T1 - Considerations for an overall Material Efficiency Index N2 - The material efficiency of products is increasingly addressed in the consumer communication of manufacturers (associations) and as well by policy makers. For instance, EU policies, such as the European Green Deal or the Circular Economy Action Plan, include and indicate sustainability measures related to material efficiency. The strategies and measures address product efficiency far beyond energy efficiency, which has been prioritized and effectively improved due to past policy measures. Now the material efficiency of products is to be increased by considering aspects such as durability, reparability and recyclability. The European Commission has already started to address these material efficiency topics in regulations within the Ecodesign regulatory framework. There is also discussion where and how sustainable product characteristics can be labelled for the information of consumers. A regulation has been passed that requires an energy label including a repairability index for smartphones starting in 2025. Further product groups and product properties such as recyclability and use of post-consumer recycled material might follow. So, the question arises: Should information be combined to reduce the complexity for consumers? Is there potential to develop a consumer labelling including additional sustainability aspects of products such as reuse, refurbishing, remanufacturability? This study analyses opportunities to better flag recyclability, recycled content, durability and reparability. Since the indices are intended to direct consumption toward the most material- and resource-efficient products, the study also presents an approach how these indices could be merged into an overall material efficiency index - possibly a starting point for minimum material efficiency requirements or a labelling opportunity under upcoming Ecodesign-related regulations.
