Seit September 2015 gelten für neue Heizgeräte EU-weit einheitliche Mindeststandards: Heizkessel müssen mindestens den Standard der Brennwerttechnik erreichen (ausgenommen sind B1-Gasetagenheizungen für Mehrfachbelegung). Wird ein alter Wärmeerzeuger ausgetauscht, muss daher stets der Schornstein für die Abgasabführung im Überdruck geeignet sein und gegen Kondensat ertüchtigt werden, also feuchtebeständig sein. Handelt es sich um eine mehrfach belegte Abgasanlage der Arten C4, C8 oder B3, sind alle am Schornsteinstrang angeschlossenen Gasgeräte betroffen. In einem Expertengremium des DVGW wurden Handlungsempfehlungen erarbeitet. Einige Lösungsansätze vermeiden einen sofortigen Austausch aller Geräte an einem gemeinsamen Schornsteinstrang.
COMAR, where do you go?

Currently BAM is making efforts to recode COMAR, the database for CRMs and reshape its profile as a database intended for qualitatively top-of-the-market CRMs. These efforts are highlighted and placed into the broad perspective of the international RM markets. A link to EPTIS, the database for PT schemes as a blueprint for the recoding is provided.
Diese Studie soll aufzeigen, wie sich das Akkreditierungswesen in Deutschland über einen Zeitraum von mehr als 25 Jahren entwickelt hat. Die Bundesanstalt für Materialforschung und -prüfung (BAM) und der Deutsche Akkreditierungsrat DAR haben bei dieser Entwicklung wichtige Beiträge geleistet.
Leitmotiv dieser Studie ist eine These des Philosophen Udo Marquard, zitiert im Vorwort der BAM Chronik 1871-1996, „Die neue Welt kann nicht sein ohne die alten Fertigkeiten – Zukunft braucht Herkunft“.
Die Erfahrungen bei der Entwicklung des deutschen Akkreditierungssystems sollen zusammengefasst werden, um Schlussfolgerungen für die Zukunft ableiten zu können, da bisher keine zusammenfassende und überblicksmäßige Darstellung des gesamten Entwicklungsprozesses vorhanden ist.
Ziele dieser Studie sind die Darstellungen
— der Beiträge des deutschen Akkreditierungssystems zur gegenseitigen Anerkennung von Zertifikaten und Prüfberichten in der EU zur Mitgestaltung des gemeinsamen Marktes der EU und zum Abbau internationaler tarifärer Handelshemmnisse,
- der Komplexität von Akkreditierung und Konformitätsbewertungsvorgängen in einzelnen Problemkreisen,
- der Entwicklung des deutschen Akkreditierungssystems von den Anfängen bis zur Tätigkeitsaufnahme der Deutschen Akkreditierungsstelle (DAkkS GmbH) am 1. Januar 2010,
- der Rolle des Deutschen Akkreditierungsrates (DAR) (04.03.1991 bis 31.12.2009) anhand wichtiger Eckdaten und Hauptergebnisse aus seinem Präsidium und den vier Ausschüssen, ATF DAR-Ausschuss für Technische Fragen AIZ DAR-Ausschuss für Internationale Zusammenarbeit AZ DAR-Ausschuss für Zusammenarbeit gesetzlich geregelter und gesetzlich nicht geregelter Bereich ABT DAR-Ausschuss für Begutachtertraining
- der Wege zum Finden eines nationalen Konsenses mit mehreren privaten und staatlichen Akkreditierungsstellen, um eine einheitliche Außenvertretung in internationalen Gremien zu gewährleisten,
- der ständigen Bemühungen um enge Zusammenarbeit zwischen gesetzlich nicht geregeltem und gesetzlich geregeltem Bereich,
- der Aktivitäten und Ergebnisse, um zu einem einheitlichen deutschen Akkreditierungssystem zu gelangen, der Rolle der BAM
im deutschen Akkreditierungswesen, der Entstehung des BAM-Akkreditierungssystems (BAS) und seine Überleitung in das Deutsche
Akkreditierungssystem Prüfwesen (DAP),
- der Führung der Geschäftsstelle des DAR und des Akkreditierungsbeirats (AKB) des Bundesministerium für Wirtschaft und Energie (BMWi) (2006 bis 2009 und ab 2010)
- der Tätigkeiten des BAM-Evaluierungsausschusses.

Die Ressourcen der Erde sind nicht nur endlich, sondern werden zudem ineffizient genutzt. Mit dem im Dezember 2015 verabschiedeten Aktionsplan zur Kreislaufwirtschaft fördert die Europäische Kommission den Übergang zur stärker kreislauforientierten Wirtschaft. So werden Anforderungen an Reparaturfähigkeit, Lebensdauer und Recyclingfähigkeit von Produkten zukünftig in der Ökodesign-Richtlinie gesetzt. Die Ökodesign-Richtlinie regelt momentan die Energieeffizienz von energieverbrauchsrelevanten Produkten. Um Anforderungen an den nachhaltigen Einsatz von Ressourcen zu formulieren, fehlen jedoch Normen und Definitionen. Diese Normen werden Momentan geschaffen - erst danach können gesetzliche Anforderungen folgerichtig umgesetzt werden.
The adsorption of water in one-dimensional channels in porous aluminophosphate material AlPO4-5 has been studied by a combination of gravimetric Analysis techniques, neutron and X-ray diffraction and Neutron spectroscopy. Molecular structure of AlPO4-5 consists of 12-membered rings of alternating, corner-sharing AlO4 and PO4 tetrahedra connected by oxygen bridges into sheets in the (a, b) plane. The sheets are connected by oxygen bridges along the c crystal axis and form onedimensional channels of which the largest, formed by the 12-membered rings, have a van der Waals Diameter of about 8.3 Å. Gradually increasing the amount of adsorbed water we could follow the evolution of the confined water mobility in a systematic way and identify the molecular mechanism of water adsorption. We focused particularly on the range of low and medium relative pressures up to p/p0=0.32, where a Change from a hydrophobic behavior to a steep, capillary condensation like water intake has been observed. At the Initial adsorption stages water occupies positions close to the pore walls causing the contraction of channels in the (a, b) plane and the prolongation of the channels along c axis in AlPO4-5. With the progressing intake water molecules form chains along the main channels. The cooperative interactions between water molecules lead to the onset of phonon-like cooperative modes and, surprisingly, to the increase of diffusive-like motion, which slow down only in the final adsorption stages when AlPO4-5 channels are completely filled.
Die Kreislaufwirtschaftsinitiative der Europäischen Kommission fordert klar grundlegende Aspekte der Kreislaufwirtschaft in bereits bestehende Rechtsrahmen einzubetten. Anforderungen zur gesetzlich vorgeschriebenen Lebensdauer, Reparierbarkeit und Recyclingfähigkeit von Produkten sollen zukünftig auf europäischer Ebene ins Leben gerufen werden. Ein geeignetes Spielfeld ist die Ökodesign-Richtlinie. Momentan regelt sie primär die Energieeffizienz von energieverbrauchsrelevanten Produkten, doch der Fokus wird aktuell um Anforderungen an den nachhaltigen Einsatz von Ressourcen erweitert. Bei den gegenwärtigen Aktivitäten im Ökodesign steht der Normungsauftrag M/543 im Zentrum. Es wurde 2015 von der Europäischen Kommission an CEN/CENELEC vergeben und später stieß auch ETSI dazu. Bislang sind acht generische EN-Normen und zwei Fachberichte (Technical Report (TR)) geplant. Sie sollen grundlegende Aspekte der Nachhaltigkeit von energieverbrauchsrelevanten Produkten, die von der Ökodesign-Richtlinie betroffen sind, abdecken. Trotz der zu erwartenden hohen Reichweite dieses Vorhabens scheinen die Inhalte und der eigentliche Zweck der zu erarbeitenden Normen vielen Marktakteuren noch nicht vollständig bekannt zu sein. Daher hat ein nationaler Zentralverband eingeladen zu berichten. In dem Vortrag werden Antworten auf folgende Fragen gegeben: Warum im Ökodesign? Was ist geplant? Was ist betroffen? Worum geht es in den Normen?

In this study, the test method EN 14825 for testing air conditioners is validated by verifying the sensitivity of the seasonal energy efficiency ratio SEER (declared on the energy efficiency label) in relation to the nominal cooling capacity Pdesign. Therefore, the two major parts of the test method, the measurement part and the calculation part, were investigated. Measurements were conducted on several single-split units. The calculation part was subjected to a sensitivity analysis in order to identify the properties of an air conditioner which have a strong influence on the SEER. The analysis revealed that the measurement procedure delivers reproducible results. However, the energy consumption in special operating states, the duration in active-mode and seasonal performance values in active mode (SEERon) significantly affect the sensitivity of the SEER. Especially assumption of short operating times for a cooling active mode leads to large changes in the SEER with varying Pdesign. In addition, the range of power of Pdesign turned out to have an increasing impact on the SEER with decreasing Pdesign. For Pdesign values ≤10 kW, which is the most popular type of ACs in the EU, the sensitivity of the SEER increases tremendously.
Especially the determination of the SEER for devices with short operating times in cooling active-mode (350 h) and low values for Pdesign (≤10 kW) cannot be reproduced anymore. In consequence, manufacturer could use the sensitivity of the SEER on Pdesign to artificially “increase” the energy efficiency of their air conditioner for the Energy label about 10 %.
Digital transformation and especially the dramatic rise of products and services connected to the Internet of Things raise the questions on how to deal with the increasing risks related to Privacy and Cybersecurity. Presumably, these risks seem to be insufficiently reflected in the European Union’s current regulative system – by being neither part of the traditional definition of a safe product nor part of product-specific vertical or horizontal directives. Certification based on standards as underlying requirements has been identified by policymakers as an instrument to address this issue. The latest European draft regulation aims at increasing security and trust in ICT products and services, and reducing current European market fragmentation with a new Cybersecurity Certification Framework. Based on the results of a qualitative analysis of stakeholder statements on the current proposal on the Cybersecurity Act, this paper discusses elements of the proposed Cybersecurity Certification Framework. As a theoretical background, this paper provides definitions of the terms Safety, IT-security, and Cybersecurity, presents selected Cybersecurity-related standards and provides an outlook on future challenges to Conformity Assessment in the digital transformation.

Standardization is a major challenge for a successful digital transformation of manufacturing. Industry and governments have put this topic on their agenda and stakeholders worldwide are engaged in various Standard Development Organizations, consortia and fora, seeking to shape the standards for the Industrial Internet of Things (IIoT). This paper for the first time analyzes how well participants from the USA, China and Germany are actually represented and engaged in standards development for the IIoT. Using quantitative metrics, the study specifically investigates standardization activities for Wireless Sensor Networks at the Internet Engineering Taskforce (IETF). The results are divergent: Measuring the authorships of IETF Internet-Drafts, China’s successful catch-up in international standardization is confirmed, having even outperformed the USA. When it comes to the authorship of the actual standards at IETF, China could not assert its top position. Here, US authors are leading, followed by German participants. The paper discusses different engagement patterns in depth and analyzes the national economic, institutional and political backgrounds that influence them.

Several models of range hoods were tested by independent and accredited testing institutes. The results have been compared to the information declared by the manufacturer on the energy efficiency label and the product fiche. The measured electric power input of the lighting System and the measured grease absorption factor often differed significantly from the declared values.
The reasons for these observations and the necessary steps to ensure accurate measurements and a meaningful EU energy efficiency label are elucidated. It is suggested that the ranges of the lighting efficiency classes are readjusted to fit the nowadays prevalent LED technology.
Furthermore the tolerance in the regulation for the nominal electric power input of the lighting could be extended by a minimum absolute tolerance. The grease absorption test method may need a rework to achieve a satisfying accuracy.
The energy label is a tool that informs the consumer about the energy consumption of certain appliances. The tumble dryer is one of these appliances that were considered relevant for receiving an energy label in the European Union. All classes and values on the energy label are stated by the manufacturers. In order to guarantee that the manufacturers do not cheat and appliances are labeled correctly, the stated values are checked by the market surveillance of each country in compliance verification tests. However, in the case of tumble dryers these compliance verification tests are very expensive and can only be realized for a small sample size out of models which are available on the market. The fewer compliance verification tests are carried out, the higher is the chance that there are incorrectly labeled appliances on the market. Therefore, a modification of the test standard for tumble dryers has been analyzed which would reduce the costs of a performance test by at least 11 %.
Standardization research is a fairly new and is a still-evolving field of research, with possibly major practical ramifications. This article presents a summary of the authors’ subjective views of the most pressing research topics in the field. These include, among others, standards (e.g. incorporation of ethical issues), the potential impact of standards, the corporate management of standardization and legal issues like Intellectual Property Rights (IPR). In addition, gaps have been identified with a respect to a basic understanding of standardization, suggesting a need for better education in the field.
