Organisationseinheit der BAM
Seit dem Jahr 1989 erteilt die BAM Bundesanstalt für Materialforschung und -prüfung Zulassungen für Geokunststoffe im Bereich der Deponieabdichtungssysteme. Diese Zulassungen etablierten sich seitdem zunehmend und wurden in Genehmigungsverfahren gefordert, Das Produktportfolio der im Deponiebau verwendeten Geokunststoffe und damit das Aufgabengebiet der BAM wurden in den vergangenen Jahren stark erweitert. Zudem entwickelten sich die Arbeitsschwerpunkte von der chemischen Beständigkeit von Kunststoffdichtungsbahnen über die Schadstoffpermeation bis hin zu der Alterung und Lebensdauer der Produkte. Um den hohen Anforderungen der Deponieverordnung (DepV) zu entsprechen, mussten darüber hinaus die Qualitätssicherung bei der Produktion und dem Einbau der Produkte betrachtet werden. Ein historischer Abriss der Arbeit der BAM und ihrer Zulassungsrichtlinien findet sich z. B. unter. Geokunststoffe müssen ihre Funktion über einen Zeitraum von mindestens 100 Jahren erfüllen. Bei der Beurteilung müssen alle relevanten und damit zu erwartenden Einwirkungen auf die Produkte berücksichtigt werden. Dies gilt im besonderen Maße für Produkte, die befristetet zugelassen werden. Bei der Beurteilung der Produkte reicht es nicht ausschließlich, den reinen chemischen Abbau des Grundwerkstoffes zu betrachten. Weitergehende Fragestellungen müsse geklärt werden. Was die erteilten Zulassungen selbst anbelangt, so kann sich jeder an Hand einer Liste im Internet1 informieren. Dort findet man auch alle Dokumente zur Zulassung.

Auswirkungen von mechanischen Belastungen, die über einen sehr langen Zeitraum wirken, betrachtet werden. In diesem Zusammenhang soll das Zulassungskonzept für Bewehrungen aus Kunststoff vorgestellt werden. Hier müssen mögliche Einschränkungen für den Herausziehwiderstand abgeschätzt werden. Ergänzend werden einige Erläuterungen zu aktuellen Entwicklungen der Arbeit der BAM und des Fachbeirats gegeben: Eine neue Ausgabe der Fremdprüferrichtlinie wurde erarbeitet. Befristete Zulassungen für Bewehrungsgitter und neue Zulassungen für Kunststoff-Dränelemente wurden erteilt. In bestimmten Fällen ist es sinnvoll und hilfreich, nur befristete Zulassungen zu erteilen. Daher werden Hintergründe für Befristungen erläutert. Schließlich wird dargelegt, was die Begriffe Befristung einer Zulassung, Erlöschen einer Zulassung und Widerruf einer Zulassung bedeuten.
An approach to achieve 'zero leakage' is discussed with respect to experience in Germany, where strict regulations for landfill lining and capping Systems have been developed and issued because of large environmental Problems related to landfills that accumulated in the 1970s and 1980s. Using a thick, high-quality high-density Polyethylene (HDPE) geomembrane (GM) that is installed free of residual waves and wrinkles in intimate contact with a compacted clay liner or geosynthetic clay liner of very low permeability, by a qualified, experienced, well-equipped and properly third-party-controlled installer, and which is protected by heavy protection layers designed with respect to the long-term performance of the GM may result in a liner or capping system of practically no leakage. This is demonstrated by analysing results of measurements obtained from permanently installed leak-detection Systems in combination with HDPE GMs. The survey was based on 32 German landfills with 1.276.500 m² of installed GMs.
Was gibt es Neues? In diesem Beitrag wird über den aktuellen Stand bei der Zulassung von Geokunststoffen berichtet. Was die erteilten Zulassungen selbst anbelangt, so kann sich jeder an Hand einer Liste im Internet1 informieren. Dort findet man auch alle Dokumente zur Zulassung. Im Folgenden geht es daher um einige aktuelle fachliche Themen und zugehörige Fragen, die bereits in der obigen Zusammenfassung umrissen wurden.
Der Fachbeirat beschloss im vergangenen Jahr Zulassungsrichtlinien für Kunststoffdichtungsbahnen, Schutzschichten, Kunststoff-Dränelemente und Geotextilien zum Filtern und Trennen und eine Richtlinie über Anforderungen an Verlegefachbetriebe, die von seinen Arbeitsgruppen vorbereitet worden waren, und nunmehr die Grundlage für die Zulassungstätigkeit bilden. In diesem Beitrag wird im Anschluss an die Ausführungen auf der letzten Fachtagung kurz über wesentliche Anforderungen und Zulassungsvoraussetzungen berichtet. Noch nicht verabschiedet sind die Richtlinien für Dichtungskontrollsysteme und Bewehrungsgitter aus Kunststoff. Auf den Diskussionsstand bei den Anforderungen an die Bewehrungsgitter wird etwas ausführlicher eingegangen, da sich neben den materialtechnischen auch bemessungstechnische Probleme ergeben.
Like all plastic products, geocomposite drains (GCD) are susceptible to creep and creep rupture. The GCD is slowly and continuously deformed under long lasting shear and pressure forces. The thickness is reduced and thereby the water flow capacity. If the in-plane deformation reaches a critical value in the course of time, shear failure might occur. Likewise, if the thickness reaches a critical value the structure of the drain core might collapse. These effects are shown using data provided by the manufacturers of four different GCD. Long-term water flow capacity and the acceptable limits of shear stress and normal stress (pressure) with respect to shear rupture and drain core stability as well as the lifetime with respect to these failure modes are determined using standard test methods. The design of long lasting geotechnical structures has to take into account these characteristics of the long-tem performance of GCD.
The behaviour of HDPE geomembranes and installation quality control in geotechnical application

The German Landfill Ordinance regulates the use of geosynthetics and other materials in the field of waste Containment Systems. It requires a certification of the geosynthetics by the BAM. The certification-guidelines define the state of the art by giving detailed requirements and specifications i the various geosynthetic products used in landfill constructions. According to the German Landfill Ordinance geosynthetic products have to fulfil their function for more than 100 years. Beyond, supported by an advisory board of landfill experts, BAM has developed installation requirements and demands on quality management for production, installation and third party control. The BAM is responsible to define tests and testing criteria for geosynthetics, to include provisions into the certification document and in addition to stipulate requirements with regard to installation procedure and quality management in Germany. All documents of the BAM such as certification guidelines, recommendations and testing specifications which are approved by the advisory board are published in German language on the website and in the Official Gazette*** of the BAM. For the certification one of the basic requirements is that the geosynthetic product is produced with well defined and well reproducible properties. Thus, a sophisticated quality management System is needed. In addition, not only production control, but also a quality assurance for the installation is necessary.
