Mit der Novellierung der Bundes-Bodenschutzverordnung und der Einführung einer Ersatzbaustoffverordnung soll die ordnungsgemäße und schadlose Verwertung von mineralischen Abfällen im Boden bundeseinheitlich geregelt werden. Dabei sind die Erfordernisse des Boden- und Grundwasserschutzes zu beachten. In einer Reihe von F&E-Vorhaben der letzten Jahre wurden Vorschläge zur Verbesserung und Harmonisierung von Verfahren zur Bewertung des Eintrages von Schadstoffen in Boden und Grundwasser unterbreitet. Im Blickpunkt standen u.a. Elutionsmethoden zur Ermittlung der Quellstärke von schadstoffbelasteten Matrices. Vom DIN-Normenausschuss Wasserwesen, Unterausschuss "Eluierungsverfahren" wurden auf dieser Grundlage zwei Verfahren zur Elution von Bodenmaterialien und mineralischen Abfällen mit einer Korngröße bis 32 mm erarbeitet. Dabei handelt es sich um ein Säulenperkolationsverfahren zur gemeinsamen Untersuchung des Elutionsverhaltens von organischen und anorganischen Stoffen (DIN 19528) und ein Schüttelverfahren mit einem Wasser-/Feststoff-Verhältnis (W/F) von 2 l/kg zur Untersuchung der Elution von anorganischen Stoffen (DIN 19529). Um die Normen in den gesetzlichen Verordnungen zitieren zu können, war deren Validierung erforderlich, womit die BAM durch das UBA/BMU beauftragt wurde (FKZ 370733307). Auf der Grundlage von vier Referenzmaterialien mit anorganischen Schadstoffen und PAK wurden Ringversuchen durchgeführt. Es wurden die Kenndaten insbesondere zu Wiederholbarkeit und Reproduzierbarkeit der beiden Verfahren ermittelt.
Polycyclic aromatic hydrocarbons (PAHs) are a large group of priority organic pollutants, which contaminate environmental compartments, food, and consumer products as well. Due to their frequent occurrence associated with elevated Levels of PAHs, plastic and rubber parts of consumer products and toys are particular sources of exposure. Although European maximum levels exist for eight carcinogenic PAHs in consumer products and toys according to REACH Regulation (EC) No. 1907/2006, certified reference materials (CRM) are still not available. To overcome this lack, the first CRM for the determination of PAHs in rubber toys (BAM-B001) was developed according to the requirements of ISO Guide 35. The whole process of CRM development including preparation, homogeneity and stability studies, and value assignment is presented.
The assignment of the certified mass fractions was based upon in-house study at BAM using stable isotope Dilution analysis (SIDA) gas chromatography mass spectrometry (GC–MS). The obtained values were confirmed by the results of two interlaboratory comparison (ILC) studies with more than 50 expert laboratories from Germany and China. The mass fractions of 14 PAHs including all REACH and GS mark regulated compounds were certified ranging between 0.2 and 15.4 mg/
kg accompanied by expanded uncertainties (coverage factor k = 2). In addition, informative values were determined for 4 PAHs, mainly due to higher uncertainties and/or lack of ILC data for confirmation. BAM-B001 is intended for analytical quality control particularly based on the AfPS GS 2019:01 PAK method and contributes to improve the chemical safety of consumer products including toys.
Die Normung von Analyseverfahren ermöglicht, dass Parameter unter standardisierten Bedingungen qualitätsgesichert ermittelt werden können. Insbesondere dann, wenn Verfahren in gesetzliche Regelwerke einfließen, ist es notwendig, dass die Ergebnisse sicher und vergleichbar sind und der Aufwand im Vollzug vertretbar ist. Derzeit werden viele Parameter in verschiedenen Verordnungen nach unterschiedlichen genormten Verfahren analysiert, was die Überwachungsarbeit erschwert und zudem unnötig teurer macht. Aus diesem Grund wir eine sogenannte horizontale Normung angestrebt, bei der geeignete Analyseverfahren auch Matrices-übergreifend genormt und anschließend EU-weit zitiert werden können. Grundvoraussetzung für die Verabschiedung als Norm ist die Validierung der Verfahren. Bereits vor einigen Jahren erteilte die EU ein Mandat an CEN (Europäisches Komitee zur Normung), um umweltrelevante Parameter Matrices-übergreifend zu validieren. Allerdings konnten nicht alle für diverse Verordnungsnovellen (z.B. Klärschlammverordnung) wichtigen Parameter im Rahmen dieses Projekts validiert werden. Aus diesem Grund wurde das aktuelle Vorhaben in den Umweltforschungsplan des BMUB aufgenommen und von der BAM durchgeführt. Im Forschungsvorhaben konnten im Bereich der anorganischen Parameter die CEN/TS 16170 (Elemente mit ICP-OES), CEN/TS 16171 (Elemente mit ICP-MS) und CEN/TS 16175-2 (Quecksilber mit CV-AFS) sowie im Bereich der organischen Parameter die CEN/TS 16181 (PAK mit HPLC und GC), die CEN/TS 16167 (PCB mit GC-MS und GC-ECD) und die CEN/TS 16190 (Dioxine, Furane und dl-PCB mit HR-GC-MS) für die Analyse von Klärschlamm, behandeltem Bioabfall und Boden erfolgreich validiert werden. Die validierten Verfahren stehen nun kurz vor der Verabschiedung als EN (Europäische Norm).
Draft standards for the determination of organic pollutants in the solid matter of environmental matrices such as sludge, treated biowaste and soil have been basically developed in the framework of the European standardization project HORIZONTAL. A research project financed by the German Federal Environment Agency was initiated to finalize some of these CEN standard drafts, since fully validated standard procedures are crucial for the evaluation of their reliability in the context of implementation in legislation on environmental health.
Approach: Appropriate test materials (< 2mm particle size) were prepared and homogenized from contaminated soils, sludge and treated biowaste containing polycyclic aromatic hydrocarbons (PAH), polychlorinated biphenyls (PCB), dioxins, furans and dioxin-like-PCB and served, along with reference solutions, as the basis for international interlaboratory comparisons. Performance data of three analytical standard procedures were obtained by the statistical evaluation of results received from 11 to 29 participants per test material.
Results: The overall variation coefficients of reproducibility (between-lab standard deviations) for the sum parameters were roughly between 10 and 35 %. The variation coefficients of repeatability (within-lab standard deviations) range between 3 % and 8 % and show no trend considering the substance groups or matrices.
The highest coefficients of reproducibility were found for the analysis of PAHs, which were between 26 and 35 %, depending on the matrix, whereas 7-17 % reproducibility was observed for toxicity equivalents (TEQ) comprising dioxins, furans and dl-PCB.
Conclusions: Overall, the results confirm that the procedures described in the Technical Specifications are fit for purpose for all three matrices and that the feasibility of the HORIZONTAL approach, to cover several matrices with one standard per analyte, was thereby proven.
Präsentation der Ergebnisse eines Ringversuchs zur Kompetenzbewertung von Prüflaboratorien auf dem Gebiet der anorganischen und organischen Bodenanalytik: Polyzyklische aromatische Kohlenwasserstoffe (PAK) in Boden, Mineralölkohlenwasserstoffe (MKW) in Boden, Elemente in Sediment und Gesamtcyanid in Boden.
