This report is a literature review of the current state of knowledge of fireworks
and fireworks hazards. It presents work to meet Deliverables D4-1 (types and compositions
of fireworks Articles), D4-2 (Functioning mechanism of and between fireworks
articles), D4-3 (Storage and transport regulations in EU countries) and D4-4 (The effect
of fireworks on health and the environment) of the CHAF work program.
Firework compositions are discussed in the first section. This leads to an understanding
of the variability in performance of various types of fireworks. Compositions
used in report effects are highlighted as being the most energetic while other compositions
are seen as providing a much lesser hazard in mass storage of fireworks. Individual
types of firework are examined. Large devices such as report shells are identified as
posing the largest hazard in bulk storage. Lesser, but still significant, hazards are predicted
for similar compositions in Roman candles and rockets. Gradations in hazard are
identified corresponding to UN hazard divisions 1.1, 1.3 and 1.4.
The second section reports the literature relating to the functioning mechanism of
and between fireworks articles. In this the major propagation mechanisms for fireworks
compositions are examined. The main stimuli identified are: fragment impact, heat and
shock wave, each of which can lead to the functioning of pyrotechnic composition in
the article or in an adjacent article leading to large-scale initiation. Consideration of the
pyrotechnic compositions leads to a different ranking for the three mechanisms with different
fireworks types. Thus with a report composition containing a metal/perchlorate
mixture shock initiation is seen to be the main propagation mechanism. Such a mechanism
is likely to afford a mass explosion. At a lesser hazard, blackpowder-based compositions
are reported to be more likely to propagate via a flame mechanism. This is less
likely to produce a mass explosion.
National legislation concerning the storage of fireworks for many European countries
is considered in the third section. Many of the national regulations are based on a
cube root of explosives content to determine "safety distances", often written as Q1/3.
Different multiplying factors are then applied depending on the type of adjacent site
(production buildings, residential housing, roads etc.). Commonly 22Q1/3 is used for residential
dwellings. Special provisions are enacted in many countries either to allow
lesser distances or in some cases to increase the safety distances depending on the
perceived hazard or extenuating circumstances.
The final section deals with the environmental hazards posed by the use of
fireworks. Toxic effects of the materials used in the manufacture and the likely reaction
products from functioning fireworks are highlighted. These range from heavy metal
poisoning from metals present for their colour effect to respiratory problems due to
pyrotechnic fume (both particulate and gaseous). Finally, noise pollution is considered.
While there is a short term problem from pyrotechnic fume at times of high usage
(national celebrations) there is no literature evidence, as yet, of long term detriment to
the environment.
This is the first part (Deliverable 6-1) of workpackage 6 (WP6) in the framework of a research project funded by the European Community on the "Quantification and control of the hazards associated with the transport and bulk storage of fireworks" which was given the acronym CHAF. The work in this package aims to characterize selected packaged fireworks in standard UN classification tests by measuring the physical conditions (temperature, pressure, radiation, etc.), acting during testing and to use the results to provide benchmark data for the rest of the CHAF project. The objective of Deliverable 6-1 was to identify the types of fireworks that should be used for the benchmarking tests. This was achieved by developing the information generated in the literature review for the project (WP4). A critical element of the work was to attempt to identify fireworks close to the boundaries between different UN Hazard Divisions so that the accuracy of the UN classification assignments, as applied to fireworks, could be tested. This document outlines the types of fireworks selected for benchmark testing and the rationale behind the selection. Having identified the fireworks required a way forward to identify suitable suppliers is given.

Über einen Zeitraum von drei Jahren wurde im Rahmen eines europäischen Forschungsprojekts das Verhalten von Feuerwerkskörpern unter unterschiedlichsten Bedingungen untersucht, um damit die Vorgänge bei der Explosion eines Feuerwerkslagers besser bewerten und einschätzen zu können. Schwere Unfälle in Lagern von Feuerwerk, wie z. B. im Jahre 2000 im niederländischen Enschede, ließen die Frage aufkommen, ob die mit verhältnismäßig kleinen Mengen ermittelten Gefahrgutklassifizierungen auch noch im Containermaßstab Gültigkeit besitzen und ob das Verhalten korrekt vorhergesagt wird. Diese Frage war nicht zuletzt nur durch Versuche im Vollmaßstab zu beantworten, die eine zentrale Rolle in diesem Projekt spielten. Darüber hinaus richtete sich ein Teil der Arbeit darauf, im Falle abweichender Ergebnisse zwischen regulären Gefahrgutprüfungen und realistischen Versuchen im Vollmaßstab die Zusammenhänge aufzudecken und eine andere oder modifizierte Prüfmethodik vorzuschlagen, die korrekte Aussagen für sehr große Mengen Feuerwerk liefert. Zu diesem Aspekt wurden interessante Ergebnisse mit einer Druckkammer gewonnen, wobei diese Arbeiten noch fortzusetzen sind.

Die "Empfehlungen für die Beförderung gefährlicher Güter, Handbuch über Prüfungen und Kriterien" ergänzen die "Empfehlungen für die Beförderung gefährlicher Güter, Modellvorschriften" und das "Global harmonisierte System zur Einstufung und Kennzeichnung von Chemikalien (GHS)". Sie enthalten Kriterien, Prüfmethoden und –verfahren, die angewendet werden sowohl für die Einstufung gefährlicher Güter nach den Vorschriften der Teile 2 und 3 der Modellvorschriften als auch für Chemikalien, von denen nach dem GHS physikalische Gefahren ausgehen.
The Federal Institute for Materials Research and Testing (BAM) in Germany is one of 13 Notified Bodies (NB) for Explosives operating under European Directive 93/15/EEC. The NBs perform the EC-type examimtions for all sorts of explosives (cartridged explosives, detonators, aso.) following the test instructions from European harmonised Standards. Through applying the Standards the essential safety requirements set out in Directive 93/15 are checked. When a positive result is achieved during type testing, a high level of safety during transport, storage, and use can be assumed.
Even though the tests are described in the Standards with high detail, there may still occur differences in testing between different test houses. Whether such differences lead to still agreeing, or perhaps to disagreeing results in type testing, can only be determined by so called Round-Robin tests (RRT). These are «inter-laboratory» comparisons and constitute an essential pari of proficiency testing for each NB, respectively test laboratory. BAM as a Notified Body will be shortly introduced, and the presentation will then concentrate on recent RRT done with explosives. Results, difficulties, and conclusions will be presented.

The aim of this study is to quantify how much a real Fallhammer deviates from the idealised functioning, and what the differences between different Fallhammers in different laboratories are. Such a comparison has never been done and data have not been collected in a consistent way. Further it is the aim to develop guidance on the mechanical properties of the Fallhammer, which can be used for internal quality control, validation of the correct functioning of the Fallhammer, and preparation of Round-Robin tests. An established and verified mechanical status of a Fallhammer would greatly improve the quality and comparability of results and Round-Robin tests on the impact sensitivity of explosives.
Acilliary equipment used in the explosives sector is commonly not regulated by national or European law. Nonetheless various hazards are associated with electricity and radiation used by the equipment. Safety has to be guaranteed by a risk analysis and consequential handling provisions. The German approach is outlined.

Die Validierung des BAM-Fallhammers ist nicht nur eine Frage der dokumentierten Wartung und der Rückführbarkeit relevanter Größen sondern auch eine Frage der Verifizierung der mechanischen Funktion. Dabei gibt es zum Teil derart große Abweichungen zwischen Geräten und von berechneten Werten, dass Ergebnisse zur Schlagempfindlichkeit von Explosivstoffen nur in Verbindung mit der verifzierten Funktion und verifizierten Werten zum Energieübertrag auf den zu prüfenden Stoff nutzbar sind.
More than 5 million non-electric detonators are used annually in Germany for blasting operations. The relative usage of non-electric detonators amounts to about 50% of all civil blasting operations in Germany. BAM, as the notified body for explosives in Germany, tests non-electric detonators for the purpose of EU-type approval under the civil explosives directive, but also in the context of general investigations, e.g. when misfiring occurs. BAM has all facilities to test these detonators according to the European standard EN 13763. The presentation will cover the test facilities of BAM and address some issues of delay time accuracy. Several advantages and disadvantages of the non-electric ignition system will be discussed in the context of case investigations, and conclusions for mining operations and the advoidance of misfiring will be drawn.
Die Richtlinie 2014/28/EU für zivile Explosivstoffe verlangt die Verwendung einer eindeutigen Identifizierung jedes einzelnen Explosivstoffs. Das schon 2008 durch die Richtlinie 2008/43/EG eingesetzte Verfahren, ergänzt durch eine Empfehlung der Federation of European Explosives Manufacturers (FEEM), hat im Laufe der Implementierung verschiedene Probleme und Fragen aufgeworfen. Einige Probleme technischer Natur bezüglich der Code-Inhalte werden hier dargestellt. Dabei geht es um Abweichungen von den Vorgaben, die die Verarbeitung dieser eindeutigen Kennzeichnung erschweren. Es zeichnet sich jedoch auch ab, dass sich die Probleme allmählich verringern werden.
The BAM-Fallhammer is a mechanical device to test the impact sensitivity of explosives and to determine a sensitiveness level. By its construction it transforms potential energy into kinetic energy of an impacting hammer, then hitting the sample. Ideally the entire potential energy is available at the moment of impact and the supporting base is infinitely rigid. By this study we want to quantify how much a real Fallhammer deviates from the ideal concept, and what the differences between different Fallhammers in different laboratories are. Mit einem Raman-Handgerät wurden verschiedene Explosivstoffe, wie sie gewerblich Verwendung finden und im Fachbereich 2.3 verfügbar waren, analysiert. Nicht zu allen Stoffen sind Raman-Spektren in der Literatur auffindbar. Durch die Veröffentlichung der Arbeit in einer Fachzeitschrift sollen Kriminalämter und Wissenschaftler in die Lage versetzt werden, aufgefundene Explosivstoffe schnell zu identifizieren.
Several decades have passed since the initial drafting of the European standards for explosives subject to European Directive 2014/28/EU, and this field as experienced some substantial technical innovations. While at the turn of the millenium the concept of electronic detonators had just been conceived, and it is mentioned in a Technical Specification, today electronic detonators exist in many variants, also regarding communication means between shotfirer and the detonating cap. Questions regarding safe functioning and prevention of inadvertent ignition have to be asked in a quite different way, where delicate electronic circuits are used, and where information is transmitted by radio waves. In addition, the safety of functioning is partly found in software components and the corresponding standards need to be reviewed thoroughly on these grounds.
A different but in recent times more and more popular technology, is the on-site production of explosives, being mostly emulsion explosives, ANFO, or combined products. Also here software in the machinery is starting to play an important role. The on-site produced explosive must fulfil safety requirements and has to be, in addition, quality controlled. This cannot solely be left to the hopefully proper design of the software and machinery, but needs to be made accessible to verification. Since this area seems broader in approach, it is not going to be addressed by a new standard. The state of the art technology shall be described in a Technical Specification with a perspective from requirements of the above mentioned European Directive.
Since the early drafting of the European standards for civil explosives, harmonised under directive 93/15/EEC and 2014/28/EU, blasting technology has developed notably. This is particularly evident for electronic detonators and electronic firing systems, and the EU commission agreed to initiate a standardisation initiative, also noting that the currently existing document on electronic detonators is “only” a Technical Specification (CEN/TS). This paper addresses the current activities in the area of standardisation. The EU is about to launch a formal standardisation request to cover the most recent technological developments not addressed by the current standards. The request would also include various adjustments of references to the new Directive for civil explosives, and in addition the task of developing a Technical Specification for on-site mixed explosives and corresponding manufacturing units. The latter has been included to address the nowadays frequently found mobile production on the basis of ammonium nitrate prills or emulsions.

Dabei erhält jeder Zünder und jede Sprengstoffpatrone eine eindeutige Kennung, die üblicherweise als Datamatrix-Code aufgebracht wird. Seit 2015 muss das System angewandt werden. Trotz einer reichlichen Übergangsfrist gibt es immernoch Probleme im Detail, die sich vor allem auf die IT-mäßige Verarbeitbarkeit beziehen.

Länderübergreifende und vereinheitlichte Kriterien zur Einstufung von gefährlichen Chemikalien und zu ihrer Gefahrenkommunikation sind ein wichtiges Element für die Sicherheit im Umgang mit Gefahrstoffen. Das globale System zur Einstufung und Kennzeichnung von Chemikalien – das Globally Harmonized System der Vereinten Nationen (UN) – oder kurz GHS – unterstützt dieses Anliegen und hat auch Eingang in die europäischen Rechtsvorschriften gefunden. Die Vereinten Nationen (UN) haben sich nunmehr einiger systematischer Probleme im GHS angenommen und verändern in diesem Zuge auch das Einstufungssystem für Explosivstoffe. Die Fachdiskussionen im Kreis der Experten bei UN sind komplex und nicht leicht zu verfolgen. Es soll daher hier ein Zwischenstand über die bislang vorliegenden Ergebnisse der damit befassten Arbeitsgruppen dargestellt werden.
Bei der Marktüberwachung im Bereich Explosivstoffe und Pyrotechnik stehen die Behörden der Länder immer wieder vor dem Problem, mit ausreichenden Kenntnissen über die Vielfalt der Produkte ausgestattet zu sein. Darüber hinaus lassen sich nur in seltenen Fällen im Rahmen der Marktüberwachung Prüfungen mit der regulären Funktion des Explosivstoffs oder der Pyrotechnik durchführen. Dadurch konzentriert sich die Überwachung vor allem auf äußere Merkmale und die Kennzeichnung. In dem Vortrag werden anhand von Beispielen die technischen und rechtlichen Hintergründe für entsprechende Kontrollen dargestellt und mit den Erfahrungen der an der Marktüberwachung Beteiligten abgeglichen.
This is a short review on ongoing work and interests in Division 2.6 of BAM with a focus on transport regulations and related testing. The behaviour of primer caps in different packaging configurations is addressed and the new apparatus for the "Minimum Burning Pressure" test is presented. Further topics regarding classification are touched with the aim to attract comments and stimulate cooperation internationally.

Gegenwärtig erfolgt die Aktualisierung unter Federführung des „Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals“ (Sachverständigenausschuss), welches das ursprüngliche Gremium 2001 ersetzte.
Die sechste überarbeitete Ausgabe enthält alle Änderungen zur fünften überarbeiteten Ausgabe, die vom Ausschuss während seiner fünften und sechsten Sitzungsperiode 2010 und 2012 angenommen wurden (veröffentlicht unter den Dokumentennummern ST/SG/AC.10/11/Rev.5/Amend.1 und ST/SG/AC.10/11/Rev.5/Amend.2), die während der siebenten Sitzungsperiode 2014 angenommenen Änderungen (ST/SG/AC.10/42/Add.2) sowie das Corrigendum zur 6. Ausgabe vom Februar 2016 (ST/SG/AC.10/11/Rev.6/Corr.1).
Examinations of the mechanical properties of the BAM drop hammer and the BAM friction test were done recently. In order to validate the correct functioning of both tests, usually Round-Robin tests are done with selected test substances. A relatively large spread of the results including some outliers is usually accepted and attributed to the nature of the tests. The author asked, however, in how much the mere mechanical properties could already differ between different institutes, even when no substance is involved (dry runs). A thorough inter-laboratory study was done for the drop test, and results for the friction test are on its way. The current state of these investigations will be presented.
Controlling the hazards in explosives manufacture has been addressed ever since such substances have entered industrial processing. The rigour of exercising such control appears to vary in different fields of application (fireworks versus blasting explosives) and in different countries worldwide. Nonetheless, each tradition has developed a set of standard tests addressing sensitivity and other aspects of behaviour of explosives. With a full system of workers protection in place in most countries nowadays, the control of hazards in explosives manufacture has become much more formalised. The paper aims to show the common parts of process hazard analysis and the consequential steps involving either a risk based approach or a prescriptive approach. The paper aims to stimulate discussions about recent developments.

Die neuen Änderungen aus 2016 betreffen insbesondere:
- Änderungen des Prüfverfahrens für die Klassifizierung von Lithium-Metall und Lithium-Ionen-Batterien
- Änderung des Klassifizierungsverfahrens für ammoniumnitrathaltige Düngemittel
- Ein neuer Unterabschnitt für die Prüfungszusammenfassung für Lithiumzellen und -batterien
- Ein neuer Abschnitt für das Klassifizierungsverfahren und Kriterien in Bezug auf feste ammoniumnitrathaltige Düngemittel
- Änderung des Anhangs 7 für die Prüfung von Blitzknallsätzen
- Änderungen zur Unterstützung der Verwendung des UN-Prüfhandbuchs im Sinne des GHS
This presentation shall outline the regulatory tools for explosives manufacture in force in Germany and emphasize the benefits of a codified approach. Those in the need of applying safety measures find a given set of prescriptions, which do not need to be determined through a case by case study. While a process hazard analysis is usually required, it is not necessary to perform a risk analysis.
The system is likely to be more conservative than others, because it generalizes the application cases and needs to be valid for all variations within the description. It is also conservative in that respect that, from learning from previous accidents, for each case a conclusion improving safety entered the code. The more recent history of events shows that the system provides excellent protection of workers in this field. In addition it gives all operators a safe backup for their activity, since following the code generates the "presumption of conformity" and makes juridical judgement more straight forward.
A joint Round Robin test was initiated by the "explosives testing user group" involving all renowned test institutions of the USA plus The Netherlands (TNO) and Germany (BAM). Aim of the Round Robin test was not only to align results with regard to the friction sensitivity of a given powder sample, but also to study the variations of GO and NO-GO reactions by high speed camera recordings.
Bei der Betrachtung der Rechtmäßigkeit von Explosivstoffen und pyrotechnischen Gegenständen mit CE-Zeichen auf dem Gemeinschaftsmarkt der EU wird oft der Baumusterprüfung und der "Baumusterprüfberscheinigung" große Aufmerksamkeit geschenkt. Bei pyrotechnischen Gegenständen kommt hier noch die Registriernummer als überprüfbares Merkmal hinzu. In der Phase der Baumusterprüfung werden die anwendungstechnischen Eigenschaften und Anforderungen der harmonisierten Normen geprüft, wofür eine der prüfenden benannten Stellen der EU die Verantwortung hat.
Für die sichere Funktion und Leistung von Explosivstoffen und pyrotechnischen Gegenständen ist jedoch die in der, oder im Anschluss an die, Fertigung stattfindende Qualitätssicherung (QS) mindestens ebenso wichtig. Ohne Einhaltung eines der Qualitätssicherungsmodule findet keine rechtmäßige Abgabe auf den Gemeinschaftsmarkt statt. Unkorrekte Anwendung der QS führt i. d. R. auch zu Fehlern an den Produkten mit mehr oder weniger auffälligen Problemen.
In der Vergangenheit konnte die Marktüberwachung aus dem Anzeigeverfahren für die erstmalige Verwendung von Explosivstoffen und pyrotechnischen Gegenständen und den dabei geführten Listen Anhaltspunkte bzgl. der Rechtmäßigkeit gewinnen und ggf. bei der BAM weiterführende Informationen abfragen. Mit dem Wegfall der Anzeigepflicht nach § 6 der 1. SprengV und dem Wegfall dieser Informationsquelle muss sich die Überprüfung von Explosivstoffen und pyrotechnischen Gegenständen auf dem Markt und in Lagern auf die begleitenden QS nach einem der Module der jeweiligen Richtline konzentrieren.
In dem Beitrag werden Kennzeichnungsmerkmale und Möglichkeiten der Überprüfung der QS an Explosivstoffen und pyrotechnischen Gegenständen aufgezeigt. Teilnehmer der Marktüberwachung und anderer Aufsicht führenden Stellen sollen sensibilisiert werden und mit Informationen ausgestattet werden, die ihnen ein Handeln auf diesem Gebiet ermöglichen.

Es sollen von der EU über CEN neue Normungsprojekte lanciert werden, die sich mit elektronischen Funk- und Fernzündsystemen in der Sprengtechnik und mit den speziellen Anforderung an vor-Ort hergestellte Sprengstoffe mit entsprechenden mobilen Produktionseinheiten befassen. Hierzu ist die Mitwirkung der Industrie und der Anwender gefordert, damit die Normen technische Fragen adäquat abdecken. Ziel ist letztlich die Harmonisierung vor der Explosivstoffrichtlinie 2014/28/EU. In diesem Zuge wird über die Tätigkeit der benannten Stellen für Explosivstoffe berichtet.
Das polnische Bergbauinstitut GIG richtet alle zwei Jahre eine Fachtagung mit dem Thema „Sicherheit bei Sprengarbeiten“ im kleinen Bergstädtchen Ustroń (Polen) aus. Die Tagung hat eine internationale Ausrichtung und bietet Vorträge und Themen sowohl in englischer als auch polnischer Sprache. Es werden Ergebnisse anwendungsorientierter Forschung sowie aus der Praxis der Sprengarbeit vorgestellt. Teilnehmer und Beiträge kommen sowohl von großen Bergbaubetrieben und in Polen tätigen Herstellern als auch von Instituten und Behörden. Im Jahr 2018 war auch die BAM vertreten und der Autor möchte hiermit von den vielfältigen Themen berichten. Es gibt eine gewisse Ähnlichkeit zu der jährlich in Siegen stattfindenden „Informationstagung Sprengtechnik“ des Deutschen Sprengverbandes, wobei bisher wenig inhaltlicher Austausch stattfindet.
Testing of the impact sensitivity of explosives is one of the essential characterisation steps in a safety study. Threshold levels have been agreed from experience for certain processing steps and in relation to handling instructions. However, how reliable is the information, that an explosive has an impact sensitivity of X Joule? This will partly depend on the judgement of the test operator, but also on the statistical method, and on the energetic parameters of the test apparatus. This work focuses on the mechanical performance of the BAM-Fallhammer and how much of the initially available potential energy is transferred to the sample. The differences to the nominal value can be quite large under some conditions. Therefore the energy loss has to be characterised and should possibly be taken into account. In addition an attempt is made, to make results more comparable when the amount of energy loss has been determined by a method shown in the presentation.
During a European convention of the authorities for market surveillance (AdCO) for explosives the activities of the notified bodies are presented, putting a focus on matters concerning market surveillance.
The presentation outlined in detail, which verifications are possible
with explosives, while practical tests involving initiation of
explosives are excluded. Elements of labeling and the conclusions in
view of quality control were explained, and typical failures by
manufacturers to comply were orally described.
Permitted explosives have a tradition of many decades in Germany and had been designed to the needs of the underground coal mining in the Ruhr. In neighboring countries of Germany similar provisions were made to prevent hazards from fire damp and coal dust explosions in underground coal mines. Due to the termination of coal mining in Germany and most other European countries, also the testing facilities are disappearing. This presentation outlines the current situation of testing regimes and facilities.
