Cylindrical casks made of ductile cast iron are used for transport, interim storage and final disposal of radioactive waste in Germany. A basic design criterion is the ability to withstand a horizontal drop without impact Binders onto a foundation representative for the real ground of a storage facility. The increasing use of more cost-effective material compositions requires optimized cask geometries to reduce stresses and strains in the cask structure. For example, a non-uniform wall thickness was introduced to reduce maximum wall bending stresses. As a result, the load characteristics changed from line load to point load at bottom and lid side under horizontal drop fest conditions. Hereby, the position of highest stress inside the structure has shifted significantly. This was the reason for a systematic investigation of effects caused by small design changes or small variations of fest conditions. It led to a better understanding of the positions of high local stresses, their time history and maximum value for cylindrical casks under horizontal drop test conditions. Hence, the paper presents the lessons learnt from modeling and simulating such scenarios considering an impact without limiters onto a realistic target.

Transport and storage casks for medium and high level radioactive waste are subjected to extreme heavy loads during the accidental drop scenarios prescribed by IAEA regulations and national storage acceptance criteria. Subsequently, considerable efforts have been made to optimize impact limiting structures aiming to reduce cask stresses and deformations. Though, their benefits can only fully be exploited, if the energy absorbing behavior is reliable simulated by numerical models which play an increasingly important role in safety assessments.
BAM has had conducted the 5-years research project ENREA in order to overcome the problems caused by the use of simplified, not sufficiently validated or even defective computational concepts for damping materials. While major results of the just recently completed program will be presented, the focus is laid on the question whether these Outputs provide a solid foundation for approximating impact limiting structures in all relevant configurations.
So far, material models have been implemented for spruce, Polyurethane foams and damping concrete based mainly on small and medium scale compression test results. The experimental program performed at BAM comprised likewise guided drop tests and, especially for concrete, penetration tests. Although the resulting numerical simulations showed good agreement with measured values, it turned out to be necessary to consider further effects with regard to e.g. multiaxial stress States, shearfailures of shock absorbing components and their interaction with enclosed or enclosing structures. Thus, the strengths and application constraints of the actual models will be shown as well as details about further research needs, if any.

Federal approval of legacy waste containers for the Konrad repository - strategies and challenges

The approval of an increasing number of legacy waste containers for the Konrad re-pository is expected in the next years. While well documented young legacy waste containers can rather easily be approved, the assessment is challenging for contain-ers which were manufactured some decades ago. All parties have to work closely together to find a specifically fitted strategy for such approvals. Thereby, rework of documents and requalification can be a promising approach. Details about three basic strategies have been shown to give a hint which options are available.
Polyurethane foam used as impact limiter material undergoes high plastic deformations, whereat the resulting stress-strain relations strongly depend on loading speed and temperature. This paper discusses the efforts necessary to develop a reliable numerical foam simulation model focussing on generation and implementation of temperature- dependent yield curves
In drop test scenarios related to assessing and licensing the storage procedure of spent fuel and high active waste, the casks under examination are generally not equipped with impact limiters. Hence, the extent of mechanical stresses in case of an assumed handling accident is largely affected by the ground properties of the reception hall floor in the specific storage facility.
Unlike conventional brittle foundation materials, damping concrete performs quite well in such applications as it features high stiffness as well as high energy absorption due to the filler pore volume. However, its damping ability is not sufficiently exploited in current finite element (FE) calculations due to a lack of advanced material models for simulating its impact response. An implementation of qualified concepts that account for plastic, strain rate dependent behavior requires additional information that has to be provided by systematic test series.
BAM recently started a research project to generate such data, subsequently to develop and to improve numerical methods for the analysis of impact limiters and damping foundation material and thus to optimize safety assessment tools for the design of transport and storage casks. A major part of this research concerns dynamic compression tests of variably shaped specimens conducted at a servo hydraulic 1MN impact testing machine as well as at a BAM facility for guided drop tests. This presentation focuses 100mm damping concrete cubes deformed vertically at constant rates under different constraint conditions. For example, a special fitting jig was constructed to subject the specimens to multi-axial loading. Thereby a deformation of 60% could be applied.
Simulation was conducted by FE code ABAQUS based on material models Concrete damaged plasticity and Crushable foam which both allow defining rate sensitive nonlinear stress-strain relations in compression beyond the classic metal plasticity approach.
Finite element analysis (FEA) has been carried out for investigation of damping concrete under different impact loading conditions with a built-in material model and damage criteria available in FEA code ABAQUS.
At first, all parameters for the selected material model had been derived from compression Tests of cubic specimens. After that, a validation was carried out with different static and dynamic penetration tests. Finally, a 5 meter real drop test with a 23 Mg cylindrical cask could successfully be simulated.
Experimental and numerical studies of shock absorbing materials for containers for radioactive waste

Im Zuge des Forschungsvorhabens ENREA (Entwicklung rechnerischer Analysemethoden für stoßdämpfende Strukturen beim Anprall oder Absturz von Abfallgebinden) führt die BAM systematische Untersuchungen an stoßdämpfenden Werkstoffen, unter anderem an Fichtenholz, durch. Zweck der mit diesen Untersuchungen erzeugten Datenbasis ist die Erstellung und Parametrierung eines Finite-Elemente- (FE-) Materialmodells, das die Modellierung holzgefüllter stoßdämpfender Bauteile von Transportbehältern für radioaktive Stoffe in der FE-Simulation ermöglichen soll.
Anhand von Ergebnissen aus der ersten Versuchsphase werden der Einfluss der Dehnrate und der Faserorientierung auf das Kraft-Verformungs-Verhalten von Fichtenholz diskutiert. Anschließend wird die rechnerische Modellierung von Fichtenholz diskutiert und die Anforderungen an ein Materialmodell werden erläutert.
Während des Transportes sind Behälter für hoch radioaktive Abfälle durch stoßdämpfende Bauteile vor Einwirkungen, die aus Unfallszenarien gemäß den IAEA Regularien resultieren können, weitestgehend geschützt. Nach dem Entfernen dieser Komponenten im Rahmen der Einlagerung ins Zwischenlager müssen Vorkehrungen getroffen sein, um Beanspruchungen der Behälter aus möglichen Handhabungsunfällen im Empfangsbereich zu reduzieren. Die Maßnahmen müssen vor allem darauf abzielen, die stoßdämpfenden Eigenschaften der potentiellen Aufprallflächen zu optimieren. Da Standardmaterialien für Fundamente nur ein geringes Energieabsorptionsvermögen aufweisen, wurde durch die Firma HOCHTIEF eine neuartige Betonmixtur entwickelt, bei der ein spezieller Leichtzuschlag zum Einsatz kommen. Zur Charakterisierung dieses sogenannten Dämpferbetons liegen Standardkennwerte vor sowie Messwerte aus Eindringversuchen, die zur Qualitätssicherung für jede Produktcharge durchgeführt werden. Das stoßdämpfende Potential des neuen Werkstoffs kann jedoch nur dann vollkommen ausgeschöpft werden, wenn die Energieabsorption in numerischen Simulationen der Behälterabstürze über die gesamte Belastungsdauer zuverlässig wiedergegeben wird. Für die Implementierung und Anpassung eines entsprechenden Materialmodelis in einem Finite Elemente (FE) Programm
sind Daten aus systematischen Druckversuchen mit Variation der relevanten Einflussgrößen erforderlich. An der BAM werden daher im Rahmen eines werkstoffübergreifenden Forschungsvorhabens zur Untersuchung von stoßdämpfenden Strukturen auch die Eigenschaften von Dämpferbeton experimentell untersucht und zugehörige numerische Methoden entwickelt. Der aktuelle Beitrag behandelt die Ergebnisse der ersten Projektphase, in der kubische Probekörper mit der Kantenlänge 100mm bei unterschiedlichen Lagerungsbedingungen statisch und dynamisch gestaucht wurden. In nachfolgenden Versuchen wird der Einfluß der Probengröße ermittelt sowie die Eignung der verwendeten Materialmodelle anhand realistischer Belastungssituationen validiert.
Versuchsprogramm.
Proper predictions of the behaviour of shock absorber materials are of utmost importance in safety assessments for licensing casks for transport and storage of highly active waste. After having identified significant discrepancies between numerical results and the actual response of polyurethane foam limiters subjected to accidental scenarios, a new research project ENREA was established by BAM. A major objective is to enhance and to develop advanced material models intended to simulate limiters under impact loading. They should account for all major factors influencing the load–deformation relationship like temperature, strain rate and specific stress state. The corresponding test program, applicable plasticity models, the overall parameter identification strategy based on local and global optimization techniques as well as experimental and numerical results are presented here in particular for closed cell foams.
Zur numerischen Simulation von Transport- und Lagerbehältern für radioaktive Stoffe unter mechanischen Unfallbedingungen sind geeignete
Materialmodelle und zugehörige Parametersätze für alle relevanten Behälterbauteile und den Aufpralluntergrund sowie gegebenenfalls für weitere am Störfall beteiligte Komponenten erforderlich.
Sie bilden eine wesentliche Grundlage um für unterschiedliche Belastungsvarianten und Temperaturen zuverlässige Berechnungsergebnisse zu ermitteln, die umfangreiche experimentelle Erprobungen zumindest in Teilen ersetzen und damit einen zentralen Bestandteil von sicherheitstechnischen Nachweisen in gefahrgut- und atomrechtlichen Zulassungs- und Genehmigungsverfahren bilden können. Für die Auslegung der Behälter von besonderer Bedeutung ist die Effizienz der eingesetzten energieabsorbierenden Elemente, wie beispielsweise Stoßdämpfer am Behälterdeckel oder -boden bzw. äquivalente Strukturen auf oder im Fundament von Zwischen- und Endlagern.
Diese Bauteile, die häufig aus Holz, Polyurethan (PU) - Schaum oder Dämpferbeton hergestellt werden, erfahren beim Auf- oder Anprall erhebliche plastische Deformationen, deren Verteilung und Größenordnung u.a. von der Belastungsgeschwindigkeit, dem Belastungsverlauf und der Temperatur bestimmt werden. Die Berücksichtigung dieser Faktoren in dynamischen Finite Elemente (FE) Berechnungen, die den heutigen Stand der Simulationstechnik repräsentieren, setzt eine systematische Datenbasis für den stoßdämpfenden Werkstoff voraus und die Implementierung dieser Informationen in numerischen Materialformulierungen.
An der BAM wird seit Ende 2008 im Rahmen des vom BMBF geförderten Forschungsvorhabens ENREA (Entwicklung rechnerischer Analysemethoden für stoßdämpfende Strukturen beim Anprall oder Absturz von Abfallgebinden) die experimentelle Bestimmung derartiger Daten sowie die Anpassung und teilweise Neuentwicklung geeigneter Materialmodelle betrieben.
Elastomer seals are widely used as barrier seals in containers for low and intermediate level radioactive waste and in some countries for spent fuel transportation casks. Depending on the area of use, the rubber materials have to demonstrate proper sealing performance with regard to mechanical, thermal and environmental conditions as well as irradiation during the entire operation period.
In Germany the low and intermediate level radioactive waste is planned to be disposed in the Konrad repository in standardized containers. Many of these containers use an elastomer seal between lid and container body. Depending on the radiactive inventory and a possible containment of the waste in inner barrels and/or concrete structures, such containers may require a specific leak tightness. In such cases, specified leakage rates are shall not be exceeded by the the seals to keep potential activity releases from the inventories well below defined limits.
Generally, all waste containers have to fulfill the waste acceptance criteria for the Konrad repository as defined by the reports BfS SE-IB-29/08 and SE-IB-30/08. From these criteria several requirements for seal performance are derived. The seals have to:
- ensure full functionality until final container disposal,
- maintain its function in case of a thermal or mechanical accident,
- ensure encapsulation also at -20 °C.
This combination of requirements is challenging especially as a seal exchange, which is typical for many other applications, is hardly possible and thus a sound understanding of how to perform safety evaluation of containers is required. Therefore BAM has initiated investigations on elastomer seal behaviour. This work focuses on low temperature behaviour and sealing performance concerning static conditions as well as partial loss of compression and ageing of elastomer seals. Concerning ageing, property changes caused by long-term thermooxidative conditions as well as gamma irradiation are investigated.
This contribution presents an overview and explanation of the aims of the ongoing research and gives an update of the most relevant results.
Up to the end of this decade, corresponding to the planned date of starting operation in the final disposal KONRAD for non-heat generating waste in Germany, a lot of efforts are needed to condition and package the radioactive waste in containers certified by BfS (Federal Institute for Radiation Protection). This waste is produced by public sector and industry as well as nuclear energy facilities, which result in more than a half of the actually declared quantity growing especially after the phase out decision of nuclear power production in Germany and the subsequent decommissioning of nuclear power plants. BAM (Federal Institute for Materials Research and Testing) acts as responsible authority on behalf of BfS for design testing under consideration of the KONRAD requirements. Within the assessment procedure of containers, BAM has to verify the application documents, including material qualification, container geometry, corrosion protection, leakage rate and operational and accidental loading, and to evaluate quality assurance measures. Besides the previous completed approvals for various containers such as steel sheet and cast iron box-shaped containers and concrete cylindrical ones, BAM is actually carrying assessments for other types such as cast iron cylindrical containers and “old” steel sheet box shaped ones. The so called “old” containers present already loaded containers without any KONRAD certification, currently stored at licensed interim storages. In the benefit of the container assessment, BAM operates design testing facilities for drop and fire tests which are also used for research objectives to improve and expand the evaluation methods such as research project ConDrop. The latter deals with numerical simulations and analyses tools for further precise predictions about unfavorable drop test scenarios, safety margins, and design sensitivities for steel sheet containers. Furthermore, during the assessment procedure, several specifications about the containers, the inventory to be disposed and the required safety level have been intensely debated by authorities and applicants. Based on its experience in qualifying containers, BAM has been commissioned to identify insufficiently specified aspects in the waste acceptance criteria and to propose clearer definitions with regard to the secondary regulations in the planning approval notice. This paper focuses on aspects of the contribution of BAM in certifying KONRAD waste containers. This will include the current state of design testing procedures, evaluation methods that are available or are being developed and the main topics within the KONRAD requirements being actually specified by BAM.
In Germany dual purpose casks for spent nuclear fuel (SF) or high level radioactive waste (HLW) are used for safe transportation and interim storage. Key safety issues in both fields are the safe enclosure of the radioactive material, the safe removal of decay heat, securing nuclear criticality safety, limitation of radiation exposure to acceptable levels and keeping it as low as reasonable achievable (ALARA principle).
Whereas these safety requirements during transportation are ensured by the Type-B(U)-design testing and approval procedure on basis of internationally agreed IAEA (International Atomic Energy Agency) requirements storage licenses are issued on national and site specific safety analyses.
This paper presents experiences from recent interim storage safety evaluation and licensing procedures in Germany on basis of a Type-B(U) certified cask designs concerning specific differences from Operation and accident conditions inside the storage facility. The focus is laid on the interaction of cask and building structures with regard to shielding, heat removal and accident analyses including aircraft crash. Basic safety is assured by thick-walled metal casks with monitored double lid Systems. They also reduce radiation to levels where workers can safely operate and maintain the casks inside the storage facility. The storage building e. g. provides additional shielding and protection against extemal hazards depending on the building construction. In addition, the storage building helps to reduce radiation levels at the boundary of the storage site well below regulatory limits given by the German Radiation Protection Ordinance (StrSchV).
The numerical Simulation of transport and storage casks for radioactive waste in accidental scenarios requires adequate material models and input parameters for all relevant structural cask elements, the Impact foundation as well as possibly further components involved in the incident. They form the basis for reliable analysis of different loading situations allowing substituting, at least in parts, experimental investigations that are needed in safety Reports submitted for nuclear licensing procedures.
Hereby, the efficiency of the energy absorbing components, such as cask Impact limiters or equivalent structures placed onto or into the foundation of storage buildings, determine to a large extend
the performance and thus the design of the casks. The limiters, which are usually made of wood, polyurethane foam (PUF) or damping concrete, are subjected to Major plastic deformations, whose Distribution and magnitude strongly depend on loading speed, course and temperature.
Consequently, it is necessary to establish a systematic data basis and implement this information in advanced numerical material formulations in Order to enable finite element simulations to account for all relevant factors.
The deformation and damage behaviour of damping concrete under impact loading conditions is investigated experimentally and numerically. The material model is based on the assumption of crushable foam with volumetric or isotropic hardening combined with ductile and shear damage criteria. Model parameters are determined in static and dynamic compression tests of confined cubic specimens. The derived material model is validated by numerical simulation of penetration tests. The static and dynamic penetration of indenters into uniform as well as assembled bricks made of damping concrete is discussed. Finally, the successful calculation of a large-scale drop test with a heavy cask-like test object onto a realistic damping concrete foundation is demonstrated.
Die mechanische Beanspruchung von Transport- und Lagerbehältern für radioaktive Stoffe gemäß den durch die IAEA vorgegebenen Prüfszenarien oder bei Unfällen, die während der Handhabung in einer kerntechnischen Anlage auftreten können, wird maßgeblich durch das Design der Stoßdämpfer und die Eigenschaften des jeweiligen Untergrundes beeinflusst. Da der Nachweis der Behälterintegrität und -dichtheit häufig an numerische Simulationen gekoppelt ist, sind für die sicherheitstechnische Auslegung der Konstruktion zuverlässige Informationen über das Energieabsorptionsvermögen der Werkstoffe und eine geeignete Umsetzung dieser Daten in FEM - Programme erforderlich. Die im Rahmen von Falluntersuchungen bei der BAM festgestellten, teilweise erheblichen Abweichungen zwischen experimentellen und berechneten Größen sind entsprechend darauf zurückzuführen, dass die zur Verfügung stehenden numerischen Verfahren das komplexe Verhalten der stoßdämpfenden Strukturen
nicht ausreichend präzise wiedergeben. Hiervon besonders betroffen sind Bauteile aus Holz und Polyurethan-Schaum (PU-Schaum), die zur Konstruktion von Behälterstoßdämpfern für die Transportkonfiguration eingesetzt werden, sowie Dämpferbeton, der in ausgewählten Bereichen im Fundament von Standort-Zwischenlagern eingebaut wird. Um die zugehörigen Materialmodelle weiter zu entwickeln und die dafür erforderliche Datenbasis zu schaffen, hat die BAM vor knapp zwei Jahren das vom BMBF geförderte Forschungsvorhaben ENREA (Entwicklung rechnerischer Analysemethoden für stoßdämpfende Strukturen beim Anprall oder Absturz von Abfallgebinden) gestartet. Wesentlicher Bestandteil ist ein systematisches Versuchsprogramm, bei dem die drei genannten Werkstoffe statisch und dynamisch hohen Druckbelastungen ausgesetzt werden. Relevante Versuchsparameter sind, neben der Dehnrate, die Temperatur und Lagerungsbedingungen sowie die Orientierung des Werkstoffes hinsichtlich der Belastungsrichtung. Dieser Beitrag präsentiert die wichtigsten Ergebnisse aus der ersten Versuchsphase, die durch weggesteuerte Versuche mit konstanten Prüfgeschwindigkeiten von 0,02 mm/s und 3000 mm/s gekennzeichnet ist. Darüber hinaus wird die Verwertung dieser Daten zur Anpassung von Materialmodellen auf der Grundlage von Nachrechnungen gezeigt, wobei die Möglichkeiten und Grenzen der verwendeten Konzepte Umrissen werden. Aufgrund des Umfangs, den die Versuche mit Holzwerkstoffen einnehmen, und des erforderlichen Aufwandes für die numerische Modellierung werden die entsprechenden Maßnahmen und Ergebnisse in einem eigenständigen Beitrag auf der KONTEC vorgestellt.
Mechanical loading conditions of transport and storage casks for radioactive materials in accidental scenarios are highly affected by the behavior of both: the impact limiters and the footing materials. To minimize potential damages during the handling of casks, a so called damping concrete is frequently used for the footings in interim nuclear facilities. It obtains its shock absorbing properties through admixing of polymer cells. For a comprehensive mechanical evaluation of casks, advanced material models are also needed for damping concrete. In order to characterize the mechanical properties and to develop numerical material models, penetration tests were carried out at different test facilities of BAM. The tests contain static and dynamic penetration tests on cubic specimen with an edge length of 100 mm as well as mortared specimen with a size of 240 x 240 x 50 cm³. Indenters with different geometries and diameters were used for these model-sized penetration tests. Subsequently a full-scale cylindrical cast-iron indenter with a diameter of 110 cm was dropped of 5 m height on a realistic damping concrete footing.
Abfallgebinde, die im Endlager Konrad eingelagert werden sollen, müssen die Anforderungen und Kriterien erfüllen, die in den Endlagerungsbedingungen (SE-IB-29/08-Rev-1 [1]) und in der Produktkontrolle (SE-IB-30/08-Rev-1) festgelegt sind. Die Qualifizierung der Abfallbehälter erfolgt auf dieser Grundlage in Form von Bauartprüfungen, die von der Bundesanstalt für Materialforschung und -prüfung (BAM) im Auftrag des Bundesamtes für Strahlenschutz (BfS) durchgeführt werden. Darüber hinaus sind die im Hinblick auf Behälterbauartprüfungen relevanten Nebenbestimmungen aus dem Planfeststellungsbeschluss für das Endlager Konrad zu berücksichtigen. Zur besseren Anwendbarkeit werden diese Nebenbestimmungen in die Endlagerungsbedingungen und die Produktkontrolle eingearbeitet. Begleitend ist als Hilfestellung für die Abfallablieferer und Behälterhersteller ein Leitfaden geplant, der praktikable Nachweisstrategien aufzeigt und, soweit erforderlich, Hintergrundinformationen zu den Spezifikationen der Regelwerke liefert. Die BAM ist vom BfS beauftragt, hierfür Vorschläge zu entwickeln und Empfehlungen abzugeben.
Die Bundesanstalt für Materialforschung und –prüfung (BAM) wurde von der AG 3 der Kommission Lagerung hoch radioaktiver Abfallstoffe gebeten, Anforderungen an Behälter für die Endlagerung hoch radioaktiver Abfallstoffe im Hinblick auf ih-re Rückholbarkeit während des Endlagerbetriebes und ihre Bergbarkeit nach Ver-schluss des Endlagers über einen Zeitraum von 500 (bis 1.000 ?) Jahren darzu-stellen. Die BAM kommt diesem Wunsch auf der Grundlage ihrer langjährigen Er-fahrungen und Fachkenntnisse auf den Gebieten der Bauartprüfung und der si-cherheitstechnischen Begutachtung von Transport- und Lagerbehältern für radio-aktive Stoffe nach.
Low and intermediate level radio active waste has been produced in Germany for several decades. While a part of the waste had been deposited in the Morleben repository and the Asse mine which have been operated for just a limited period of time, the major amount is conditioned and packaged in temporarily stored waste containers.
Those containers are designated for final disposal in the KONRAD repository being currently under construction and expected to start operation in 2022. As a consequence, an assessment of the waste container documentation and safety is strongly needed to receive an approval for the KONRAD repository. This requalification is challenging because those old containers have to meet the same safety requirements as new containers.
