T1 - Development of an analysis and testing concept for the evaluation of impact targets in the mechanical safety testing of dangerous goods packagings N2 - The mechanical and geometrical properties of impact targets greatly influence the outcome of a drop test. The International Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) as well as ISO 2248 describe the characteristics of impact targets for drop tests of dangerous goods packagings. According to these regulations, the impact target’s surface needs to be unyielding, under testing conditions non-deformable, flat, and integral with a mass at least 50 times that of the heaviest packaging to be tested. The problem is that many production facilities, especially manufacturers of corrugated fibreboard boxes, do not have their own testing device with the required 50 times mass ratio of the impact target for a regulation compliant drop test during series production. Furthermore, at UN level it is considered necessary to revise these requirements. In the present paper, the impact target requirements are examined in detail and compared with those in other technical areas (e.g., impact target for container for the transport of radioactive materials). A research method is being developed to investigate the dependency between the mass ratio of the packaging and the target as well as the damage resistance of a drop tested package in relation to specific design characteristics. The results are of high relevance for industry purposes and intended to ensure a uniform level of safety assessment for the mechanical testing of dangerous goods packagings. For this purpose, the angle of repose is currently used for the UN approvals in Germany. Measurements were carried out on 12 powdery or granular substances applying the angle of repose measuring methods customary in the test centres. The results of the methods differ significantly from each other. In addition, some of the techniques cannot be applied for very cohesive or coarse-grained materials. The results for the angle of repose show a strong scatter for some constellations (coefficient of variation more than 20 %). Safety during transport of dangerous goods cannot be guaranteed with this currently practiced system of measuring the angle of repose. As a consequence, an alternative parameter to characterize the flow properties of bulk materials should be used in the recognized test centers for dangerous goods packagings, such as the Hausner ratio. This approach leads to more precise test results for the substances examined (maximum coefficient of variation 2.8 %). It also has advantages in terms of applicability and occupational safety. Since the flow properties are safety-relevant, both in terms of mechanical safety and safety against the release of dangerous substances, the testing practice in the recognized test labs should be improved and standardized. Verflüs-sigte Gase mit großer Bedeutung für die Energiewende sind verflüssigter Wasser-stoff (LH2) und verflüssigtes Erdgas (LNG), dessen Verflüssigung Temperaturen von unter -160 °C bedarf. Systeme zur Speicherung dieser verflüssigten Gase müssen in der Regel für Überdrücke ausgelegt sein und benötigen thermische Superisolierun-gen (TSI), um die tiefkalten Bedingungen über längere Zeit halten zu können und Verluste durch Boil-Off gering zu halten. TSI mit Vakuum und MLI oder Perlit sind für viele Anwendungen mit LNG und LH2 geeignet. Bei solchen Systemen handelt es sich in der Regel um doppelwandige Strukturen, bei denen die Innenwand mit dem tiefkalten Fluid in Kontakt steht. Die Lücke, zwischen der Innen- und der Außen-wand befindet sich unter Vakuumbedingungen und enthält zudem MLI oder Perlite. Diese Kombination von Isolationsmethoden ermöglicht es auf kleinstem Raum sehr gute thermische Isolationswirkung zu erreichen. Aus wirtschaftlicher Sicht sind die Systeme gut durchdacht. Das Wissen über das Verhalten dieser Systeme bei einem typischen Ereignis wie einem Brand ist jedoch begrenzt. Die in Deutschland zuständige Behörde für die Prüfung und Zulassung radioaktiver Stoffe in besonderer Form ist die Bundesanstalt für Materialforschung und –prüfung (BAM). Eine oft langfristige Nutzung der Strahler kann eine alterungsbedingte Schwächung der Umschließung des radioaktiven Stoffes zur Folge haben. Jeder Strahler einer zugelassenen Bauart muss jedoch im Beförderungsfall zu jeder Zeit, auch nach längerer Nutzung, den vorgeschriebenen Prüfanforderungen genügen. Die Alterungsbewertung auf der Grundlage einer vom Antragsteller zu spezifizierenden Nutzungsdauer des radioaktiven Stoffes in besonderer Form ist seit langer Zeit Bestandteil des Zulassungsverfahrens in Deutschland. Ein von Deutschland eingebrachter Vorschlag im Rahmen der anstehenden Revision der IAEA Empfehlungen für die sichere Beförderung von radioaktiven Stoffen (SSR-6) soll die Lesbarkeit des Regelwerkes bezüglich der Alterungsbewertung verbessern, Klarheit über die damit verbundenen Anforderungen erzeugen und damit zu einer Harmonisierung der Zulassungsverfahren auf internationaler Ebene beitragen. In diesem Beitrag sollen wichtige Einflussfaktoren auf das Alterungsverhalten von radioaktiven Stoffen in besonderer Form aufgezeigt und die Notwendigkeit für die Spezifikation einer Nutzungsdauer als Grundlage für die Alterungsbewertung begründet werden. The lid can lift a little for a very short moment and that can perhaps result in a little movement of the seal, a little rotation or a little lateral movement, so that the contact section can change. The aim of the project is to learn more about the sealing efficiency after the seal is compressed again. What we know from former component tests with non-aged seals is, that the leakage rate measured after one or more decompression /compression cycles with seal movement becomes significant higher. And this result is considered for specification of design leakage rates for release calculation in safety cases. In the recent years we all have learned more about the significant influence of temperature and time on seal behavior and so the plan was to do similar experiments with aged seals, just to get an idea about seal behavior and achievable leakage rates. What we did in detail is: We compressed Helicoflex-seals of both design types, with Aluminum and Silver outer jackets, in testflanges and aged them in an oven at a temperature of 125°C for 3 months to produce seal properties comparable with properties after several years use at more typical operating temperatures between 90 and 100°C. After this ageing procedure we opened the flanges completely, moved the seal a little to vary the contact area and compressed the flanges again. What we measured during all compression and decompression cycles was the load, the deformation and -as long as possible- the leakage rates. This includes assessment of elastomeric seals applied in the casks. Besides examining the low-temperature behaviour and irradiation effects of elastomeric seals, it is our goal to estimate the service lifetime of the seals with regard to the requirements for long-term safety (40 years and more) of the containers. Therefore, we started an accelerated ageing programme with selected rubbers often used for seals (HNBR, EPDM and FKM) which are aged at four different temperatures (75 °C, 100 °C, 125 °C and 150 °C) up to five years. In order to assess sealability, O-rings were aged in compression by 25 % (corresponding to the compression during service) between plates as well as in flanges that allow leakage rate measurements. For comparison, uncompressed O-rings were aged as well. Further methods characterising seal performance are compression stress relaxation (CSR) reflecting the loss of sealing force of a compressed seal over time, and compression set (CS) which represents the recovery behaviour of a seal after release from compression. Additionally, material properties such as hardness, elastic modulus, glass transition temperature and viscoelastic loss factor as well as relaxation and recovery behaviour are examined in order to understand the underlying ageing mechanisms in each material. For obtaining results closely related to practical conditions, O-rings with a full-scale cord diameter of 10 mm were aged. However, this set-up can lead to heterogeneous aging caused by diffusion-limited oxidation (DLO) effects, resulting in distorted bulk properties such as compression stress relaxation and compression set. However, if DLO-affected data is excluded, extrapolations of CS data are possible using time-temperature shifts and Arrhenius graphs. For selecting an appropriate end-of-lifetime criterion, leakage rate measurements were performed, since leakage rate is the only characteristic directly correlated to the performance of the sealing system. A significant increase in leakage rate was considered as the end of the lifetime. However, the O-rings remained leak tight under static conditions and even exhibited an improved, i.e. decreased leakage rate while other properties already indicated strong deterioration. These tests were extended by seal tests with fast partial decompression. Overall an update will be given on the current investigations and results and the planned activities.
