented and engaged in standards development for the IIoT. Using quantitative metrics, the study specifically investigates standardization activities for Wireless Sensor Networks at the Internet Engineering Taskforce (IETF). The results are divergent: Measuring the authorships of IETF Internet-Drafts, China’s successful catch-up in international standardization is confirmed, having even outperformed the USA. When it comes to the authorship of the actual standards at IETF, China could not assert its top position. Here, US authors are leading, followed by German participants. The paper discusses different engagement patterns in depth and analyzes the national economic, institutional and political backgrounds that influence them.
Digital transformation and especially the dramatic rise of products and services connected to the Internet of Things raise the questions on how to deal with the increasing risks related to Privacy and Cybersecurity. Presumably, these risks seem to be insufficiently reflected in the European Union’s current regulative system – by being neither part of the traditional definition of a safe product nor part of product-specific vertical or horizontal directives. Certification based on standards as underlying requirements has been identified by policymakers as an instrument to address this issue. The latest European draft regulation aims at increasing security and trust in ICT products and services, and reducing current European market fragmentation with a new Cybersecurity Certification Framework. Based on the results of a qualitative analysis of stakeholder statements on the current proposal on the Cybersecurity Act, this paper discusses elements of the proposed Cybersecurity Certification Framework. As a theoretical background, this paper provides definitions of the terms Safety, IT-security, and Cybersecurity, presents selected Cybersecurity-related standards and provides an outlook on future challenges to Conformity Assessment in the digital transformation.
To determine the seasonal performance of heat pumps for energy labelling this study proposes a two-point-method that could conceivably be an alternative to the European standard EN 14825 and similar test standards such as ISO 13256. Heat pumps were tested in line with the EN 14825. The reduction of measurement points, from between five to seven (EN 14825) to only two (two-point-method), leads to 60 % savings in cost and time. It is shown that the shortened method can be used to determine the seasonal energy efficiency of heat pumps with the same degree of precision compared to EN 14825.
In this contribution, a dynamic test method to determine the seasonal performance of invertertype air conditioners has been developed and verified. In comparison to current test standards, where test modes for fixing the compressor speed are required, a dynamic approach is applied with unfixed compressor speed and thus better reflects the performance of air conditioners under real operating conditions. The dynamic tests are conducted in two calorimeter chambers. The indoor chamber is kept at a constant temperature whereas the outdoor chamber is subjected to a temperature profile based on the climate BIN-distribution, representing the reference cooling demand. The proposed dynamic test considers the dynamic control of an air conditioner and delivers results which could indicate the units' performance in the field.
Resource efficiency is a much discussed topic in terms of improving the sustainability of energy related and energy non-related products. Resource efficiency aspects such as the availability of spare parts, the ability to dismantle, etc. have been included in draft working documents in the revision of several already existing Ecodesign regulations as a first step. However, often these aspects are not consistent with the current technology and design of these products. A possible reason could be a lack of sufficient consultation or of a methodology which is sufficiently tailored for this topic. The established strategies and tools, used by policymakers, such as the Methodology for the Ecodesign of Energy-related Products (MEErP), do not seem to deal with these aspects appropriately. Draft requirements need to be very well developed before being discussed with member states and other related stakeholders, because including resource efficiency parameters could lead to additional, very wide-ranging effects on society. This topic cannot be covered well with legislative tools developed primarily for energy aspects. In this paper, a method is presented which can be used to combine products’ properties with crucial resource efficiency indicators. The method can be used to develop a set of draft legislative requirements and to pre-evaluate these requirements by target groups which would be affected by additional legal requirements. These include: market surveillance authorities, standardization organizations, manufacturers and their associations, environmental organizations and research facilities. The method incorporates stakeholders’ feedback to identify potential resource efficiency measures for materials and/or products, their impact on the European ecology, economy and society. Based on this it would help to develop legislative requirements which are feasible and desirable. The results can then be fed into the formal legislative process, probably speeding it up.
In the wake of digitalization, organizations are increasingly exposed to risks associated with security breaches and must take measures to preserve the confidentiality, integrity, and availability of information, and to ensure business continuity. The international standard ISO/IEC 27001 assists organizations in setting up, maintaining and continuously improving their information security management systems. However, despite high growth rates, its international diffusion rates are quite heterogeneous. This paper explores why the diffusion of the international management system standard ISO/IEC 27001 differs across countries. We classify the adoption of ISO/IEC 27001 as a ‘preventive organizational innovation’ and draw from diffusion studies of other management system standards and information security research to develop a set of hypotheses. These relate to the impact of cultural dimensions and national ICT development. We use a negative binomial regression model with panel data covering 57 countries over a 12-year period from 2006 to 2017 to test our hypotheses. We find that the cultural dimensions future orientation, power distance, and institutional collectivism as well as high ICT development are driving factors for the diffusion of ISO/IEC 27001. We derive policy recommendations and avenues for future research.
Despite the increasing relevance of cybersecurity for companies’ performance, there is limited research on the adoption of ISO/IEC 27001, an international information security management standard. The aim of our study is to expand this limited body of literature. First, we analyse the influence of companies’ networks on the adoption of ISO/IEC 27001 as an organisational innovation based on firm website data and their hyperlinks, using the entire population of ISO/IEC 27001 certified firms identified via web mining. Second, we validate the method of constructing and analysing companies’ “digital layer” following the call for new methodological approaches to study the organisational adoption of innovations. Our findings reveal that companies' decision to adopt ISO/IEC 27001 increases significantly with their number of linkages to other companies and to those having the same certificate. Finally, their cognitive and organisational distances to linked partners have the expected inverted u-shaped influence on their own adoption decision.
