T1 - Standardization for the Industrial Internet of Things: Engagement by China, Germany and the USA T2 - EURAS Proceedings 2018 - Standards for a Smarter Future N2 - Standardization is a major challenge for a successful digital transformation of manufacturing. Industry and governments have put this topic on their agenda and stakeholders worldwide are engaged in various Standard Development Organizations, consortia and fora, seeking to shape the standards for the Industrial Internet of Things (IIoT). This paper for the first time analyzes how well participants from the USA, China and Germany are actually represented and engaged in standards development for the IIoT. Using quantitative metrics, the study specifically investigates standardization activities for Wireless Sensor Networks at the Internet Engineering Taskforce (IETF). The results are divergent: Measuring the authorships of IETF Internet-Drafts, China’s successful catch-up in international standardization is confirmed, having even outperformed the USA. When it comes to the authorship of the actual standards at IETF, China could not assert its top position. Here, US authors are leading, followed by German participants. The paper discusses different engagement patterns in depth and analyzes the national economic, institutional and political backgrounds that influence them. T1 - The Role of Conformity Assessment in the Digital Transformation: Focusing on Cybersecurity T2 - EURAS Proceedings 2018 - Standards for a Smarter Future N2 - Digital transformation and especially the dramatic rise of products and services connected to the Internet of Things raise the questions on how to deal with the increasing risks related to Privacy and Cybersecurity. Presumably, these risks seem to be insufficiently reflected in the European Union’s current regulative system – by being neither part of the traditional definition of a safe product nor part of product-specific vertical or horizontal directives. Certification based on standards as underlying requirements has been identified by policymakers as an instrument to address this issue. The latest European draft regulation aims at increasing security and trust in ICT products and services, and reducing current European market fragmentation with a new Cybersecurity Certification Framework. Based on the results of a qualitative analysis of stakeholder statements on the current proposal on the Cybersecurity Act, this paper discusses elements of the proposed Cybersecurity Certification Framework. As a theoretical background, this paper provides definitions of the terms Safety, IT-security, and Cybersecurity, presents selected Cybersecurity-related standards and provides an outlook on future challenges to Conformity Assessment in the digital transformation. This article presents a summary of the authors’ subjective views of the most pressing research topics in the field. These include, among others, standards (e.g. incorporation of ethical issues), the potential impact of standards, the corporate management of standardization and legal issues like Intellectual Property Rights (IPR). In addition, gaps have been identified with a respect to a basic understanding of standardization, suggesting a need for better education in the field. A management tool, the Process Maturity Benchmarking Tool (PMBT), was elaborated and validated by applying it to various accreditation bodies. By applying the tool, the values of indicators were determined, thus enabling a comparison of the accreditation bodies despite different operational processes and organizational forms. The management tool PMBT is based on the analysis of selected processes with high relevance for the operation of accreditation bodies. The processes are derived from a process map designed for accreditation bodies in a universally applicable way. The indicators used to characterize the processes come from two sources: The first source relates to data already available from internal databases, reports, financial audits etc. The second source is derived from a self-evaluation of process maturity performed by the accreditation bodies. The criteria for evaluating process maturity were designed by applying the criteria of the EFQM excellence model 2013 of the European Foundation for Quality Management (EFQM) to the processes identified in the process map. The project Comparison of the Operation of Accreditation Bodies in Europe comprised three stages. In the first stage, the processes of accreditation bodies were systematically analyzed. A process map was developed and processes of special relevance for the performance of accreditation bodies were identified and underpinned by indicators as described above. In the second stage, the processes of the German accreditation body DAkkS were assigned to the tool. This stage was used to check and modify the indicators when necessary. In the third stage, the transferability of the model was analyzed by extension to seven other accreditation bodies operating in Europe. The third stage of the project ended with a workshop attended by the eight accreditation bodies, which was used to present and discuss the results of the comparison and to identify best practices. T1 - Introducing web mining of firm websites to explore innovation indicators using the example of management system standards N2 - Traditional innovation indicators often lack coverage, granularity as well as timeliness and involve high data collection costs, especially when conducted at a large scale. Based on the assumption that firms publish information about their products and services on their own websites, the Centre for European Economic Research in Mannheim (ZEW) has developed a framework to extract information from German firm websites applying Web Mining using a free-to-use web-scraping tool. Categorized as an intraorganizational procedural innovation, management system standards often lack research especially during the early stages of their diffusion mainly due to low data availability. Therefore, we introduce Web Mining to study the diffusion of the international management system standard ISO/IEC 27001 in Germany. Using the Mannheim Enterprise panel dataset, we first apply Web Mining to identify firms that refer to these and other common management system standards, followed by manual categorization. Second, we estimate a probit model to identify drivers for its implementation. Finally, we derive recommendations for policy makers. Ten European accreditation bodies attended the comparison, four of which had already taken part in the pilot phase of the benchmarking project, which was conducted in 2017 by the German accreditation body Deutsche Akkreditierungsstelle GmbH (DAkkS) and BAM. The study, designed to examine and compare the operation of accreditation bodies in Europe, used a management tool called Process Maturity Benchmarking Tool, which was especially elaborated and validated for this purpose in the pilot phase, in order to determine the values of indicators, thus enabling a comparison of the accreditation bodies despite different operational processes and organizational forms. The management tool is based on the analysis of selected processes with high relevance for the operation of accreditation bodies. The processes are derived from a process map designed for accreditation bodies in a universally applicable way. The indicators used to characterize the processes come from two sources: The first source relates to data already available from internal databases, reports, financial audits, and others. The second source is derived from the self-evaluation of process maturity performed by the accreditation bodies. The criteria for evaluating process maturities were designed by applying the criteria of the EFQM excellence model 2013 of the European Foundation for Quality Management (EFQM) to the processes identified in the process map. The results of the analysis were presented to and discussed with representatives of the ten accreditation bodies at a Results-Workshop that took place at BAM on 21/22 January 2020. T1 - Exploring the Adoption of the International Information Security Management System Standard ISO/IEC 27001: A Web Mining-Based Analysis JF - IEEE Transactions on Engineering Management N2 - In the light of digitalization and recent EU policy initiatives, information is an important asset that organizations of all sizes and from all sectors should secure. However, in order to provide common requirements for the implementation of an information security management system, the internationally well-accepted ISO/IEC 27001 standard has not shown the expected growth rate since its publication more than a decade ago.In this article, we apply web mining to explore the adoption of ISO/IEC 27001 through a series of 2664 out of more than 900 000 German firms from the Mannheim Enterprise Panel dataset that refers to this standard on their websites. As a result, we present a “landscape” of ISO/IEC 27001 in Germany, which shows that firms not only seek certifications themselves but often refer on their websites to partners who are certified instead. Consequently, we estimate a probit model and find that larger and more innovative firms are more likely to be certified to ISO/IEC 27001 and that almost half of all certified firms belong to the information and communications technology (ICT) service sector. Based on our findings, we derive implications for policymakers and management and critically assess the suitability of web mining to explore the adoption of management system standards. The need for a timely availability of standards calls for new approaches and tools to enhance standardization processes for smart manufacturing. Industry and standards development organizations worldwide are seeking new solutions. Testbeds have been acknowledged in innovation policy as a powerful tool for knowledge transfer and the further development of emerging technologies. Lately, they have also attracted increasing attention from the standardization perspective as a promising tool for a more agile standards development process. Proponents of such testbeds expect them to support standardization by providing validated solutions and accelerating the processes to meet the growing demands for faster standardization without any detriment to quality. In an explorative, qualitative approach this article is the first to investigate the operation and impact of testbeds in standardization processes based on a multiple case study on testbeds implemented worldwide in the context of the IIoT. The international standard ISO/IEC 27001 assists organizations in setting up, maintaining and continuously improving their information security management systems. However, despite high growth rates, its international diffusion rates are quite heterogeneous. This paper explores why the diffusion of the international management system standard ISO/IEC 27001 differs across countries. We classify the adoption of ISO/IEC 27001 as a ‘preventive organizational innovation’ and draw from diffusion studies of other management system standards and information security research to develop a set of hypotheses. These relate to the impact of cultural dimensions and national ICT development. We use a negative binomial regression model with panel data covering 57 countries over a 12-year period from 2006 to 2017 to test our hypotheses. We find that the cultural dimensions future orientation, power distance, and institutional collectivism as well as high ICT development are driving factors for the diffusion of ISO/IEC 27001. The aim of our study is to expand this limited body of literature. First, we analyse the influence of companies’ networks on the adoption of ISO/IEC 27001 as an organisational innovation based on firm website data and their hyperlinks, using the entire population of ISO/IEC 27001 certified firms identified via web mining. Second, we validate the method of constructing and analysing companies’ “digital layer” following the call for new methodological approaches to study the organisational adoption of innovations. Our findings reveal that companies' decision to adopt ISO/IEC 27001 increases significantly with their number of linkages to other companies and to those having the same certificate. Finally, their cognitive and organisational distances to linked partners have the expected inverted u-shaped influence on their own adoption decision. To compare the operation of accreditation bodies in Europe and to identify best practices, a management tool, the Process Maturity Benchmarking Tool, was developed and validated by applying it to European accreditation bodies. The benchmarking project comprised two major phases: In the first phase, the processes of accreditation bodies were systematically analyzed. A process map was developed, and processes of special relevance were identified and underpinned by indicators. In the second phase, the practical applicability of the theoretical model was demonstrated by analyzing the processes of eight European accreditation bodies. The results of this comparative assessment were subsequently discussed in a workshop with experts from those accreditation bodies, giving the opportunity to identify best practices. This article has a twofold objective. First, to present a method to benchmark European accreditation bodies, based on the European Foundation for Quality Management excellence model. The successful application of the Process Maturity Benchmarking Tool gives evidence that it is a suitable and capable management tool to assess the processes of the European accreditation bodies and to benchmark them. Second, the article presents the results of the first adaption of the Process Maturity Benchmarking Tool. A general trend of process maturity was identified: While processes based on stakeholder involvement tend to have an overall lower maturity on average, internal processes are more mature. This paper seeks to expand knowledge on the implementation of an information security management system based on the widely used international standard ISO/IEC 27001. We present motives, experienced impacts, and obstacles related to ISO/IEC 27001 implementation using data from a survey of 125 ISO/IEC 27001 certified companies in Germany. Since adoption rates vary between ICT and non-ICT sector companies, we highlight sector-related variations. We classify the adoption of this standard as a preventive organizational innovation and apply Structural Equation Modeling to unearth explanations for the comparatively low adoption of this management system standard among companies outside the ICT sector. We, therefore, derive recommendations for policymakers, standardization, and certification bodies to foster its diffusion. Conformity assessment bodies (CABs), such as testing or medical laboratories, certification, and inspection bodies, which are a key part of the Quality Infrastructure and constitute central pillars for trade, health and the innovation system, are also affected by the associated disruptions. However, their services matter more than ever. We present the results of an international survey of 986 CABs of all types in Germany, the UK, Italy, and New Zealand to highlight and compare economic impacts, the resilience of this industry as well as issues of digitalization. T1 - Quality assurance in supply chains during the COVID-19 pandemic: Empirical evidence on organisational resilience of conformity assessment bodies JF - Total quality management & business excellence N2 - Global supply chains rely on the compliance and safety of their products, processes, and facilities. These vital services (often referred to as ‘quality assurance’ or ‘conformity assessment’ services) are provided by Conformity Assessment Bodies (CABs). This empirical study explores the impact of the COVID-19 pandemic on CABs as well as their response to the resulting challenges. Data was gathered through an online survey among all accredited CABs in Germany, which resulted in 555 valid responses. Taking a resilience perspective, we reveal that CABs were hit hard by the disruptions caused by the pandemic, albeit to different degrees, in part due to their type of services, size, and sectors served. Furthermore, we find that contingency plans do not directly cushion order declines (as the main indicator of the economic impact of the pandemic) but rather indirectly through helping CABs respond more quickly, which in turn mitigates their order declines. However, our results show that contingency plans can also have adverse effects if they hinder flexible reaction to the crisis. The findings of our study help managers and policymakers learn from the COVID-19 pandemic and improve the resilience of the conformity assessment sector and quality assurance in the event of future crises. T1 - Impact of the COVID-19 pandemic on accredited conformity assessment bodies: insights from a multinational study JF - Accreditation and Quality Assurance N2 - The COVID-19 pandemic posed new and manifold challenges to organizations and their operations worldwide. Conformity assessment bodies (CABs), such as testing or medical laboratories, certification, and inspection bodies, were also affected by the associated disruptions. Their role in this crisis is highly relevant, as CABs are essential pillars of the quality infrastructure: their activities ensure that products and services meet requirements as defined in standards and regulations, thereby contributing to their safety and reliability. The question arises of how CABs and their operations were affected by the pandemic and how they responded. To this end, we present the results of an international survey of 986 CABs of all types in Germany, the UK, Italy, and New Zealand. Overall, CABs reported, on average, a reduction in demand for their services during the pandemic, facing restrictions in all countries. In addition, the pandemic had an overall negative impact on the CABs’ investment and innovation activities. However, investments in digital infrastructure were increased as a countermeasure, with CABs reporting a higher need for digitalization. T1 - Digital maturity in the conformity assessment industry: An explorative study from Germany T2 - EURAS proceedings 2022 - Standardisation and open source N2 - The services of Conformity Assessment Bodies (CABs) are essential to provide for trust in and safety of digital products and services by demonstrating that requirements from standards are met. Thus, it is vital that CABs are ready to fulfil their tasks also in the digital transformation, having the necessary capabilities and resources. Our study is the first to comprehensively assess the digital maturity in the CA industry and to provide some insights into the readiness of the industry to support and at the same time benefit from the digital age. To this end, we developed and implemented a digital maturity model tailored to the CA industry. In this paper, we present first results from our survey among 354 accredited CABs in Germany. With our research we contribute to better understand the digital transformation and maturation of CABs along distinctive stages. The findings suggest that the transformation process in the CA industry is just at the beginning, with the majority of CABs still in early stages of digital maturity. Also, only a few of them already exploit the latest digital technologies and applications like artificial intelligence, blockchain or big data analytics. Nevertheless, CABs regard digitalization as a big opportunity – for themselves and their industry. However, the well-known management system standard ISO/IEC 27001 for information security has shown a lower adoption rate – in terms of annual ISO survey data – than was previously expected by scholars and practitioners. Through the lens of Rogers' diffusion of innovation theory, we consider the adoption of ISO/IEC 27001 as a 'preventive innovation' and aim to identify factors that help gain a better understanding of its adoption. Therefore, we conducted a survey among German organizations on the use and impact of management system standards, explicitly distinguishing between organizations that implement ISO/IEC 27001 and those that are additionally certified against this standard. This study provides insights and contributes to an advanced understanding of motives, impacts, barriers, and useful measures to increase adoption of ISO/IEC 27001. Our findings may be useful to organizations considering the adoption of this management system standard, to certification bodies providing certification services, and to policymakers seeking means to improve information security in organizations. The true potential of the QI is realized when its elements and actors are seamlessly integrated into a cohesive digital QI ecosystem. Recent developments towards industrial international data spaces enable such an ecosystem but require the integration of QI principles. Recognizing the lack of such a platform, Quality-X aims at setting the stage for the implementation of a QI ecosystem in international data spaces (IDS), GAIA-X and related German and European projects dedicated to secure data sharing. Quality-X is not about the construction of a platform; it is the creation of an inclusive QI ecosystem with harmonized interfaces. Instead of imposing rigid data structures, it prioritizes interoperability. Through the utilization of Decentralized Identifiers (DIDs), Verifiable Credentials, and Identity Hubs, Quality-X seeks seamless interactions across diverse service provider systems. This white paper introduces the concept and vision of Quality-X and discusses the general prerequisites for integrating QI processes within data spaces. Further on, we introduce existing testbeds, which will serve as an experimental proving ground for exploring various use cases related to the implementation of the vision of a QI-Digital.
