T1 - Digital maturity in the conformity assessment industry: An explorative study from Germany T2 - EURAS proceedings 2022 - Standardisation and open source N2 - The services of Conformity Assessment Bodies (CABs) are essential to provide for trust in and safety of digital products and services by demonstrating that requirements from standards are met. Thus, it is vital that CABs are ready to fulfil their tasks also in the digital transformation, having the necessary capabilities and resources. Our study is the first to comprehensively assess the digital maturity in the CA industry and to provide some insights into the readiness of the industry to support and at the same time benefit from the digital age. To this end, we developed and implemented a digital maturity model tailored to the CA industry. In this paper, we present first results from our survey among 354 accredited CABs in Germany. With our research we contribute to better understand the digital transformation and maturation of CABs along distinctive stages. The findings suggest that the transformation process in the CA industry is just at the beginning, with the majority of CABs still in early stages of digital maturity. Also, only a few of them already exploit the latest digital technologies and applications like artificial intelligence, blockchain or big data analytics. Digital Maturity Models often serve as a reference point to monitor the digitalization progression through prescribed stages. Yet, little is still understood about (i) how a digital maturity model should be designed and deployed in a specific industry setting and (ii) the association between digital maturity and technology adoption. Building on extant literature and extensive interviews with industry experts, we first develop a digital maturity model in the context of the conformity assessment industry (a globally regulated industry responsible for assessing compliance of organizations with standards and regulations). Second, we implement the model and conduct a survey across 1447 organizations in 15 countries. Our findings reveal that the digital transformation journey of the industry progresses along five stages of maturity (with most organizations in the early/ intermediate stages of digital maturity) with distinctive patterns of technical and managerial practices across all stages. Adoption of technologies is (unsurprisingly) associated with higher digital maturity levels - albeit that association does not hold for complex technologies (such as Blockchain) and is impacted by country specifics (measured by the Digital Skills Gap Index). Our study provides insights into digital maturity and the adoption of technologies in an institutional environment that is highly regulated and conservative, in which high integrity of service provision is primary, and digitalization is a secondary focus of organizations. Impressive work has been done on comparison exercises related to real-world problems in fields such as ecology, food, or health. In more recent attempts, measurements and comparisons were focused on calibration solutions which are the basis of most inorganic chemical measurements. This contribution deals with the question of how to achieve full and transparent SI traceability for the values carried by such solutions. Within this framework, the use of classical primary methods (CPMs) is compared to the use of a primary difference method (PDM). PDM is a method with a dual character, namely a metrological method with a primary character, based on the bundling of many measurement methods for individual impurities, which lead to materials with certified content of the main component. As in classical methods, where small corrections for interferences are accepted, in PDM, many small corrections are bundled. In contrast to classical methods, the PDM is universally applicable to all elements in principle. Both approaches can be used to certify the purity (expressed as mass fraction of the main element) of a high-purity material. This is where the metrological need of National Metrology Institutes (NMIs) for analytical methods meet the challenges of analytical methods. In terms of methods, glow discharge mass spectrometry (GMDS) with sufficient uncertainties for sufficiently small impurity contents is particularly noteworthy for the certification of primary transfer standards (PTS), and isotope dilution mass spectrometry (IDMS), which particularly benefits from PTS (back-spikes) with small uncertainties, is particularly noteworthy for the application. The corresponding relative uncertainty which can be achieved using the PDM is very low (< 10−4). Acting as PTS, they represent the link between the material aspect of the primary calibration solutions and the immaterial world of the International System of Units (SI). The underlying concepts are discussed, the current status of implementation is summarised, and a roadmap of the necessary future activities in inorganic analytical chemistry is sketched. It has to be noted that smaller measurement uncertainties of the purity of high-purity materials not only have a positive effect on chemical measurements, but also trigger new developments and findings in other disciplines such as thermometry or materials science. T1 - International Diffusion of the Information Security Management System Standard ISO/IEC 27001: Exploring the role of culture N2 - In the wake of digitalization, organizations are increasingly exposed to risks associated with security breaches and must take measures to preserve the confidentiality, integrity, and availability of information, and to ensure business continuity. The international standard ISO/IEC 27001 assists organizations in setting up, maintaining and continuously improving their information security management systems. However, despite high growth rates, its international diffusion rates are quite heterogeneous. This paper explores why the diffusion of the international management system standard ISO/IEC 27001 differs across countries. We classify the adoption of ISO/IEC 27001 as a ‘preventive organizational innovation’ and draw from diffusion studies of other management system standards and information security research to develop a set of hypotheses. These relate to the impact of cultural dimensions and national ICT development. We use a negative binomial regression model with panel data covering 57 countries over a 12-year period from 2006 to 2017 to test our hypotheses. We find that the cultural dimensions future orientation, power distance, and institutional collectivism as well as high ICT development are driving factors for the diffusion of ISO/IEC 27001. We derive policy recommendations and avenues for future research. Based on the assumption that firms publish information about their products and services on their own websites, the Centre for European Economic Research in Mannheim (ZEW) has developed a framework to extract information from German firm websites applying Web Mining using a free-to-use web-scraping tool. Categorized as an intraorganizational procedural innovation, management system standards often lack research especially during the early stages of their diffusion mainly due to low data availability. Therefore, we introduce Web Mining to study the diffusion of the international management system standard ISO/IEC 27001 in Germany. Using the Mannheim Enterprise panel dataset, we first apply Web Mining to identify firms that refer to these and other common management system standards, followed by manual categorization. Second, we estimate a probit model to identify drivers for its implementation. Finally, we derive recommendations for policy makers. However, the well-known management system standard ISO/IEC 27001 for information security has shown a lower adoption rate – in terms of annual ISO survey data – than was previously expected by scholars and practitioners. Through the lens of Rogers' diffusion of innovation theory, we consider the adoption of ISO/IEC 27001 as a 'preventive innovation' and aim to identify factors that help gain a better understanding of its adoption. Therefore, we conducted a survey among German organizations on the use and impact of management system standards, explicitly distinguishing between organizations that implement ISO/IEC 27001 and those that are additionally certified against this standard. This study provides insights and contributes to an advanced understanding of motives, impacts, barriers, and useful measures to increase adoption of ISO/IEC 27001. Our findings may be useful to organizations considering the adoption of this management system standard, to certification bodies providing certification services, and to policymakers seeking means to improve information security in organizations. This paper seeks to expand knowledge on the implementation of an information security management system based on the widely used international standard ISO/IEC 27001. We present motives, experienced impacts, and obstacles related to ISO/IEC 27001 implementation using data from a survey of 125 ISO/IEC 27001 certified companies in Germany. Since adoption rates vary between ICT and non-ICT sector companies, we highlight sector-related variations. We classify the adoption of this standard as a preventive organizational innovation and apply Structural Equation Modeling to unearth explanations for the comparatively low adoption of this management system standard among companies outside the ICT sector. We, therefore, derive recommendations for policymakers, standardization, and certification bodies to foster its diffusion. However, in order to provide common requirements for the implementation of an information security management system, the internationally well-accepted ISO/IEC 27001 standard has not shown the expected growth rate since its publication more than a decade ago.In this article, we apply web mining to explore the adoption of ISO/IEC 27001 through a series of 2664 out of more than 900 000 German firms from the Mannheim Enterprise Panel dataset that refers to this standard on their websites. As a result, we present a “landscape” of ISO/IEC 27001 in Germany, which shows that firms not only seek certifications themselves but often refer on their websites to partners who are certified instead. Consequently, we estimate a probit model and find that larger and more innovative firms are more likely to be certified to ISO/IEC 27001 and that almost half of all certified firms belong to the information and communications technology (ICT) service sector. Based on our findings, we derive implications for policymakers and management and critically assess the suitability of web mining to explore the adoption of management system standards. T1 - Quality assurance in supply chains during the COVID-19 pandemic: Empirical evidence on organisational resilience of conformity assessment bodies JF - Total quality management & business excellence N2 - Global supply chains rely on the compliance and safety of their products, processes, and facilities. These vital services (often referred to as ‘quality assurance’ or ‘conformity assessment’ services) are provided by Conformity Assessment Bodies (CABs). This empirical study explores the impact of the COVID-19 pandemic on CABs as well as their response to the resulting challenges. Data was gathered through an online survey among all accredited CABs in Germany, which resulted in 555 valid responses. Taking a resilience perspective, we reveal that CABs were hit hard by the disruptions caused by the pandemic, albeit to different degrees, in part due to their type of services, size, and sectors served. Furthermore, we find that contingency plans do not directly cushion order declines (as the main indicator of the economic impact of the pandemic) but rather indirectly through helping CABs respond more quickly, which in turn mitigates their order declines. However, our results show that contingency plans can also have adverse effects if they hinder flexible reaction to the crisis. The findings of our study help managers and policymakers learn from the COVID-19 pandemic and improve the resilience of the conformity assessment sector and quality assurance in the event of future crises. The international standard ISO/IEC 27001 assists organizations in setting up, maintaining and continuously improving their information security management systems. However, despite high growth rates, its international diffusion rates are quite heterogeneous. This paper explores why the diffusion of the international management system standard ISO/IEC 27001 differs across countries. We classify the adoption of ISO/IEC 27001 as a ‘preventive organizational innovation’ and draw from diffusion studies of other management system standards and information security research to develop a set of hypotheses. These relate to the impact of cultural dimensions and national ICT development. We use a negative binomial regression model with panel data covering 57 countries over a 12-year period from 2006 to 2017 to test our hypotheses. We find that the cultural dimensions future orientation, power distance, and institutional collectivism as well as high ICT development are driving factors for the diffusion of ISO/IEC 27001. We derive policy recommendations and avenues for future research. The true potential of the QI is realized when its elements and actors are seamlessly integrated into a cohesive digital QI ecosystem. Recent developments towards industrial international data spaces enable such an ecosystem but require the integration of QI principles. Recognizing the lack of such a platform, Quality-X aims at setting the stage for the implementation of a QI ecosystem in international data spaces (IDS), GAIA-X and related German and European projects dedicated to secure data sharing. Quality-X is not about the construction of a platform; it is the creation of an inclusive QI ecosystem with harmonized interfaces. Instead of imposing rigid data structures, it prioritizes interoperability. Through the utilization of Decentralized Identifiers (DIDs), Verifiable Credentials, and Identity Hubs, Quality-X seeks seamless interactions across diverse service provider systems. This white paper introduces the concept and vision of Quality-X and discusses the general prerequisites for integrating QI processes within data spaces. Further on, we introduce existing testbeds, which will serve as an experimental proving ground for exploring various use cases related to the implementation of the vision of a QI-Digital. +++ Harmonisierte und interoperable nationale Qualitätsinfrastrukturen (QI) sind für die Förderung der Zusammenarbeit, des gegenseitigen Vertrauens und der Erleichterung des Handels unerlässlich. Das wahre Potenzial der QI kommt zum Tragen, wenn ihre Elemente und Akteure nahtlos in ein kohärentes digitales QI-Ökosystem integriert werden. Die jüngsten Entwicklungen hin zu industriellen internationalen Datenräumen ermöglichen ein solches Ökosystem, erfordern jedoch die Integration von QI-Prinzipien. Angesichts des Fehlens einer solchen Plattform zielt Quality-X darauf ab, die Voraussetzungen für die Umsetzung eines QI-Ökosystems in internationalen Datenräumen (IDS), GAIA-X und verwandten deutschen und europäischen Projekten zum sicheren Datenaustausch zu schaffen. Bei Quality-X geht es nicht um den Aufbau einer Plattform, sondern um die Schaffung eines umfassenden QI-Ökosystems mit harmonisierten Schnittstellen. Therefore, the two major parts of the test method, the measurement part and the calculation part, were investigated. Measurements were conducted on several single-split units. The calculation part was subjected to a sensitivity analysis in order to identify the properties of an air conditioner which have a strong influence on the SEER. The analysis revealed that the measurement procedure delivers reproducible results. However, the energy consumption in special operating states, the duration in active-mode and seasonal performance values in active mode (SEERon) significantly affect the sensitivity of the SEER. Especially assumption of short operating times for a cooling active mode leads to large changes in the SEER with varying Pdesign. In addition, the range of power of Pdesign turned out to have an increasing impact on the SEER with decreasing Pdesign. For Pdesign values ≤10 kW, which is the most popular type of ACs in the EU, the sensitivity of the SEER increases tremendously. Especially the determination of the SEER for devices with short operating times in cooling active-mode (350 h) and low values for Pdesign (≤10 kW) cannot be reproduced anymore. In consequence, manufacturer could use the sensitivity of the SEER on Pdesign to artificially “increase” the energy efficiency of their air conditioner for the Energy label about 10 %. However, the technical foundation for minimum energy performance standards and labels are test procedures for rating and testing of appliances. To de- termine the seasonal cooling performance of air conditioners, the current test standards require fixing of the compressor speed of the units to achieve steady-state conditions; this way of operation, how- ever, differs from real-life use. To make the seasonal cooling performance testing better reflect the real use conditions, this study proposes a compensation method which can be conducted independently from manufacturer data and still allows modulation of the tested units. Our results show that the tested units behave differently under part-load conditions, which results in a lower energy efficiency rating for some of the tested devices. In this contribution, we developed and implemented a dynamic test method for the evaluation of the seasonal performance of heat pumps by means of laboratory testing. Current standards force the heat pump control inactive by fixing the compressor speed. In contrast, during dynamic testing, the compressor runs unfixed while the heat pump is subjected to a temperature profile. The profile consists of the different outdoor temperatures of a typical heating season based on the average European climate and also includes temperature changes to reflect the dynamic behavior of the heat pump. The seasonal performance can be directly obtained from the measured heating energy and electricity consumption making subsequent data interpolation and recalculation with correction factors obsolete. The method delivers results with high precision and high reproducibility and could be an appropriate method for a fair rating of heat pumps. Beim Menschen wird es bis heute zur Vorbeugung von Thrombose und der Behandlung von Vorhofflimmern und Arrhythmie eingesetzt. Doch schon einige Jahre vor der FDA Zulassung als Medikament wurde es zur Bekämpfung von Nagetieren eingesetzt. Bis heute wurde es nur teilweise durch weitaus wirksamere antikoagulante Rodentizide (ARs) der zweiten Generation, sogenannte Superwarfarine, ersetzt. In der Fachliteratur finden sich zahlreiche Beispiele für sekundäre und tertiäre Vergiftung mit ARs bei Wildtieren und anderen Nichtzieltieren. Bisher ist relativ wenig über die Bioakkumulation, Persistenz und Toxizität von ARs und deren Transformationsprodukten (TPs) in der terrestrischen und aquatischen Umwelt, sowie der Nahrungskette bekannt. Um Einblicke in mögliche Transformations- und Abbauprozesse von Warfarin zu erhalten und um Umwelteinflüsse zu simulieren, wurde es in einer elektrochemischen Reaktorzelle oxidativ umgesetzt und mittels Massenspektrometrie analysiert. We have found that in the initial stages of adsorption water molecules occupy niches close to pore walls, followed later by the filling of the central pore area. Intensified by confinement, intermolecular water interactions lead to the formation of well-ordered hydrogen-bonded water chains and to the onset of cooperative vibrations. On the other hand, the same intermolecular interactions lead to two relaxation processes, the faster of which is the spontaneous position exchange between two water molecules placed 3.2-4 A from each other. Self-diffusion in an axial pore direction is the result of those spontaneous random exchanges and is substantially slower than the self-diffusion in bulk water. T2 - eceee Summer Study Proceedings N2 - The global COVID-19 pandemic has brought far-reaching changes for our society. Suddenly, millions of people spent the majority of their time at home - either due to a lock down or by switching from office to working remotely. This paper offers a literature review regarding pandemic-related behavioural changes and a first mapping of likely consequences for EU Ecodesign regulations. These impacts are considered for product groups that are already regulated by EU Ecodesign or are under discussion for future regulation. Furthermore, potential for smart home applications are analysed exemplarily. We identified which behavioural changes have the potential to become established in the long-term. This might need to result in adaptions for regulations under the Ecodesign Directive and EU-Energy Labelling regulations to better reflect the recently appeared usage profiles. It might require different priority settings regarding the product groups to be regulated and communicated to users, due to online shopping proliferation, to be updated. Changed behaviour can be observed in product groups such as ICT, consumer electronics and household appliances. Examples include the increased use of laptops and tablets for digital teaching, use of gaming devices and office equipment in private households (IT, printing and network devices) and changed cooking behaviour. This resulted in increased sales of some product types. Online sales became even more important than in-store sales, which also means that consumers are increasingly informed online about energy efficiency. More do-it-yourself (DIY) home projects result in more frequent - not yet regulated - DIY power tool use and over the long run might stimulate the need for (semi-)professional tools. The changes in behaviour patterns also offer the opportunity to optimize consumption by means of smart homes and smart products. However, the control of networked household appliances requires additional energy for standby states and data exchange. As an illustrative example, we discuss the conflict between higher energy consumption for smart system components and the possible optimization of consumption in private households. Which labelled product property influences customers' purchasing decisions most T2 - Proceedings PLATE 2023 Conference N2 - The individual willingness to pay for sustainable products is significantly influenced by the climate crisis, but is also affected due to additional international crises as the still ongoing pandemic and the war in Ukraine. The better a product labelling is designed, the more likely consumers are to make a well-considered purchase decision at the point-of-sale, which in turn increases the product lifetime of the devices. The results of this study are based on two consumer surveys with a total of 590 participants. Consumers were asked to make a simulated purchase decision based on the upcoming EU Energy Label for smartphones. Each consumer was presented comparison labels showing different aspects concerning durability (meaning charging cycles, robustness and IP class), repairability, energy efficiency and product price. In addition, there was a question on energy consumption, which was displayed either in Wh/h or in battery endurance per charge in hours. The analysis of the survey shows a clear ranking of the preferred properties: 1. Durability as best option, Energy efficiency and Repairability as second and third choice. In all categories, a higher price was accepted in favor of a more environmentally friendly product design. When presenting the energy consumption in Wh/h, no reliable distinguishing between higher or lower values was observed. In contrast, higher values were clearly preferred when choosing between different battery runtimes. Recommendations will be developed for adjustments to the upcoming EU Energy Label for smartphones and other product labels in the future showing circular economy aspects, such as the durability, repairability, recycled content used during production, recyclability or the total footprint of the product. However, the life cycle costs are often lower due to the lower operating costs. From a purely economic point of view, efficient appliances are not only more ecological but often also more economical and, accordingly, should be purchased more frequently than less efficient appliances. However, this is not always the case. Information deficits are one of the major reasons of this discrepancy: the purchase price is visible during the purchasing process, but the follow-up costs are not, at least not in their exact amount. The EU Energy Label can be considered as a solution to close this gap. During the past decades, there has been a discussion on whether it would be better to communicate the monetary costs associated with energy consumption, since their calculation by the consumer is difficult or needs a high level of cognitive effort. In this study, experiments and field studies on a total of 19 product groups were evaluated with regard to the question of whether the indication of costs instead of physical units affects the decision-making process of the consumer. It has been assessed under which circumstances it might positively influence the purchase decision of the customer, i.e. helping him or her to arrive at a more “energy efficient” decision. Overall, the results indicate that monetary claims possibly exceed the effect of claims on a physical basis when the costs or the differences between the alternatives available seem “relevant” to the consumer. Bezüglich der Klimakrise wird eine grundlegende Änderung unseres Wirtschaftens als wesentlicher Lösungsweg gesehen. Die aktuell praktizierte lineare Wertschöpfung führte zu Ressourcenknappheit und -abhängigkeit und trug aktiv zur Verstärkung des Klimawandels bei. Wie wir in diesem Jahrzehnt unseren Absprung von gewohnten Produktions-, Konsum- und Verwertungsmustern gestalten, wird entscheidend für die nächsten Jahrzehnte sein. Die Frage, wie bis 2030 die Transformation hin zu einer zirkulären Wirtschaft gelingen kann, wurde u.a. von der Circular Economy Initiative Deutschland beantwortet. Sie nennt zehn Handlungsschwerpunkte, wobei „Standardisierung“ mit an wichtigster Stelle steht. Dieses beruht auf Gegenseitigkeit. Auf der diesjährigen G7 Standardisation High-level Conference wurde Circular Economy zu dem Themabereich mit dem größten Potential für Klimaschutzmaßnahmen gesehen. In 2022 haben DIN, DKE und VDI mit über 500 Fachexperten aus Wirtschaft, Wissenschaft und Politik an einer Normungsroadmap Circular Economy gearbeitet. Ziel der Roadmap ist es, einen Handlungsrahmen für die Normung und Standardisierung zu schaffen, der die Transformation hin zu einer Circular Economy fördert. Normen und Standards bilden den untergesetzlichen und technischen Rahmen, auf denen eine zirkuläre Wirtschaft aufwachsen kann. T1 - Ecodesign spinning towards the circular Economy - The contribution of new standards on the material efficiency N2 - Whilst the concept of ecodesign is intended to account for the environmental impacts of the product across its whole lifecycle, European ecodesign policy to date has been heavily focused upon energy efficiency in the use phase. The Ecodesign Directive and Energy Labelling Regulation have achieved substantial energy savings since their inception. For many products, the magnitude of savings available from further tightening existing energy efficiency requirements is now often outweighed by savings that can be achieved by material efficiency requirements. Further, there are some products such as smartphones for which there are limited gains to be made in energy efficiency but for material efficiency. In the Commission’s Circular Economy Action Plan from 2015, a new direction was defined for ecodesign policy, to systematically examine considerations such as reparability, durability, upgradability, recyclability, or the identification of certain materials or substances. The Commission consequently issued a standardisation request (M/543, 2015) to the European Standardization Organisations (CEN / CENELEC / ETSI) to develop generic/horizontal standards relevant to energy-related products that address these major aspects of material efficiency. In this study we evaluate the potential contribution of these new standards (with specific focus on the standards for repair, durability and recyclability) to future developments under the European Ecodesign Directive. Anforderungen zur gesetzlich vorgeschriebenen Lebensdauer, Reparierbarkeit und Recyclingfähigkeit von Produkten sollen zukünftig auf europäischer Ebene ins Leben gerufen werden. Ein geeignetes Spielfeld ist die Ökodesign-Richtlinie. Momentan regelt sie primär die Energieeffizienz von energieverbrauchsrelevanten Produkten, doch der Fokus wird aktuell um Anforderungen an den nachhaltigen Einsatz von Ressourcen erweitert. Bei den gegenwärtigen Aktivitäten im Ökodesign steht der Normungsauftrag M/543 im Zentrum. Es wurde 2015 von der Europäischen Kommission an CEN/CENELEC vergeben und später stieß auch ETSI dazu. Bislang sind acht generische EN-Normen und zwei Fachberichte (Technical Report (TR)) geplant. Sie sollen grundlegende Aspekte der Nachhaltigkeit von energieverbrauchsrelevanten Produkten, die von der Ökodesign-Richtlinie betroffen sind, abdecken. Trotz der zu erwartenden hohen Reichweite dieses Vorhabens scheinen die Inhalte und der eigentliche Zweck der zu erarbeitenden Normen vielen Marktakteuren noch nicht vollständig bekannt zu sein. Daher hat ein nationaler Zentralverband eingeladen zu berichten. In dem Vortrag werden Antworten auf folgende Fragen gegeben: Warum im Ökodesign? Was ist geplant? Was ist betroffen?
