Die Diskussionen mit Fachleuten im Rahmen der Änderung
der Seveso-II-Richtlinie [1] haben gezeigt, dass sowohl Prufergebnisse
als auch Erfahrungen mit Ammoniumnitrat und
ammoniumnitrathaltigen Zubereitungen im Laufe der Zeit in
Vergessenheit geraten sind.
Die geanderte Seveso-II-Richtlinie berucksichtigt nunmehr
bei den Eintragungen fur Ammoniumnitrat und ammoniumnitrathaltige
Zubereitungen und den damit verbundenen
Mengenschwellen deren gefahrliche Eigenschaften.
Auf nationaler und internationaler Ebene werden immer wieder
Diskussionen bezuglich der gefahrlichen Eigenschaften
dieser Produkte, den Einflussfaktoren, den Prufmethoden
und deren Aussagefahigkeit gefuhrt.
Im folgenden sollen einige Prufmethoden und Einflussgro©¬en
auf die gefahrlichen Eigenschaften von Ammoniumnitrat und
ammoniumnitrathaltigen Zubereitungen vorgestellt werden.

Die "Empfehlungen für die Beförderung gefährlicher Güter, Handbuch über Prüfungen und Kriterien" ergänzen die "Empfehlungen für die Beförderung gefährlicher Güter, Modellvorschriften" und das "Global harmonisierte System zur Einstufung und Kennzeichnung von Chemikalien (GHS)". Sie enthalten Kriterien, Prüfmethoden und –verfahren, die angewendet werden sowohl für die Einstufung gefährlicher Güter nach den Vorschriften der Teile 2 und 3 der Modellvorschriften als auch für Chemikalien, von denen nach dem GHS physikalische Gefahren ausgehen.
Organic peroxide and self-reactive are classified into seven types according to their hazards. In order to determine the substance type, it is necessary to determine the properties based on test methods. The types range from type A, which is not accepted for transport in the packing in which it is tested, to type G, which is exempted from the provisions for organic peroxides or self-reactive substances.
Laboratory test results are of vital importance for correctly classifying and labelling chemicals as “hazardous” as defined in the UN Globally Harmonized System (GHS) / EC CLP Regulation or as “dangerous goods” as defined in the UN Recommendations on the Transport of Dangerous Goods. Interlaboratory tests play a decisive role in assessing the reliability of laboratory test results. Interlaboratory tests performed over the last 10 years have examined different laboratory test methods. After analysing the results of these interlaboratory tests, the following conclusions can be drawn:
1. There is a need for improvement and validation for all laboratory test methods examined.
2. To avoid any discrepancy concerning the classification and labelling of chemicals, the use of validated laboratory test methods should be state of the art, with the results accompanied by the measurement uncertainty and (if applicable) the probability of incorrect classification.
This paper addresses the probability of correct/incorrect classification (for example, as dangerous goods) on the basis of the measurement deviation obtained from interlaboratory tests performed by the Centre for quality assurance for testing of dangerous goods and hazardous substances (CEQAT-DGHS) to validate laboratory test methods. This paper outlines typical results (e.g. so-called “Shark profiles” – the probability of incorrect classification as a function of the true value estimated from interlaboratory test data) as well as general conclusions and steps to be taken to guarantee that laboratory test results are fit for purpose and of high quality.
The transport of peracetic acid (PAA) in intermediate bulk containers (IBC) and tanks is only possible if they have suitable pressure relief devices. To determine the dimension of the pressure relief devices the 10-l-model tank of annex 5 of the UN Manual of Tests and Criteria is used.
During the investigation of a PAA this model tank fragmented. To prevent such violent events in the future, the model tank should be provided with additional pressure relief devices.
Deflagration tests were conducted with two kinds of autoclaves. Parameter studies were carried out concerning the gas atmosphere and substances used. Deflagration tests were performed in different pressure regions. Furthermore, deflagration test results of different substances were compared to the corresponding DSC results. Previous findings concerning vacuum conditions could be approved for a greater range of substances. In addition, investigations in nitrogen atmosphere were performed in order to investigate the deflagration behaviour. Experiments up to 161 bar could be utilized. An acceleration of deflagration velocity with increasing pressure was observed in a large pressure interval.
