While the DPP promises substantial benefits, its adoption poses significant challenges – especially for small and medium-sized enterprises (SMEs). These firms, which make up 99% of non-financial enterprises in the EU, often face resource constraints that hinder technology implementation. Given the impending mandatory application of DPPs across almost all products groups, SMEs risk market exclusion unless they can successfully build the required capabilities. This research identifies determinants influencing SMEs adoption of DPPs by leveraging the Technology-Organization-Environment (TOE) framework. Specifically, it assesses technological readiness, organizational factors, and external environmental conditions as primary drivers of capability development necessary for effective DPP adoption. Employing a quantitative approach adapted from Mikalef et al. (2022), the study utilizes a survey and structural equation modeling to empirically evaluate how these determinants interact to shape SMEs’ DPP capabilities. This represents the first quantitative application of the TOE framework explicitly addressing capability formation in the context of DPP adoption. Findings from this research will reveal specific technological, organizational, and environmental factors which are instrumental in enabling SMEs to comply with regulatory mandates and effectively manage product data in a DPP context. Practical implications include the identification of capability gaps and targeted policy recommendations to support SMEs. After battery aging, a heterogeneous deposit was found on the surface of the cathode. Gray hotspot areas within an extensive pale white region were formed. Consistent with energy dispersive X-ray (EDX) analysis of micro-cross sections milled via targeted focused ion beam (FIB), an Al-containing layer of approximately 3 µm can be observed using GD-OES. We attribute one main cause of this layer is the degradation of the Al current collector. The nonuniform growth of this layer was investigated by performing GD-OES depth profiling at different in-plane positions. We found that the gray area has a higher mass concentration of Al, probably in metallic form, whereas the white area was probably covered more homogeneously with Al2O3, resulting from the inhomogeneous distribution of the pitting positions on the current collector. Compared to FIB-EDX, GD-OES enables a faster and more convenient depth profile analysis, which allows the more productive characterization of lithium-ion batteries (LIBs), and consequently benefits the development of preferable battery materials. Method: Based on a multimethod approach, including surveys and the analysis of existing sustainability assessment methodologies and standards, this paper proposes a concept for a multidimensional circular economy indicator tailored to public procurers. It relies on attractive existing building blocks including: the ecological scarcity method, European and international sustainability standards and indicators,and the STAR-ProBio-IAT concept. Results: This article presents the concept of the composite indicator Triple-C, consisting of 20 elements and aimed at facilitating sustainable circular public procurement. It is intended to be incorporated into software that facilitates sustainable product decisions among public procurers in Germany. Conclusions: We propose a generic indicator concept covering all three (environmental, social, and economic) sustainability pillars. More research and additional standards are needed to develop the Triple-C concept further into product-specific applications. It is based on the well-known isotope shift of approximately 15 pm for the electronic transition 22P←22S at around the wavelength of 670.8 nm, which can be measured by the state-of-the-art high-resolution continuum source graphite furnace atomic absorption spectrometry. For isotope amount ratio analysis, a scalable tree boosting ML algorithm (XGBoost) was employed and calibrated using a set of samples with 6Li isotope amount fractions, ranging from 0.06 to 0.99 mol mol–1, previously determined by a multicollector inductively coupled plasma mass spectrometer (MC-ICP-MS). The calibration ML model was validated with two certified reference materials (LSVEC and IRMM-016). The procedure was applied toward the isotope amount ratio determination of a set of stock chemicals (Li2CO3, LiNO3, LiCl, and LiOH) and a BAM candidate reference material NMC111 (LiNi1/3Mn1/3Co1/3O2), a Li-battery cathode material. The results of these determinations were compared with those obtained by MC-ICP-MS and found to be metrologically comparable and compatible. The residual bias was −1.8‰, and the precision obtained ranged from 1.9 to 6.2‰. This precision was sufficient to resolve naturally occurring variations, as demonstrated for samples ranging from approximately −3 to +15‰. To assess its suitability to technical applications, the NMC111 cathode candidate reference material was analyzed using high-resolution continuum source atomic absorption spectrometry with and without matrix purification. Herein, we propose a fast, simple, and low-cost analytical procedure for the traceable determination of Li concentration in human serum, based on the monitoring of the Li isotope dilution through the partially resolved isotope shift in its electronic transition around 670.80 nm using a commercially available high-resolution continuum source graphite furnace atomic absorption spectrometer. With this technique, serum samples only require acidic digestion before analysis. The procedure requires three measurements—an enriched 6Li spike, a mixture of a certified standard solution and spike, and a mixture of the sample and spike with a nominal 7Li/6Li ratio of 0.82. Lanthanum has been used as an internal spectral standard for wavelength correction. The spectra are described as the linear superposition of the contributions of the respective isotopes, each consisting of a spin-orbit doublet, which can be expressed as Gaussian components with constant spectral position and width and different relative intensity, reflecting the isotope ratio in the sample. Both the spectral constants and the correlation between isotope ratio and relative band intensity have been experimentally obtained using commercially available materials enriched with Li isotopes. The Li characteristic mass (mc) obtained corresponds to 0.6 pg. The procedure has been validated using five human serum certified reference materials. The results are metrologically comparable and compatible to the certified values. The measurement uncertainties are comparable to those obtained by the more complex and expensive technique, isotope dilution mass spectrometry. In the wake of the ongoing transition of the road-vehicle sector, fuel-cell vehicles (FCVs) have received increased political attention. However, they constitute only a tiny fraction of total road vehicles nowadays and still face competition from other powertrain technologies. Therefore, this study specifically focuses on how the focal technological innovation system of FCVs is influenced by the emerging electric vehicles (EVs) and established internal combustion engine vehicles (ICEVs) as its context structures. To this end, our time-series vector error correction models analyze the short- and long-run causalities between our focal TIS and its context structures. Using publications, patents, and standards as quantitative TIS indicators, we analyze the modes of technology interaction between FCVs and EVs and FCVs and ICEVs to determine the life-cycle phase of our focal FCV-TIS in more depth. Our results demonstrate that the FCV-TIS is in its formative phase based on the dominance of the EV and ICEV context structures. As policy implications, we derive application-sensitive technology policies that combine the benefits of each mobility technology toward the sustainable transition of the mobility sector. The method allows for testing with unfixed compressor speed and active control of the unit. Therefore, the associated efficiency losses are directly measured and correction calculations as for the current steady state tests become obsolete. This affects the overall environmental footprint, but the question is how? A number of European policy strategies, initiatives and measures, such as the Green Deal, the Circular Economy Action Plan,the Ecodesign Directive and the EU Energy Labelling, aim to ensure that the environmental impact of the overall product is better determined, communicated and finally reduced. A core element of these efforts is the DIN EN 4555x series of standards. However, there is currently no comprehensive and systematic classification of the additional product functions or an approach to assess the associated positive and negative environmental impacts. Therefore, we present in this study an environmental assessment approach for additional product functions and illustrate its application in the case of fridge-freezers. A key element of the life-cycle-oriented methodology is an assessment matrix to categorize and evaluate the direct, indirect and systemic impacts of products’ functions. Based on semiquantitative assessments of experts, the matrix provides an indication of how the additional function affects the overall environmental product impact as well as specific product aspects such as durability or reparability. Based on the results experts can discuss and better understand how specific functions can influence various stages of the product life cycle and how intended systemic changes or rebound effects could occur. As part of the approach, a representative survey was conducted to analyze consumers’ knowledge and information needs. Based on the results, recommendations for purchasing decisions and the consumer information were developed. While previous research has provided valuable insights into the environmental benefits of battery repurposing, there is still a need to examine the repurposing process more thoroughly, in order to make well-informed decisions on the implementation of second-life battery storage systems. Therefore, this study examines the influence of different repurposing strategies on the environmental performance of second-life battery energy storage systems. A life cycle assessment was conducted, analysing four repurposing cases relating to the exchange of components, namely i) new battery management system and module casing (Base case), ii) new battery management system and reuse of module casing (Case 1), iii) new module casing and reuse of battery management system (Case 2) and iv) reuse of module casing and battery management system (Case 3). These impacts were compared to a storage system with new batteries, to determine the potential environmental benefits and identify the most suitable repurposing strategy. Our findings demonstrate significant environmental benefits of second-life battery energy storage systems across various impact categories and repurposing cases. The Base case and Case 1 resulted in environmental benefits across all impact categories. The highest benefits were observed for metal depletion with savings of 58 % and 61 %, respectively. Increased savings were obtained for Case 2 and Case 3. However, environmental drawbacks were identified for freshwater and marine ecotoxicity. In particular, Case 2 resulted in the highest drawbacks of -22 % and -16 %, respectively. These can be attributed to the allocation procedure, particularly affecting the recycling credits of battery management system recycling. The full allocation of end-of-life impacts and consequently the recycling credits to the second-life battery has not only led to a substantial increase in overall savings, but also resulted in impact categories that originally had disadvantages becoming those with the highest environmental savings. This study demonstrates the importance of carefully selecting repurposing strategies for second-life energy storage systems to maximize their environmental benefits and avoid drawbacks. Additionally, the results highlight the substantial influence of allocation procedures on overall environmental impacts, underscoring the need for clearer methodological guidance on addressing the multifunctionality of repurposed batteries. Textiles and other outdoor products are a major source of PFAS exposure due to their water-repellent impregnations. Determination of PFASs in textiles is increasingly important for enhancing their contribution to the circular economy. While maximum levels and restrictions exist for certain key compounds under the Stockholm Convention on Persistent Organic Pollutants and the REACH regulation, certified reference materials (CRMs) are not currently available. To address this issue, the first CRM for determining PFASs in outdoor textiles (BAM-B003) was developed. It fully complies with the requirements of ISO 17034 and ISO 33405. This work presents the entire process of CRM development process, including preparation, a homogeneity study, a stability study, and value assignment. Certification was based on an in-house study at BAM using liquid chromatography tandem mass spectrometry (LC–MS/MS) with stable isotope dilution analysis (SIDA). The certified mass fractions of 18 PFASs range widely from 0.46 to 69 µg/kg, with a prevalence of PFOA (69 µg/kg), PFOS (41 µg/kg) and PFHxA (35 µg/kg) exceeding legal limits. BAM-B003 is intended for analytical quality control and contributes to improving the chemical safety of textiles and strengthening the circular economy. To analyze the emissions reduction potential, we conducted a comparative life cycle assessment of a proton exchange membrane fuel cell in a residential application and a conventional system with a stand-alone gas condensing boiler and electricity from a grid mix. The period under review was referred to as the service life of the PEMFC and is assumed to be 10 years (83,038 h of PEMFC). The applicability of this in a single-family house built between 1991 and 2000 under German climatic conditions was investigated. The functional unit is set to the thermal energy demand of 16,244 kWh/a and electricity demand of 4919 kWh/a of a single-family house. The impact assessment method “CML 2001–August 2016” was used in this investigation. The manufacturing phase of the proton exchange membrane fuel cell showed disadvantages, whereby the use phase had significant advantages in most of the environmental impact categories as compared to the conventional energy supply system. Considering the whole life cycle, the advantages from the use phase could outperform the disadvantages from the manufacturing phase in most of the impact categories, except for ADP elements and TETP. The aim of this study was to develop a simple procedure for anchoring bacterial lipopolysaccharides to polystyrene (PS) microparticles as a model system for in situ attachment studies. By using a swellcapture methodology, commercially available LPS of Pseudomonas aeruginosa (strain ATCC 27316 serotype 10.22) was anchored onto PS microparticles in a proof-of-concept study. A detailed chemical and morphological characterization has proven the success of LPS incorporation. It was shown that the coverage and structure of the LPS film was concentration dependent. The procedure can easily be adapted to LPS of other bacterial strains to generate a synthetic model toolkit for attachment studies. Within this paper, already existing front-runner approaches and recent and ongoing product policy-making processes were reviewed. Based on the results, an EU front-runner approach is outlined. The presented approach (i) refers to performance levels of the best products already available on the market, (ii) aggregates information in existing databases, and (iii) works semi-automated. Together, all three attributes have a high potential to facilitate and accelerate the specification of appropriate minimum requirements for products at the EU level. This way, EU policymakers can deliver on the core objectives of the Ecodesign legislative framework much better. The basic mechanism and its legal entrenchment of the approach are illustrated for the energy efficiency of energy-related products. In addition, the Front-Runner Approach can be applied to any product group in the scope of the upcoming Ecodesign for Sustainable Products Regulation and to a wide range of product-related minimum requirements, such as durability, reparability, or recycled content. The study’s objective is to suggest a tailor-made and dynamic approach to keep the EU product legislation up to date using innovative technology based on the investigation of current regulations and identify the gap. Experiences from three international case studies suggest that a front-runner approach to setting energy-performance standards can drive innovation and reduce energy consumption via promoting energy-efficient products; transparency about available products is one of the key factors and can be established by a database. The EU front-runner approach comprises extending the existing energy label database (or making use of the digital product passport) and introducing a legislative procedure that triggers changes in the energy efficiency requirements in the specific EU regulations if the database shows that a certain threshold value is reached. Challenges such as limited EU staff capacities and opportunities such as increased dynamic are discussed. In addition, the European Commission has re-emphasised the necessity to significantly improve the effectiveness of the current Ecodesign framework for energy-related products. With this paper, we present an initial outline of a policy approach which we call the “EU frontrunner approach”. The approach aims at installing a regulatory framework which enables a semi-automated, progressive adaptation of ecodesign minimum requirements for products. It builds on performance levels of the best products available on the market by aggregating information in a database. The “front-runner approach” could first be applied to progressively adapt product-related minimum energy-efficiency requirements. This way it would serve as a starting point to introduce this conceptto the EU policy arena. While the approach can be applied for energy efficiency, it is neither limited to energy-related products nor to energy-related requirements. It can be applied to the wide range of nonenergy related products within the scope of the upcoming Ecodesign for Sustainable Products Regulation (ESPR) as well as to non-energy-related requirements, such as minimum requirements for durability, reparability, recyclability and recycled content.
