T1 - Technology adoption and digital maturity in the conformity assessment industry: Empirical evidence from an international study N2 - Technological innovation and digitalization are transforming industries and organizations worldwide. Digital Maturity Models often serve as a reference point to monitor the digitalization progression through prescribed stages. Yet, little is still understood about (i) how a digital maturity model should be designed and deployed in a specific industry setting and (ii) the association between digital maturity and technology adoption. Building on extant literature and extensive interviews with industry experts, we first develop a digital maturity model in the context of the conformity assessment industry (a globally regulated industry responsible for assessing compliance of organizations with standards and regulations). Second, we implement the model and conduct a survey across 1447 organizations in 15 countries. Our findings reveal that the digital transformation journey of the industry progresses along five stages of maturity (with most organizations in the early/ intermediate stages of digital maturity) with distinctive patterns of technical and managerial practices across all stages. Adoption of technologies is (unsurprisingly) associated with higher digital maturity levels - albeit that association does not hold for complex technologies (such as Blockchain) and is impacted by country specifics (measured by the Digital Skills Gap Index). Our study provides insights into digital maturity and the adoption of technologies in an institutional environment that is highly regulated and conservative, in which high integrity of service provision is primary, and digitalization is a secondary focus of organizations. While CSLs aim to mitigate environmental and socio-economic risks and support responsible market practices, current monitoring systems of CSLs often lack coherence, transparency, and methodological robustness. This study addresses this gap by proposing a conceptual monitoring framework specifically tailored to the bioeconomy, addressing the complexity of global bio-based value chains. Developed through a systematic literature review, a comparative analysis of 26 academic studies and 19 monitoring tools, and stakeholder engagement via interviews and co-creation workshops, the framework introduces a multidimensional structure for evaluating CSLs across three core functions: (I) Building Trust and Transparency, (II) Protecting Sustainability Areas of Concern, and (III) Driving Continuous Improvement. A pilot benchmarking exercise using the Global Organic Textile Standard (GOTS) demonstrates the framework’s applicability and diagnostic value, revealing both strong alignment in some areas and performance gaps in others—particularly in the economic and circularity dimensions. The framework is designed as a dynamic and modular tool, suitable for use by policymakers, scheme owners, businesses, and consumers. It holds potential to harmonize evaluation practices, guide co-regulatory policy integration, and foster more transparent and credible sustainability certification systems in the bioeconomy meta-sector. However, it is important to ensure that the bio-based economy delivers the expected environmental and social impacts, by respecting and implementing sustainability principles. One effective way to reduce uncertainty regarding bio-based product properties and benefits is through the use of sustainability standards, certification schemes, and ecolabels. These measures can play a significant role in advancing the transition to a sustainable, circular bio-based economy. They provide a solid foundation for assessing sustainability of “green” products and initiatives and contribute greatly to building trust in products among consumers, providing a reliable framework for sevaluation. Impressive work has been done on comparison exercises related to real-world problems in fields such as ecology, food, or health. In more recent attempts, measurements and comparisons were focused on calibration solutions which are the basis of most inorganic chemical measurements. This contribution deals with the question of how to achieve full and transparent SI traceability for the values carried by such solutions. Within this framework, the use of classical primary methods (CPMs) is compared to the use of a primary difference method (PDM). PDM is a method with a dual character, namely a metrological method with a primary character, based on the bundling of many measurement methods for individual impurities, which lead to materials with certified content of the main component. As in classical methods, where small corrections for interferences are accepted, in PDM, many small corrections are bundled. In contrast to classical methods, the PDM is universally applicable to all elements in principle. Both approaches can be used to certify the purity (expressed as mass fraction of the main element) of a high-purity material. This is where the metrological need of National Metrology Institutes (NMIs) for analytical methods meet the challenges of analytical methods. In terms of methods, glow discharge mass spectrometry (GMDS) with sufficient uncertainties for sufficiently small impurity contents is particularly noteworthy for the certification of primary transfer standards (PTS), and isotope dilution mass spectrometry (IDMS), which particularly benefits from PTS (back-spikes) with small uncertainties, is particularly noteworthy for the application. The corresponding relative uncertainty which can be achieved using the PDM is very low (< 10−4). Acting as PTS, they represent the link between the material aspect of the primary calibration solutions and the immaterial world of the International System of Units (SI). The underlying concepts are discussed, the current status of implementation is summarised, and a roadmap of the necessary future activities in inorganic analytical chemistry is sketched. It has to be noted that smaller measurement uncertainties of the purity of high-purity materials not only have a positive effect on chemical measurements, but also trigger new developments and findings in other disciplines such as thermometry or materials science. Many calibration and measurement procedures, however, rely on certified reference materials (CRMs) to obtain metrological traceability, especially in the broad field of chemical analysis. The metrological information of those reference materials is also provided in the form of certificates, and hence, their digitization bears the same automatization potential for quality assurance and traceability as the DCC itself. Although fairly similar, a reference material certificate contains some different information, and has a variable structure and proprietary requirements compared to a calibration certificate, as it is based on the dedicated ISO 33401 standard (formally known as ISO Guide 31) rather than the ISO/IEC 17025. Accordingly, the established DCC-schema does not fully fit the purpose of machine-readable reference material certificates. At the German Federal Institute for Materials Research and Testing (BAM), we started to adapt the DCC-schema in order to derive a dedicated schema for CRM certificates. For the seamless digital description of its certified values and their uncertainties, the newly developed schema also utilizes the Digital SI and thus provides a direct link to BIPM’s digital reference point for a global harmonization of metrological quantities. Furthermore, the schema will also be suitable for non-certified reference materials in order to form a common data structure for digital reference material documents (DRMD) in general. As a validated XML report, the DRMD is also compatible with established digital security and verification infrastructure, such as electronic seals and the novel digital accreditation symbol. In this presentation we will highlight some of the essential differences between reference material documents and calibration certificates, but also point out their similarities, which well justify the derivation of the DRMD-Schema from the DCC. In addition to the metrological traceability and quality assurance, further automatization use cases by means of DRMDs are presented, ranging from database maintenance to machine learning for automated analytics. The international standard ISO/IEC 27001 assists organizations in setting up, maintaining and continuously improving their information security management systems. However, despite high growth rates, its international diffusion rates are quite heterogeneous. This paper explores why the diffusion of the international management system standard ISO/IEC 27001 differs across countries. We classify the adoption of ISO/IEC 27001 as a ‘preventive organizational innovation’ and draw from diffusion studies of other management system standards and information security research to develop a set of hypotheses. These relate to the impact of cultural dimensions and national ICT development. We use a negative binomial regression model with panel data covering 57 countries over a 12-year period from 2006 to 2017 to test our hypotheses. We find that the cultural dimensions future orientation, power distance, and institutional collectivism as well as high ICT development are driving factors for the diffusion of ISO/IEC 27001. However, the well-known management system standard ISO/IEC 27001 for information security has shown a lower adoption rate – in terms of annual ISO survey data – than was previously expected by scholars and practitioners. Through the lens of Rogers' diffusion of innovation theory, we consider the adoption of ISO/IEC 27001 as a 'preventive innovation' and aim to identify factors that help gain a better understanding of its adoption. Therefore, we conducted a survey among German organizations on the use and impact of management system standards, explicitly distinguishing between organizations that implement ISO/IEC 27001 and those that are additionally certified against this standard. This study provides insights and contributes to an advanced understanding of motives, impacts, barriers, and useful measures to increase adoption of ISO/IEC 27001. Our findings may be useful to organizations considering the adoption of this management system standard, to certification bodies providing certification services, and to policymakers seeking means to improve information security in organizations. This paper seeks to expand knowledge on the implementation of an information security management system based on the widely used international standard ISO/IEC 27001. We present motives, experienced impacts, and obstacles related to ISO/IEC 27001 implementation using data from a survey of 125 ISO/IEC 27001 certified companies in Germany. Since adoption rates vary between ICT and non-ICT sector companies, we highlight sector-related variations. We classify the adoption of this standard as a preventive organizational innovation and apply Structural Equation Modeling to unearth explanations for the comparatively low adoption of this management system standard among companies outside the ICT sector. We, therefore, derive recommendations for policymakers, standardization, and certification bodies to foster its diffusion. T1 - Exploring the Adoption of the International Information Security Management System Standard ISO/IEC 27001: A Web Mining-Based Analysis N2 - In the light of digitalization and recent EU policy initiatives, information is an important asset that organizations of all sizes and from all sectors should secure. However, in order to provide common requirements for the implementation of an information security management system, the internationally well-accepted ISO/IEC 27001 standard has not shown the expected growth rate since its publication more than a decade ago.In this article, we apply web mining to explore the adoption of ISO/IEC 27001 through a series of 2664 out of more than 900 000 German firms from the Mannheim Enterprise Panel dataset that refers to this standard on their websites. As a result, we present a “landscape” of ISO/IEC 27001 in Germany, which shows that firms not only seek certifications themselves but often refer on their websites to partners who are certified instead. Consequently, we estimate a probit model and find that larger and more innovative firms are more likely to be certified to ISO/IEC 27001 and that almost half of all certified firms belong to the information and communications technology (ICT) service sector. Based on our findings, we derive implications for policymakers and management and critically assess the suitability of web mining to explore the adoption of management system standards. T1 - Quality assurance in supply chains during the COVID-19 pandemic: Empirical evidence on organisational resilience of conformity assessment bodies N2 - Global supply chains rely on the compliance and safety of their products, processes, and facilities. These vital services (often referred to as ‘quality assurance’ or ‘conformity assessment’ services) are provided by Conformity Assessment Bodies (CABs). This empirical study explores the impact of the COVID-19 pandemic on CABs as well as their response to the resulting challenges. Data was gathered through an online survey among all accredited CABs in Germany, which resulted in 555 valid responses. Taking a resilience perspective, we reveal that CABs were hit hard by the disruptions caused by the pandemic, albeit to different degrees, in part due to their type of services, size, and sectors served. Furthermore, we find that contingency plans do not directly cushion order declines (as the main indicator of the economic impact of the pandemic) but rather indirectly through helping CABs respond more quickly, which in turn mitigates their order declines. However, our results show that contingency plans can also have adverse effects if they hinder flexible reaction to the crisis. The findings of our study help managers and policymakers learn from the COVID-19 pandemic and improve the resilience of the conformity assessment sector and quality assurance in the event of future crises. Building on the Digital Calibration Certificate framework, DRMDs encode ISO 33401 requirements and integrate semantic standards like D-SI and material identifiers. These digital documents support automated data exchange, integration into laboratory systems, and interoperability e.g. via asset administration shells and data spaces. The true potential of the QI is realized when its elements and actors are seamlessly integrated into a cohesive digital QI ecosystem. Recent developments towards industrial international data spaces enable such an ecosystem but require the integration of QI principles. Recognizing the lack of such a platform, Quality-X aims at setting the stage for the implementation of a QI ecosystem in international data spaces (IDS), GAIA-X and related German and European projects dedicated to secure data sharing. Quality-X is not about the construction of a platform; it is the creation of an inclusive QI ecosystem with harmonized interfaces. Instead of imposing rigid data structures, it prioritizes interoperability. Through the utilization of Decentralized Identifiers (DIDs), Verifiable Credentials, and Identity Hubs, Quality-X seeks seamless interactions across diverse service provider systems. This white paper introduces the concept and vision of Quality-X and discusses the general prerequisites for integrating QI processes within data spaces. Further on, we introduce existing testbeds, which will serve as an experimental proving ground for exploring various use cases related to the implementation of the vision of a QI-Digital. We investigate the performance of MICAP-MS in measuring Li isotope ratios in new and aged commercial lithium cobalt oxide (LCO) batteries. Our results show that MICAP-MS, operating under cold plasma conditions at 800 W with an 8 mm torch position, achieves results metrologically compatible with MC-ICP-MS, with a precision ranging from 0.6‰ to 3.4‰ for δ7Li values. MICAP-MS benefits from a dielectric resonator for uniform plasma, better ion velocity control, and higher energy efficiency. Optimal settings were identified with dwell times of 10 ms for 6Li and 1 ms for 7Li. The study of LIBs revealed that 6Li migrates towards the anode over multiple charge–discharge cycles, causing 7Li to accumulate in the cathode, a fractionation effect that becomes more pronounced with prolonged cycling. MICAP-MS provides a cost-effective, precise alternative to MC-ICP-MS, with lower operational costs and enhanced portability, advancing the study of isotopic fractionation and aging in lithium-ion batteries. N2 - The global COVID-19 pandemic has brought far-reaching changes for our society. Suddenly, millions of people spent the majority of their time at home - either due to a lock down or by switching from office to working remotely. This paper offers a literature review regarding pandemic-related behavioural changes and a first mapping of likely consequences for EU Ecodesign regulations. These impacts are considered for product groups that are already regulated by EU Ecodesign or are under discussion for future regulation. Furthermore, potential for smart home applications are analysed exemplarily. We identified which behavioural changes have the potential to become established in the long-term. This might need to result in adaptions for regulations under the Ecodesign Directive and EU-Energy Labelling regulations to better reflect the recently appeared usage profiles. It might require different priority settings regarding the product groups to be regulated and communicated to users, due to online shopping proliferation, to be updated. Changed behaviour can be observed in product groups such as ICT, consumer electronics and household appliances. Examples include the increased use of laptops and tablets for digital teaching, use of gaming devices and office equipment in private households (IT, printing and network devices) and changed cooking behaviour. This resulted in increased sales of some product types. Online sales became even more important than in-store sales, which also means that consumers are increasingly informed online about energy efficiency. More do-it-yourself (DIY) home projects result in more frequent - not yet regulated - DIY power tool use and over the long run might stimulate the need for (semi-)professional tools. The changes in behaviour patterns also offer the opportunity to optimize consumption by means of smart homes and smart products. However, the control of networked household appliances requires additional energy for standby states and data exchange. As an illustrative example, we discuss the conflict between higher energy consumption for smart system components and the possible optimization of consumption in private households. Which labelled product property influences customers' purchasing decisions most N2 - The individual willingness to pay for sustainable products is significantly influenced by the climate crisis, but is also affected due to additional international crises as the still ongoing pandemic and the war in Ukraine. The better a product labelling is designed, the more likely consumers are to make a well-considered purchase decision at the point-of-sale, which in turn increases the product lifetime of the devices. The results of this study are based on two consumer surveys with a total of 590 participants. Consumers were asked to make a simulated purchase decision based on the upcoming EU Energy Label for smartphones. Each consumer was presented comparison labels showing different aspects concerning durability (meaning charging cycles, robustness and IP class), repairability, energy efficiency and product price. In addition, there was a question on energy consumption, which was displayed either in Wh/h or in battery endurance per charge in hours. The analysis of the survey shows a clear ranking of the preferred properties: 1. Durability as best option, Energy efficiency and Repairability as second and third choice. In all categories, a higher price was accepted in favor of a more environmentally friendly product design. When presenting the energy consumption in Wh/h, no reliable distinguishing between higher or lower values was observed. In contrast, higher values were clearly preferred when choosing between different battery runtimes. Recommendations will be developed for adjustments to the upcoming EU Energy Label for smartphones and other product labels in the future showing circular economy aspects, such as the durability, repairability, recycled content used during production, recyclability or the total footprint of the product. In addition to the main functions of a product, there are more and more additional functions, especially for electrical and electronic appliances. This means that looking for the right product may require extensive research by consumers and does not always lead to a sense of making an informed purchase decision. The wide variety of designs and functions can overwhelm consumers. This creates uncertainty and might lead to overrate products functionality and thus significantly shorten the service lifetime of appliances. Furthermore, the environmental impact of such functions is usually unclear, and can vary depending on the actual usage scenario. In this study, a survey was carried out in order to better understand consumers perceptions and experiences related to additional functions of products, with specific focus on domestic hobs, household refrigerating appliances and televisions. The results confirm the large number of additional functions and their overwhelming effect for consumers. Consumers purchase devices with more features than desired, or replaced them prematurely because an extra feature fails while the main function is still available. The findings of the study can be used to better inform consumers and support them to make environmentally sustainable purchasing decisions. N2 - Energy efficient products often have a higher purchase price than less efficient alternatives. However, the life cycle costs are often lower due to the lower operating costs. From a purely economic point of view, efficient appliances are not only more ecological but often also more economical and, accordingly, should be purchased more frequently than less efficient appliances. However, this is not always the case. Information deficits are one of the major reasons of this discrepancy: the purchase price is visible during the purchasing process, but the follow-up costs are not, at least not in their exact amount. The EU Energy Label can be considered as a solution to close this gap. During the past decades, there has been a discussion on whether it would be better to communicate the monetary costs associated with energy consumption, since their calculation by the consumer is difficult or needs a high level of cognitive effort. In this study, experiments and field studies on a total of 19 product groups were evaluated with regard to the question of whether the indication of costs instead of physical units affects the decision-making process of the consumer. It has been assessed under which circumstances it might positively influence the purchase decision of the customer, i.e. helping him or her to arrive at a more “energy efficient” decision. Overall, the results indicate that monetary claims possibly exceed the effect of claims on a physical basis when the costs or the differences between the alternatives available seem “relevant” to the consumer. For the first time, the EU Energy Label will depict, among energy efficiency, also a reparability score, battery endurance, battery lifetime, drop resistance and dust and water ingress protection. However, does the multitude of parameters bear the risk to confuse consumers instead of triggering environmentally sustainable purchase decisions? In a survey in Germany, consumers were asked to make a choice when the label does not clearly identify the environmentally better product. Instead, energy efficiency has to be valued against reparability, reliability against energy efficiency, and reparability against reliability. The sustainability lever of the different aspects is not the same, as e.g. lifetime extension has a much more positive environmental impact than energy efficiency in case of mobile devices. Therefore, the question remains, whether consumers intuitively make the right choice. Results of the survey indicate that consumers interpret the complex label in the desired manner and value those aspects higher, which indeed have a more positive effect on the environment. T1 - Considerations for an overall Material Efficiency Index N2 - The material efficiency of products is increasingly addressed in the consumer communication of manufacturers (associations) and as well by policy makers. For instance, EU policies, such as the European Green Deal or the Circular Economy Action Plan, include and indicate sustainability measures related to material efficiency. The strategies and measures address product efficiency far beyond energy efficiency, which has been prioritized and effectively improved due to past policy measures. Now the material efficiency of products is to be increased by considering aspects such as durability, reparability and recyclability. The European Commission has already started to address these material efficiency topics in regulations within the Ecodesign regulatory framework. There is also discussion where and how sustainable product characteristics can be labelled for the information of consumers. A regulation has been passed that requires an energy label including a repairability index for smartphones starting in 2025. Further product groups and product properties such as recyclability and use of post-consumer recycled material might follow. So, the question arises: Should information be combined to reduce the complexity for consumers? Is there potential to develop a consumer labelling including additional sustainability aspects of products such as reuse, refurbishing, remanufacturability? This study analyses opportunities to better flag recyclability, recycled content, durability and reparability. Since the indices are intended to direct consumption toward the most material- and resource-efficient products, the study also presents an approach how these indices could be merged into an overall material efficiency index - possibly a starting point for minimum material efficiency requirements or a labelling opportunity under upcoming Ecodesign-related regulations. T1 - Kicking the can down the Circular Economy Road – Basic needs in Standardization for Electronics- and ICT-products N2 - As consequence of the European Green Deal and the European Commission's Circular Economy Action Plan, the product landscape in the EU will undergo fundamental changes. The legal requirements for products are being expanded, not least through the Proposal for an Ecodesign Regulation for Sustainable Products published by the European Commission in 2022. Following the current developments, requirements for the circularity of products will be increased next to the already existing minimum requirements for products’ energy efficiency. Following this development, the lead question has to be: Is the market, in particular small- and medium-sized enterprises, well prepared for this planned green transformation of our economy? The answer is: No, not yet. What is needed are suitable standards for the implementation of these requirements to reduce additional burdens to an appropriate level and to support fair competition between all market actors concerned. The German Institute for Standardization, the German Commission for Electro-technical, Electronic & Information Technologies and the Association of German Engineers have conducted a review study with the aim of identifying fundamental needs for revising existing standards and for creating new standards - both of which are intended to support and accelerate the transformation of the current economy towards a Circular Economy. More than 700.000 normative documents were analyzed, and the results were discussed and consolidated with more than 1000 experts from manufacturers (organizations), consumer- and environmental organizations as well as from the public sector. As a result, more than 200 gaps in the standardization landscape were identified. In this study, we highlight and analyze the most important needs for standardization activities in the field of electrotechnical-, electronic- and ICT-products. In the discussion with the experts for electrotechnical-, electronic- and ICT products, it has been confirmed that a timely implementation of ambitious political decisions of a circular economy requires a normative basis to ensure its consistency. Furthermore, consensus between experts was that legislation in product regulation would be key and should not be extended to the area of waste legislation. As most important standardization activities accompanying product legislation, the following were identified: (i) creation of a set of indicators enabling a holistic assessment of product circularity, (ii) quality assurance of secondary raw materials and consumers awareness of the product circularity both enabled by appropriate analytics and (iii) clear regulation concerning product liability of repaired, refurbished or remanufactured products. One issue of relevance to all experts concerns the product safety, which must not, under any circumstances, decrease when changing product design to reach a higher degree of circularity. The mentioned and further standardization activities would be essential to kick the can down the circular economy road and are analyzed and summarized in this study. The connectivity of things over their entire life cycle and the smart properties associated with it provide new functionalities and unprecedented availability of (usage) data. This offers huge opportunities for manufacturers, service providers, users, and also policymakers. The latter May impact policy areas such as the regulations on resource and materials efficiency under the Ecodesign Directive 2009/125/EC. With the general approach as it is practiced today, legal requirements are usually set for entire product groups without considering the products individually, including user behavior and environmental conditions. The increasing number of smart products and the growing availability of product data are sparking a discussion on whether these requirements could be more product and application-specific. This paper presents a method for calculating the economically and ecologically optimal durability of a product. It allows determining the point in time when a product should be replaced by combining consumer data with product design data. This novel Approach could contribute to making product regulation more flexible and possibly more efficient. In this context, fundamental challenges associated with smart products in policymaking are also discussed. It presents an analysis of the evolving landscape of material efficiency standardization, the majority of which has been undertaken in the framework of the European Ecodesign Directive, soon to be repealed by the Ecodesign for Sustainable Products Regulation. The impending policy shift will include a very broad extension of product scope, a strengthening of the way in which material efficiency aspects are addressed, and wider potential for product labelling. During the stakeholder consultation process, the European Commission announced that the durability of products would be one of the major topics in the new regulatory approach - hence the specific focus of this paper on durability scoring. The paper first examines the policy and standardization context, and then provides an overview of material efficiency indexes and scoring systems currently in place or being developed. It highlights where standardization is following policymaking, and where standardization is paving the way for more circular products. Scoring systems and indexes could potentially be used for both (i) setting minimum requirements for products entering the EU market, and (ii) consumer labels on material efficiency aspects such as product durability that could trigger environmentally sustainable purchase decisions. Subsequently, a methodological framework for a comprehensive durability scoring system that could be developed in standards is proposed, and the potential for these to be used as a basis for product legislation is explored. Potential durability criteria are listed, divided into technical, servicerelated and further aspects. Technical aspects include external factors that influence the durability of products such as drop/shock resistance. Service-related aspects include, for example, pre-purchase information provision on battery replaceability or availability of software updates. Other aspects include for example pro. T1 - A Front-Runner Approach for EU product policy - Impulse for raising untapped energy saving potentials N2 - In 2020, the European Commission has announced to propose a Sustainable Product Policy for the EU which shall ensure that the performance of front-runners in sustainability progressively becomes the norm. In addition, the European Commission has re-emphasised the necessity to significantly improve the effectiveness of the current Ecodesign framework for energy-related products. With this paper, we present an initial outline of a policy approach which we call the “EU frontrunner approach”. The approach aims at installing a regulatory framework which enables a semi-automated, progressive adaptation of ecodesign minimum requirements for products. It builds on performance levels of the best products available on the market by aggregating information in a database. The “front-runner approach” could first be applied to progressively adapt product-related minimum energy-efficiency requirements. This way it would serve as a starting point to introduce this conceptto the EU policy arena. While the approach can be applied for energy efficiency, it is neither limited to energy-related products nor to energy-related requirements. It can be applied to the wide range of nonenergy related products within the scope of the upcoming Ecodesign for Sustainable Products Regulation (ESPR) as well as to non-energy-related requirements, such as minimum requirements for durability, reparability, recyclability and recycled content. Within this paper, already existing front-runner approaches and recent and ongoing product policy-making processes were reviewed. Based on the results, an EU front-runner approach is outlined. The presented approach (i) refers to performance levels of the best products already available on the market, (ii) aggregates information in existing databases, and (iii) works semi-automated. Together, all three attributes have a high potential to facilitate and accelerate the specification of appropriate minimum requirements for products at the EU level. This way, EU policymakers can deliver on the core objectives of the Ecodesign legislative framework much better. The basic mechanism and its legal entrenchment of the approach are illustrated for the energy efficiency of energy-related products. In addition, the Front-Runner Approach can be applied to any product group in the scope of the upcoming Ecodesign for Sustainable Products Regulation and to a wide range of product-related minimum requirements, such as durability, reparability, or recycled content. The study’s objective is to suggest a tailor-made and dynamic approach to keep the EU product legislation up to date using innovative technology based on the investigation of current regulations and identify the gap. Experiences from three international case studies suggest that a front-runner approach to setting energy-performance standards can drive innovation and reduce energy consumption via promoting energy-efficient products; transparency about available products is one of the key factors and can be established by a database. The EU front-runner approach comprises extending the existing energy label database (or making use of the digital product passport) and introducing a legislative procedure that triggers changes in the energy efficiency requirements in the specific EU regulations if the database shows that a certain threshold value is reached. Challenges such as limited EU staff capacities and opportunities such as increased dynamic are discussed. To analyze the emissions reduction potential, we conducted a comparative life cycle assessment of a proton exchange membrane fuel cell in a residential application and a conventional system with a stand-alone gas condensing boiler and electricity from a grid mix. The period under review was referred to as the service life of the PEMFC and is assumed to be 10 years (83,038 h of PEMFC). The applicability of this in a single-family house built between 1991 and 2000 under German climatic conditions was investigated. The functional unit is set to the thermal energy demand of 16,244 kWh/a and electricity demand of 4919 kWh/a of a single-family house. The impact assessment method “CML 2001–August 2016” was used in this investigation. The manufacturing phase of the proton exchange membrane fuel cell showed disadvantages, whereby the use phase had significant advantages in most of the environmental impact categories as compared to the conventional energy supply system. Considering the whole life cycle, the advantages from the use phase could outperform the disadvantages from the manufacturing phase in most of the impact categories, except for ADP elements and TETP. Textiles and other outdoor products are a major source of PFAS exposure due to their water-repellent impregnations. Determination of PFASs in textiles is increasingly important for enhancing their contribution to the circular economy. While maximum levels and restrictions exist for certain key compounds under the Stockholm Convention on Persistent Organic Pollutants and the REACH regulation, certified reference materials (CRMs) are not currently available. To address this issue, the first CRM for determining PFASs in outdoor textiles (BAM-B003) was developed. It fully complies with the requirements of ISO 17034 and ISO 33405. This work presents the entire process of CRM development process, including preparation, a homogeneity study, a stability study, and value assignment. Certification was based on an in-house study at BAM using liquid chromatography tandem mass spectrometry (LC–MS/MS) with stable isotope dilution analysis (SIDA). The certified mass fractions of 18 PFASs range widely from 0.46 to 69 µg/kg, with a prevalence of PFOA (69 µg/kg), PFOS (41 µg/kg) and PFHxA (35 µg/kg) exceeding legal limits. While previous research has provided valuable insights into the environmental benefits of battery repurposing, there is still a need to examine the repurposing process more thoroughly, in order to make well-informed decisions on the implementation of second-life battery storage systems. Therefore, this study examines the influence of different repurposing strategies on the environmental performance of second-life battery energy storage systems. A life cycle assessment was conducted, analysing four repurposing cases relating to the exchange of components, namely i) new battery management system and module casing (Base case), ii) new battery management system and reuse of module casing (Case 1), iii) new module casing and reuse of battery management system (Case 2) and iv) reuse of module casing and battery management system (Case 3). These impacts were compared to a storage system with new batteries, to determine the potential environmental benefits and identify the most suitable repurposing strategy. Our findings demonstrate significant environmental benefits of second-life battery energy storage systems across various impact categories and repurposing cases. The Base case and Case 1 resulted in environmental benefits across all impact categories. The highest benefits were observed for metal depletion with savings of 58 % and 61 %, respectively. Increased savings were obtained for Case 2 and Case 3. However, environmental drawbacks were identified for freshwater and marine ecotoxicity. In particular, Case 2 resulted in the highest drawbacks of -22 % and -16 %, respectively. These can be attributed to the allocation procedure, particularly affecting the recycling credits of battery management system recycling. The full allocation of end-of-life impacts and consequently the recycling credits to the second-life battery has not only led to a substantial increase in overall savings, but also resulted in impact categories that originally had disadvantages becoming those with the highest environmental savings. This study demonstrates the importance of carefully selecting repurposing strategies for second-life energy storage systems to maximize their environmental benefits and avoid drawbacks. Additionally, the results highlight the substantial influence of allocation procedures on overall environmental impacts, underscoring the need for clearer methodological guidance on addressing the multifunctionality of repurposed batteries. An environmental assessment approach for additional product functions and its application in the case of fridge-freezers N2 - Next to primary functions, energy-related products have an increasing number of additional functions. This affects the overall environmental footprint, but the question is how? A number of European policy strategies, initiatives and measures, such as the Green Deal, the Circular Economy Action Plan, the Ecodesign Directive and the EU Energy Labelling, aim to ensure that the environmental impact of the overall product is better determined, communicated and finally reduced. A core element of these efforts is the DIN EN 4555x series of standards. However, there is currently no comprehensive and systematic classification of the additional product functions or an approach to assess the associated positive and negative environmental impacts. Therefore, we present in this study an environmental assessment approach for additional product functions and illustrate its application in the case of fridge-freezers. A key element of the life-cycle-oriented methodology is an assessment matrix to categorize and evaluate the direct, indirect and systemic impacts of products’ functions. Based on semiquantitative assessments of experts, the matrix provides an indication of how the additional function affects the overall environmental product impact as well as specific product aspects such as durability or reparability. Based on the results experts can discuss and better understand how specific functions can influence various stages of the product life cycle and how intended systemic changes or rebound effects could occur. As part of the approach, a representative survey was conducted to analyze consumers’ knowledge and information needs. Based on the results, recommendations for purchasing decisions and the consumer information were developed. Therefore, the associated efficiency losses are directly measured and correction calculations as for the current steady state tests become obsolete. In addition, the testing can be performed without the support of the manufacturer by market surveillance authorities, for instance, since no frequency and expansion valve settings are required. To prove that the compensation method is repeatable and reproducible three round robin tests have been organised by BAM. In the wake of the ongoing transition of the road-vehicle sector, fuel-cell vehicles (FCVs) have received increased political attention. However, they constitute only a tiny fraction of total road vehicles nowadays and still face competition from other powertrain technologies. Therefore, this study specifically focuses on how the focal technological innovation system of FCVs is influenced by the emerging electric vehicles (EVs) and established internal combustion engine vehicles (ICEVs) as its context structures. To this end, our time-series vector error correction models analyze the short- and long-run causalities between our focal TIS and its context structures. Using publications, patents, and standards as quantitative TIS indicators, we analyze the modes of technology interaction between FCVs and EVs and FCVs and ICEVs to determine the life-cycle phase of our focal FCV-TIS in more depth. Our results demonstrate that the FCV-TIS is in its formative phase based on the dominance of the EV and ICEV context structures. As policy implications, we derive application-sensitive technology policies that combine the benefits of each mobility technology toward the sustainable transition of the mobility sector. Herein, we propose a fast, simple, and low-cost analytical procedure for the traceable determination of Li concentration in human serum, based on the monitoring of the Li isotope dilution through the partially resolved isotope shift in its electronic transition around 670.80 nm using a commercially available high-resolution continuum source graphite furnace atomic absorption spectrometer. With this technique, serum samples only require acidic digestion before analysis. The procedure requires three measurements—an enriched 6Li spike, a mixture of a certified standard solution and spike, and a mixture of the sample and spike with a nominal 7Li/6Li ratio of 0.82. Lanthanum has been used as an internal spectral standard for wavelength correction. The spectra are described as the linear superposition of the contributions of the respective isotopes, each consisting of a spin-orbit doublet, which can be expressed as Gaussian components with constant spectral position and width and different relative intensity, reflecting the isotope ratio in the sample. Both the spectral constants and the correlation between isotope ratio and relative band intensity have been experimentally obtained using commercially available materials enriched with Li isotopes. The Li characteristic mass (mc) obtained corresponds to 0.6 pg. The procedure has been validated using five human serum certified reference materials. The results are metrologically comparable and compatible to the certified values. The measurement uncertainties are comparable to those obtained by the more complex and expensive technique, isotope dilution mass spectrometry. It is based on the well-known isotope shift of approximately 15 pm for the electronic transition 22P←22S at around the wavelength of 670.8 nm, which can be measured by the state-of-the-art high-resolution continuum source graphite furnace atomic absorption spectrometry. For isotope amount ratio analysis, a scalable tree boosting ML algorithm (XGBoost) was employed and calibrated using a set of samples with 6Li isotope amount fractions, ranging from 0.06 to 0.99 mol mol–1, previously determined by a multicollector inductively coupled plasma mass spectrometer (MC-ICP-MS). The calibration ML model was validated with two certified reference materials (LSVEC and IRMM-016). The procedure was applied toward the isotope amount ratio determination of a set of stock chemicals (Li2CO3, LiNO3, LiCl, and LiOH) and a BAM candidate reference material NMC111 (LiNi1/3Mn1/3Co1/3O2), a Li-battery cathode material. The results of these determinations were compared with those obtained by MC-ICP-MS and found to be metrologically comparable and compatible. The residual bias was −1.8‰, and the precision obtained ranged from 1.9 to 6.2‰. This precision was sufficient to resolve naturally occurring variations, as demonstrated for samples ranging from approximately −3 to +15‰. To assess its suitability to technical applications, the NMC111 cathode candidate reference material was analyzed using high-resolution continuum source atomic absorption spectrometry with and without matrix purification. The results obtained were metrologically compatible with each other. A1 - Ladu, Luana T1 - Triple-C: A Tridimensional Sustainability-Oriented Indicator for Assessing Product Circularity in Public Procurement N2 - Various microlevel circular economy indicators for assessing sustainability and, partly, additional sustainability characteristics have been developed, but an integrated solution considering the environmental, social, and economic pillars remains a research gap. Method: Based on a multimethod approach, including surveys and the analysis of existing sustainability assessment methodologies and standards, this paper proposes a concept for a multidimensional circular economy indicator tailored to public procurers. It relies on attractive existing building blocks including: the ecological scarcity method, European and international sustainability standards and indicators, and the STAR-ProBio-IAT concept. Results: This article presents the concept of the composite indicator Triple-C, consisting of 20 elements and aimed at facilitating sustainable circular public procurement. It is intended to be incorporated into software that facilitates sustainable product decisions among public procurers in Germany. Conclusions: We propose a generic indicator concept covering all three (environmental, social, and economic) sustainability pillars. More research and additional standards are needed to develop the Triple-C concept further into product-specific applications.
